This strategy has been stopped by the sudden development of pressure on the outer annulus. A telephone conversation and faxes were sent to the Commission by Bob Laule explaining the necessity to complete the abandonment operation with Nabors rig #4ES. Verbal approval was given by Blair Wondzell on February 4, 1998. Please accept this memo as the revision to the Application For Sundry (#397-194) which was approved on November 26, 1997. cc: OmarNur Well File OBJECTIVE: Complete plug and abandon of wel] MPU C-181 SCOPE: Rig: 1. MIRU N-4ES 2. Fish encapsulated control-line above the top of the 3-1/2" tubing 3. RIH and dress-off and over the top of the 3-1/2" tubingl 4. Attempt a blind back-off. If successful, proceed to step 6, 5. RIH and cut 3-1/2' tubing at 1800'MD. Recover and lay down tubing. 6, RIH and cut 7" casing at 1800'MD. Circulate the well with hot diesel to remove arctic pack. Ensure well is dead and recover 7" casing. 7, Scrape 9-5/8" casing 8. RIH and set a 9-5/8" bddge plug, just above 1800'MD 9. Completely fill with cement to 5-10' below starting head level 10. Cut-off starting head 11. RD N-4ES 12. Proceed with well cellar excavations BACKGROUND: C-18i is being abandoned in order to prepare the surface location for the installation of the second C-Pad compressor. The initial plan called for an abandonment without the rig, but this strategy has been thwarted by the sudden development of pressure on the outer annulus. It should be noted that the perforations have been plugged with a cement plug, and the well circulated with 10.6ppg bdne and freeze protected. The 3-1/2" tubing has been jet cut at 200' and this length of tubing pulled to surface. The sub-surface safety valve encapsulated control-line was not recovered during the tubing pull. The pressure on the outer annulus will bleed down but gradually returns to 400psL It is now considered prudent to complete the abandonment operation with a rig. Obtain handover information and Milne Point Simultaneous Operating Guidelines. Obtain Milne Point radio which should remain at the rig for the duration of the work, Arrange for pad operator to be at the wellsite and in radio communication with the tool pusher when rig is spotted. Review the Pad Data Sheet and perform Pre-Spud meeting with relevant personnel. 2. Check wellhead pressure. If not zero, rig up hardline to slop tank, Open casing valve to bleed off pressure prior to removing BPV. , Notify AOGCC 24 hours prior to BOP test. Pull BPV( No lubricator will be required in this application REF Drilling Policy 12.10) and install TWC. ND tree and NU BOP stack (w/3-1/2" pipe rams) and flow line. Test BOPE to 250/5,000 psi. The authorization must provide for the authorized person's assumption of full responsibility for the final plugging of the water well. This authorization must be filed with, and approved by, the commission. 'Following the commission's approval of the plugging of the well to protect the freshwater bearing strata and the location clearance, the operator is relieved of further Obligation under the operator's bond. Pressure on the 3-1/2" x 7" production tubing-casing annulus is currently 2700 psig. This is in excess of the 500 psig maximum pressure guideline established by the Commission for continuous operation of injection wells. Conoco requests a variance to allow injection to continue while diagnostic work is performed. This work is necessary to determine the exact source of pressure communication in the water injection wells. Multiple attempts have been made to control the annulus pressure in the C-18 well by bleeding it off. The pressure can be bled to 500 psig in 10 minutes with less than 2 barrels of fluid extracted. However, annular pressure returns to previous levels almost immediately. There has been no apparent improvement in either the build rate or final build-up pressure. The wellhead has also been tested. All seals were determined to be holding. This indicates the source of the pressure is downhole mechanical communication rather than thermal or ballooning effects. Three similar B-Pad water injectors have been worked over within the past four months to resolve similar annular pressure problems. New tubing strings were run in all three wells to eliminate the possibility of leaks due to corrosion and to replace the buttress thread connections with Srd threads. New packer/seal assemblies were also run in two wells to ensure any leaking production seals would be isolated. Workovers in two wells, MPU B-14 and MPU B-17, were successful. Annular pressure has re-appeared in the third well, MPU B-12. It is not known why workovers were successful in the B-14 and B-17 wells, and not in the B-12 well. It is recommended that remedial work to resolve annular pressure in this well be deferred until the exact source of the communication in the B-12 well is determined. Our current plan is to run additional logs the B-12 well to isolate the leak. This information should enable us to design a workover program to successfully eliminate annular pressure in this well the first time rather than by trial and error. Additional testing is being planned in the interim period to reconfirm annular fluids are not in communication with uncased hole. The well was originally drilled and completed as a producing well, but flow tests done in 1985 indicated a low production rate, so well operation was suspended, and the well was evaluated for conversion to an injection well. The well remained shut-in after the resumption of production in April of this year. In July the well was converted to an injection well, re-perforated, and acidized. The mud system will be low solids, non-dispersed with a minimum mud weight in surface hole of 9.0 ppg to a maximum of 9.8 ppg. Mud weight at T.D. will be 10.4 ppg. A 20", 2000 psi diverter will be installed on the 13 3/8" conductor for drilling surface hole. A 13 3/8", 5000 psi RSRRA BOPE stack will be used on the surface casing. Pressure tests will be performed as per State Regulations. BOP's, choke manifold, Upper and Lower Kelly will be tested to 500 psig and 5000 psig, the Hydril to 350 psi§ and 3500 psig. Casing will be pressure tested to 1500 psig. Maximum downhole pressure is based on initial reservoir pressure. Maximum surface pressure is based on an unexpanded gat bubble, temperature taken into account. The closest wellbore is C No. 16 which is 48' southeast of C-18 at 1880~ TVD. Arctic pack will be placed in the 7" X 9 5/8" annulus after disposing of test oil and excess drilling fluids. The well will be perforated and completed before releasing the drilling rig.
