Multiple conservation orders are currently in effect for separate Hilcorp1 operated North Slope fields, defining separate and differing sundry matrices that waive and modify certain requirements of 20 AAC 25.280. 2. The following conservation orders and their associated sundry matrices are field specific, applying to production and injection wells within each field’s included units and underlying oil pools: Conservation Order 556A (CO 556A) Prudhoe Bay Field Prudhoe Bay Unit (PBU) Prudhoe Bay Oil Pool Pt. McIntyre Oil Pool Stump Island Oil Pool Lisburne Oil Pool Niakuk Oil Pool West Beach Oil Pool North Prudhoe Bay Oil Pool Midnight Sun Oil Pool Aurora Oil Pool Borealis Oil Pool Polaris Oil Pool Schrader Bluff Oil Pool Raven Oil Pool Put River Oil Pool 1 “Hilcorp” refers to both Hilcorp North Slope, LLC and Hilcorp Alaska, LLC, without differentiation. “Hilcorp North Slope, LLC” and “Hilcorp Alaska, LLC” each specify individual operator entities. Conservation orders defining sundry matrices do not exist for Northstar Field/Unit or for Pt. Thomson Field/Unit. 4. CO 556A applies to Hilcorp North Slope, LLC. CO 814 and CO 815 apply to Hilcorp Alaska, LLC. CO 347A and CO 297A have not been amended to apply to Hilcorp Alaska, LLC, the current operator of the MPU and DIU. 5. It is recognized by both Hilcorp and the Alaska Oil and Gas Conservation Commission (AOGCC) that differences between the matrices provide unnecessary complexity and possible confusion during Forms 10-403 and 10-404 submittals and review. 6. Hilcorp requested that a single sundry matrix be developed that applies equally to all Hilcorp operated North Slope fields. 7. Pursuant to 20 AAC 25.540, the AOGCC tentatively scheduled a public hearing for September 25, 2025. On July 30, 2025, the AOGCC published notice of the opportunity for that hearing on the State of Alaska’s Online Public Notice website and on the AOGCC’s website and electronically transmitted the notice to all persons on the AOGCC’s email distribution list. On August 3, 2025, the AOGCC published the notice in the Anchorage Daily News. 8. No written comments were filed with the AOGCC, and no request for a hearing was made. 9. The tentatively scheduled hearing was vacated. 10. AOGCC’s records provide sufficient information upon which to make an informed decision. Conservation Order 827 September 4, 2025 Page 3 of 6 FINDINGS: 1. Under 20 AAC 25.280(a) operators are required to file an Application for Sundry Approvals (Form 10-403) and receive approval prior to performing well workovers (i.e., perforating or reperforating casing, stimulation, pulling tubing, altering casing, and repairing wells) on any well. 2. Under 20 AAC 25.280(d) operators are required to file a Report of Sundry Well Operations (Form 10-404), including supporting documentation, within 30 days after completing workover operations. 3. Work within the production casing/liner or the production tubing is generally standard and routine in development (production) and service (injection) wells. However, some routine work within service (injection) wells requires additional monitoring due to the requirements of the Underground Injection Control (UIC) Program delegated to the AOGCC by the Environmental Protection Agency (EPA). 4. Alteration of casing which provides a physical barrier between the wellbore and the subsurface formations in development (production) and service (injection) wells is not routine and does not warrant waiving the requirement of advance approval. 5. Service (injection) well workover operations frequently call for additional scrutiny, including mechanical integrity tests and cement quality logs. 6. The attached “Well Work Operations, Sundry Application and Reporting Requirements, Sundry Matrix, Conservation Order 827, Operator: Hilcorp Alaska, LLC, Hilcorp North Slope, LLC” (Attachment) sets forth the sundry application reporting requirements applicable to various types of workover operations in the included fields, as mentioned above and as detailed below. CONCLUSIONS: 1. A single sundry matrix that applies to multiple Hilcorp operated North Slope fields will simplify reporting and reviewing requirements. 