Dear Mr.-Chatterton:
In responding to a recent request to reconstruct the events
surrounding the plugging and abandonment of the West Sak
Pilot wells WSP-1S and WSP-15I, we discovered that the well
histories as originally submitted were incorrect.
Attached are the corrected well histories, including a brief
narrative outlining the events to provide clarification.
Please incorporate these changes in your well records.

West Sak Pilot Abandonment

In late 1986, ARCO Alaska Inc. made the decision to abandon the West Sak
Pilot Project and proceed with the plugging of all 16 wells, which
included 9 producing wells, 5 injection wells, 1 water source well and 1
disposal well. The abandonments did not employ a workover rig; cement
plugs were pumped through the tubing strings in place.
During the plugging process, the identity of two wells, injector WSP-15I
and Sadlerochit water source well WSP-1R, were mistakenly reversed. As
a result, cement and displacemen~ volum~------es designed for the deeper well,
WSP-1S, were pumped into the shallower WSP-15I, and visa versa. The
error was discovered the next day while performing the remaining
abandonment operations on the two wells. Remedial actions were taken to
ensure that the wells were properly abandoned according to AOGCC
requirements. The final abandonments of both wells (as well as the
other 14 well abandonments for the project) were witnessed by State
inspectors on-site.
Although the error was discovered early in the abandonment process,
field reports for this portion of the operation were not corrected to
reflect the proper well designations. Consequently, the well histories
submitted with the Form 10-404 Completion Report, which are compilations
of the daily field report summmries, were also in error. Accordingly,
we have attached corrected well summaries describing the events and
including additional clarification.
As you may recall, the confusion over well identities resulted in a
temporarily uncontrolled subsurface flow of water from the Sadlerochit
formation which surfaced in the WSP-2~_ (disposal well) cellar. The flow
was largely contained in and pumped from the cellar. It eventually
subsided when WSP-1S was properly killed and abandoned.

While abandoning WSP-1S it became necessary to pump brine down the
well. Approximately 10 minutes after pumping had ended, water
broke out around the WSP 2 conductor. The fluid was not brine and
was suspected to be Sadlerochit zone source water. The flow
subsided on its own. A vacuum truck removed 45-50 barrels of fluid
from 1630-1930 hours from the WSP 2 cellar.
While circulating WSP-1S to 9.8 ppg brine bubbling was observed
around the 2D wellhead. Bubbling had ceased by days end.
At 175 sacks into setting surface cement plug on WSP-1S, 'fluid
began surfacing around WSP-2. Flow stopped after completion of
cement job.

Corrected Well Summary For WSP-151

Pumped 440 barrels of 9.8 ppg brine through the gas lift
mandrel at 3517' followed by 10 barrels of water then 350
sacks of Class G cement with 0.1% A-7, 0.2% FPSL mixed at
15.0 ppg. The cement was displaced with 64 barrels of 9.8 ppg
NaCl bdne. The well was shut in with cement in place at 1115
hours on 1/14/87.
Ran in the hole with coiled tubing and spotted 175 sacks of
cement across the perforations (3923' to 3606'). Squeezed
one barrel of cement into the perforations. Pulled out of the
hole, spotting the remaining cement to the surface in the
tubing. The well was shut in with cement in place at 1445
hours on 1/20/87. The top of the' cement plug was later tagged
at 88'.

Removed the wellhead and mixed and pumped 35 sacks of
Cold Set I cement through 1" pipe to fill the tubing and casing
annulus to the surface. -Welded on an abandonment marker
and back filled the cellar box.

