[lie commission will, upon appl:c ;:ion by LIC operator under (b) of this section, approve the suspension of a well is (1) the well (A) encounters hydrocarbons of sufficient quality and quantity to indicate that the well is capable of producing in paying quantities, as reasonably demonstrated by wel tests or interpretive formation evaluation data; for purposes of this paragraph, "paying quantities" means quantities sufficient to yield a return in excess of operating costs; (H) is a candidate for redrilling; (C) has potential value as a service well; or (I)) is located on a pad or platform with active producing or service vells; and (2) the operator justifies to the commission's satisfaction why the well should not be abandoned, and, if the well is not completed, why the well should not be completed; sufficient reasons include the (A) unavailability of surface production or transportation facilities; (H) imprudence of security maintenance of a completed well in a shut-in status; (C) need for pool delineation and evaluation to determine the prudence of pool development. (b) An Application for Sundry Approvals (Form 10-403) must be submitted to and approved by the commission before plugging operations are begun; in a well for which suspension is proposed, except that oral approval may be obtained from the commission if it is followed within three days by the submission of an Application for Sundry Approvals for final approval by the commission. Approval will be conditioned as necessary to protect freshwater and hydrocarbon resources. An Application for Sundry Approvals must include (1) the reason for Suspending the well and information showing that the applicable criteria for suspension under (a) of this section have been met; and (2) a statement of proposed work, including (A) information on abnonmally geo-pressured strata; (B) the manner oi' placement, kind, size, and location, by measured depth, of existing and proposed plugs; (C) plans for ccmentino, shooting, testing, and removing casing; (ll) if thu Apphcc;tion Cor Sundry Approvals is submiitcd itftcr begi ;i:irtg work, the name of the representative of the commission who provided oral approva, and the date of the approval; and (E) other information pertinent to suspension of the well. (d) A well approved for suspension must be plugged in accordance �vlth the requi-ements of 20 AAC 25_1.1.2, except that the requirements of 20 AAC 25.112(d) do not apply if (1) a wellhead is installed or the well is capped with a mechanical device to seal the opening; and (2) a brid=e plug capped with 50 feet of cement or a continuous cement plug c):.ending 200 feet within the interior casing string is placed at or above 300 feet below the surface-, the commission will waive the requirement of this paragraph for a development well drilled from a pad or platform, if the commission determines that the level of activity on the pad or piatfornn assures adequate surveillance of that development well. This well recently experienced waterflood breakthrough from the C-2 zone and a test indicated the production of 100 percent water. The high-pressure water zone was isolated and the well is currently shut in. Verbal approval to perform this work was obtained from Harold Hedlund on April 9, 1986. Remainder of 9 5/8-inch casing was found to be in good condition. Set back-pressure valves, nipple down tree, nipple up BOP's and test to 2,500 psi. Pull back-pressure valves. Pull tubing and bottomhole assembly. Run tubing and new bottomhole assembly. Hydrotest tubing running in to 3,900 psi. Land tubing. Set back-pressure valves, nipple down BOP's, nipple up tree and test to 4,000 psi. Pull back-pressure valves. · · · · 6. Our records indicate that this data was not submitted for Granite Point 18742 Well No. 34 and therefore is attached. Granite Point 18742 Well No. 39 was never completed or logged. Well No. 39 well had to be sidetracked to Granite Point 18742 Well No. 39RD due to a drillstring becoming stuck and lost in the wellbore. Therefore, there is no data to be submitted for this well. Due to the "tight hole" nature of No Name Island Well No. 1, no composite tape of all the logs was made. To comply with this regulation, a composite library tape is currently being made. Test on Amoco's GP-34RD - Platform Bruce, Cook Inlet F~iday, June 1 - I departed my home at 10:00 AM for a 10:15 AM showup and 10:30 ~i departure via A.A.I. twin otter for Kenai arriving at 11:00 AM. I rented a car and drove to the Shell-Amoco Heliport where we departed at 12:30 PM and. arrived on Platform Bruce at 12:45 PM. I met with Amoco Drilling Foreman Floyd Thomas who advised tests would begin about 4:00 PM. Tests began at 5:45 PM with the top pipe rams, inside valve in the kill line, and HCR valve in the choke line tested to 3000 psig. Inside valve on the choke line then tested to 3000 psig but the check valve in the kill line failed, Nine valves and eighteen flanges in the choke manifold tested to 3000 psigo Both manual adjustable chokes were free moving and the Swaco superchoke was actuated. Lower pipe rams tested to 3000 psig and annular preventer tested to 1500 psig. Accumulator pressure was 3000 psig. With the pumps off we opened the HCR valve and closed the pipe rams and annular preventer simultaneously. Accumulator pressure dropped to 1950 psig. Pumps were then turned on and accumulator pressure built 200 psi in forty seconds. N2 backup bottles tested 2100, 2250, 2275, 2100, and 1575 psig. Kelly cock and lower Kelly valve, and blind rams tested to 3000 psig. Both dart and ball type floor valve were in place before the drawworks. Tests were concluded at 7:15 PM and a field inspection report prepared with a copy given to Floyd Thomas, a copy mailed to Leonard Dawsow, and the original attached to this report. I departed Platfom~ Bruce at 8:30 PM and arrived in Kenai at 9:20 PM. i departed Kenai at 10:00 PM arriving in Anchorage at 10:30 PM and at my home at 11:00 PM. ~0nday,~ Ju~e 4 - Jim Cummings with Amoco advised by phone check valve had 'been replaced and tested successvully to 3000 psig.
