IT APPEARING THAT:
1. By letter dated April 18, 2023, Hilcorp North Slope, LLC (Hilcorp) requested the
Alaska Oil and Gas Conservation (AOGCC) grant an expansion to the affected area
of Area Injection Order No. 26B (AIO 26B), which governs injection operations for
the Orion Development Area of the Schrader Bluff Oil Pool (OA-SBOP) within the
Prudhoe Bay Unit (PBU).
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission
(AOGCC) scheduled a public hearing for June 13, 2023. On April 20, 2023, the
AOGCC published notice of that hearing on the State of Alaska’s Online Public
Notice website and on the AOGCC’s website, electronically transmitted the notice to
all persons on the AOGCC’s email distribution list and mailed printed copies of the
notice to all persons on the AOGCC’s mailing distribution list. On April 23, 2023, the
notice was also published in the Anchorage Daily News.
3. No protest to the application or request for hearing was received.
4. Because Hilcorp provided sufficient information upon which to make an informed
decision, the request can be resolved without a hearing.
5. The tentatively scheduled hearing was vacated.
6. By letter dated August 8, 2023, Hilcorp requested an amendment to their initial
request to exclude a quarter section (40 acres) that is already in the Polaris Oil Pool
which includes the same strata as the OA-SBOP.
FINDINGS:
1. AIO 26, issued January 5, 2004, approved water injection for enhanced recovery
purposes within the OA-SBOP and set forth rules for conducting injection operations.
2. AIO 26A, issued May 1, 2006, superseded AIO 26 and approved injection of enriched
hydrocarbon gas for enhanced recovery purposes.
3. AIO 26B, issued May 4, 2010, amended April 15, 2014, and corrected February 3,
2021, expanded the affected area.
4. Hilcorp proposes to expand the affected area of AIO 26B to match the proposed
expansion of the OA-SBOP: extending the western boundary to the border between
the Prudhoe Bay Unit (PBU) and Kuparuk River Unit (KRU) and to the east to reflect
the current interpretation of the limits of the pool. The current affected area and the
proposed expanded OA-SBOP are shown in Figure 1.

5. Hilcorp has expanded the L Pad drill site in the PBU and has identified and drilled
targets in the Schrader Bluff Formation (Schrader Bluff) to the west of the current
limits of the OA-SBOP.
6. Wells targeting the deeper Borealis Oil Pool penetrated the Schrader Bluff and show
oil is present in the proposed, expanded area. These wells include PBU L-100 (API
No. 50-029-22858-01-00) and PBU L-112 (API No. 50-029-23129-00-00).
Exploratory well PBU NWE 01-01 (API No. 50-029-22858-00-00) also shows oil is
present in the Schrader Bluff at this locality. These three wells were drilled to the
west of L Pad. Borealis development well PBU L-121 well (API No. 50-029-23138-
00-00), which was drilled to the south of L Pad, also shows oil is present in the
Schrader Bluff.
7. Hilcorp has drilled wells targeting the Schrader Bluff east of V Pad and north of Z
Pad in the PBU that show the Schrader Bluff would be productive outside the existing
OA-SBOP boundaries. These wells include PBU V-227A (API No. 50-029-23417-
01-00) and PBU W-241 (API No. 50-029-23741-00-00).
8. On July 10, 2023, the AOGCC approved a gas-oil ratio limitation waiver for PBU L-
253 (API No. 50-029-23758-00-00) and PBU L-254 (API No. 50-029-23752-00-00),
which were drilled to the Schrader Bluff to the west of the existing OA-SBOP
boundary and confirm that the OA-SBOP extends beyond its current defined limits to
the west.

