PO Box 196612 Anchorage AK 99519 Re: Cancelled or Expired PTD's. Dear Gunkel: The Alaska Oil and Gas Conservation Commission ("AOGCC") approved the following referenced permit to drills. The AOGCC has a long-standing policy of releasing cancelled or expired permits two years from the date the application was approved by the AOGCC. The following files are scheduled to be released October 1, 2001. Permit to Drill No.'s: 97-047 98-019 99-002 97-056 98-050 99-009 97-082 98-135 97-090 98-154 97-100 98-155 97-121 98-164 97-159 98-167 97-191 98-177 98-210 98-211 98-223 98-236 98-257 98-261 Sincerely, Memorandum State of Alaska Oil and Gas Conservation Commission To: Well File: Prudhoe Bay Unit Y-35A Permit # 199-009 February 19, 2001 Re.' Cancelled or Expired Permit Action Prudhoe Bay Unit Y-35AXX API# 029-22186-95 This memo will remain at the front of the subject well file. Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (wellbore segment) Drilling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. ! The sidetrack, Y-35a, will target upper Zone 4 reserves. This sidetrack will be conducted in two phases. Phase 1: set whipstock and downsqueeze abandonment cement: Planned for 2/1/99. · Y-35 will be tested for tubing integrity. · A dummy whipstock drift will be run. · A permanent whipstock will be set on ELine at approximately 11,030' MD, 47 ff above existing Zone 4 perfs. · Existing perforations will be abandoned with approx. 25 bbls cement. Abandonment cement will be downsqueezed past the whipstock and squeezed to 1500 psi with AOGCC witness. Cement will then be washed out or drilled to the top of the whipstock. This procedure is described in more detail in the Form 10-403. Phase 2: Mill Window and Drill Directional Hole: Planned for 2~8~99. Drilling coil tubing equipment will be rigged up and utilized to mill the window (if not done by service coil) and drill the directional hole as per attached plan. The completion will be a fully cemented 2 7/8" liner. If service coil is used to mill the window, a flowline will be utilized for fluid returns. Mud Program: - Phase 1: Seawater - Phase 2: FIo-Pro (8.8 - 8.9 ppg) Liner Program: - 2 7/8", 6.16#, L-80, ST-L liner will be run from TD to approx. 10,715' MD and cemented with approx. 23 bbls. cement. The well will then be perforated with coil tubing conveyed guns. Well Control: - BOP diagram is attached. - Pipe rams, blind rams and the CT pack off will be pressure tested to 400 psi and to 4000 psi. - The annular preventer will be tested to 400 psi and 2000 psi. Directional: - See attachments. - Kick Off: 11,030' MD (8,829' TVD ss) - TD: 13,088' MD (8,975' TVD ss) - Magnetic and inclination surveys will be taken every 30 f. No gyro will be run. Logging: · A Gamma Ray log will be run over all of the open hole section. · A memory Induction log will be run at TD. Mud and Cuttings disposal: All waste mud and cuttings will be injected at the CC2 facility. Drilling Hazards: No faults are lost circulation zones are expected within the target polygon of this sidetrack.
