Subject: NOT OPERABLE: PWI MPB-18 (PTD: 1852290) IA Over MOASP
Chris,
PWI MPB-18 (PTD: 1852290) broke MOASP today to 2126 psi. The Well was shut in and
the IA was bled down to 1400 psi. The IA and tubing pressures are tracking. The well has
been reclassified as Not Operable. The well will remain shut in while we perform
diagnostic tests to determine the Tx IA communication and will require AOGCC approval
to put back on injection. Attached 30-day plot and schematic.
Forward plan:
1. PPPOT-T
2. MIT-IA
3. Further diagnostic/ repair or secure per OE.

have performed a Passing PPPOT-IC to 3000 psi and a Passing PPPOT-T to 5000 psi. The
OA was bled down and has shown stabilization. See attached 30 day plot. The well will
now be reclassified as Operable.

PWI MPB-18 (PTD# 1852290) had a passing MIT-IA in February 2025. The well is typically
cycled on and off every week. Recently, when the well was put on injection, the OA
pressure increased with the IA pressure. The OA was bled down, and the OA pressure
has been increasing, as shown in the attached 30-day TIO plot. The well is now
classified as UNDER EVALUATION and on a 28-day clock while we perform diagnostic
tests to determine the cause of the OA repressurization.
Plan forward:
1. PPPOT-IC
2. Additional diagnostic, as necessary.

On 11/13/23 PWI injector MPB-18 (PTD# 185229) had the IA pressure increased with Nitrogen from
380 psi to 1000 psi to establish a positive differential pressure to the OA. Since that time the IA
pressure has maintained a 600-700 pound differential to the OA indicating the lack of IAxOA
communication. The well will now be re-classified to OPERABLE. Attached is a 90 day TIO plot.

11/1/23 a PPPOT-IC on the wellhead passed to 3000 psi. The OA pressure has increased back to 280
psi, within 100 psi of the IA. The well is now classified as UNDER EVALUATION to determine if the OA
repressurization is due to IxO communication or thermal effects.
Plan forward:
1. Increase IA pressure w/ gas to ~1000 psi. Monitor for IxO communication.
2. Contingent MIT-IA - if monitor period indicates IxO.
The WBS and 90 day TIO plot are attached.

Well MPB-18 (PTD #1852290) has maintained between 600 and 700 psi diffe ntial pressure between the IA and
OA since 03/21/09 when the IA was pressured to 1000 psi with nitrogen a the OA was bled to 0 psi. The well
passed an AOGCC witness MIT-IA to 2,820 psi on 02/21/09 and passe PPPOT-IC on 03/31/08. The well has
been reclassified as Operable, but will remain on the Monthly Injectio report for further evaluation to determine if
an Administrative Approval is needed.

Hi All,
Well MPB-18 (PTD #1852290) is a produced water injector that until recently has been shut-in. The well is now
exhibiting sustained OA casing pressure. The OA pressure was bled from 1400 psi to 500 psi on 03/09/09 and
repressured to 1000 psi in two days. The well has been reclassified as Under Evaluation. At this point, it is
unclear as to the cause of the OA pressure. The plan forward includes bleeding the OA pressure and monitoring
the pressure build-up rate. The well will also be evaluated for loading the OA with a heavier fluid. The well has
been added to the AOGCC Monthly Injection Report.
A TIO plot and wellbore schematic have been included for reference.

January 8, 2004: I traveled to BPXA's Milne Point Field wells B-12, B-18, 1-11 and 1-15 to witness MIT's.
Lee Hulme was the BPXA representative for the tests today. The pretest pressures on each well were monitored and
found to be stable. and the standard annulus pressure tests were then perfonned with each well passing the MIT. Four
well houses were inspected with no exceptions noted.
Summary: I witnessed successful MITis on BPXA's Milne Point Field wells B-12, B-18, J-ll and 1-15. Four well house
inspections conducted, no exceptions noted.

Milne Point Unit B-18 Well
The MPU B-18 well is an active water injection well. Pressure on
the 3-1/2" x 7" production tubing-casing annulus is currently 2500
psig. This is in excess of the 500 psig maximum pressure guideline
established by the Commission for continuous operation of injection
wells. Conoco requests a variance to allow injection to continue
while diagnostic work is performed. This work is necessary to
determine the exact source of pressure communication in the water
injection wells.
Multiple attempts have been made to control the annulus pressure in
the B-18 well by bleeding it off. The pressure can be bled to 500
psig in 10 minutes with less than 3 barrels of fluid extracted.
However, annular pressure returns to previous levels within a few
days. There has been no apparent improvement in either the build
rate or final build-up pressure. The wellhead has also been tested.
All seals were determined to be holding. This indicates the source
of the pressure is downhole mechanical communication rather than
thermal or ballooning effects.
Three B-Pad water injectors have been worked over within the past
four months to resolve similar annular pressure problems. New
tubing strings were run in all three wells to eliminate the
possibility of leaks due to corrosion and to replace the buttress
thread connections with 8rd threads. New packer/seal assemblies
were also run in two wells to ensure any leaking production seals
would be isolated. Workovers in two wells, MPU B-14 and MPU B-17,
were successful. Annular pressure has re-appeared in the third
well, MPU B-12. It is not known why workovers were successful in
the B-14 and B-17 wells, and not in the B-12 well.
It is recommended that remedial work to resolve annular pressure in
this well be deferred until the exact source of the communication
in the B-12 well is determined. Our current plan is to run
additional logs the B-12 well to isolate the leak. This information
should enable us to design a workover program to successfully
eliminate annular pressure in this well the first time rather than
by trial and error.
Additional testing is being planned in the interim period to
reconfirm annular fluids are not in communication with uncased
hole. We will continue to keep the Commission informed of the
results of all testing.