north by the Milne Point Unit (MPU).
10. The Schrader Bluff extends across a large area of the North Slope and is productive in
the PBU, KRU (where it is called the West Sak Oil Pool), MPU, and Nikiatchuq Unit
(NU). All four of these units are operated by different companies. PBU is operated by
Hilcorp North Slope, LLC, MPU is operated by Hilcorp Alaska, LLC (which is
owned by the same parent company as Hilcorp North Slope, LLC), KRU is operated
by ConocoPhillips Alaska Inc., and NU is operated by ENI Us Operating Co. Inc.
There are similarities and differences in the way these four companies develop
Schrader Bluff reservoirs.
11. There are multiple sands in the Schrader Bluff, not all of which are productive across
all four units where the Schrader Bluff is produced.
12. 20 AAC 25.055(a)(1) prohibits oil wells from being completed within 500 feet of a
property boundary where ownership is not the same on both sides of the line without
an order from the AOGCC.
CONCLUSION:
1. Drilling activity in the PBU has clearly demonstrated that the Schrader Bluff is
productive beyond the current affected area specified by AIO 26B, and thus the
affected area should be expanded.
2. The Schrader Bluff hydrocarbon accumulation extends across PBU, KRU, MPU, and
NU and comprises a single oil pool per AOGCC statutes.
3. Each unit from which the Schrader Bluff is produced has a different operator.
4. Area Injection Orders, as described in 20 AAC 25.460(a)(3), are limited by to a single
operator and thus the affected area must be constrained to the unit boundary.
5. Correlative rights of owners and landowners of offset acreage are protected by a
500-foot set-back requirement from a property line where landowners and owners are
not the same. However, this may not ensure the maximum ultimate recovery due to
potential waste of resources along these property lines. Under certain circumstances,
a waiver to permit a well to be drilled within 500’ of a property line may allow for an
increase in ultimate recovery while simultaneously protecting correlative rights.
6. Rules 9 and 10 repeat the regulations in 20 AAC 25 and should be eliminated.
7. Rule 11 of AIO 26B was superseded by 20 AAC 25.566(d).
NOW, THEREFORE, IT IS ORDERED:
This Area Injection Order supersedes AIO 26, AIO 26A, AIO 26B and all associated
administrative approvals except AIO 26B.004, AIO 26B.005, AIO 26B.006, AIO
26B.007, and AIO 26B.008 which remain in effect. Underground injection of fluids for
enhanced recovery is permitted subject to the conditions, limitations, and requirements
established in the rules set out below, in Conservation Order 505C, and in statewide
requirements contained in 20 AAC 25. The affected area of this order is:

Rule 1. Authorized Injection Strata for Enhanced Recovery (Edited for clarity this
order)
Fluids appropriate for enhanced oil recovery may be injected for purposes of pressure
maintenance and enhanced recovery within the OA-SBOP into strata that are common
to, and correlate with, the interval between measured depths of 4,549 feet and 5,106 feet
in the PBU V-201 well and between the measured depths of 4,174 feet and 4,800 feet in
Milne Point Unit A-1 well.
Rule 2 Fluid Injection Wells (Source AIO 26)
The underground injection of fluids must be through a well that has been permitted for
drilling as a service well for injection in conformance with 20 AAC 25.005, or through a
well approved for conversion to a service well for injection in conformance with 20
AAC 25.280 and 20 AAC 25.412 (e).
Rule 3: Authorized Fluids for Enhanced Recovery (Source AIO 26B.002)
Fluids authorized for injection are:
a) Produced water and gas from Prudhoe Bay Unit processing facilities;
b) Enriched hydrocarbon gas;
c) Non-hazardous water and water-based fluids – (specifically seawater,
source water, freshwater, domestic wastewater, equipment washwater,

