Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddil. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting redriils and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to ddll. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (wellbore segment) Ddiling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. These wells are located on expired leases on the North Slope, specifically ADL 318614, ADL 31612 and ADL 31613. Commission regulations (20 AAC 25.105) require wells to be abandoned before expiration of the operator's lease termination rights to the property.. This requirement, along with other matters, was outlined in Commission correspondence dated May 22, 1991 and January 7, 1992. You asked if these letters constituted an order of the Commission. The letters are intended to advise your client about state regulatory requirements and the position of the Commission in the matter of the North Slope wells and others formerly operated by Alaskan Crude Corporation. As you know, however, the status of the three North Slope leases is the subject of an appeal between Mr. White and the Department of Natural Resources, James White v. State of Alaska, 3AN-91-7289. Until the status of those leases is resolved by the Superior Court, the Commission will defer action concerning the plugging and abandonment of the wells, unless such action becomes necessary to prevent waste. You requested that the designation of operator for several wells be transferred from Alaskan Crude Corporation (ACC) to James White, Inc. (whose name evidently has been changed to Intrepid Production Company). Commission regulations, specifically 20 AAC 25.020, provide that only the owner of the property may designate a new operator. Accordingly, for those wells located on property not owned by ACC, the commission must receive a designation of operator (Form 10-411) from the owner. The new operator must then fumish a bond as required by 20 AAC 25.025. In addition, the commission has some specific concerns or requires additional information regarding the operation of each of the ACC wells. These are described below. (L (ADL 318613), and Burglin 33-1 (ADL 318614). 318612), ACC F-3 The Alaska Department of Natural Resources, Division of Oil and Gas, has determined that these wells are located on leases which expired November 15, 1990. You contend (correspondence dated Aug. 29,1991) the leases are in a "state of suspension until their status is decided by the courts." Because the court has not stayed ADNR's decision, the commission must consider these leases expired. Commission regulations (20 AAC 25.101) require wells to be properly abandoned before lease expiration. An order to abandon these wells was directed toward Alaskan Crude Corporation on May 22, 1991. This order remains in effect for these wells, failure to comply will subject the responsible party to penalties as provided under AS 31.05.150. Katalla No. 1 A title search has revealed that ACC is not the owner of the lease on wlfich the well is located. The commission has been advised by the landowner that its lease agreement with ACC has been terminated. Commission regulations require the well to be plugged and abandoned. An order to abandon this well was directed toward Alaskan Crude Corporation on May 22, 1991. Tiffs order remains in effect for the well, failure to comply will subject the responsible party to penalties as provided under AS 31.05.150. McCoy Prospect No. 1 When, and if, the purported owner submits a designation of operator for this well, the commission requests a copy of the current lease, or other documentation proving ownership of this property. Information requested in our May 22, 1991 letter to ACC is also required. Mike Pelch No. 1 Commission records indicate the owner of the Mike Pelch lease is James W. White et al., not ACC. Therefore, only James W. White et al. may effect the transfer of operatorship for this property, unless that ownership has changed. Form 10-411 must be revised to show the Robert C. Ely Re: Alaskan Crude Operatorship Page 2 appropriate owner prior to the commission taking any action. Information requested in our May 22, 1991 letter to ACC is also required. Also, the commission is not clear as to what entity is being proposed to assume operatorship of these wells. All of your designation of operator forms refer to James White, Inc. yet your letter states that James White, Inc. has changed its name to Intrepid Production Company. In order to avoid future confusion, please submit your revised designation of operator forms denoting the proposed operator's current name. The commission will require the operator to furnish a new bond to ensure that each well is operated, maintained, repaired and abandoned in accordance with co~nmission regulation. Because the commission has ordered