September 11,2012 12-GEN-108 Mike Cook, Petrotechnical Resources Alaska 3601 C St#822 Anchorage,AK 99503 Subject: PM Work Peak Oilfield Service Company, Contract#2011-008 Project: CIP No.68090/68091: Barrow Gas Fields Well Drilling Program Description: Cut off depth of Plug and Abandoned Wells on the project Dear Mr. Cook: This letter is to confirm the completion of the Plug and Abandonment activities for the Barrow Gas Fields Well Drilling Program. As you know the following wells were Plugged and Abandoned over the course of the project. Walakpa#2 NSB-02 SB-13 SB-11 SB-08 EB-20 EB-19 EB-21 .S EB-15 For each well the Plug and Abandonment procedure was followed by Peak. After Haliburton completed the cement job,our crews excavated around the wellhead. Once the area was excavated and a confined space permit was opened, a measurement was taken from the existing ground level down three feet In each case a representative of PRA or the NSB was on site to ensure that the cut off mark was 3 ft below the existing ground level. Once this cut off mark was verified, the well head was cut off, either with a cutting torch or in one case, with a guillotine saw. At this point Halliburton came back and completed a top job for the wells in which it was needed, the well maker plate was welded on and the excavated area was backfilled. This can be confirmed by the photos that were taken during the procedures and by the PRA&NSB representatives. Excavation work and abandonment marker plate installation shall be documented with photographs thru to conclusion of the wells P &A workscope. 8. Excavate around the conductor casing at 6 ft below ground level. Peak will utilize either a 200 or 400 size excavator, rented from Umiaq, with a frost bucket. 9. The size of the excavation will be roughly 5 ft from the conductor casing to the bottom edge of the excavation. Three sides of the excavation will have side slopes of 1:1. The fourth side of the excavation will have a side slope of 3:1. This will allow easier access into the excavation for cutting off the conductor. 10. Prior to entering the excavation, a confined space permit will be opened. This includes testing with an atmospheric testing meter. 11. The cut mark on the conductor casing will be measured 3 ft below the initial existing ground mark, made prior to excavation. The welder will then mark the cut line around the conductor. A second line will be marked roughly 1 ft above the cut line. 12. A drill will be used to drill 3 to 4 small holes '/" to ' /2" in diameter along the cut line. As the welder drills through the metal pipe, he will look to see if there are cement cuttings as well as metal. 13. The atmospheric testing meter will be used to test the air inside of the conductor at each of drill holes. 14. Prior to cutting, the excavator bucket will be extended over the tree. The tree will be attached to the excavator with approved lifting devices (straps). The bucket will be moved up to where there is no slack. 15. Once it has been verified that the air is suitable for hot work, the welder will begin cutting the conductor along the first cut line. He will also cut on the line roughly one ft above the bottom cut line. In two places he will cut from line to line. (Peak will fill out the clients hot work permit if required for cutting the pipe). 16. This section of the pipe will be removed. 17. The cement from inside the conductor pipe will be removed. 18. Steps 15, 16, 18, 19, and 20 will be repeated for each section of pipe. 19. When cutting the final section of pipe, extra care will be taken to ensure that personnel are out of the line of fire. 20. After the final cut has been made the excavator will be used to raise the tree and pipe and set to the side. 21. The company man will verify that the cement is to the top of the pipes. 22. The welder will weld the top plate to the top of the conductor per 20 AAC 25.120. 23. Pictures will be taken by the company man. 24. • • 25. All equipment will be removed from the conductor hole and backfill around the conductor will begin with the existing material. Additional gravel will be brought in to dress the fill, leaving a mound above the conductor pipe to account for eventual settling of the material. The nearest producing gas well, South Barrow #14, produces from the Barrow Sandstone more than 2,800 feet away. The nearest wellbore, South Barrow #18, which is plugged and abandoned is 900 feet away. Planned horizontal gas producer Savik #1, which will also produce from the Barrow Sandstone, will be about 450 feet from the proposed disposal interval at East Barrow #21. In East Barrow #21, the proposed annulus for the disposal of drilling waste extends from the 9 -5/8" surface casing