sump fluids, hydrotest fluids, firewater, and water with trace chemicals,
and other water based fluids with a pH greater than 2 and less than 12.5
and flashpoint greater than 140 degrees F);
d) Fluids introduced to production facilities for the purpose of oil production,
plant operations, plant/piping integrity or well maintenance that become
entrained in the produced water stream after oil, gas, and water separation
in the facility. Specifically:
i. Freeze protection fluids;
ii. Fluids in mixtures of oil sent for hydrocarbon recycle;
iii. Corrosion/scale inhibitor fluids;
iv. Anti-foams/emulsion breakers;
v. Glycols
vi. Radioactive tracer survey fluids
e) Non-hazardous glycols and glycol mixtures;
f) Fluids that are used for their intended purpose within the oil production
process. Specifically:
i. Scavengers;
ii. Biocides
g) Fluids to monitor or enhance reservoir performance. Specifically:
i. Tracer survey fluids;
ii. Well stimulation fluids;
iii. Reservoir profile modification fluids.
In addition, administrative approval AIO 26A.001, which specified additional authorized
fluids, is hereby repealed.
Rule 4. Monitoring the Tubing-Casing Annulus Pressure Variations
(Source AIO 26A)
The tubing and casing annuli pressures of each injection well must be monitored at least
daily, except if prevented by extreme weather conditions, emergency situations, or
similar unavoidable circumstances. Monitoring results shall be documented and made
available for AOGCC inspection.
Rule 5. Demonstration of Tubing-Casing Annulus Mechanical Integrity
(Source AIO 26A)
The mechanical integrity of an injection well must be demonstrated before injection
begins, and before returning a well to service following a workover affecting mechanical
integrity. AOGCC-witnessed mechanical integrity test must be performed after injection
is commenced for the first time in a well, to be scheduled when injection conditions
(temperature, pressure, rate, etc.) have stabilized. Subsequent tests must be performed at
least once every four years thereafter. The AOGCC must be notified at least 24 hours in
advance to enable a representative to witness mechanical integrity tests. Unless an
alternate means is approved by the AOGCC, mechanical integrity must be demonstrated
by a tubing/casing annulus pressure test using a surface pressure of 1,500 psi or 0.25
psi/ft multiplied by the vertical depth of the packer, whichever is greater, that shows

stabilizing pressure and does not change more than 10 percent during a 30-minute
period. Results of mechanical integrity tests must be readily available for AOGCC
inspection.
Rule 6: Multiple Completion of Injection Wells (Source AIO 26A.002)
a. Injectors may be completed to allow for injection in multiple pools within the same
wellbore so long as mechanical isolation between pools is demonstrated and
approved by the AOGCC.
b. Prior to initiation of commingled injection, the AOGCC must approve methods for
allocation of injection to the separate pools.
c. Results of logs or surveys used for determining the allocation of injected fluids
between pools, if applicable, must be supplied in the annual reservoir surveillance
report.
d. An approved injection order is required prior to commencement of injection in each
pool.
Rule 7: Well Integrity Failure and Confinement (Source AIO26A)
Whenever any pressure communication, leakage or lack of injection zone isolation is
indicated by injection rate, operating pressure observation, test, survey, log, or other
evidence, the operator shall notify the AOGCC by the next business day and submit a
plan of corrective action on a Form 10-403 for AOGCC approval. The operator shall
immediately shut in the well if continued operation would be unsafe or would threaten
contamination of freshwater, or if so directed by the AOGCC. A monthly report of daily
tubing and casing annuli pressures and injection rates must be provided to the AOGCC
for all injection wells indicating well integrity failure or lack of injection zone isolation.
Rule 8: Notification of Improper Class II Injection (Source AIO 26)
Injection of fluids other than those listed in Rule 3 without prior authorization is
considered improper Class II injection. Upon discovery of such an event, the operator
must immediately notify the AOGCC, provide details of the operation, and propose
actions to prevent recurrence. Additionally, notification requirements of any other State
or Federal agency remain the operator’s responsibility.

