I feel the Sundry process is more of a transaction: request the work, get AOGCC approval, complete the work, report the work. I prefer the admin approval process to document well integrity variations/requirements. However, the condition of approval in the sundry remains in effect until it is cancelled/removed. Either wellwork removes it or the well is shut in, or converted off injection etc and Hilcorp applies and AOGCC removes it either upon a new 10-403 or a letter. A 2 year temp survey is the routine/standard for high set packers. This being a disposal well, the 4 year MIT (solids free injectant) looks to be due in March 2026. A 4 year temp survey could be proposed based on results of previous testing and all well operating parameters being uniform/stable – but then there would be the risk and possibility of 4 years of out of zone injection rather than only 2 years. Under AIO 6, Rule 2 authorizes injection strata for disposal as "strata defined as those strata which correlate with the strata found in the Mobil Granite Point well No. 1 between the measure depths of 5941 feet and 6220 feet." The Granite Point State 18742 40 well has a packer set at 6703' MD (+/- 5604' TVD), and has open perforations from 7032' to 7060' MD (5861' to 5882' TVD). These open perforations correlate to the authorized disposal zone specified in AIO 6, Rule 2. This correlation was discussed in person with AOGCC staff on 2/14/2018, and is included as Attachment B. Under sundry 318-067, the mechanical integrity of the 9-5/8" casing was proven with an AOGCC inspector witnessed MIT on March 10, 2018. A pressure/temperature survey was ran in the well to record static condtions on March 11, 2018. Approximately 402 bbls of produced water was disposed of, with a maximum injection pressure of 1200 psi, and an average injection pressure of 1090 psi. Within 10 days of putting the well on production with a kobe cavity pump,the 9-5/8" intermediate casing collapsed at 7910' (above the kobe cavity pump). The well was worked over to its current completion in March 1982, hoping to gain gas production from the interval above the collapsed casing,without success. The lower portion of the well was abandoned with a bridge plug and cement, placed above the casing collapse.The well has been shut in since 1982. Sundry Request Hilcorp is requesting the conversion of this well from "gas producer" to "service waste disposal",to support the Bruce Platform operations. Under A1O 6, Rule 2 authorizes injection strata for disposal as"strata defined as those strata which correlate with the strata found in the Mobil Granite Point well No. 1 between the measure depths of 5941 feet and 6220 feet." Evidence to support a commission finding that the proposed disposal or storage operation will not initiate or propagate fractures through the confining zones that might enable the oil field wastes or stored hydrocarbons to enter freshwater strata; a. Pressure breakdown testing on this well has shown that the upper Tyonek C-2 sand at 8698'TVD has a fracture gradient of 1.043 psi/ft(see Attachment C from AOGCC wellfile). Utilizing this fracture gradient at the top of the current perforation depth of 5861'TVD, results in a fracture initiation pressure of 6,113 psi. Using a water gradient to the top perforation results in a pressure of 2,539 psi. Subtracting the water gradient from the fracture initiation pressure (6,113 psi—2,539 psi) results in a maximum allowable surface pressure of 3,574 psi to stay below the fracture pressure of the formation. The confining zones have a higher fracture gradient than the disposal interval. A series of four temperature surveys confirm that the fluid is confined to the permitted interval, shown in Attachment E. 10. Standard laboratory water analysis,or the results of another method acceptable to the commission,to determine the quality of the water within the formation into which disposal or storage is proposed; a. The MIT of the 9-5/8" was successfully completed on March 10, 2018, and the MIT test was witnessed by the AOGCC inspector, Mr. Jeff Jones. A pressure/temperature survey was ran in the well to record static condtions on March 11, 2018. Approximately 402 bbls of produced water was disposed of, with a maximum injection pressure of 1200 psi, and an average injection pressure of 1090 psi. The temperature of this produced water was 62 degrees F. The injection test started on March 11, and concluded on March 12, 2018. Three "warmback"temperature surveys were ran after injection, the first at 2 hours post injection, the second at 8 hours post injection, and the third at 14 hours post injection, all passes on March 12, 2018. A crG14:- 5 P The temperature survey plot included in this submission show that the disposal fluid was `t-bot,' -76/4,4 ` confined to the open perforation interval from 7032' to 7060' MD (5861' to 5882' TVD), as there was no indication of temperature change above the packer set at 6703' MD (+/- 5604' TVD). There is indication of temperature change below the packer, around the tubing tail, as ,(_ would be expected. A copy of the MIT form, a data table with injection rates and pressures, and `3` a summary of well operations are also included. With the passing MIT of the 9-5/8" casing; a good injection test with sufficient rate at lower than expected pressures; and the temperature log data showing that the disposal fluids are confined to the authorized disposal zone specified in AIO 6, Rule 2, Hilcorp will be submitting a sundry application requesting the conversion