.orrected Well Summary For WS, IS
After failing to pull the Kobe pump, permission was obtained on
1/06/87 from the AOGCC (Smith and Wondzell) to place the
cement plug directly above the pump. A two foot interval was
perforated from 8376'-8378' with 4 shots per foot using Dresser
Atlas' 2-1/8" gun.
Pumped 130 barrels of 9.8 ppg NaCI brine down the 3-1/2" tubing
through the holes at 8376'-8378'. Mixed and pumped 75 sacks of
Cold Set ! cement mixed @ 15.3 ppg. Displaced with 18 barrels of
9.8 ppg NaCI. Cement in place at 1330 hours on 1/14/87.
Ran in the well with a Dresser Atlas' 2-1/8" slimkone perforating
gun and tagged the top of cement at 1808' in the 3-1/2" tubing.
Pulled up to 160' and shot from 158' - 160' with 4 shots per foot.
The tubing and 3-1/2" x 9-5/8" annulus indicated pressure of 200
psi. We were unable to get the electdc line off the wellhead. A
total of 60 barrels of 9.8 ppg NaCI was pumped down the 3-1/2 x
9-5/8" annulus to kill the well. There was not enough bdne on
location to complete the operation so pumping was discontinued
while more brine was ordered. Approximately 10 minutes after
pumping had ended, water broke out around the WSP-2D
conductor. The fluid was not bdne and was suspected to be
Sadlerochit zone source water. The flow subsided on its own. A
vacuum truck removed 45-50 barrels of fluid from 1630 to 1930
hours from the WSP-2D cellar. Diesel was pumped to freeze
protect the well. Pulled out of the electric line's rope socket and let
the perforating gun fall. Worked on the electric line hook-up then
went in and recovered the perforating gun. Indicated pressures
were 3-1/2" tubing @ 480 psi, 3-1/2" x 9-5/8" @ 480 psi, 9-5/8" x
13-3/8" @ 460 psi.
Rigged up a coiled tubing unit. Ran in the well with a 2.6" flat
bottom cement mill and a 2-3/8" Navidfill on 1-1/2" coiled tubing.
Began drilling up cement plug in the 3-1/2" tubing. The top of the
plug was at 1808' (wireline measurement) with the bottom
estimated at 3500'. While milling cement the well was flowing
from the 3-1/2" x 9-5/8" annulus. The water flow was directed to a
400 barrel tank. The tank was discharged to the reserve pit via a

side outlet to insure that no oil could reach the reserve pit. The
flow around the WSP-2D well had stopped during the milling
operation.
Continued milling on the cement plug. The 3-1/2" x 9-5/8" annulus
is still flowing.
Finished milling up the cement plug. Hooked up the 3-1/2" x 9-
5/8" annulus line through a choke manifold. Ran in the well with
coiled tubing open ended. Held 200 psi back pressure while
running in the hole. Pumped 9.8 ppg bdne at 1-3/4 barrels per
minute and increased the back pressure in 50 psi increments, at
400 psi began losing fluid out the perforations at 158'-160'.
Reduced back pressure to 300-350 psi. At approximately 200
barrels circulated, bubbling began around WSP-2D. Reduced the
back pressure to 250 psi. Continued circulating at 1-1/2 barrels
per minute and 250 psi back pressure. The bubbling continued
around WSP-2D. After pumping 600 barrels of 9.8 ppg bdne the
surface pressures were at 150 psi. Brine was being pumped in
the well at a rate of 1-3/4 barrels per minute and the return rate
was 0.8 barrels per minute. After 950 barrels of 9.8 ppg bdne had
been pumped the pump rate in was 1.6 barrels per minute and the
return rate was 1 barrel per minute. At 975 barrels of bdne, the
weight of fluid being pumped was increased to 9.9 ppg. WSP-2D
had fluid around the wellhead but there was no bubbling.
Finished final circulation with 9.9 ppg brine. Checked well'@
1200 hours on 1/18/87 and there was no surface pressure or flow.
Pulled coil tubing out of the well. Placed the tubing patch over the
holes at 158'-160'. Mixed and pumped 500 sacks of Class G
cement with 0.75% CD-31, 0.5% FL-28, and 0.1% R-5. Displaced
the cement with 59 barrels of bdne.

Tagged the top of lower cement plug at 6820'. Perforated the 3-
1/2" tubing from 134'-136' with 4 shots per foot. Mixed and
circulated 50 sacks of Cold Set I cement into 3-1/2" tubing and 3-
1/2" x 9-5/8" annulus although the perforations at 134'-136'.
(Squeezed 500 sacks of Cold Set 1 down the 9-5/8" x 13-3/8"
annulus.) Fluid began surfacing around WSP-2D when 175 sacks
had been pumped. Flow stopped after completion of cement job.

casing stub and back filled the cellar.

