Dear Mr. Ruedrich:
Our representative accompanied Mike Winfree to the above
referenced locations on September 4, ]986. Location clean-up was
acceptable at both locations.
The casing on the Oliktok Point well 2A had been cut off below
pad level, and a steel plate with the required information bead
welded on it was welded to the casing. The pad was being used as
a staging area. A marker post with the required infomation bead
welded on it was in place at the KRU Winter Trails well No. 1.
Based on the above, final location clearance on the Oltktok Point
well 2A and KRU Winter Trails well No. 1 is hereby approved.

Thursday, September 4, 1986: I traveled this date with ARCO -
~rePresentative' Mike winfre& to ARCO Winter Trails #1 to inspect the
location for a final location clearance. The location was level,
clean, and contoured to the surrounding area. Photographs attached
to this report verify the above conditions.
I filled out an AOGCC Surface Abandonment Report which is attached.
In summary, I recommend that the Commission approve the final
location clearance of ARCO Winter Trails

Re: Final Location Clearance Inspection
KRU Winter Trails No. 1
Dear Mr. Ruedrich:
A review of our records shows that final location clearance for
the above referenced well has not been approved. The well bore
of this well was plugged and abandoned in March, 1986.
in compliance with Section 170(a) of our regulations, "It]he
location of an abandoned well onshore or upon a historically
stable island must be cleared within one year following well
abandonment or .... " Section 170(b) provides the means for an
extension of time if a valid reason exists, and Section 170(c)
provides for an on-site inspection.
We are, therefore, requesting a schedule from you for this summer
when our field inspectors can accompany your representative to
the above referenced well site for final location clearance
inspection.
If you have any questions, please contact Harold J. Hedlund at
279-1433.

Sec. 22, Ti 0N, RIOE, UPM
Wednesday, March 5, 1986: I left Milne Point subject of another
~ep0rt to 'ARCO~-s Wi~r Trails No. 1 to witness a P&A.
Thursday_, March .6, 1986:_ ARCO performed a continuous three-stage
cement PIu~g from 3850' open hole up to and inside 13 3/8 casing to
2190' 265' above 13 3/8 shoe that was set at 2455'
At 11:45 a.m. I witnessed the first tag of the cement which was
green, and the 4~" open-ended drill pipe went to 2454' with 10,000
lb. weight loss on indicator showing cement had hardened to a point.
Four stands of pipe were pulled and circulating the volume of mud was
performed. We waited for the cement to set about four more hours
until 2:45 p.m. This time the open-ended pipe dropped weight on
indicator at 2190', about 10,000 psi for an instant, but cement was
still green. Samples were taken of the cement and it set up hard in
about three hours at the surface. I called the office about 4:00
p.m. and received okay to run an EZ drill or packer above first
showing of cement and then pressure test the 13 3/8 casing.
At 7:30 p.m. I witnessed an EZ drill bridge plug set at 2145', and
the casing pressure tested from the EZ drill to the surface at 1450
psig for 15 minutes without any leakoff. I made a schematic and
received data from ARCO which is attached.
In summa~f: When the cement plugs and EZ drill were set and pressure
tested, they were satisfactorily performed for ARCO KRU Winter Trails

ARCO Alaska, Inc., proposes to drill a 4000' straight hole exploratory well in the Kuparuk River Unit. A 20",
2000 psi diverter system will be installed on the 20" conductor while drilling the surface hole. A 13-5/8",
5000 psi, RSRRA BOP stack will be instal led after setting the 13-3/8" surface string and will be tested upon
installation and weekly thereafter. Test pressure will be 5000 psi (3500 psi annular). The expected maximum
surface pressure is 1367 psi. Selected intervals will be cored in the West Sak interval. Open hole logs will
be run to TD. Cased hole tests will be run in selected intervals if warranted. It is anticipated that the well
will be left suspended with tubing. Any P & A operations will .conform to AOGCC regulations. Reserve pit fluids
will be disposed of by pumping them down the 13-3/8" x 9-5/8" annulus. Non-freezing fluids will be left in the
13-3/8" x 9-5/8" annulus during any interruption of the disposal'process.

The permit to drill does not indemnify you from the Drobab!e need
to obtain additional permits required by law from ot~er
governmental agencies prior to commencing operations at the well
site.
To aid us in scheduling field work, please notify this office 24