2. Modifying or waiving the requirements of 20 AAC 25.280(a) for development (production) wells in the included fields is based on sound engineering and geoscience principles, will not promote waste, jeopardize correlative rights, or result in an increased risk of fluid movement into freshwater. 3. Modifying or waiving the requirements of 20 AAC 25.280(a) for service (injection) wells in the included fields is based on sound engineering and geoscience principles, will not promote waste, jeopardize correlative rights, or result in an increased risk of fluid movement into freshwater. 4. Modifying or waiving the requirements of 20 AAC 25.280(a) for service (injection) wells in the included fields comports with the requirements of the Class II UIC program. 5. Increased regulatory scrutiny for any well with compromised ability to contain pressure is appropriate. Conservation Order 827 September 4, 2025 Page 4 of 6 6. Increased regulatory scrutiny for work to repair casing (20 AAC 25.280(a)(4)) is appropriate. 7. The Attachment sets out the sundry approval and reporting requirements for frequently performed well operations in the included fields. 8. The AOGCC does not grant or apply a sundry matrix for Pt. Thomson Field / Unit at this time. 9. Northstar Unit (NSU) wells falling under federal jurisdiction are not covered by this conservation order and thus will have no sundry matrix applied/granted. NOW, THEREFORE IT IS ORDERED: This conservation order hereby rescinds Conservation Order 556A, dated June 12, 2018. This conservation order hereby rescinds Conservation Order 347A, dated July 29, 2005. This conservation order hereby rescinds Conservation Order 297A, dated July 29, 2005. This conservation order hereby rescinds Conservation Order 814 and its associated Administrative Approval CO 814.001. This conservation order hereby rescinds Conservation Order 815 and its associated Aministrative Approval CO 815.001. The following rules apply to the affected areas established in Conservation Order 341J (Prudhoe Bay Oil Pool), Conservation Order 317C (Pt. Rule 1 Except as provided in Rules 5, 6, and 7, submission of an Application for Sundry Approvals (Form 10-403) and supporting documentation for workover activities described in 20 AAC 25.280(a) is waived or modified for development (production) wells, as provided in the Attachment. Conservation Order 827 September 4, 2025 Page 5 of 6 Rule 2 Except as provided in Rules 5, 6, and 7, submission of a Report of Sundry Well Operations (Form 10-404) and supporting documentation for workover activities described in 20 AAC 25.280(d) is waived or modified for development (production) wells, as provided in the Attachment. Rule 3 Except as provided in Rules 5, 6, and 7, submission of an Application for Sundry Approvals (Form 10-403) and supporting documentation for workover activities described in 20 AAC 25.280(a) is waived or modified for service (injection) wells, as provided in the Attachment. Rule 4 Except as provided in Rules 5, 6, and 7, submission of a Report of Sundry Well Operations (Form 10-404) and supporting documentation for workover activities described in 20 AAC 25.280(d) is waived or modified for service (injection) wells, as provided in the Attachment. Rule 5 The waivers provided under Rules 1 and 2 above do not apply to wells that are required to be reported to the AOGCC under the provisions of the sustained casing pressure rules in Conservation Order 492A, Conservation Order 503, Conservation Order 570A, Conservation Order 496, Conservation Order 501, Conservation Order 477B Errata, Conservation Order 596, Conservation Order 597, Conservation Order 645A, and Conservation Order 502. Rule 6 The AOGCC reserves the right to require an Application for Sundry Approvals for a particular well or for a particular operation on any well. Rule 7 If the Attachment (sundry matrix) is in conflict with any AOGCC issued Administrative Approval for a particular well or set of wells, the Administrative Approval requirements will take precedence. Rule 8 The Attachment summarizing the sundry approval and reporting requirements applies to operations in the specific well types. Rule 9 Nothing in this order precludes the operator from filing an Application for Sundry Approvals (Form 10-403) in advance of any well work. Rule 10 Nothing in this order precludes the operator from filing a Report of Sundry Well Operations (Form 10-404) following any well