This memo will remain at the from of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to ddil. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
redrills and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (weiibore segment) Ddiling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

above referenced well.
The permit to drill does not inde~mnify you from the probable need
to obtain additional permits required by law from other
governmental agencies prior to commencing operations at the well
site.
To aid us in scheduling field work, please notify this office 24
hours prior to commencing installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. Where a diverter system is required,
please also notify this office 24 hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.

Drilling fluid practices will be in accordance with the
appropriate regulations stated in 20 AAC 25.033.
Maximum anticipated surface pressure is calculated using a
surface casing leak-off of 13.5 ppg EMW (Kuparuk average) and
a gas gradient of .11 psi/ft. This shows that formation
breakdown would occur before a surface pressure of 3000 psi
could be reached. Therefore, ARCO Alaska, Inc. will test our
BOP equipment to 3000 psi.
After 200' of departure, there are no well bores within 200'
of this proposed well.
In accordance with Area Injection Order No. 2, excess
non-hazardous fluids developed from well operations and those
fluids necessary to control the fluid level in reserve pits
will be pumped down the surface/production casing annulus.
The annulus will be left with a non-freezing fluid during any
extended shutdown in disposal operations. The annulus will be
sealed with 175 sx of cement followed by arctic pack upon
completion of the fluid disposal.

GENERAL DRILLING PROCEDUR~
KUPARUK RIVER FIELD
DEVELOPMENT WELLS
1. Move in rig.
2. Install Tankco diverter system.
3. Drill 12¼" hole to 9-5/8" surface casing point according to directional
plan.
4. Run and cement 9-5/8" casing.
5. Install and test blow out preventer. Test casing to 2000 psig.
6. Drill out cement and 10' new hole. Perform leakoff test.
7. Drill 8½" hole to logging point according to directional plan.
8. Run open hole logs.
9. Continue drilling 8%" hole =o provide 100' between plug back total depth
and bottom of Kuparuk sands.
10. Run and cement 7" casing. Pressure test co 3500 psig.
11. Downsqueeze Arctic Pack and cement in 7" x 9-5/8" annulus.
12. Nipple down blow out preventer and install temporary Xmas tree.
13. Secure well and release rig.
14. Run cased hole logs.
15. Move in workover rig. Nipple up blow out preventer.
16. Pick up 7" casing scraper and cubing, trip in hole to plug back total
depth. Circulate hole with clean brine and trip out of hole
cubing back.
17. Perforate and run completion assembly, set and test packar.
18. Nipple down blow out preventer and install Xmas tree.
19. Change over to diesel.
20. Flow well to tanks. Shut in.
21. Secure well and release rig.
22. Fracture stimulate.

are enclosed. If you do not agree or can't comply with the grant or its
stipulations, please state your objections in writin8.

your files.
The rental has been estimated :o be $100.00 per year pending receipt of a fair
market value appraisal. When an appraisal is received, you will be notified by
decision of the appraised value by regulation (43 CFR 2803.1-2(b)).
A fee of $20.00 is due within sixty (60) days of issuance of the 8rant. This fee
is required by re&ulation for costs incurred by the United States in monitoring
the constructiom, operation, maintenance, and termination of the ri&hi-of-way and
for protections and rehabilitation of the land (43 CFR 2803.1-1(b)(2)).

1. The riiht-of-vay shall be issued for a period of thirty (30) years
subject to renewal.
2. Work Limits. The Holder shall conduct all activities associated vith the
construction, operation and termination of the right-of-ray within the
authorized limits of the right-of-way.
3. No surface disturbance shall take place within the boundaries of U.S.
Survey 4275.
4. Drilling operations in the vicinity of U.S. Survey 4275 shall be
coordinated with the Site Commander located at the 01iktok Dew Station.
5. Submit a copy of all approved State permits which apply to the three (3)
subject wells.
6. Notify us within forty-eight (48) hours of spudding each of cbs three (3)
subject wells.
?. Allow a Federal inspector on location while drilling through the Federal
acreage.
8. Submit an accurate plat (directional survey) showin$ the exact depth and
location of each well bore through Federal acreage. We will require this
informa~ionwithin thirty (30) days of completin$ or abandoning each well.
9. Notify us within five (5) days of initiating production from each of the
three (3) subject wells.
10. Any potential valuable minerals encountered in the Federal acreage must
be adequately protected. Adequate protection shall be deemed satisfied
by cementing behind casing of any of the following formations encountered
under Federal acreage: UCNU, WEST SAK, K-5, K-10, K-13, or fresh water
bearing sands, and by providing the Authorized Officer, upon request,
with well log and production data from wells drilled through the
right-of-way. The ~ure&u of Land Managemen~ (BLM) agrees to maintain
confidentially of information submitted pursuant to this right-of-way
stipulation to the maximum extent permitted under Federal law.
11. In the event abandonment of any hole is desired, notify us in advance of
commencing the abandonment operations.
12. Termination. Prior to termination of the right-of-way, the Holder shall
contact the Authorized Officer to arrange a preterminatiou conference.
This conference will be held to review the terminat$on provisions of the
grant.
