Re: Acceptance of Eni US Operating Co, Inc. (Eni)’s proposed plans for the Nikaitchuq
North 01 (NN-01) well (PTD 217-135, API No. 50-629-23583-00-00)
Dear Messrs. Monkelien and Chaudhry,
By email received April 12, 2023, Eni asked the Alaska Oil and Gas Conservation Commission
(AOGCC) to provide written confirmation to the Bureau of Safety and Environmental
Enforcement (BSEE) that Eni’s proposed plan for the subject well is acceptable to the state. Per
Eni’s email the proposed plan for the well is to set a whipstock in the well and then sidetrack the
well into the Nikaitchuq Schrader Bluff Oil Pool and use it to help develop that pool. This
proposed plan is acceptable to the AOGCC and complies with our regulations.
The subject well was drilled from the Spy Island drill site as an exploratory well targeting potential
pay on the Outer Continental Shelf. The well has been plugged back with multiple cement plugs,
the shallowest of which is at about 2,350’ MD. On March 18, 2020, Eni applied to the AOGCC
to suspend the well, per AOGCC regulations contained in 20 AAC 25.112 several conditions must
be met for the AOGCC to approve suspension of a well. These include the well must be
mechanically sound, it must be plugged to prevent fluid migration, it needs to be located on a pad
with active production or have potential future utility. The subject well met the AOGCC’s
requirements, so the suspension request was approved on March 23, 2020. At the time the
suspension was approved AOGCC regulations provided that an initial suspension was valid for 10
years and the well had to be inspected periodically. The well has been inspected as required and
the 10-year suspension that was approved has not expired.

Therefore, leaving the NN-01 in suspended status with the potential to sidetrack the well to further
development of the Nikaitchuq field complies with AOGCC requirements and we have no
objection to Eni’s proposal.

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.0SO(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter
determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the
respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on
it within l0-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the denial
of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which
the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS the denial
is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was
filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision on
reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

1. Written communication from the appropriate State of Alaska official stating that they are okay with this
proposal needs to be submitted.
2. The Pay.gov receipt is for an amount much greater than what is required, and the Project Name and Lease are
incorrect.
3. All items that are listed within 30 CFR 250.1712 need to be addressed. If it is not applicable, that needs to be
stated.
4. How do you intend to comply with 30 CFR 250.1715(b)? If the plugs were not previously tested, a variance will
be required.
5. The casing will not be cut 15’ below the mudline so a variance from 30 CFR 250.1716 will be required.
6. Please submit the Proposed Wellbore Schematic Labeled as Such (Permanent Abandonment as opposed to
Temporary Abandonment.)
7. You may address 250.1740 and 1743 within this APM to avoid having to submit another APM to address
250.1704(g)(4)
The following will need to be addressed after this APM Process
1. 30 CFR 250. 1704(h)(2) - An End of Operations Report (EOR) will need to be submitted.
2. 30 CFR 250. 1704(i) - specific to the well abandonment costs. This can be submitted as an attachment to the
EOR but if not available at that time you can submit via E-mail within the 120 day time frame.

It would be very helpful if ENI could map the NN01 well as it exists with an outline of the structure you are exploring and
the associated leases. Please add a three mile radius to the wellbore so we can determine if any unleased land exits
within a three mile radius of the wellbore. This will help us understand how the NN01 well data relates to the valuation
of any unleased land as described in 11 AAC 83, 153. Please mark it confidential and request confidentiality.

Eni as operator of the Exploration well (NN01 – PTC 217‐135) within the federal lease unit, Harrison Bay Block 6423, by
this email, hereby respectfully requests an extension to the Confidentially term pertaining to the subject well, which is to
expire on May 12, 2021.
Eni’s request for continued confidentiality is desired as the subject well is currently within a Suspension of Operations
(SOO) status granted by BSEE. Eni requested an extension to the original SOO to further contemplate the drilling of a
second well (NN02) in the winter of 2022. Eni’s drilling schedule was fully developed with contracts in place with drilling
contractor and several millions of dollars spent for new material and services for the NN02 well. The commitment to
invest in the drilling of NN02 was based on the expectation that our partner, Shell Oil would continue its participation
(50% interest) in the drilling of said well. However, Shell at the eleventh hour notified Eni it had elected to go non‐
consent in the drilling of the NN02 well. This last minute decision has prevented Eni from executing its 2020‐2021
drilling plans, until after we are successful in securing a viable partner.

Providing NN01 confidential well data to the public at this time could potentially jeopardize any future commercial
arraignment that Eni might gain with another company that is interested in the prospect, if in the event, Eni is
unsuccessful in securing a partner to drill the NN02 well.
Eni respectfully requests an extended period of time for confidentiality pertaining to the NN01 well.
