Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is -95. The well number for a cancelled or expired permit is modified with an appended XX. CANCELED PERMITS ARE RELEASABLE 2 years from the date on the letter received from the operator requesting the permit canceled.. Assuming a 150 psi overbalance is required to safely drill and trip in this formation, then a required mud weight of 10.1 ppg can be predicted as a maximum mud weight required to safely drill this formation, assuming a TVD of 6600'. Calculating MASP based on the most recent reservoir pressure data from nearby wells, and assuming a gas gradient of 0.11 psi/ft from the Kuparuk base to surface, the following MASP can be computed: MASP = (6765 ft)(0.5 - 0.11 psi/ft) = 2638 psi 1 C-21 Page 1 SG,02/04/99,v. 1 Drilling Area Risks: Drilling risks in the lC-21 area are lost circulation and potential borehole instability in and below the permafrost formation. Lost circulation will be addressed with lost circulation material (LCM) and reduced circulating rates as needed. Borehole instabilty will be addressed through mud treatments and control drilling if necessary. In addition, there is a strong likelihood of shallow gas while drilling off Drillsite 1C. This will be handled by control drilling and mud treatments. Well Proximity Risks: The nearest existing well to 1C-21 is 1C-03. As designed, the minimum distance between the two wells would be 31.6' at 400' MD. Annular Pumping Activities: Incidental fluids generated from drilling operations will be hauled to the nearest permitted disposal well or will be pumped down the surface / production casing annulus of a annular disposal permitted existing well on DS-lC. That annulus will be left with a non-freezing fluid during any extended shut down (> 4 hr) in pumping operations. The lC-21 well will be freeze protected after running the 3 Y2" tubing and prior to the drilling rig moving off of the well. We request that lC-21 be permitted for annular pumping of fluids occurring as a result of drilling operations, per regulation 20 AAC 25.080. Any zones containing significant hydrocarbons will be isolated prior to initiating annular pumping. There will be no USDW's open below the shoe or potable/industrial water wells within one mile of the receiving zone. Reference the enclosed directional drilling plan for other formation markers in this well. Surface casing will be set in the Cretaceous shales below the base of the West Sak Sands. These 300-500' thick shales are part of the Colville Group and are known to provide vertical barriers to fluid flow. The surface casing shoe will be set a minimum of 100' vertically below the base of the West Sak into the heart of the shales. The maximum volume of fluids to be pumped down the annulus of this well will not exceed 35,000 bbl without the specific permission of the AOGCC. Fluid densities will range from diesel to a maximum of 12.0 ppg for drilling fluid wastes. Using 12.0 ppg fluid and the rig's specified maximum pumping pressure of 1,500 psi for annular injection, the maximum pressure at the surface casing shoe is estimated by: Max Shoe Pressure = (12.0 ppg) * (0.052) * (Surf. Shoe TVD) + 1,500 psi : (12.0 ppg) * (0.052) * (4600') + 1,500 psi Max Pressure = 4,370 psi This pressure is conservative, since frictional losses while pumping have not been taken into consideration. The surface and production casing strings exposed to the annular pumping operations have sufficient strength by using the 85% collapse and burst ratings. The well is designed to penetrate and further develop the production potential of the Kuparuk sands in the vicinity of 1C pad. The well is designated as a conventional production well using a 9 5/8" surface casing string, a 7" Iongstring design production casing string and 3-1/2" tubing. Please find attached information as required by 20 AAC 25.005 (a) and (c) for your review. Pertinent information attached to this application includes the following: 1 ) Form 10-401 Application for Permit to Drill per 20 AAC 25.005 (a). 2) Fee of $100 payable to the State of Alaska per 20 AAC 25.005 (c) (1). 3) A directional plat showing the surface and bottomhole locations proposed for the well per 20 AAC 25.005 (c) (2). 4) Directional plots and proximity calculations in accordance with the requirements of 20 AAC 25.050. 5) Diagrams and descriptions of the BOP and diverter equipment to be used as required by 20 AAC 25.035 (a) (1) and (b) 6) A complete proposed casing and cementing program is attached as per 20 AAC 25.030. A wellbore schematic is also attached visually depicting the proposed well and completion design. 7) The drilling fluid program, in addition to the requirements set forth in 20 AAC 25.033 are attached in this APD package. 8) A copy of the proposed drilling program, including a request for approval of annular pumping operations is attached. 9) Aisc note that ARCO does not anticipate the presence of H2S in the formations to be encountered in this well. However, there will be H2S monitoring equipment functioning on the rigs as is the standard operating procedure in the Kuparuk River Unit drilling operation.