work. Rule 11 The Attachment applies while Hilcorp is the operator of the PBU, MPU, NU, OU, DIU, and NSU. Conservation Order 827 September 4, 2025 Page 6 of 6 Rule 12 No change of operator will be effective until the current operator requests the AOGCC to amend this order to change the name of the operator and the AOGCC approves the required designation of operator form. Wilson Commissioner Commissioner RECONSIDERATION AND APPEAL NOTICE As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order or decision is believed to be erroneous. The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed. If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision on reconsideration. In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00 p.m. on the next day that does not fall on a weekend or state holiday. Email below and matrices attached. Hello Wade, Following up on our conversation last month around sundry matrices, we wanted to send something over ahead of next week’s meeting. As discussed, we appreciate and support moving to a standardized Sundry Matrix where possible. I’ve included information below on the matrices that we currently have in use in our North Slope fields along with our understanding of their applicability. I’ve also listed all of the Conservation Orders specific to sundry matrices for our North Slope fields. Lastly, we have reviewed the existing sundry matrices in use and I’ve annotated the attached version of the PBU Sundry Matrix from CO 556A highlighting the differences between our current North Slope fields’ matrices. The differences are generally minor but there are some proposed updates to the PBU CO556A matrix also included below if it is convenient to incorporate any of these changes while orders are already being updated. These are very much opportunistic clarifications or requests and if the AOGCC would prefer to use the existing PBU Matrix, without modification, as the standard then we can manage without these updates. Thank You, Wyatt Current Matrices in Use (Attached for Reference) Currently Hilcorp utilizes three different sundry matrices in our North Slope fields to guide 10- 403 and 10-404 submission PBU Sundry Matrix: The Prudhoe Bay Sundry matrix in use reflects the sundry matrix listed in CO 556A. This sundry matrix became applicable to Hilcorp North Slope, LLC after its change from the former BPXA business unit (interpreted as no legal change in Operatorship). “North Slope Sundry Matrix” considered applicable to MPU, END, NSI & PTU: The “North Slope Sundry Matrix” was developed with AOGCC approval to guide 10-403/10- 404 submission in Hilcorp’s Milne Point, Endicott and Northstar fields following the 2014 acquisition. This Sundry matrix was later utilized to guide 10-403/10-404 submission at the Point Thompson field following that acquisition in 2022. Oooguruk/Nikiatchuq Sundry Matrix: The Oooguruk/Nikiatchuq sundry matrices are identical and match the matrices listed in the fields’ corresponding Conservation Orders CO 814 and CO 815. These COs were formally changed to apply “Hilcorp Alaska, LLC” by CO 25-008 and CO 25-009 respectively. North Slope Sundry Matrix COs Within Hilcorp operated North Slope fields there are five conservation orders with sundry matrices. Milne Point CO 347A * Endicott: CO 297A * Prudhoe Bay: CO 556A Oooguruk: CO 814 Nikiatchuq: CO 815 *The sundry matrix conservation orders for Endicott and Milne Point have not been formally changed to apply to Hilcorp Alaska, LLC. There is no formal conservation order for an official sundry matrix at Northstar or Point Thompson. Potential Updates to PBU Sundry Matrix and Non PBU Sundry Matrix COs If there is an opportunity to update the PBU Matrix while the orders are already being opened/revised, the following updates (in bold) would be desirable from Hilcorp’s perspective. . Update to “Injection Wells – No Forms Required - Other Operations” WI/WAG or Polymer swaps. -This is included in the current “North Slope” sundry matrix and is frequent practice at MPU Update to “Production Wells – 10-404 Required – Thru Tubing Operations” Install/remove tubing patch. – Clarifies that tubing patches can also be removed, this is included in “North Slope” and CO 814/815 matrices. Add to “General Well Work – No Forms Required” Set/Retrieve SCSSSV or Injection