I was the author of the proposal that you received and after reviewing Delta State #1 and #2 abandonments and several other recent ones, would respectfully request reconsideration of this matter. Highland State #1 is Arctic packed on top of a cemented 9x13 annulus at the 13-3/8 shoe. This is different from Delta Stale #1 (non-Arctic packed), where we did cement the 9x13 annulus; and also different from Delta State #2 (Arctic packed on top of .iLo_cemented shoe) ~ where we also cemented the 9x13 annulus by downsqueezing cement from surface. Highland State #1 is the same scenario, however, as West Reach State #2 and Term Well 'A', in terms of the 9x13 situation. In both of those (Arctic packed) wells the P&A's were performed with only a witnessed pressure test of the 9x13 annulus. .We submit that Highland State #1 should be done in the same manner as West Beach State #2 and Term. The conductor and surface casing had been cut off at 6'+ below ground level and both were full of cement. A 3/4" thick plate was welded over the casing with all appropriate information bead welded to it. Gravel will be placed in the cellar and the location will need to be inspected this summer. Clean up operations were under way at the time of this inspection and only minor amounts of trash remained. SUMMARY: I inspected the casing cut off depth, cement tops and the P&A marker plate on ARCOs Highland State #1 exploration well. According to the information given to me by Bill Moxio (Arco rep.) a EZ drill packer was set at 3000' in preparation for suspension of this well in 1971. I arrived to find a slickline unit coming out of the hole after making a feeler run. The slickline operator reported to me he had attempted to tag the bridge plug at 3000' but encountered heavy fluids that impeded the descent of the tools and was producing high pickup weights. A successful 1200 psi pressure test of the 9 5/8" by 13 3~8" annulus was observed for 15 minutes. The inside of the 9 5~8" was then pressured up to 1500 psi., during which the pressure on the 13 3/8" casing rose from 1200 psi to 1300 psi. I observed the well in this state for a additional thirty minutes with no pressure loss. This well is due to have a bridge plug placed at 160' in the 9 5/8" casing and then capped with cement in preparation for its final P&A. Gil Meyers, coordinator for ARCO, and I a)ready inspected Gui) island State No. 1 for temporary abandonment and Abel for permanent abandonment and proceeded to go by chopper to Highland State No. 1, Sec. 24, T11N, RllE, U.No Permit No. 76-17. The well marker was a sign connected to a well head. This is a temporary abandonment and the sign was affixed ~ith welds. The pad was level and clean of debris. The pit was filled, but this was done in the winter and they undercut the berm of the pit at the southside of the pit at the east corner. When t inspected the location,, mud was running out of this section of the pit into a small stream about one hundred feet south of the pit. Also saw scm~e timbers were showing at the same location of undercutted pit. ~),, Meyers said he would get some men and equipment right, away and take care of this spill. I told him he should get some booms and pads riqht away to get the mud cleaned up in the creek and so it wouldn't spread. He said he would take care of that right away. August 1.. ~ 197_~6 - Gil i~yers called me at Drill Site No. 3-6 and told me he had men over at Highland State No. I with pad and booms, and that he also had contracted a contractor to berm up the east corner of the pit and put more fill in. Upper and lower kelly to 5000 psig. There was no nitrogen backup system on their accumulator. I informed Ray Wadley that this was required. He assured me they would Nave one installed within 2 or 3 days. I completed a field inspection report and gave it to Ray, sent a copy to Dick Knowles in. Anchorage, and a copy is attached, In summary, I witnessed BOPE test. on Arco's Highland Stat~#1 well. All valve failures were corrected before I left and a nitrogen backup was being installed. Modifications have been made in regard to the primary gravel source, primary water sources, and ice road location. Since a water well location has been identified within the S/2 Section 24, TllN, R12E, U.M.; an alternate gravel source has been found in the NE/4 of Section 24, TllN, R12E. U.M. An exposed dry gravel bar (as shown on the attached plat) would yield sufficient material for the construction proposed and would be approximately 1/4 to 1/2 mile downstream from the water well location. Gravel removal operations in this area would not conflict with water appropriations from the well sites; they will be conducted as outlined in previous correspondence. Water for construction and drilling purposes is expected to be available from two large pothole lakes (as shown on the attached plat). A completed Application for Water Rights is being sub- mitted for these locations (copy attached). Should adequate water not be available from these locations, Atlantic Richfield has gained approval from Getty Oil Company to temporarily use their appropriation from Permit #841, ADL-68680. The point of take for water is SE/4 SW/4, Section 24, TllN, R12E, Umiat Meridian; and the 25,000 GPD appropriation would be adequate as an alternate water source since Getty Oil Company will not re- quire water from the described location while Atlantic Richfield conducts the proposed exploratory drilling. The ice road for access to the drillsite location has been amended due to probable problems in crossing a creek within Section 21, TllN, R12E, U.M. The existing allweather road extending to the Mobil drillsite will be utilized to a point on the West bank of the creek; a winter ice road will then be constructed across the tundra to the proposed drillsite location. The distance of ice road required will, therefore, be only 2 1/2 miles instead of 3 1/2 miles as previously proposed. The pro- posed routing of the ice road is also shown on the attached plat. The rig contracted for this location is Nabors Rig NB 1 which is currently stacked at their operations compound near Deadhorse Airstrip. Upon completion of the drilling pad, the rig will be moved over existing spine roads, allweather roads and ice roads to the drillsite location. Accompanying the rig will be a mobile camp facility (50 man capacity) with its own Met-Pro water/sewage treatment unit. Potable water will be brought from ARCo's Operations Center for camp use.' A revision to the surface location has been made; the new location is to be staked 3100 feet south of the north section line, 1200 feet west of the east line, Section 24 - TllN-RllE, U~iat Meridian. Supplement Plat #1 (attached) indicates the revised well location. Supplement Plat ¢1 (attached) indicates the new location for the proposed exploratory well. Due to difficult road conditions found along the existing all-weather road to the Mobil location~ a new route has been proposed for the construction of the ice road. This route (yellow outline) would lessen the probability of delays due to bad weather. Approximately 3% miles of ice road would be required to link the drillsite location to the existing portion of all-weather road (red outline). An on-site inspection of the area along the Kuparuk River in Section 24, Ti]N, R12E, Umiat Meridian, has indicated %hat sufficient amounts of gravel would be obtainable along the east river bank in the SF~4 of Section 24. This area is outlined in yellow on attached Plat ¢2. The removal operations would be accomplished as outlined in Attachment #3. Drilling operations are expected to be completed approximately 90 days after spud date which is now projected as February 15, 1976. The rig for this exploratory well has not yet been established, however~ it should be available in the near future. Since the drilling operation is taking place in the winter, the first action would be to build a snow berm as indicated on the map.