of Granite Point State 18742 40 well from"gas producer" to "service waste disposal", to support the Bruce Platform operations. By sundry application 318-067, dated and received February 20, 2018, Hilcorp Alaska, LLC (Hilcorp)requested authorization to convert the idle production well Granite Pt St. 18742 40(PTD 181-022) to a waste disposal well. The Alaska Oil and Gas Conservation Commission(AOGCC) has reviewed the application and agrees that the existing perforations are located within the disposal interval defined under AIO 6,but the cement bond log for the well does not indicate good cement behind the casing in this area so there is concern that the injected fluids could migrate out of the approved zone. As such,the AOGCC is not willing to approve permanent conversion of the well to a waste disposal well at this time. Hilcorp is authorized to conduct an injectivity test with cold water in order to demonstrate whether or not the injected fluid is staying within the defined disposal interval. The following conditions apply to this approval: 1) Hilcorp must accumulate as much injection fluid as possible and let the fluid cool as much as possible before injecting this batch of water in the subject well, 2) Immediately prior to commencing injection Hilcorp must run a baseline temperature survey in the well, 3) Immediately after the batch injection ends Hilcorp must run another temperature survey to demonstrate where the cold injection fluid has gone, 4) Within 30 days of completion of the injectivity test Hilcorp must submit a summary of the injectivity test results along with the supporting data. After completion of the injectivity test the AOGCC will review the results and make a determination on whether or not to approve converting the well to a waste disposal well. As provided in AS 31.05.080, within 20 days after written notice of this decision, or such further time as the AOGCC grants for good cause shown,a person affected by it may file with the AOGCC an application for reconsideration. Within 10 days of putting the well on production with a kobe cavity pump,the 9-5/8" intermediate casing collapsed at 7910' (above the kobe cavity pump). The well was worked over to its current completion in March 1982, hoping to gain gas production from the interval above the collapsed casing, without success. The lower portion of the well was abandoned with a bridge plug and cement, placed above the casing collapse.The well has been shut in since 1982. Sundry Request Hilcorp is requesting the conversion of this well from "gas producer" to "service waste disposal",to support the Bruce Platform operations. Description of the proposed method for demonstrating the mechanical integrity of the casing and tubing under 20 AAC 25.412 and for demonstrating that fluids will not move behind casing beyond the approved disposal or storage zone,and a description of the following: (A)Casing of the disposal or storage wells, if the wells are existing;or(B) Proposed casing program if the disposal or storage wells are new; a. Mechanical Integrity Tests(MIT)will be performed to 1500 psi on the Inner Annulus (IA) to ensure both integrity between the casing and formation and integrity between the tubing and casing. b. There is currently no definitive cement bond log (CBL)that can be utilized to determine cement bond above and below the disposal interval. The available CBL log was shown to AOGCC technical 1.I f - staff on 2/14/18. 9-5/8" casing was cemented at 9991' MD with 550 sacks of Class G cement, and 650 sacks of Class G cement though a stage tool at 5013' MD. It is proposed that a emp ra "re tOtj survey be performed after the first batch of fluid disposal, using as cold of fluid temperature as C/4411. possible,to confirm that disposal fluids are not migrating above the authorized injection zone. �� c. As there is a cement retainer set directly below the proposed injection interval (Tyonek 19)there p � will be no ability to determine if injection is going below the specified zone. The current authorized disposal interval stated in A1O No. 6 Rule 2 includes the Tyonek 20 interval which lies directly below the Tyonek 19 interval. 7. Statement as to the type of oil field wastes to be disposed or hydrocarbons stored,their composition, their source,the estimated maximum amounts to be disposed or stored daily,and the compatibility of fluids to be disposed or stored with the disposal or storage zone; a. Oil field wastes that are to be injected into the disposal zone include, but are not limited to; i. Produced water from wells producing from the Granite Point Tyonek Oil Pool ii. Platform deck drainage iii. Other non-hazardous oil field fluids per AIO 6 Rule 2 b. It is estimated that the maximum water injection disposed of daily will be less than 500 bwpd. Current produced water rates from the platform range between 50 and 200 bwpd. Incremental water rates would include additional rates from future well workovers and deck drainage from rain events. 