' , , ¡~ ".,...' \."~,,, . ~ " ,'¡'" D ,'" Dear Mr. Skillern: We have reviewed the well files which contCiin recommendations for final location clearance for the following wells: Milne Point Unit N-01 (PTD 170-045) Plugged & Abandoned January 5, 1984 Milne Point Unit N-01A (PTD 184-006) Plugged & Abandoned January 18, 1984 Milne Point Unit N-01B (PTD 184-013) Plugged & Abandoned March 29, 2002 We found field inspection reports in all of the above files recommending final location clearance. The reports show the locations to be in compliance with (20 AAC 25.170 Onshore Location Clearance) and, therefore, the Commission requires no further work on the subject wells. However, BP Exploration Alaska Inc remains liable if any problems occur in the future with any of the wells. Final location clearance is hereby approved for the above listed wells. Since the actual pad was removed per the requirement of other agencies, any future actions not directly associated with the well will be under the direction of those agencies. The Alaska Department of Environmental Conservation (ADEC) hal cclnPfete~ review and public notice for permanent closure approval of the inactive reserve pits located at the above reference sites located on the North Slope. The closure applications and corrective action plans provided the required information describing the history and conditions of the reserve pits( s), results of required water sampling, an assessment of the potential risks posed by the drilling waste to human health and the environment as well as proposed corrective actions. Corrective actions are completed at these sites. ADEC coordinated field inspections and review of the closure plans with the appropriate land and resource managers. At these three sites, the drilling waste was excavated from the reserve pit(s) and transported to a grind and injection facility for disposal. The excavated pits were backfilled with clean gravel. ADEC has determined that these sites present no material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published March 7 and 8, 2003 in the Anchorage Daily News and posted on the state web site March 7, 2003. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska, 99501 within 15 days of the permit decision. Adjudicatory hearing requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. If a hearing is not requested within 30 days, the right to appeal is waived. Monday, December !9,. 1983: I left ARCO, Drill Site 2-V5, subject Of another report to Conoco, Milne Point N-1. I inspected the diverter, controls', flow lines and valves. The diverter system was installed correctly, with full-opening valve that automatically opens when diverter closes. There was a 10" diverter line that ran to the outside of the rig, with a tee targeted and another set of valves to divert flow in either direction, through a l0t line. These valves were controlled by one handle, so that when you'close one valve the other opens, manually operated. There was one problem, the 10" diverter line to direct flow to the opposite direction was not ~ out far enough to clear rig and be safe if used. (As drawing attached shows). I informed Dan McCoy supervisor for Conoco that the diverter Iine should run far enough past the rig so that if there was a kick it would not endanger the rig. Therefore, the pipe thread strength will be used to determine the casing minimum strain values. Converting to psi: Pipe Thread Strength = 1,122,000 lbs/13.572 IN2 = 82,670 psi Conservation Order No. 173, Rule 4.(d) states that the surface casing, including connections, shall have a minimum post-yield strain properties of 0.9% in tension and 1.26% in compressiOn. In order to determine whether the 9-5/8", 47 lb/ft, L-80, Buttress casing will meet these requirements, a post-yield stress-strain diagram must be constructed. The first point for the stress-strain diagram is determined by referring to API 5AC, Section 4. Paragraph 4.2 defines yield strength as the tensile stress required~to produce a strain of 0.5%. At 80,000 psi (yield strength) stress the corresponding strain valve would be 0.5%. To find the slope for the stress-strain diagram the plasticity must be determined. modulus of Defined in the standard handbook for Mechanical Engineers, pp. 5-72 (referred to as the plastic modulus). From API 5AC, Appendix B, a 1½" specimen of L-80 grade steel with a 0.472" wall would elongate 19.5% at ultimate strength (95,000 psi). If the casing elongates 19.5% at 95,000 psi, the slope of the post-yield stress-strain line (modulus of plasticity) would be calculated as follows: Ep(modulus of plasticity) = (95,000-80,000) = 78,947 psi/Unit Strain (.195-0.005) The strain property of the casing at its calculated pipe thread strength (82,670 psi) would be calculated by the following equation: (T. There is no stipulation in the 5C3 bulletin on the difference between tensile and compressive strength of the casing. It is therefore assumed that the calculated strength value is valid for both tensile and compressive loading. CEMENTING PROGRAM me The 13 3/8" conductor will be set at 80' below the surface 115' K. B., then cemented to the surface with high_ yield permafrost cement. FORMATION EVALUATION me Dual Induction and BHC Sonic logs will be run across the surface hole. Be Standard mud logging equipment to be used below the surface pipe with a IDEL Plotted. C. Sidewall cores to be taken as determined by onsight geologist. Wireline logs for the 8~" hole from T.D. to the 9 5/8" shoe will include: Dual induction laterolog; borehole compensated sonic-gamma ray; formation compensated density with CNL and GR-caliper, Dipmeter. A Nuclear Magnetic Log will be run from approximately 3200' to 4000'. Velocity Survey will also be run before running casing. IV. DRILLING FLUID A high viscosity gel-fresh water mud system 0' - 2500' Low solids non-dispersed mud system 2500' - 6500' Low solids dispersed mud system 6500' - TD Magnetite will be added to mud system for the NML Log run. V. DIRECTIONAL PROGRAM The well has a proposed KOP of 4200' and will build angle in a south 4.5° east direction. This well is the only well on the "N" pad so there is no danger of drilling into an existing well.