several of the above referenced wells to be plugged and abandoned, it will not allow the ACC bond to indemnify any new operator. As an outgrowth of the ACC bankruptcy, the commission obtained estimates for plugging and abandoning each of the ACC wells. Based upon those estimates, the commission concludes that the following are reasonable costs (in thousands) for plugging and abandoning these wells. F-2 $25.0 F-3 $25.0 Burglin #33-1 $105.0 M. Pelch #1 $260.0 McCoy #1 $75.0 Katalla #1 $45.0 - $175.0 Total $535.0 - $660.0 Accordingly, the commission will require the new operator to post a bond or bonds sufficient to cover the estimated cost for plugging and abandoning each well. Dear Sir: The Commission has not received any response to our correspondence of May 22, 1991, to Alaskan Crude Corporation. A review of the lease status of the Burglin 33-1, ACC F-2 and ACC F-3 wells shows that all three leases expired in January of 1991. Alaskan Crude Corporation is in violation of Commission regulation 20 AAC 25.101, which requires all wells to be abandoned prior to lease expiration and as such is subject to penalties as prescribed by AS 31.05.150. The Commission asks that it be informed in writing no later than August 30, 1991, whether Alaskan Crude Corporation or a potential successor operator intends to submit a plan for abandonment of these wells in accordance with the requirements of 20 AAC 25.105. In the absence of an affirmative response, the Commission will be required to look to the $200,000 bond (certificate of deposit #100010032) pledged to the Commission pursuant to 20 AAC 25.025. These responsibilities include compliance with the Alaska Oil and Gas Conservation Act (AS 31.05) and Title 20 Chapter 25 of the Alaska Administrative Code.. All of the wells operated by ACC in the state are in violation of the aforementioned statutes and regulations. McCoy Prospect No. 1 Section 6, TlS, R13W, SM A request for information dated October 30, 1987 (copy included) was sent to ACC. No response was received. The information remains delinquent. The Commission requests that it be submitted immediately. Mike Pelch No. 1 · Section 2, T5N, RllW, SM : This is currently a shut in gas well and has been idle since the second quarter of 1987 when the well was reperforated without Commission approval. The Commission requests an updated status report showing current condition (e.g. wellhead pressures) and a statement of what plans are scheduled for the well in the next 12 months. Burglin 33-1 Section 33, T10N, R14E, UM Commission records classify this as a suspended well. The lease on which the well is located has expired. Commission regulations (20 AAC 25.105) require wells to be abandoned prior to lease expiration. ACC is in direct violation of state regulations and must immediately take steps to properly abandon this well and is subject to penalties provided for under A8 31.05,150. Katalla No. 1 Section 36, T19S, R5E, Copper River Meridian This well has been shut down since October, 1986. The twelve month period for an operation shutdown has expired and action must be taken to abandon the well per 20 AAC 25.105. We anticipate a prompt response. Hole sizes and casing sizes 1. 30" hole: 20", 1339, K-55, BTC casing 2. 17 1/2" hole: 13 3/8", 72#, L-80, BTC casing 3. 12 1/4" hole: 9 5/8", 47~, N-80, BTC casing 4. 8 1/2" hole: 7", 299, C-95, BTC casing B. Well will penetrate the West Sak formation and may be deepened to test the Saderochit and Lisburne formations at the option of the operator. The West Sak interval will be drilled before spring 1985 breakup. If this zone proves worthy of testing, the well will be sus- pended during the summer and re-entered during the win- ter 1985-1986 drilling season. The election to deepen to the Sadlerochit and Lisburne intervals will be made following a preliminary evaluation of the West Sak, and would be done during the 1985-1986 season. All modifi- cations in plans as well as plans to suspend the well during the summer of 1985 will be sundry noticed to the AOGCC on Form 10-403. D. Well will be drilled as a straight hole. E. Maximum anticipated mud weight = 10.2 ppg to the base of Sadlerochit, and 9.8 ppg to the base of West Sak. F. Preliminary estimated formation tops: West Sak: 5800 KB (TVD) Sag River: 8900 KB (TVD) Sadlerochit: 9020 KB (TVD) PRELIMINARY PROGRAM 1. Auger 30" hole to ~ 80 ft below ground level. Run and cement 20" conductor to surface. Install 20" API 2000 SOW casing head as directed. a. Use Cold Set Cement. 2. Re-survey location. Move in and rig up. Install 20" diverter system as shown on attached illustrations. Function test diverter and hydraulic valve. Notify AOGCC sufficiently in advance so their representative can witness test. 3. Drill 17 1/2" hole to ~ 2400 ft (approximately 500 ft below base of permafrost). a. Initiate mud loggers at surface b. Use high yield bentonite spud mud. c. Maintain viscosity in the 300-350 sec. range. d. Maintain annular velocity at approximately 50 ft per minute. e. Maximize use of solids control equipment. 