Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The ,APl number and in some instances the well name reflect the number of preexisting reddlls and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (weilbore segment) Ddlling Permit Procedures, revised December 29, 1995. Oostermeyer Regional Drilling Engineer PD/O01 Enclosures ARCO Alaska, Inc. is a Subsidiary of AllanticRichfieldCompany DS 11-28 DRILLING PROGRAM 1. Drill 30" conductor hole and set 20" casing. Secure with 2000# Poleset. 2. MIRU drilling rig. Nipple up riser. 3. Drill 17-1/2" hole to KOP at 250'. Kick off building 1.5°/100' oriented N45°W. Drill to 13-3/8" casing point at 2700'TVD/2908'MD. Cement to surface wi th 2700 sx Cold Set III and 400 sx Cold Set II. 4. Nipple up and test BOPE. (Test rams @ 5000 psi, annular @ 3000 psi.) 5. Test casing to 2000 psi. Perform leakoff test. Drill 12-1/4" hole at about 39° to KOPz at 7000'TVD. Kick off and ,,build nlg. 3°/100' to 69° Drill to the Top of the Sadlerochit. Run 9-5/8 casi and cement wit~ 500 sx Class "G" cement. 6. Change mud system from low solids non-dispersed to oil base mud. 7. Test casing to 3000 psi. Perform leakoff test. Drill 8-1/2" hole building angle at about 1.5°/100' to maximum angle of 85°. Hold 85° angle to TD at IO0'MD past the Base of the Sadlerochit. 8. No open hole logs are planned, due to use of RLL-B MWD logging tool (GR/DIL/CNL). 9. Run 7" liner and cement with +500 sx Class "G" cement. 10. Clean out cement in 9-5/8" casing and 7" liner. Pressure test casing to 3000 psi. 11. Run cased hole logs. 12. Clean out open hole to TD. Run 4-1/2" flush joint slotted liner to TD and set on packer with SBR 100' above 7" casing shoe. 13. RIH with SBR overshot and 3-1/2" tubing with SSSV. Stab overshot on SBR and land tubing. Pressure test tubing casing annulus. 14. Set BPV. ND BOPE and NU tree. Test tree to 5000 psi. Secure well and release rig. 15. Produce well through 4-1/2" slotted liner. Stimulate as required based upon production data. NOTE' a. In accordance with Area Injection Order No. 4, excess non hazardous fluids developed from well operations and as necessary to control fluid level in reserve pit will be disposed of down the 9-5/8" x 13-3/8" annulus. The annulus will be left with a non-freezing fluid during any extended interruption in the disposal process. The annul us will be seal ed wi th 300 sx of cement followed by Arctic Pack upon the completion of the fluid disposal process. b. The drilling fluid program and fluid surface system will conform to the regulations set forth in 20 AAC 25.033. d. Maximum surface pressure is based upon BHP and a full column gas to TD (0.10 psi/ft). e. The AOGCC has waived the requirement for a surface hole diverter system on Drill Site 11. THE ACCEPTABLE LOWER LIMIT IS 45 SECONDS CLOSING TIME AND 1£00 PSI REMAINING PRESSURE 13-5/8" BOP STACK TEST 1. FILL BOP STACK AND MANIFOLD WITH A NON-FREEZING LIQUID. CHECK THAT ALL HOL,D DOWN SCREWS ARE FULLY RETRACTED. MARK RUNNING JOINT WITH PREDETERMINED PLUG SEATING DEPTH. RUN TEST PLUG ON DRILL PIPE AND SEAT IN WELLHEAD. RUN IN LOCK DOWN SCREWS. 3. CLOSE ANNULAR PREVENTER AND UPSTREAM VALVES. 4. FUNCTIONALLY TEST CHOKES. 5. IN EACH OF THE FOLLOWING TESTS, FIRST HOLD A 250 PSI LOW PRESSURE TEST FOR A MINIMUM OF 3 MINUTES, THEN TEST AT THE HIGH PRESSURE. 6 INCREASE PRESSURE TO $000 PSI AND HOLD FOR A MINIMUM OF 3MINUTES. BLEED PRESSURE TO ZERO. 7. OPEN ANNULAR PREVENTER AND CLOSE TOP SET OF PIPE RAMS. INCREASE PRESSURE TO 5000 PSI AND HOLD FOR AT LEAST ,3 MINUTES. BLEED PRESSURE TO ZERO. 8. CLOSE VALVES DIRECTLY UPSTREAM OF CHOKES AND OPEN CHOKES. INCREASE PRESSURE TO 5000 PSI AND HOLD FOR AT LEAST :SMINUTES. BLEED PRESSURE TO ZERO. 9. OPEN TOP SET OF PIPE RAMS THEN CLOSE BOTTOM SET OF PIPE RAMS. INCREASE PRESSURE TO5000 PSI BELOW THE BOTTOM SET OF PIPE RAMS AND HOLD FOR AT LEAST 3 MINUTES. 10. TEST REMAINING UNTESTED MANIFOLD VALVES (IF ANY) WITH 5000 PSI UPSTREAM OF YALYE AND ZERO PRESSURE DOWN- STREAM. 11. BLEE~D PRESSURE TO ZERO. OPEN BOTTOM SET OF PIPE RAMS. 1Z.
