Crandall Alaska Oil and Gas Conservation Commission 3001 Porcupine Drive Anchorage, AK 99501 RE: Core Analysis Data from KRU 2T-12 Dear Mr. Crandall: Enclosed are the analysis results from sidewall cores obtained in the Colville formation at Kuparuk River Unit (KRU) 2T-12 that you requested. We request this information remain confidential as its disclosure could affect the value of unleased acreage to the west of this well. In addition to the routine analysis of porosity, permeability, and fluid saturations of the sidewall cores, there was a special analysis performed to determine the gravity of the oil present in the sidewall cores. You also requested this data. It is ARCO's position that 20 AAC 25.071(b)(7) does not require ARCO to submit oil gravity results obtained from the sidewall cores. ARCO is willing, however, to voluntarily file this information with respect to KRU well 2T-12. Because ARCO would be voluntarily filing this information, ARCO would request the Commission to keep the information confidential in accordance with 20 AAC 25.537(b) which provides: Information not required by this chapter, but voluntarily filed with the Commission will be kept confidential if the person filing the information so requests. In addition to the routine analysis of porosity, permeability, and fluid saturations of the sidewall cores, there was a special analysis performed to determine the gravity of the oil present in the sidewall cores. You also requested this data. It is ARCO's position that 20 AAC 25.071(b)(7) does not require ARCO to submit oil gravity results obtained from the sidewall cores. ARCO is willing, however, to voluntarily file this information with respect to KRU well 2T-12. You indicated that reports and information from these wells contain significant information relating to the valuation of unleased land in Township ll North, Range 7 East, U.M. This unleased land is currently scheduled to be offered for lease in Sale 70A in September 1989. Following your written request, the August 3 meeting and further review of the well data by my staff, I agree to extend the confidentiality of the data from the ARCO Kuparuk River Unit 2T-2, 3, 4, 5, 6, 7, 8, 9, lO, 11, 12, 12A, 13, 14, 15, 16 and 17 wells. The data from these wells will be released after the aforementioned land is offered for lease. In your letter and supporting data, you requested confidentiality for data from a "2T-16A" well. The Alaska Oil and Gas Conservation Commission (AOGCC) has advised the division that they have no record of a "2T-16A" well. The 2T-16 well was side-tracked but no new number was assigned to the well. Therefore, all of the data from the well are filed under 2T-16 at AOGCC. The first 2T well scheduled to be released is the 2T-12 Well (August 6, 1988) and the last 2T well release date is the 2T-8 Well (January 15, 1989). The division is making a special exception to our policy of considering extended confidentiality no sooner than 90 days prior to a release date because it is prudent to, in this case, grant the extension of confidentiality for the 2T wells as a group. Open hole logs showed that due to faulting, the Kuparuk Sands were not present in commercial quantities. Operations shutdown was approved, effective 06/04/86. After evaluation of open hole logs, the decision has been made to abandon the lower portion of 2T-12, cut a window in the 7" casing, and sidetrack to a new bottomhole location (see Permit to Drill for 2T-12A, dated 06/12/86). 2T-12 will be abandoned as follows: set a permanent packer at 5040'MD cement plug from 6150' - 6669'MD 12.6 ppg left in hole between packer and cement plug from 6669' - 6800'MD The portion of 2T-12 that is not abandoned will be used to sidetrack and redrill 2T-12A.
