Subject: Operation Update For CPF-1A
Mr. Wallace,
I am writing on behalf of ConocoPhillips Alaska Inc to inform you of a change in our operation of the
CPF-1A class 2 disposal well located at Kuparuk. Effective from this month, we will no longer be
disposing of produced water into the CPF-1A disposal well.
On 05/15/23, the well was shut-in, freeze protected, and blinded from the injection header.
Currently, our plan is to maintain the well in its current condition and service to allow for reservoir
monitoring and possible reconnection for future facility de-bottlenecking efforts.

When I wrote the summary for approved Sundry 319-524, 1 wrongly assumed that the witnessed MIT
would occur prior to placing the well in service.
After discussion this morning with Dusty Freeborn, he explained that the inspectors witness these tests
with the well in service and stabilized.
An un -witnessed MIT was completed on 11/29/19 after the IA was circulated out with 50 bbl of diesel
with the results in the 10-426 below.
Dusty will follow up with the inspectors to schedule a witnessed MIT -IA after the well is in service and
stable -
Planned injection start is tomorrow.

CPF-1A Re -instatement to Service

Greg Hobbs
ConocoPhillips Alaska Inc. request that well CPF-1A be re -instated to service as a Class 2 Disposal well.
The well will be placed into produced water disposal service in accordance with Rule 11 of Area Injection
Order 2C.000. The well will also dispose of small amounts of non -hazardous treated effluent mixed with
the produced water per Area Injection Order 2C.074.
There is no initial intervention work planned on the well.
A witnessed MIT IA will be scheduled prior to its service date.
The well will be used to dispose of approximately 8,000 barrels of produced water per day from the
CPF1 production facility to increase production capacity. This project is anticipated to last four to five
years.

I was doing some file review on Class 11 disposal wells and looked at these files. What are the future plans for
these wells?
Here is a quick summary of the information I found in the Commission well files.
CPF-01A (184-227) — Last continuous injection May, 2002. Last MIT 5/13/2005. Sundry obtained in March, 2005
to conduct injectivity test.
CPF-02 (184-068) — Last continuous injection December, 1987, most recent injection August, 1989. Sundry
obtained in January, 2004 to P&A well.

Enclosed is the approved Application for Sundry Approval relating to the above
referenced well. Please note the conditions of approval set out in the enclosed fOm1.
Please provide at least twenty-four (24) hours notice for a representative of the
Commission to witness any required test. Contact the Commission's petroleum field
inspector at (907) 659-3607 (pager).
As provided in AS 31.05.080, within 20 days after written notice of this decision, or such
further time as the Commission grants for good cause shown, a person affected by it may
file with the Commission an application for rehearing. A request for rehearing is
considered timely if it is received by 4:30 PM on the 23rd day following the date of this
letter, or the next working day if the 23rd day falls on a holiday or weekend. A person
may not appeal a Commission decision to Super' ~ourt unless rehearing has been
requested.

I have received the sundry. In looking at the file, I see there were
some messages exchanged last August regarding restarting injection. In
that note, Jeff Smith indicated that an MIT had been conducted in the
past year or so. A request was made to provide whatever record might
exist. There is no new information in the file. Do you have any prior
MIT information?? Also, in times past Jerry Dethlefs at Problem Wells
has been able to provide an operations summary for work performed on a
given well. Can you provide that summary??
You note in the beginning part of the procedure to perform a tubing MIT
(MITT). The standard annulus pressure test should also be performed.
Jerry or his associates can likely help you with that.

CPF-1A Mechanical Condition and Injection Test

Mechanical Condition
Check wellhead pressure rating
Drift / Tag PBTD & bailer sample
Measure static pressure (prior to pumping any fluid if possible)
Caliper log tubing (and 7" if possible) - determine whether GLM is present
Set plug in tubing tail and MIT tubing to 3500 psi (run tube move cales)
Iniection Test
Mix 3-4 cu yd sand jet solids with 200 bbl diesel gel in vac truck for approx 2 ppa loading
Keep paddles rotating through test to keep solids in suspension
Maintain continuous wellhead pressure and rate throughout test with pump truck or spider gauge
MIRU Dowell pump truck
Pump 60 bbl neat diesel (wellbore volume 28 bbl) at +/- 2 bpm
Begin step rate injection test with seawater. Begin test after 50 bbl seawater pumped (to load well).
Measure stabilized pressure at 2 bpm - 3 bpm - 4 bpm - 5 bpm - 6 bpm up to max rate. Continue
at each step until stabilized pressure established for +/- 5 min. Expect +/- 1500 psi WHIP at 6 bpm.
Do not exceed 3000 psi WHIP.
If injectivity is questionable, confer with town (Rennie) before beginning slurry injection.
Begin slurry injection. Pump +/- 200 bbl diesel gel slurry at steady rate between 4-6 bpm while
measuring pressure. Do not exceed 3000 psi WHIP.
Flush with +/- 100 bbl seawater at 4-6 bpm
Freeze protect with +/- 30 bbl neat diesel
Note: Do not perform test before word from town (Rennie) that AOGCC and CPA Environmental
permission has been given.

