None of ~e wells have been perforated, and only PBU Y-7 and Term Well C have tubing and packer installed. Section llO(a) of the regulations states the Commissionwill, in its discretion, approve the suspension of a well if the well is capable of producing hydrocarbons in paying quantities or is teas demonstrated to have future value as a service well. 'Section states that "[e]achwell to be abandoned or suspended must be plugged...to prevent the movement of fluid either into or between freshwater and hydrocarbon sources and to prevent all other fluid migration within the well bore." In compliance with Section 170(a) of the regulations, "[t]he location of an abandoned, well onshore or upon a historically stable island must be cleared within one year following well abandonment .... " Section 170(b) provides the means for an extension of time if. a valid reason exists, and the we'll bore is properly plugged. We are, therefore, requesting you to submit Form 10-403, Application for Sundry Approval,. for a one-year extension of suspended status for the above referenced wells together with justification for keeping the wells in suspended status. Please call Harold J. Hedlund at (907) 279-1433 if you have any questions. Sincerely,~ ~ Lonnie C. Well No. 33-11-13 Permit }~o. 68-114 .wednesday, September 15, 1982 - I left well No. 33-12-13 for Sohio to another well No. 33-11-13 in Prudhoe Bay, for a clean-up inspection for suspension. I inspected the location and found it to be clean and free of debris. The location around the well has 3 x 12 planks set on steel pilings showing. The commission feels that since this is a suspended well, that Sohio could probably use these planks for another rig to set on for future work, and is not necessary to .remove them.. The cellar around the well head is fenced and the data on the well sign is not correct. I took pictures of location to verify this report which ~is attached. Picture %1 shows well head, well sign, and fence around open cellar and well head. The section data on well sign has 22 added to .data, not conforming with form 10-407. This is Sohio's ~, % section designation of the producing interval which was not included in the original well permit and completion report. Pictures %2, 3, 4, 5, and 6 from left to right show the general condition of pad and area around the well location. I filled out an A.O.G.C.C. report which is also attached. In summary, I inspected the location of well No. 3:3-11-13. After conversing with the Commission about the location I feel after well sign is corrected or conforms, the Commission should approve this location for suspension. 02-001/3,(Rev.10/79) Suspended Well and Location Report 20 AAC 25, ARTICLE 2 FILE INFORMATION: . · ,~.~,? ~ii:, ,'~.'L,~i .Li/;~, Date Suspended Ope rator .~ ~ fl_'l d~ ~,,~ ~ ~f ;~? Describe Proposed or Completed Operations (Clearly state all pertinent details and give pertinent dates, including estimated date of starting any proposed work, for Abandonment see 20 AAC 25.105-170). It is proposed to plug and abandon Well BP 22-33-11-13 because of the laCk of prodUction facilities. The well was drilled and suspended as an exploration wildcat in January/May 1969. This well is cased and cemented with a 7" production string from 9822' MD to surface. This String completely covers the hydrocarbon-bearing Sag River and Ivishak Sandstones and is not perforated. The well is 6" open hole through a section of the Lisburne Group from T.D. at 10259' to the 7" shoe at 9822'. The Lisburne in this well is not hyrdocarbon-bearing. The well is suspended with a 7" casing bridge plug at 9675' and a 7" casing bridge plug at 1510'. 10.3 ppg fresh water mud was left across the open hole section and between the two bridge plugs. Diesel was left above the upper bridge plug from 1510' to surface. The abandonment procedure is proposed as follows: 1. Notify State prior to conm~ncing abandonment work. 2. Check for wellhead pressure on all casing annuli. S~gue~t ~°~rte~_, 3. Using coiled tubing, displace the diesel from 1510' to surface with 10.3 ppg CaC12 . 4. Spot 50 ft. minimum of Permafrost "C" cement on top of bridge plug at 1510'. (over) 14. I hereby certify that ~,la~egoir~j%is true and correct to the best of my knowledge. Remove tree and wellhead equipment. Ensure cement is at surface in the 13 3/8" x 9 5/8" and the 9 5/8" x 7" casing annuli. If cement is not at surface use coiled tubing to place 50' min. cement in the annuli as necessary. If necessary the 9 5/8" x 7" annulus can be cemented to surface by perforating the 7" string at 50 ft. and circulating cement. 6. Cut and remove all casing strings below ground level. 7. Lay 50 feet of Permafrost "C" cement to surface. 8. Install ~abandonment marker post as per State of Alaska regulations. 9. Clean up site with final cleanup to be performed after the Spring thaw and site inspection. f · - 19 ' ' ' 22 - ' I " - '. 20 'i" '21 .- -' . . . . . : ' '.: .... . ..'i. .' ' .: i ' ~ ' ~. . The security guard escorted us to see Mr. H. C. Nelmsj~er~~~r. Pete Harp, contractor representative. We advised the company man we did not have a pass; and, after stating our business, he went with us to the rig. TD was 8,959' and the crew was pulling out of hole getting ready to cement 9 5/8" casing. 13 3/8" had been set at 3,360' with 20" at 330' and 30" at 63'. The hydrill, pipe rams, and blind rams were all actuated and fOund to work o.k. Operator's test stub had been covered up with snow and could not be found for pressure testing. Operator advised that all BOP equipment had been tested with pressure on the seventeenth and s~worked on every ~ '. He had a good under-floor heating set-up with blowers directed at control equipment to keep them warm. Everything appeared to be satisfactory except that no sign was found on the rig.
