Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddil. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting reddlls and or muitilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the AP! numbering methods described in AOGCC staff memorandum "Multi-lateral (weiibore segment) Drilling Permit Procedures, revised December 29, 1995. Following are the major concerns associated with this request. / 1) After extensive study of the Cirque #1 blowout and the performance of the equipment on Cirque #1, ARCO Alaska, Inc. has determined that a combination of one 16" line with no 90° turns is the optimum design. 2) Effective operation of remote valves positioned 100 feet from the rig may be limited. 3) Prevailing winds on the North Slope during the winter drilling season are generally in the direction of ENE to WSW. With perpendicular placement of the diverter line, there is minimum exposure of gas blowing back onto an ignition source (see attached weather data) or of gas blowing onto the camp. 4) A gas dispersion model named "Focus" has been used to simulate flow out of a 16" single line at varying rates and wind speeds aimed towards the rig. Included with this request are outputs from this simulation. It is our opinion that with proper placement of the diverter line with respect to prevailing winds in conjunction with the short duration of time while drilling under the diverter, a bifurcated line is not necessary. O0 TOTAL 7.34 30.16 30.64 19.81 4.52 N 7.53 100.00 Discussion of Gas Dispersion Analysis This computer simulation of the dispersion of a gas stream away from the end of the diverter line is for the worst case scenario where the wind is blowing directly toward the rig from the end of the diverter line. The diverter line will be pointed in a direction nearly perpendicular to the prevailing winds in the area. The Iow volume amount is 10 million cubic feet of gas per day with the high volume at 60 million cubic feet of gas per day. The gas was assumed to be essentially methane (90% C1, 8% C2, and 2% C,3). The Iow wind velocity was assumed at 1 mph. The high velocity of 10 mph was chosen because it is four times the average wind velocity from the SSE. The graph depicts a dotted envelope that is the lower explosion level (LEL) for the gas described above. The outer solid line is a 50% level of the LEL. This adds a safety factor to the diverter design. Recall that ARCO is requiring all contractors to provide at least 100 feet of 16" diverter line away from the wellbore. - Even in the worst case scenario, the LEL area is well away from the drilling dg. Connect opening side of hydraulic control for 10 3/4" butterfly to annular preventer closing line for simultaneous operation. Test operation after installation. Lay dual diverter lines to reserve pit taking into account prevailing winds. Open one valve on the reserved pit "tee" to vent flow depending on wind direction. Note: One "tee" valve to be open at all times. In the event of well flow: a) While drilling, lift Kelly above 20" annular. While tripping, install drillpipe safety valve (inside BOP) . b) Close 20" annular. c) Pick up Kelly in tripping situation. d) Watch wind direction and adjust reserve pit "tee" as required. e) Pu~p mud slowly through bit to avoid plugging or freezing. f) After need for diverter has passed, purge line with steam or air. The 10 3/4" hydraulic controlled butterfly valve, at diverter spool, opens by hydraulic line connected to %he 20" annular closing line.