Thanks for the notice regarding reactivation of CPF-01A (PTD 184-227). I checked
our files and could not locate any results of MITs or other demonstration of
mechanical integrity. Please provide the results of the MIT performed on July 25
for our review. Alsol please make arrangements with our North Slope inspector to
witness an MIT after you have initiated injection and well conditions are thermally
stable.

This confirms our November 6, 1996 discussion with you regarding
incident which occurred recently at the Kuparuk Oily Waste Injection Faci y
(OWIF) located at CPF1. The OWIF Class II disposal well is regulated by
AOGCC under Area Injection Order No. 2. As indicated in our conversation,
we discovered on November 5 that a fluid which was a mixture of fluids
"brought to the surface" and fluids generated on the surface was injected into
the OWIF disposal well. This incident was discovered during a routine audit
of our disposal activities.
The injection occurred on May 13, 1996 when the operator routed the fluids to
the Class II disposal well, rather than to the water recycle facility. The fluids
were generated during spring thaw of the snow inside the DS 1H Oily Solids
Storage Facility. These meltwaters are recycled in either the water or
hydrocarbon recycle facility depending on the percentage of oil in the
meltwaters.
The generator properly manifested the fluid to the water recycle facility where
it was accepted. The manifest shake-out shows the composition of the fluid
was 99% water and 1% hydrocarbon. Because the oil was thick and
weathered, the facility operator decided to change the disposition of the fluid
from the recycle to the disposal facility.
The composition of the materials stored in the Oily Solids Storage Facility is
approximately 70% solids brought to the surface during production operations
(e.g., sandjet sand and vessel sediments) and 30% spill residues. A
significant portion of the spill residues consist of production fluids spilled onto
surface road gravel. The remainder of the material is non-exempt,
nonhazardous materials such as sand blast sand, and spill residues
contaminated with traces of glycol and nonexempt (i.e. vehicle) diesel.
Therefore, only a trace amount of material which was not brought to the
surface could have been in the injected fluids.

Re: Class Ii Disposal Incident
Use of a new manifest form was initiated July 1, 1996. This form has a
check-box to show that manifested fluids were brought to surface. The
manifest in use on May 13 did not have this box. To further prevent a
recurrence of this event, we are taking certain actions to ensure that the fluids
will be properly handled in the future. These measures are as follows:
* review the AAI procedure with all facility operators, and
post a sign at the receiving facilities reminding facility operators
not to change the disposition of a fluid without contacting the
generator or Environmental Coordinator. This sign will also state
that only brought to the surface fluids can be injected down the
Class II disposal well.
In summary, we believe that this incident was an isolated event for which we
have implemented adequate preventative measures. If you need any
additional information, please contact the Field Environmental Coordinator at
659-7242.

Enclosed is the approved application for pe_rmit to drill the
above referenced well.
If coring is conducted, a one cubic inch chip from each foot of
recovered core is required. Samples of well cuttings and a mud
log are not required. A continuous directional survey is
required as per 20 AAC 25.050(b)(5). If available, a tape
containing the digitized log infor~nation shall be submitted on
all logs for copying except experimental logs, velocity surveys
and dipmeter surveys.
Many rivers in Alaska and their drainage systems have been
classified as important for the spawning or migration of
anadromous fish. Operations in these areas are subject to
AS 16.05.870 ~nd the regulations promulgated thereunder (Title 5,
Alaska Administrative Code). Prior to commencing operations you
may be contacted by the Habitat Coordinator's Office, Department
of Fish and Game.
Pollution of any waters of the State is prohibited by AS 46,
Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior to
commencing operations you may be contacted by a representative of
the Department of Environmemtal Conservation.
To aid us in scheduling field work, please notify this office 24
hours prior to commencing installation of the blowout prevention

ARCO Alaska, Inc., proposes to drill a disposal well on the CPF-1 Pad to approximately 3908'HD (3405'TVD). A
20", 2000 psi annular diverter will be installed on the 16" conductor while drilling. A string of 9-5/8" casing
will be run to 2250'HD (2067'TVD). Cement will be circulated to surface. A string of 7" casing w~11 be run to
TD with cement circulated to 2756'. All uncemented annuli w~11 be left with a non-freezing fluid. The well
will be completed with 2-7/8", 6.5#~ J-55, 8rd tubing with a 5" c~rculating string through the permafrost,

Maintenance & Operation
1. Upon initial installation close annular preventer and
verify ~hat ball valves have opened properly.
2. Close annular preventer and blow air through diverter
lines every 12 hours.
3. Close annular preventer in the event that gas or fluid
flow to surface is detected. If necessary, manually
override and close ball valve to upwind diverter line.
Do not shut in well under any circumstances.
