Keenan, Director Division of Lands Department of Natural Resources State of Alaska 323 East 4th Avenue Anchorage, Alaska 99501 gOT 1 1073 Attention: Mr. Pedro Denton 'Chief Hinerals Section Dear Sir- Your letter'of September 12, ]973,' received by Amoco Production COmpany (Amoco) on September 17, 1973, 'requested certain information pertaining to the gas well identified as "Middle Ground Shoal State 1.87'43 Well No. l" and the oil well identified as "Redoubt Shoal Unit State 29690 Well No. 2" and the above referenced leases on which these wells are located. You are advised as follows: Lease ADL 18743'and'Well'No' 1 ._ With respect to.Middle Ground Shoal State 18743 Well No. 1 please 6e advised that the situation is about the same as was described in Our letter Of-April 24, 1969 except that we are now considerably more optimistic about prospects for a market for this gas. Amoco has kept abreast of the possible, and potential gas markets in the Cook Inlet Basin area but as yet has been unable to negotiate for the sale of gas from this well and lease. As stated in our letter of April 24, 196.9, one possible future market for this gas is for 1. ease fuel 'for gas lift and other oil producing operations in the 'Cook Inlet fields. We believe that the casing.head gas-still being produced with the oil in these fields will become insufficient for' lease operating, purposes before all of the oil from such'fields is produced. When this happens, · and it appears to be considerably nearer than it was in 1969, it is believed that this 'may create a good market for 'gas produced from this well and lease and that the availability 'of the gas from this lease for such purposes will alsO serve to increase the ultimate production of oil' from such other fields. Amoco plans to continue to keep advised of t'his and other possibilities for marketing this gas and to continue all reasonable efforts to find a profitable market for it. If and when such-market is established Amoco will exert all reasonable efforts to fur. ther explore and develop this lease for' gas. [qr. F. J. Keenan, Director Octobe~ 5, 1973 Page 2 Lease ADL 29690 and Redoubt Shoal Unit t.lell No. 2 With reference to Redoubt Shoal Unit State 29690 ~,fell No. 2 and Lease ADL 29690 on ~.~hich it is located it is noted from our records that this lease covers 1,883 acres located in Sections 19, 20, 29 and 30, T7N, R15W, Cook Inlet, Alaska, and that this lease was included in the Redoubt Shoal Unit which was terminated on November 1, 1970. Prior to the formation of such Unit over 6.3 million dollars was spent by Amoco' and other owners of lease' interests in this area in dri. l lin§ three exploratory wells, two of which were located on Lease ADL 29690. Two of these exploratory ~-~ells were dry holes while the referenced Unit Well Ho. 2 was certified by the Department of Natural Resources by its letter of January 14, 1969 as a well capable of producing oil in commercial~ quantities and that the payment of minimum royalty in lieu of rental or ~ctual production royalty was applicable under the terms of the lease. This well remains capable of producing oil in-commercial quantities and the primary term of this lease does not expire until November 30, 1975. The initial plan of development for the Redoubt Shoal Unit, ~,Jhich ~.~as approved by the State, covered the period from March 27, 1969 to Harch 27, 1970 and called for the drilling of one exploratory well within the Unit Area. Amoco offered a sizeable percentage of its iniJerests in this Unit to numerous independent and major oil companies in order to get the proposed well drilled. However, such efforts to get such 'well drilled were unsuccessful. At,the expiration of the initial plan of development under this Unit Amoco submitted to the State another plan of development calling for Amoco to prudently pursue all avenues f. or development with modified plans to outline specifics when a definite course became fixed. The State rejected this plan, however, and the Unit was terminated effective November 1, 1970. Inas. much as all but one of the other leases in the Unit were at this time beyond their primary terms, they were forfeited upon termination of the Unit. The lands covered by such t~rminated leases have since b~en leased to other parties. Amoco considers the area formerly included in the Redoubt Shoal Unit to have economic development prospects and wishes to retain Oil and Gas Lease ADL 29690 i'n its p~esent status. Amoco has and will continue to prudently explore all reasonable means of developing this lease and marketing the production therefrom. This 'area has quite recently baen the subject of intensive geological and engineering studies with particular attenti'on given to present day economics in light of recent crude price increases. There are now, of course, new leas.e owners in this area with whom we must work in negotiating and formulating further plans for exploration and development. 'Amoco plans to exert all reason- able efforts to further explore and develop this lease and to market the production therefrom. Hr. F. J. Keenan, Director Division of Lands Department of Natural Resources State of Alaska Anchorage, Alaska Tared b7 'Branch Ch±e2 Dear Sir: Your letter of March 20, 1969 requested information showing what work has been performed in securing or developing markets for the ~'as well identified as "Middle Ground Shoal State 18743 Well No. 1" and future direction of activity concerning this well and lease. The present markets for gas from gas wells in the Cook Inlet Basin now have committed to'them sufficient gas for their needs for the present and for the immediate future. There appears to be no way in which any of these purchasers can be required by law to take the gas from this well or lease. We believe it would be unwise at this time to attempt to negotiate for the sale of the gas from this well and lease to the present markets. We are confident that the'needs of these present markets will continue to expand; that new markets will become available; and that it will be possible at some future date to negotiate a sale of gas well gas which will permit both the state and the lessees to realize a greater return on the sale of such gas. One possible market for the gas in the gas pool encountered by this well may be for lease fuel for gas lift and possibly as injection fluid in the Middle Ground Shoal Field or other fields in the Cook Inlet Basin. We know that the casinghead gas now being produced with the oil in the Cook Inlet fields will become insufficient for lease operating purposes before all of the