I therefore recommend that final location clearance status be granted to the AAI wells listed above. Attached please find an AOGCC Surface ~d3andonment report for each well listed. In summary, I conducted the final location clearance inspection on the above listed wells. I recommend that final location clearance status be granted to all wells except the Texaco Prudhoe #1 location. Six of the locations did not meet the requirements of 20 AAC 25.170(a). Since it is doubtful that the deficiencies can be corrected before the locations are uninspectable for this year, the Commission will require a form 10-403 for each location requesting a time extension per 20 AAC '25.170(b). Following is a summary of locations inspected and deficiencies noted: Sag Delta (BP) 31-11-16 Debris still scattered around location. Rat hole uncovered and iron post exposed on east end of pad. West Mikkelsen State #1 Debris still scattered around location and rat hole uncovered. West Sak River State BI0 Pits need to be filled. Upon inspection of the diverter line, a number of infractions were noted. See attached drawing. I called Bill Van Alen, AOGCC representative on duty after hours, and discussed the infractions with him. ARCO representative John Emery was told to remove the elbows on the diverter line, and to replace with Target "T". See attached drawing. Tuesday, March 17, 1987: The functioning of the diverter commenced ~ 5:30 a,m. this d~te' The annular preventer closed in 10 seconds, and the 10" hydraulic valve opened in 2.5 seconds. All work on the diverter line was complete except the flanging up of the Target "T" on the west side of the rig. Doug Amos is going to stop by the rig and inspect the final completion of the diverter line. In summary, I witnessed the diverter test on ARCO's KRF Winter Trails #2.