Valve – Provides clarity around routine SSSV pull/run and this is currently in the “North Slope” matrix Add to “Production & Injection Wells – 10-403 & 10-404/407 Required– Rig-Coil Operations” Extended Perforating with Coil – This is to clearly define the requirement for a 10- 403 for extended add perfs even when target perfs are within an existing pool. Add/Update “Production & Injection Wells – 10-404 Required – Other Operations” Sealant Material and Conductor Fill – Currently this is only listed on Injection wells in CO 556A. This refers to corrosion inhibitor treatment in conductor annulus. Would be good to clarify that these have historically been submitted by batch letter and spreadsheet rather than 10-404 due to the large number of treatments/wells. Submitted by letter and spreadsheet in lieu of 10-404 Update “General Well Work – No Forms Required” Retrievable Downhole Choke - To differentiate from a permanent choke such as frequently set cast “Polar Chokes” requiring a 10-404. Update “Injection Wells – 10-403 Required” Water Wash Gas Injector to require a 10-404 only or no form required - Hilcorp sees this as a standard maintenance activity to clean near wellbore buildup similar to Schmoo-B-Gone treatments and not a reservoir stimulation. If the record of the frequency and volumes of washes is desirable for the well file/well history standpoint this could be achieved with 10-404. Adopting the Green (No Forms Required), Yellow (10-404/407 Required) and Red (10- 403 and 10-404/407 required) background coloring convention utilized on NS and KEN/CIO matrices. This color convention has helped Hilcorp engineers with clearly and correctly referencing the 10-403/404 requirements from the matri. Remove Rule 6 weekly reporting requirement of CO 347A and CO 297A to be consistent with other Sundry Matrix COs. This weekly reporting of workover operations requiring a 10-404 only was found to have little value for the AOGCC in Prudhoe and was removed from CO 556A . It was not included in CO 814/815. Formal Conservation Orders for Northstar and Point Thompson Fields – Even though the sundry matrices exempt some requirements of CO 20 AAC 25.280, they also help to clarify formal requirements of form submission for other activities not intuitively covered by 20 AAC 25.280. The North Slope Sundry Matrix has provided a great deal of guidance for 10-403/404 submission at NorthStar and Point Thompson Fields it would be beneficial to maintain this guidance in these fields. To start the process it will be cleaner, so to speak, if Hilcorp officially makes a formal request from its end. Then the Commission can start the process of altering and creating conservation orders. I think everyone (both Hilcorp engineers and managers) and the Commission (engineers) ideally wants a single sundry matrix to reference for all the Hilcorp operated NS fields. However, there could be exceptions. For arguments’ sake, the same matrix could be applied to all fields. However, the way it would work is each Unit would have its own Conservation Order, containing that unit’s specific sundry matrix. For example, the Nikaitchuq Unit would have its own CO defining its sundry matrix, and the MPU would have its own CO defining its sundry matrix, even if both matrices were the same word for word. The reason for this on the State’s end is having the Units separated is helpful in the event of an alteration of a CO for an area or in the event of a Unit’s sale to another operator. It just keeps things separate. For example, Prudhoe’s matrix could change later and not affect the NU one at all. If this all sounds good, please make a formal request for Conservation Orders for the defining of sundry matrices for each individual unit (that would cover all pools within that unit). For example, make a request for the NU that would include the soon-to-be- expanded SBOP, a separate request for the MPU that would include the SBOP, KROP, and SROP, et al. Some would be administrative approvals to existing COs (like Nikaitchuq, that already has a sundry matrix, written for Eni), and some would be brand new (such as for the MPU, which has no sundry matrix). I haven’t had the time to compare the different sundry matrices line for line. So please include the exact sundry matrix that you envision for each Unit.