oil has been produced. At that time it will be necessary t© supplement the produced gas with other fuel. Gas from gas wells in the immediate vicinity would provide an ideal fuel source. While present plans do not call for the use of gas as an injection fluid in secondary recovery projects in any of these fields, the possibility cannot be ruled ouu. 9he use 21 1oho DIVISION OF OIL AND GA8 ANCld'~;iAG~ Mr. F. Keenan, Director April 24, 1969 Page 2 of gas from this lease in these fields either as lease fuel or as injection fluid, or as both should give the state benefits at least equal to those which it might receive from a sale at the price which could now be obtained from any of the present markets. Such use could also prolong the economic productive life of the fields in which it is used, thus increasing the state's income from the royalty on the oil. We have not attempted to produce this well nor have we drilled any wells on Lease ADL 18743 in an attempt to further develop the gas reserves which were encountered in the well. Such operations or development at this time would accomplish no beneficial purpose~. They could substantially increase the risk of reservoir damage and the risk of pollution. As stated in our original application the well now has in it a concrete Plug placed there for the express purpose of minimizing these risks. We respectfully request that the extension granted by your decision of October 12, 1966 remain in effect until such time as we are able to determine whether the gas from this lease may be used for lease fuel gas lift or injection fluid for any of the fields in the vicinity or until such time as another desirable market for the gas is available, whichever first occurs. Such extension should be continued in effect subject to the condition that we will at any time upon request furnish you current information on. available or potential markets for the gas. We need your help to alert us ~o situations such as this. I t-hink this situation indicates the need for requiring an annual report of operations and plans for all shut-in leases and intend to' do this in the future. Probably, the basic concern in this case is not the lack of pro- ducing the existing well, but that as far as we know, they have made no reasonable efforts to determine if the gas deposit located by this well is capable of'economic development. To make such a determination, additional exploratory drilling would, no doubt, he,necessary before installation of'production facilities, eyen if they had a market. This information is confidential and is for your information and files only. The attached chart used to estimate gas gauges through a positive choke is based on 90° F. flow temperature and a .65 gravity gas. The flowing ~mperature was less than chart parameters as evidenced by the freezing condition, and the gas gravity was probably less than the chart parameters, both of which would tend to increase the estimated gas gauge, however, because no definite temperature and gravity is available, we prefer not to attempt a refinement on the initial estimate. Please note from the bottom hole pressure charts enclosed in the Halliburton report, no noticeable drawdown was obtained on the last five minute flow period, therefore no definite quantitative open flow can be calculated. The existence of a high capacity gas zone was confirmed by this test as evidenced by quick responses such as 1) water cushion to surface in two minutes, 2) high surface pressure gas gauge at the end of the test with no drawdown in bottom hole pressure, and 3) rapid stabilization of bottom hole pressure. Additional information submitted in their letter of January 29, 1965, including copies of the pressure charts, and the Formation Test Data sheet shows that the sand tested through perforations 9~108' - 9,132' has a closed in bottom hole pressure almost 250 psi greater than the hydrostatic head of an equivalent column of fresh water. Approximately 135 psi greater than a salt water column. When closed in after flowing out the 500 foot water cushion in less than five minutes through a ~" bean and flowing for another five minutes through the same bean at a calculated rate of 3,400 mc~/d there was no increase in pressure. While this procedure would not be considered an adequate test under normal operating conditions on a shore based well, it does prove the well has a potential many times greater than the above estimate. Considering the hazardous conditions at the time of the test, November 7, (i.e. ex- treme cold and high winds and drilling from a barge) and the necessity of removing the drilling barge before icing conditions in the Inlet caused additional danger and expense, it is recommended that the change in clas- sification be granted. This classification will be contingent upon a standard multiple point pressure test to be taken at such time the well is conditioned to produce and such test shall be witnessed by a representative of the Division of Mines and Minerals. There seems to be some question as to why, while completing the subject well, a complete four-point back pressure test was not run on the gas zone 9108-32. As you know, the testing of a gas well from a floating vessel presents'certain safety problems. We have tested gas zones in Cook Inlet No. lA; however, the tests were performed under ideal weather conditions and °nly direct steam heat was required to keep test equipment operational. It was apparent at the time of the initial Drill Stem Test on this gas zone that direct steam heating would not keep Our test equi~nt operational in Cook Inlet during mid-November weather conditions. The test was conducted November 7, 1964, in cold temperatures, 40 mph winds'and rough seas, with no high pressure or gas heating test equipment. Severe surface line freezing conditions resulted in the abbreviated test. The test was opened for 5 minutes, in which time the majority of the 500' of water cushion was produced, then shut in for 10 minutes to rerig surface equipment, and reopened for 5 minutes, in which time the remaining water cushion was produced and at the end of which the gas gauge was taken. The well had to be shut in at that time because of hazardous test conditions. · The Drill Stem Test obviously confirmed a high capacity gas zone, and our interpretation of Section 215~ of the "State of Alaska 0il and Gas Conservation, Regulations and Statutes" is that a four- point test is not required for completion but is to establish capacity of a gas well with no time limitations. For these reasons we did not pursue the testing of this zone further.
