Under cover of this letter, ConocoPhillips Alaska, Inc., ("CPAI") is submitting an application for sundry
approval to hydraulically fracture the Tinmiaq 20 exploration well (API # 50-103-20814-00-00)
recently drilled on federal lands in the National Petroleum Reserve —Alaska ("NPR -A").
Some information in the application is confidential exploration well data and trade secret
information that is not subject to disclosure because it is protected under AS 31.05.035(c), 20 AAC
25.537, AS 45.50.910-.940, 5 U.S.C. § 552(b)(4), (9), and other applicable law.
To preserve confidentiality, CPAI is including a copy of the application that has confidential
information redacted. Only this redacted copy, which is marked "Redacted — For Public Disclosure")
may be posted on the AOGCC's public Internet website, as provided in 20 AAC 25.280(f).
Along with the original application (containing confidential information) and a redacted copy, CPAI is
submitting an unredacted copy, which is marked "Confidential", for the AOGCC's internal use only.

1. My name is Jason E. Lyons. I am over 19 years old and have personal knowledge of the matters set forth
2. 1 am Staff Landman for the well operator, ConocoPhillips Alaska, Inc. ("CPAP')
3. Pursuant to 20 AAC 25.283 (1) CPAI prepared the attached Notice of Operations ("Notice").
4. On February 28, 2020, CPAI sent a copy of the Notice by certified mail to the last known address of all
other owners, landowners, surface owners, and operators of record within a one-half mile radius of the current proposed
well trajectory.