8. Estimated average and maximum injection pressure; a. Estimated average surface injection pressure is 2000 psi. b. Maximum surface injection pressure will be limited to 3500 psi. 9. Evidence to support a commission finding that the proposed disposal or storage operation will not initiate or propagate fractures through the confining zones that might enable the oil field wastes or stored hydrocarbons to enter freshwater strata; a. Pressure breakdown testing on this well has shown that the upper Tyonek C-2 sand at 8698'TVD has a fracture gradient of 1.043 psi/ft (see attachment C from AOGCC wellfile). Utilizing this fracture gradient at the top of the current perforation depth of 5861'TVD, results in a fracture Well Work Prognosis Well: Br 40-42 Hilrorp Alaska, LLC 2/16/2018 initiation pressure of 6,113 psi. Using a water gradient to the top perforation results in a pressure of 2,539 psi. Subtracting the water gradient from the fracture initiation pressure (6,113 psi—2,539 psi) results in a maximum allowable surface pressure of 3,574 psi to stay below the fracture pressure of the formation. The confining zones have a higher fracture gradient than the disposal interval. A temperature survey will be performed to confirm that the fluid is confined to the permitted interval. 10. Standard laboratory water analysis,or the results of another method acceptable to the commission,to determine the quality of the water within the formation into which disposal or storage is proposed; a. N/A due to freshwater aquifer exemption 11. Reference to any applicable freshwater exemption issued in accordance with 20 AAC 25.440; a. Class II Freshwater aquifer exemption for the Granite Point Field is 40 CFR 147.102 (b)(2)(i). 12. Report on the mechanical condition of each well that has penetrated the disposal or storage zone within a one-quarter mile radius of a disposal or storage well; a. There are three (3)wells that penetrated the disposal zone of Granite Point St 18742 40 within a one-quarter mile radius. All wells have no known mechanical issues, as described in the table below, and are shown in Attachment A. To that end I propose we attach something like the following to the approval: By sundry application 318-067,dated and received February 20,2018, Hilcorp Alaska LLC(Hilcorp) requested authorization to convert the idle production well Granite Pt St. 18742 40(PTD 181-022)to a waste disposal well. The AOGCC has reviewed the application and agrees that the existing perforations are located within the disposal interval defined under AIO 6, but the cement bond log for the well does not indicate good cement behind the casing in this area so there is concern that the injected fluids could migrate out of the approved zone. As such,the AOGCC is not willing to approve permanent conversion of the well to a waste disposal well at this time. Hilcorp is authorized to conduct an injectivity test with cold water in order to demonstrate whether or not the injected fluid is staying within the defined disposal interval. The following conditions apply to this approval: 1) Hilcorp must accumulate as much injection fluid as possible and let the fluid cool as much as possible before injecting this batch of water in the subject well, 2) Immediately prior to commencing injection Hilcorp must run a baseline temperature survey in the well, 3) Immediately after the batch injection ends Hilcorp must run another temperature survey to demonstrate where the cold injection fluid has gone, 4) Within 30 days of completion of the injectivity test Hilcorp must submit a summary of the injectivity test results along with the supporting data. 1 S After completion of the injectivity test the AOGCC will review the results and make a determination on whether or not to approve converting the well to a waste disposal well. Amoco Production Company perforated Granite Point 18742 Well No. 40 between 7032' and 7060' at 4 JSPF with a through-tubing perforating gun on 3/14/82. It was anticipated this would be a gas producing zone. Afi~-~orating, pressure at the surface increased to 500 psi. As the flowline was opened, pressure bled to zero and the well would not flow. Verbal authorization was received from Mr. Blair Wondzell on 4/2/82 to stimulate the well by acidizing. Stimulation was accomplished on 4/10/82 by matrix squeeze of 1500 gallons 5% HCL and 3000 gallons of 12%-3% HCL-HF mud acid. Spent acid was unloaded using nitrogen. Acid and nitrogen were pumped into the well through a coiled tubing unit. After nitrogen .pressure bled off, the well ceased to flow suggesting the perforated sand was not gas-bearing. Operations have been suspended indefinitely. The subject well was plugged and abandoned below 7891' by pumping 425 sacks of Class G cement into the casing break at 7891' in two stages. The first stage of 200 sacks was pumped using a retrievamatic packer with a tailpipe extending to 7889'. The second stage of 225 sacks of Class G cement was pumped through a cement retainer set at 7850'. Eighteen feet of cement was placed on top of the retainer bringing the plug back depth to 7832' The plug was tested to 1500 psi. Work was complete and tested on 3/9/8~. Amoco Production Company intends to plug and abandon that portion of Granite Point 18742 Well No. 40 below 7891' as a result of a parted and collapsed casing condition. The portion of the well above 7891' will be retained for possible future use. During the initial production test on September 23, 1981, the 9-5/8" 43.5# casing parted from 7891' to 7893'. Casing below 7893' appears to have collapsed over an undetermined length. Attempts to swage through the collapse and recover the Kobe bottomhole assembly and approximately 1700' of dual string 3-1/2" 9.2# tubing have not been successful and were abandoned on November 4, 1981. There appears to bd no prospect of re-entering the wellbore below the collapse. Plugging will be accomplished by setting a cement retainer at 7840' and pumping 400 sack.s of cement into the wellbore and collapse below that depth. Cement will be pumped in two 200-sack stageg.