As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the
matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must
set out the respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration,
UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be

Dear Mr. Roschinger:
By emailed letter dated December 15, 2025, Hilcorp North Slope, LLC (Hilcorp) requested
administrative approval to continue water only injection with a high-set packer that reduces the
monitorable inner annulus (IA). The packer design doesn’t meet the requirement of 20 AAC
25.412(b) that “an injector be equipped with tubing and a packer… the packer must be placed
within 200 feet measured depth above the top of the perforations…”. The well, currently, has no
known pressure communication integrity issues.
In accordance with 20AAC 25.556(d), the Alaska Oil and Gas Conservation Commission
(AOGCC) hereby GRANTS, subject to conditions, Hilcorp’s request for administrative approval
to continue water only injection in the subject well.
The completion of L-291 left the injection packer set at 13,096 ft measured depth (MD) which is
140 ft MD above the Schrader Bluff Oil Pool, and 308 ft above the shallowest open sliding
sleeve/perforation of 13,404 ft MD. The high set packer effectively prevents tubing integrity
verification by IA monitoring to the Schrader Bluff, so there is potentially an increased risk of
fluids undetectably being injected outside of the approved injection zone. Hilcorp proposes
additional testing and monitoring including a waterflow log to assure in zone injection and
confinement of the injected fluids. On December 11, 2025, Hilcorp performed diagnostics
including a passing non state-witnessed mechanical integrity test of the inner annulus (MITIA).
This indicates that L-291 exhibits at least two competent barriers to the release of well pressure.
Hilcorp maintains live transmitters on the inner and outer annulus and alarm and remote shut
down functions in the Supervisory Control and Data Acquisition (SCADA) system that create
layers of protection from an over-pressure event. AOGCC believes Hilcorp can safely manage

injection operations with periodic pressure bleeds by maintaining the inner annulus to a pressure
not to exceed 2,100 psi and the outer annulus not to exceed 1,000 psi. Accordingly, the AOGCC
believes that the well’s condition does not compromise overall well integrity so as to threaten
human safety or the environment.
AOGCC’s approval to continue water only injection in PBU L-291 is conditioned upon the
following:
1) Hilcorp shall record wellhead pressures and injection rate daily;
2) Hilcorp shall submit to the AOGCC a monthly report of well pressures, injection
rates, and pressure bleeds for all annuli. Bleeds to be flagged on the report;
3) Hilcorp shall perform a MITof the inner annulus every two years to the greater of
the maximum anticipated header injection pressure or 0.25 x packer TVD, but not
less than 1,500 psi;
4) Hilcorp shall perform an initial waterflow log and subsequent log every two years
with stations from 13,000-13,352 ft MD;
5) Hilcorp shall limit the well’s inner annulus operating pressure to 2,100 psi. Audible
control room alarms shall be set at or below these limits;
6) Hilcorp shall limit the well’s outer annulus operating pressure to 1,000 psi. Audible
control room alarms shall be set at or below these limits;
7) Hilcorp shall monitor the inner and outer annulus pressures in real time with its
SCADA system;
8) Hilcorp shall immediately shut in the well and notify the AOGCC if there is any
change in the well's mechanical condition;
9) After well shut in due to a change in the well's mechanical condition, AOGCC
approval shall be required to restart injection; and
10) The next required MITIA is to be after the well is placed on injection and injection
conditions (temperature, pressure, rate etc.) have stabilized. AOGCC must be
provided the opportunity to witness the MIT for a test to establish a new test due
date.