Temporary Shut-in of Production and Injection Wells
Within the Milne Point Unit
As you are aware, Conoco et al. has filed an application with the
Department of Natural Resources to temporarily discontinue production
operations at Milne Point. The attached sundry notices are intended
to serve as notice of the pending temporary shut-in of all wells
located within the Milne Point Unit.
There are 19 active and 5 inactive production wells at Milne Point.

Ail active production wells will be freeze protected by displacing the
top 3000' of the tubing with a 1:3 diesel:oil mixture, ihe annular
fluid levels will be monitored for leaking gas !i~t valves, if
necessary the production casing annulus will be displaced with a
diesel:oil m~--xture to at least 3000'. Once the shut-down operation is
completed, pressure surveys will be run in all production wells.
After the surveys are run BPVs will be installed and all SCSSVs and
wellhead valves will be closed.
The inactive production wells have been adequately freeze protected
with diesel across the permafrost.
There are currently ten active and six inactive water injection wells
in the Milne Point Unit. D ~'~-': '~

.Active water injection wells will be freeze protected by displacing
the tubing to at least 2000' with a 50:50 water:methanol mix. The
SCSSV and wellhead valves will remain open for two to three weeks
after the well is shut-in to monitor wellhead pressure. When adequate
wellhead data has been obtained the BPVs will be set and the SCSSVs
and all wellhead valves will be closed.
The static injection wells are currently freeze protected and no
additional work will be required.
Injection water is supplied by three water source wells. Though only
one well is active at any given time, all wells are capable of produc-
ing.

Water source wells will be freeze protected by displacing the tubing
to at least 2000' with a 2:1 propylene glycol:water mixture. After
the wells have been displaced with the glycol:water the BPVs will be
set and all wellhead valves will be closed.
The E-2 gas storage well has been shut-in since July 1986 due to a
tubing leak. The wellbore is filled with natural gas so that freezing
is not a concern, but to prevent potential corrosion an inhibitor will
be displaced into the well. A 50:50 methanol:water mix will be used
to carry the inhibitor.

In summary, I witnessed the BOPE Test on Conoco's B-18.

The permit to drill does not indemnify you from the probable need
to obtain additional permits required by law from other
governmental agencies prior to commencing operations at the well
site.
To aid us in scheduling field work, please notify this office 24
hours prior to commencing installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. ~%ere a diverter system is required,
please also notify this office 24 hours prior to commencing

Conoco Inc. proposes drilling the subject well as an injection well in the Kuparuk River Field. The mud system
will be low solids, non-dispersed with a minimum mud weight in surface hole of 9.0 ppg to a maximum of 9.4 ppg.
Mud weight at TD will be 10.4 ppg. A 20", 2000 psi diverter will be installed on the 13 3/8" conductor for
drilling surface hole. A 13 3/8", 5000 psi RSRRA BOPE stack will be used on the surface casing. Pressure tests
will be performed as per State Regulations. BOP's, choke manifold, Upper and Lower Kelly will be tested to 500
psig and 5000 psig, the Hydril to 350 psig and 3500 psig. Casing will be pressure tested to 1500 psig. Maximum
downhole pressure is based on initial reservoir pressure. Maximum surface pressure is based on an unexpanded gas
bubble, temperature taken into account. The closest wellbore is B No. 8 which is 120' from B-18 at the surface.
Arctic pack will be placed in the 7" X 9 5/8" annulus after disposing of test oil and excess drilling fluids.
The well will be perforated, cOmpleted, and flow tested after the rig has been released.

I. CEMENTING PROGRAM

The 13 3/8" conductor will be set at 80' below the surface
(115' K.B.), then cemented to the surface with permafrost
cement.

The 9 5/8" surface casing will be cemented with ±1715 sacks of
permafrost cement followed by ±275 sacks of Class "G" cement.
A top job will be done if cement is not circulated to the
surface.

The 7" production casing will be cemented in two stages. The
first stage will consist of ±296 sacks of Class "G" cement
pumped around the casing shoe (estimated ±1133' of annular
cement, based on 100% excess over gauge hole). The secondary
cement job will consist of ±180 sacks of permafrost type "C"
cement followed by ±60 barrels of Arctic Pack pumped down the
7" X 9 5/8" annulus.

Wireline logs for the 8½" hole (from T.D. to ±1000' above the
Kuparuk interval) will include: Dual Induction log; Spheri-
cally Focused log; Litho Density log; Compensated Neutron
log - Gamma Ray.
IV. DRILLING FLUIDS
A high viscosity fresh water gel (non-dispersed) mud system will be
used from 0'-1000'.
A low solids non-dispersed gel/water mud system will be used from
1000'-Surf. Csg. Pt.
Low solids lightly dispersed mud system 6500'-T.D.
Ve
DIRECTION PROGRAM
The B-18 well will be drilled to a proposed KOP of 500', then build
angle in a northwesterly direction. The closest that the B-18 will
come to another wellbore is at the surface, where the proposed B-18
will be 120' from the existing B-8 well. Caution will be taken and
an MWD tool will be run while drilling for surveying purposes.
Final hole angle will be 53.0°.
The proposed depth is an estimate only. If actual depth
exceeds the permit depth by over 300', a Sundry Notice will be
submitted.