4. At approximately 2400 ft condition hole for logs and run wireline logs from total depth to bottom of 20" conductor. a) Run 1: DIL/SP/GR combination tool. 5. Run and cement to surface 13 3/8" casing. a) Use stab-in float collar and float shoe b) Use Cold Set III slurry until cement returns to surface then tail in with Cold Set II. See detail- ed cementing program for estimated quantities, and mixing and pumping instructions. c) WOC as directed. 6. Land 13 3/8" casing, nipple down diverter and install 20" API 2000 x 13 5/8" API 5000 casing head. Test seal assembly as directed. 7. Nipple up and test 13 5/8" x 5000 psi wp or 13 5/8" x 10,000 psi wp BOP stack as shown on attached illustra- tion. BOP stack to consist of 2 sets of pipe rams, blind rams, drilling spool and annular preventer. a) Test to be witnessed by AOGCC representative. 8. Pressure test casing as directed. Drill out float collar, shoe jt(s) and float shoe with conditioned spud mud. Change over to low solids non-dispersed mud. Clean out any rathole and drill no more than 30 ft of new hole. Make leakoff test. 9. Drill 9 5/8" hole to ~ 4400 ft, or other depth as sub- sequently directed. a) Use low solids non-dispersed mud. b) Maintain weight in the 9.0-9.8 ppg range as requir- ed by hole conditions. c) Maintain viscosity in the 36-46 sec range. d) Control fluid loss to between 6 and 10 cc. e) Maximize use of solids control equipment. 10. At ~ 4400 ft (or other designated depth) condition hole and run wireline logs from TD to shoe of 13 3/8" casing. a) Run 1: DIL/SP/BHC/GR 11. Run and cement 9 5/8" casing. a) Use Class "G" oilfield cement. b) Use float collar and float shoe. c) Use top and bottom wiper plugs. 12. Land 9 5/8" casing and install 13 5/8" 5000 x 11" 5000 wellhead section. Test seal assembly as directed. 13. Reinstall BOP stack and test all BOPE. 14. Pressure test casing as directed. Drill out float collar, shoe joint(s), and float shoe. Clean out any rathole and drill no more than 30' of new hole. Make formation competency test to pre-determined EMW. a) Pretreat mud for cement contamination. 15. Drill 8 1/2" hole through West Sak interval. a) Continue using low solids non-dispersed mud. b) Maintain weight in the 9.2-9.8 ppg range as required by hole conditions. c) Maintain viscosity in the 36-46 sec range. d) Control fluid loss to <6 cc through West Sak inter- val. e) Maximize use of solids control equipment. 16. Condition hole and run wireline logs from TD to shoe of 9 5/8" casing. a) Run 1: DIL/SP/BHC/GR b) Run 2:. CNL/LDT/GR c) Run 3: CST 17. Based on evaluation of wireline log and sidewall data, the well will be either suspended or abandoned prior to spring 1985 breakup. a) If suspended: ~e~f /-~,'o~ ~f~,~l ~ ~ So 1) Place sand plug across West Sak interval. 2) Place non-freezing fluid (Arctic Pack) in 13 3/8" x 9 5/8" annular space. b) If abandoned: 1) Set appropriate plugs and surface marker in accordance with AOGCC regulations. 2) · Have abandonment witnessed and approved by AOGCC representative. 3) Rig down, move out and clean up location. Assuming well has been suspended; all operations de- scribed hereafter will take place during the 1985-1986 winter drilling season. 18. Re-enter well and clean out sand plug across West Sak interval. At this time the 8 1/2 hole will either be deepened to penetrate the Sadlerochit and possibly the Lisburne formations; or a 7" liner will be cemented through the West Sak interval and a testing program initiated. a) Either option will be Sundry Noticed to the AOGCC on Form 10-403 before operations are resumed. b) A supplemental program will be issued to cover all DST operations. c) If the well is to be completed in the Sadlerochit or Lisburne intervals, the 7" liner will be run to the designated depth. A minimum 300 ft lap into the 9 5/8" casing will be used. d) If the well is deepened below the last logging point, the newly drilled section will be logged following the same program described in Paragraph 16 above. 19. Complete, suspend or abandon well as directed. This program is preliminary. A detailed drilling prognosis and operational plan will be issued prior to the start up of drill- ing operations. Notes: I · Ail BOPE-equipment will be tested weekly, or more frequent- ly if required. · An inventory of barite and LCM will be maintained on loca- tion during all downhole operations. · Any kicks will be handled by established procedures. Drilling crews will be trained in these methods. Kick and BOP drills will be practiced at regular intervals and noted on tour sheets. Care will be exercised not to swab the hole.