shoe, set at 1,433 TVDss and cemented to surface, to the top of cement anchoring the 7" intermediate casing string, estimated 1,700 TVDss. The 7" intermediate casing string was set at 2,200 feet TVDss, and cement was planned to come up —500 feet TVD. The targeted injection interval is beneath the High Radiation Zone (HRZ) and above the Walakpa Sandstone, within a thick sequence of marine shales, claystones, and thin, silty sandstones. The most likely areas that will accept injected waste are the approximately six to eight thin beds of silty sandstone occurring between 1,450 and 1,700 feet TVDss. These beds range from about 1 to 6 feet thick, and the total package is about 200 feet thick. These sandstones are separated by numerous claystone, siltstone, and shale beds that will provide confinement for injection wastes. There are no commercial hydrocarbon intervals in this section. The whole package is overlain by the laterally extensive, impermeable shales and carbonaceous claystones of the HRZ. The HRZ is over 20 feet thick in this area and so, is sufficiently thick to provide confinement, ensuring that none of the injected waste fluids migrate upward. A roughly 10 foot thick, laterally extensive shale below the targeted injection zone (above the Walakpa Sandstone) provides basal confinement for injected fluid waste. The Walakpa Sandstone is not a producing interval in the Barrow Gas Field. The attached South Barrow #18 well log, used as a type log for E.B. #21 (paper copy of East Barrow #21 log is also attached) shows the geology from above the 9 -5/8" casing shoe down through the Barrow Sandstone. The interval open for annular injection is highlighted in yellow. The zone most likely to accept injection is highlighted in red. Cement around the 7" intermediate casing string is shown in brown. The HRZ, the upper confining zone, is found above the 9 -5/8" casing shoe, and the lower confining zone, the shale above the Walakpa Sandstone, is near the 1,700 foot TVDss depth. The geology of the East Barrow gas field is well understood due to good well control, core and log data, and 2 -D seismic. Reservoir properties and the lateral continuity of reservoir sands are well documented. Recommendation Approve North Slope Borough's request. Conclusions 1. The 9 -5/8" surface casing shoe is set in this well at about 1,431'' (- 1,408' true vertical depth subsea, or "TVDSS "), in a mudstone and siltstone interval that lies below the laterally- extensive HRZ shale, which is 30' to 40' thick in this area. This shale will provide confinement to prevent upward migration of injected waste. 2. There appears to be a sufficient volume of silty sandstone and sandy siltstone open to the annulus surrounding the 7" casing within this well to accept the proposed injected fluids. 3. Lower confinement will be provided by a 10 -foot thick, laterally- extensive mudstone layer this is sufficiently thick and laterally persistent to ensure injected materials remain within the target disposal interval. 4. There are no potential USDWs in this area. 5. Correlative rights will be protected. 6. The proposed disposal injection operations will not affect potential oil or gas reservoirs. 7. The area most strongly impacted by the proposed annular disposal activities will be limited to a radius of less than 150' from the wellbore. Discussion The North Slope Borough's application was reviewed along with logs from the South Barrow 12, 15, 18 and 19 wells and from the East Barrow 21 well. The mud logs from South Barrow 12, 15 and 18 were also reviewed. An index map is provided in Figure 1, below. The East Barrow 21 development well was drilled to the East Barrow Gas Pool. The North Slope Borough, the operator, intends to dispose of drilling wastes utilizing an open annulus within East Barrow 21 that extends downward from the 9 -5/8" surface casing shoe, which is set at about 1,431' (- 1,408' TVDSS), to the top of cement for the 7" casing string, which is estimated to lie at about 1,725' ( -1,700 TVDSS). This annulus lies within Section 24 of T22N, R17W, Umiat Meridian (see Figure 1). The East Barrow Gas Pool lies on North Slope Borough fee acreage, so correlative rights are not an issue. The section of annulus in East Barrow 21 that will most likely accept the injected waste fluids (most likely receptor interval) is a 200 -foot thick section of the Jurassic -aged Kingak Shale (see Figure 2, All depths herein represent measured depths unless otherwise specified. 