Dear Commissioner Chmielowski and Commissioner Wilson,
Hilcorp North Slope, LLC requests approval to allow for produced water injection (PWI) into Orion well L-291 with
a high-set packer, limiting the monitorable well inner annulus.
L-291 (PTD# 224002) was recently drilled as an Orion PWI well, completed on 12/11/2025. While running the 7”
intermediate string, the planned casing shoe depth of 13645’ MD was not reached due to drilling issues and the
casing was set high at 13352’ MD. This proceeded to cause spacing problems to meet both the requirements of
20 AAC 25.030(d)(6) and 20 AAC 25.412(b) in the final completion. To meet the requirements of 20 AAC
25.030(d)(6), the injection liner top was set at 13155’ MD, giving 197’ MD of liner overlap. This resulted in the
injection packer setting depth not meeting the L-291 PTD COA, requiring the packer to be set within the Schrader
Bluff oil pool. The injection packer was instead set at 13096’ MD, which is 140’ MD above the top of the Schrader
Bluff oil pool. This injection packer set depth also does not meet the requirements of 20 AAC 25.412(b), with the
top sliding sleeve located at 13404’ MD, creating a reduced monitorable annulus. The 7” casing cement job on
11/27/2025 went to plan with the plug bumped and floats holding at the end of the job. On 11/30/2025, the 7”
casing passed a pressure test to 3592 psi prior to drilling out the shoe and then a FIT test on the 7” casing shoe
was performed at 12.18 ppg EMW. An RCBL was logged on 12/9/2025 and showed the 7” TOC at 10130’ MD. A
rig MIT-IA passed to 3624 psi on 12/11/2025, after the injection packer was set, proving competent primary and
secondary well barriers. Hilcorp plans to monitor injection isolation to the Schrader Bluff oil pool by conducting 2-
year WFL stations across the 7” casing interval from the 7” shoe at 13352’ MD to above the injection packer at
13096’ MD.
Hilcorp North Slope, LLC has determined that well L-291 is safe to operate in its current condition and requests
approval for PWI based on the following:
x Passing pressure tests of the primary and secondary barriers.
x IA and OA pressures will be monitored with wireless pressure gauges.
x Verification of continued injection isolation to the approved interval with 2-year WFL and MIT-IA.
Proposed Operating and Monitoring Plan:
1. Hilcorp shall record wellhead pressures and injection rate daily;
2. Hilcorp shall submit to the AOGCC a monthly report of well pressures, injection rates, and pressure
bleeds for all annuli. Bleeds to be flagged on the report;
3. Hilcorp shall perform a MIT-IA every two years to the greater of the maximum anticipated injection
pressure or 0.25 x packer TVD, but not less than 1,500 psi;
4. Hilcorp shall perform an initial waterflow log and a subsequent log every two years with stations from
13000-13352’ MD;

5. Hilcorp shall limit the well’s inner annulus operating pressure to 2,100 psi. Audible control room alarms
shall be set at or below these limits;
6. Hilcorp shall limit the well’s outer annulus operating pressure to 1,000 psi. Audible control room alarms
shall be set at or below these limits;
7. Hilcorp shall monitor the inner and outer annulus pressures in real time with its SCADA system;
8. Hilcorp shall immediately shut in the well and notify the AOGCC if there is any change in the well's
mechanical condition;
9. After well shut in due to a change in the well's mechanical condition, AOGCC approval shall be required
to restart injection.

1. Introduction
Hilcorp North Slope, LLC, as the operator of the Prudhoe Bay Unit, requests Alaska Oil and
Gas Conservation Commission approval to expand the Prudhoe Bay Schrader Bluff Oil Pool
(“PBSBOP”) under Conservation Order (“CO”) 505B, and Area Injection Order (“AIO”) 26B.
This proposed expansion area extends the western boundary of the PBSBOP to match the
Prudhoe Bay Unit boundary with the Kuparuk River Unit. The proposed expansion area also
includes a small area north of Prudhoe Bay Unit (PBU) Z-Pad to reflect recent drilling results
(portions of Sections 5, 6, and 8 in T11N R12E).