Wednesday, January 2.!, _.1.987'. I talked with Ray Springer, ARCO
representative, concerning the surface plugs on wells 9 & 15. I
noticed-while checking the P&A marker plates that no cement was
showing in the 2 7/8" x 7" annulus on these wells. He said he was
going to finish cutting off the tree on well ~1, and make sure that
the cement was in place on that well before ordering cement for the
other, two wells.
Friday, January 23, 1987.' Mr..Springer contacted.me on Thursday
and informed me that the cement was in place on well ~1, and he
would re-cement the annuli on wells 9 & 15.
I arrived on the location at 1:30 p.m. this date, and BJ Cementing
had jus~ finished cementing the annult on wells 9 & 15.
I inspected the annult on both wells, and the cement was in place
and not falling.
Ray gave me pictures of the marker plates on all the wells except
9, 15 and well #1. He will get the pictures of these wells to me
as soon as the work is complete.
In summary I observed the top cement plugs in wells 1, 9 & 15.
Attachment
On 1/26/87 Ray .sent me the pictures of the P&A marker plates on
wells 9 & 15, and One of the marker post on well ~1. These
pictures are attached to this report.

This work was performed on 3-16-86 and 3-19-86 in WSP-141 and
WSP-151 respectively. Small acid treatments were performed in these
wells to clean the perforations.
Sundry notices for this work were inadvertently not filed prior to
performing this work. If you have any questions or if we can provide

ARCO Alaska, Inc. proposes to perforate West Sak Pilot Injection Well WSP-15I using through tubing guns.
This operation will open additional sands in the West Sak interval not perforated during the initial
completion. These sands have already been perforated in the adjacent producers.
The perforating will consist of approximately 150' shot at 4 SPF using through tubing guns run on electric
line in multiple runs. The perforations will be between 3730' MD and 3930' MD, below the two main sands
already perforated in the Upper West Sak. A pressure tested lubricator will be used during perforating.
After perforating, the well will be flowed to tanks on location for clean-up.
Expected start date: August 15, 1984

Wednesday, April 25, 1984: I left ARCO's Kuparuk River Unit,

witness a BOPE test. The BOPE test started at 11:30 pm. I also
checked out the flow line indicators.
Thursday, April 26, 1984: I witnessed the BOPE test on West Sak
~-i~t 15-I. There wer~ no failures.
I filled out an AOGCC report which is attached.
in summary, I witnessed the BOPE test on West Sak Pilot 15-I, that
was performed satisfactorily by Rowan Drilling Rig 41. The flow
line indicators operated satisfactorily.

Enclosed is the approved application for permit to drill the
above referenced well.
If coring is conducted, a one cubic inch chip from each foot of
recovered core 'is required. Samples of well cuttings and a mud
log are not required. A continuous directional survey is
required as per 20 AAC 25.050(b)(5). If available, a tape
containing the digitized log information shall be submitted on
ali logs for. copying except experimental.logs, velocity surveys
and dipmeter surveys.
Many rivers in Alaska and their drainage systems have been
classified as important for the spawning or migration of
anadromous fish. Operations in these areas are subject to
AS 16.05.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Code). Prior to commencing operations you
may be contacted by the Habitat Coordinator's Office, Department
of Fish and Game.
Pollution of any waters of the State is prohibited by AS 46,
Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior to
commencing operations you may be contacted by a representative of
the Department of Environmental Conservation.

equipment so that a representative of the Comission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. Where a diverter system is required,
please also notify this office 24 hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.
In the event of suspension or abandonment, please give this
office adequate advance notification so that we may have a
witness present.

ARCO Alaska, Inc., proposes to drill WSP-15I as a planned injector in the West Sak Pilot
Project. This project will be conducted in accordance with the terms of Conservation
Order No. 191, 'Nest Sak Sands Section' 35 Project".
A diverter system will be used to drill the 12-1/4" hole to 2215' MD (2195' TVD). In all
subsequent operations, an RSRRA BOP stack will be used and tested to 3000 psi (annular
1800 psi). WSP-1S is 37' away at a measured depth of 1720'. There are no closer
wellbores anywhere downhole. The 9-5/8" x 7" annulus will be Arctic Packed. The well
will be completed with 2-7/8" tubing.

WSP-15I will cross within 37' of WSP-1S at a measured depth of 1720' (1717'
TVD). Below this depth, the well paths diverge.
Due to the relatively close proximity, ARCO Alaska, Inc. intends to take the
following precautionary measures:

Commencing at a depth of 1600', rate of penetration will be closely
monitored.
B. Frequent Teleco surveys will be taken to monitor directional progress.