2 All thicknesses represent true vertical thicknesses unless otherwise specified. • • East Barrow 21 June 21, 2011 Note to File Page 2 of 5 below). This interval contains numerous 1- to 6 -foot thick beds of sandstone and silty sandstone that are separated by siltstone, mudstone and shale. The aggregate stratigraphic thickness of the sandy siltstone and silty sandstone beds exposed to the annulus is about 15'. On the well log from East Barrow 21, the gamma ray curve suggests the presence of a thick, silty sandstone bed at the shoe of the 9 -5/8" surface casing. This apparent silty sandstone bed is an artifact caused by circulating and cementing. In offset wells, the correlative sediments to those surrounding the 9 -5/8" casing shoe consist of mudstone and siltstone (see Figure 3, below). S BARROW . These intervals are continuous throughout the area, and will provide upper confinement for the disposed fluids. Beneath the most likely receptor interval is a 10 -foot thick siltstone interval that is also continuous throughout the area. This interval will provide additional lower confinement for injected wastes. In South Barrow 18, methane was first encountered in significant at amounts at about 360' ( -330' TVDSS). Log analysis calculations for the sands within the most likely receptor interval yield water saturation values ranging from about 95% to 80 %, and these water saturation values are supported by Pickett and Hingle plots. Sands within the most likely receptor interval are silty, fine- to very fine- grained, and displayed trace indicators of small amounts of immobile, residual oil. The most likely receptor interval does not contain commercial quantities of oil or gas. ' The lithology log from nearby well South Barrow 18 describes these sands as displaying gold fluorescence under UV light, with instant, light - yellow, streaming cut using solvent, but with no mention of oil staining in the cuttings samples. Structural Cross - section from S Barrow 19 to S Barrow 18 Well log calculations indicate that the total dissolved solids (TDS) concentrations exceed 10,000 mg/1 in the sands of the most likely receptor interval and the scattered, silty sands that lie between the receptor interval and the base of permafrost. The chart presented in Figure 4, below, provides an estimate of the subsurface volume around East Barrow 21 that will be affected by the proposed annular disposal operations. There are about 15' of porous sandy siltstone and silty sandstone beds within the likely waste receptor interval, according to a count using the gamma ray curve from East Barrow 21. Neutron and density porosity well logs were run across the most likely receptor interval, and inspection of these well logs suggests an average porosity of about 20% for the sandy siltstone and silty sandstone layers. There are no freshwater aquifers present, nor are there any potentially commercial hydrocarbons within the proposed injection interval in well East Barrow 21. The open annulus that will be used for disposal injection lies on fee land owned by the North Slope Borough, so correlative rights are not a concern. I recommend approval of this annular disposal project. Without this data the annular disposal permit cannot be approved. Furthermore, the OA (out annulus) has "Arctic pack " placed and this would also make it technically impossible to inject any fluids into this annular space and down to the targeted receiving formations. Arctic pack could be removed with considerable effort but would not be practical. My recommendation is too look for another well or permit one of the new wells to AD service. (Savik #1 or Savik #2) . The North Slope Borough, operator of the Barrow Gas Field, requested the Alaska Oil and Gas Conservation Commission by letter dated July 22, 1987 to hold a public hearing in order to receive testimony for establishment of pool rules to govern the drilling, development, and production operations for the South Barrow Gas Pool and the East Barrow Gas Pool. · Notice of public hearing held August 31, 1987 was published in the Anchorage Daily News on July 25, 1987. ~ A hearing covering the matter of the applicant's request was held in conformance with 20 AAC 25.540 at the office of the Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501 at 9:00 a.m. on August 31, 1987. · Members on the staff of the North Slope Borough presented testimony including exhibits. The hearing record was closed at the end of the public hearing. FINDINGS: · Gas accumulations in basal transgressive Jurassic and Cretaceous age sands occur in structural traps peripheral to an apparent diapir-like feature near the village of Barrow, Alaska. · Two gas accumulations near Barrow have been known as the South Barrow Gas Field and the East Barrow Gas Field from which gas is produced for local consumption. ·- From production history the East Barrow Gas reservoir shows an active water-drive, whereas the South Barrow Gas reser- voir has none. The