Effective from this month, we will no longer be disposing of produced water into the CPF-1A disposal well. On 05/15/23, the well was shut-in, freeze protected, and blinded from the injection header. Currently, our plan is to maintain the well in its current condition and service to allow for reservoir monitoring and possible reconnection for future facility de-bottlenecking efforts. After discussion this morning with Dusty Freeborn, he explained that the inspectors witness these tests with the well in service and stabilized. An un -witnessed MIT was completed on 11/29/19 after the IA was circulated out with 50 bbl of diesel with the results in the 10-426 below. Dusty will follow up with the inspectors to schedule a witnessed MIT -IA after the well is in service and stable - Planned injection start is tomorrow. The well will be placed into produced water disposal service in accordance with Rule 11 of Area Injection Order 2C.000. The well will also dispose of small amounts of non -hazardous treated effluent mixed with the produced water per Area Injection Order 2C.074. In that note, Jeff Smith indicated that an MIT had been conducted in the past year or so. A request was made to provide whatever record might exist. There is no new information in the file. Do you have any prior MIT information?? Also, in times past Jerry Dethlefs at Problem Wells has been able to provide an operations summary for work performed on a given well. Can you provide that summary?? You note in the beginning part of the procedure to perform a tubing MIT (MITT). The standard annulus pressure test should also be performed. Commission Anchorage Dear Mr. Johnston: This confirms our November 6, 1996 discussion with you regarding incident which occurred recently at the Kuparuk Oily Waste Injection Faci y (OWIF) located at CPF1. The OWIF Class II disposal well is regulated by AOGCC under Area Injection Order No. 2. As indicated in our conversation, we discovered on November 5 that a fluid which was a mixture of fluids "brought to the surface" and fluids generated on the surface was injected into the OWIF disposal well. This incident was discovered during a routine audit of our disposal activities. The injection occurred on May 13, 1996 when the operator routed the fluids to the Class II disposal well, rather than to the water recycle facility. The fluids were generated during spring thaw of the snow inside the DS 1H Oily Solids Storage Facility. These meltwaters are recycled in either the water or hydrocarbon recycle facility depending on the percentage of oil in the meltwaters. The generator properly manifested the fluid to the water recycle facility where it was accepted. The manifest shake-out shows the composition of the fluid was 99% water and 1% hydrocarbon. Because the oil was thick and weathered, the facility operator decided to change the disposition of the fluid from the recycle to the disposal facility. The composition of the materials stored in the Oily Solids Storage Facility is approximately 70% solids brought to the surface during production operations (e.g., sandjet sand and vessel sediments) and 30% spill residues. A significant portion of the spill residues consist of production fluids spilled onto surface road gravel. The remainder of the material is non-exempt, nonhazardous materials such as sand blast sand, and spill residues contaminated with traces of glycol and nonexempt (i.e. vehicle) diesel. Therefore, only a trace amount of material which was not brought to the surface could have been in the injected fluids. This form has a check-box to show that manifested fluids were brought to surface. The manifest in use on May 13 did not have this box. To further prevent a recurrence of this event, we are taking certain actions to ensure that the fluids will be properly handled in the future. These measures are as follows: * review the AAI procedure with all facility operators, and post a sign at the receiving facilities reminding facility operators not to change the disposition of a fluid without contacting the generator or Environmental Coordinator. This sign will also state that only brought to the surface fluids can be injected down the Class II disposal well. In summary, we believe that this incident was an isolated event for which we have implemented adequate preventative measures.