2. Prudhoe Bay Schrader Bluff Oil Pool CO and AIO History
CO 505B, issued May 2010, supersedes, and replaces CO 505 (dated January 2004) and CO
505A (dated April 2006) only insofar as CO 505B concerns the Schrader Bluff Oil Pool. The
Schrader Bluff Oil Pool includes the accumulation of hydrocarbons common to and
correlating with the interval between the measured depths of 4,549 feet and 5,106 feet in
the PBU V-201 well (Figure 1).
Underground injection of fluids as described in BP Exploration Alaska Inc.’s applications for
Area Injection Orders AIO 26 and AIO 26A are permitted, subject to the conditions,
limitations and requirements established in AIO 26B, dated February 2021, for the Schrader
Bluff Oil Pool.
Conservation Order History
x CO 505B.001: In January 2016, the Commission authorized the Prudhoe Bay Unit
(PBU) operator’s request to waive monthly production allocation reporting
requirements for the Schrader Bluff Oil Pool and several others.
x CO 505B.002: In May 2019, the Commission authorized an amendment to Rules 4
and 5 to conform the Schrader Bluff Oil Pool rules for consistency with the well
testing requirements and pressure survey requirements in the PBU to improve
efficiency of field management for the operator and compliance oversight of the
Commission.
x CO 505B.003: In October 2020, the Commission repealed and replaced Rule 11
amending normal operating limits for inner annulus pressure.
x CO 505B.004: In September 2021, the Commission repealed and replaced Rule 1
amending well spacing requirements.
Area Injection Order History
x AIO 26B.001: In September 2012, the Commission modified the original order by
repealing and replacing Rule 3 Authorized Fluids for EOR and pressure maintenance.
x AIO 26B.002: In June 2013, the Commission modified 26B.001 by repealing and
replacing Rule 3 Authorized Fluids for EOR and pressure maintenance.
x AIO 26B.003: In August 2020, the Commission authorized the injection of polymers
in well L-213 (PTD 206-053) at the PBU operator’s request, subject to conditions in
the order.
x AIO 26B.004: In January 2021, the Commission granted the PBU operator’s request
to continue water injection in well L-221 (PTD 2080310), subject to conditions in the
order.
x Corrected AIO 26B: In February 2021, the Commission issued an errata notice. The
notice notes that AIO 26A.002 eliminated the word “water” from Rule 6 of AIO 26A,
however, when AIO 26B was issued, the word water was only removed from the title
of the rule and not from the body of the rule itself. The Commission issued a
corrected AIO 26B on February 3, 2021.

x AIO 26B.005: In June 2021, the Commission granted Hilcorp North Slope’s request
to continue WAG injection in well V-218 (PTD 2070400), subject to conditions in the
order.
x AIO 26B.006: In May 2022, the Commission granted Hilcorp North Slope’s request to
continue WAG injection in well V-221 (PTD 2050130), subject to conditions in the
order.
x AIO 26B.007: In August 2022, the Commission granted Hilcorp North Slope’s request
to continue WAG injection in well V-213A (PTD 2220010), subject to conditions in the
order. AIO 26B.0007 was originally issued on May 23, 2022 and was amended by the

4. Development Drilling Plans
The expansion of the PBSBOP will mainly include extending the oil pool to the west to match
the Prudhoe Bay unit boundary with Kuparuk River Unit. This expansion would allow for
development of the Schrader Bluff reservoirs from the recently expanded L-Pad. Figures 4a
and 4b contains a series of dashed blue and green lines that represent drilling opportunities
in the proposed area of PBSBOP expansion. Dashed green lines represent proposed
horizontal producers and dashed blue lines represent proposed horizontal injectors. Drilling
opportunities due west of L-Pad include OBc and OBd sand targets based on oil shows seen
in L-112, L-100, and NWE1-01 (see Figure 5). Figure 6 shows the seismic data in this area.
Drilling opportunities south of L-Pad likewise will target the OBc and OBd sands based on oil
shows observed in L-121. Future opportunities in shallower Schrader Bluff sands (OA
through OBb sands) will be evaluated while drilling OBc and OBd sand targets in the
proposed expansion areas. Minor expansion to the PBSBOP is also proposed due east of V-
Pad and due north of Z-Pad (Figure 4b). Drilling opportunities in these areas follows up oil
identified outside the current defined pool by successful delineation seen in V-227A (drilled
in 2022) and W-241 (drilled in 2023). An expanded PBSBOP in these areas would allow us
to target unswept oil with future injectors in all Schrader Bluff sands.