two gas accumulations do not appear to be in communication. Conservation Order No. 253 September 30, 1987 P age 2 · The sands in which the gas accumulations occur in the South and East Barrow Pool are lenticular in nature and irregular in occurrence. . The vertical limits of the gas pool in the South Barrow Gas Pool and the East Barrow Gas Pool may be defined by gas sands penetrated in the North Slope Borough South Barrow No. 13 well which appears to be a typical and representative well. · Well spacing in the South Barrow Gas Pool was regulated by Federal agencies during early development of the pool following its discovery in 1949. · Well spacing in the East Barrow Gas Pool was regulated by Federal agencies during early development of the pool following its discovery in 1974. . Several wells have been drilled, and completed or abandoned under federal jurisdiction prior to this Order and, there- fore, are not in violation of statewide regulations or this Order. ~ · The Barrow Gas Field was conveyed to the North Slope Borough from the Federal government in 1984. 10. The gas wells in the South and East Barrow Gas Pools have been on production for many years, and have produced reliably and safely. 11. Barrow is entirely dependent upon the Barrow Gas Field which is the sole supply of heat and fuel for electrical generation; therefore, there are bypasses around the gas production meters which are to remain sealed except in emergencies. 12. Accumulated hydrocarbon liquids and water are purged from wells by two to three minute blowdowns of the tubing at intervals normally between one and four weeks, depending on production rate. 13. Approximate depth of permafrost in the affected area is 550 feet TVD. CONCLUS IONS: 1. It is appropriate to write field rules for the Barrow Gas Field. 2. There are two pools in the Barrow Gas Field.. Conservation Order No. 233 September 30, 1987 Page 3 · The Barrow Gas Field has been operated safely and reliably with existing spacing, construction, and operational procedures. Rule 1 Field and Pool Name The field is named the Barrow'Gas Field. The hydrocarbons contained within the sands in the cretaceous Pebble Shale Unit and Jurassic Kingak formation constitute two reservoirs named the South Barrow Gas Pool and the East Barrow Gas Pool. Rule 2 Pool Definition The South Barrow Gas Pool and the East Barrow Gas Pool are defined as the accumulations of gas which are common to and which correlate with the accumulations found in the North Slope Borough South Barrow No o 13 welI between the measured depths of 2210 and 2472 feet. Conservation Order No. 233 September 30, 1987 Page 4 Rule 3 Well Spacing a) The spacing of all wells drilled and completed within the affected area prior to the date of this Order is approved. b) Nominal 160-acre drilling units are established for the pool within the affected area for all wells to be drilled and com- pleted subsequent to the date of this Order. Each drilling unit shall conform to governmental quarter sections. No more than one well may be drilled into and produced from each drilling unit. A pool may not be opened in a well closer than 1000 feet to any other well opened in the pool. A pool shall not be opened in any well closer than 1500 feet to the exterior boundary of the affected area or closer than 1500 feet from the boundary where ownership changes. c) Upon application by the operator accompanied by sub- stantiating data based on engineering and geological principles, the Commission may administratively approve modifications to well spacing. Rule 4 Casing and Cementing Requirements a) Surface casing to provide for proper anchorage to the surrounding formation, to prevent uncontrolled fluid flow, and to protect the well from the effects of permafrost thaw-subsidence or freeze-back loadings, shall be set at least 500 measured feet below the base of the permafrost. Sufficient cement shall be used to fill the annulus behind the casing to the surface. b) Alternate means for maintaining the integrity of the well from the effects of permafrost thaw-subsidence and freeze- back may be administratively approved by the Commission upon application and presentation of data which show the alternatives are appropriate, based upon accepted engineering principles. Rule 5 Completion Practice Wells completed for production from the Barrow Gas Pools are to utilize casing strings or liners cemented through the production intervals. The Commission may administratively approve alternate completion methods where appropriate. Rule 6 Gas Venting or Flaring a) The venting or flaring of gas is prohibited except as may be authorized by the Commission for facility safety, opera- tional necessity, and in cases of emergency.
