Dear Chair Foerster,
This letter is a follow up to BPXA's Applications for Sundry Approval (10-403) in October
2013 in which we requested converting nine Observation wells to Suspended Status.
At this time, BPXA has requested and received Suspended Status for PBU 13-98 (PTD:
182-207) and East Bay State #1 (PTD: 174-006). These wells were drilled through the
Prudhoe Oil Pool and were used to gather reservoir information. The wells are located
on active pads and are equipped with tubing, packer and standard trees. Neither well
has open perforations. BPXA intends to continue using both wells for surveillance and
to evaluate emerging geophysical technology.
BPXA will submit Applications for Sundry Approval (10-403) for the remaining 7 wells
(listed below) for abandonment. These wells will be abandoned in compliance with
AOGCC regulations over a period of time that remains to be determined. Some of
these wells are located off pad and will require extensive planning, ice road access, and
other equipment logistics.

Prudhoe Bay Unit well PR 13-10-14
Technical Justification for Application for
Conversion to Suspended Status
October 9, 2013
Well Status
PBU PR 13-10-14 (PTD 169059) was suspended on 6/13/1969 after drilling to TD, cementing
casing, and capping casing with a steel plate. The well is located within the Prudhoe Bay Unit
on an inactive gravel pad, adjacent to Drill Site 13. The pad it's located on is not accessible by
road, and is located about 180' south of the eastern half of Drill Site 13.
PBU PR 13-10-14 is secured with cemented casing shoe set at 914' with a cement plugback to
819'. The well was not drilled into hydrocarbon producing zones, and was never perforated.
In September 1975, this well was converted to an Observation Well. The well will not allow the
migration of fluids, will not damage freshwater or producing or potentially producing formations,
will not impair the recovery of oil or gas, and is secure, safe, and not a threat to public health.
The strata through which the well was drilled is neither abnormally geo-pressured or depleted.
The well is planned to be left in its current state and converted to Suspended Status.
Condition of the Wellhead and Surface Location
PBU PR 13-10-14 is located on an inactive gravel pad with no surface facilities visible. It is -
currently inaccessible.
There is no wellhead or tree on this well.
Request
BPXA requests approval for suspension status of PBU PR 13-10-14.
A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC 25.112
(i) to allow the well to be suspended in its current condition. There are no underground
sources of fresh water in this area.

I just wanted to recap our conversation, so we'll be on the same page when we revisit in early December.
First up, OWDF should be OWDW (Oily Waste Disposal Well). I apologize,that was a typo in my technical justification.
Regarding the statement"cover installed on top" and your second email with the summary of recommendations, I've
got some work to do over here, and will be getting back to you regarding the nature of the covers,the nature of our
Suspension Request, as well as the Commission's recommendations.
The individual in Reservoir Management that we first consulted on these Observation wells is out until next week. Once
he's back in the office, I will discuss with him and get back with you with any changes in our requests.

The Department's decision uvon the reauest for closure application submitted by BP
Exploration (Alaska) Inc. is to approve for the below listed drilling waste facilities sites.
effective January !2. 1995. Upon review of the submitted sample results required under the
~991 Guidance. ze.,':ain remote sites exhibited metal concentrations and hydrocarbons in the
reserve put surface waters and downgradient waters in excess of the Alaska Drinking Water
Standards and Alaska Water Quality Criteria (AWQC). While there is a basis for concern
for those sites where exceedances occurred, there is also nemble risk. and an,,' corrective
action warranted at these remote sites would not be reauired, realizing that the impact of the
corrective action would be much greater than the benefits received. These sites~for the most
part have revegetatect, and any corrective action measures implemented would-impact the
established plant species at these sites. These sites are Closed As Is. There are certain sites
where corrective action is warranted, however, and Conditional Closure is granted, provided
the corrective action stipulations described are completed to the department's satisfaction.

The approval granted bv this letter is for the inactive drilling waste sites only. as required
under 18 AAC 60.500 (d). Closure for the pad as a whole must be coordinated between the
owner/operator and the appropriate state tADNR. ADF&G. AOGCC'). or federal (BLM)
agency. Additionally, should anv contamination from historic spills be found on the pad
outside the drill'ing waste site (reserve pit areal, notification needs to .be made to the
ADEC,'PCRO Contaminated Sites Section (271-43993.

BP 13'10'14, BP'l'4'IO'I4 and BP 2.3-10-14. The wells were never
drilled,~ the drilling permits expired.
The conductors were filled and the pad was leveled and contoured to
the su~ounding area. (see pictures 2 & 3.)

I filled out the AOGCC s~face abandonment report which is attached
to this report.
In summary, I recommend to the Comission to approve the final
surface abandonment of ARCO' s BP 13-10-14, BP 14-10-14 and BP
23-10-.14.

Sunday, August 14, 1983: I departed my home at 3:15 pm for a ·
3:45 pm showup and 4:45 pm departure via Alaska Airlines, Flight
No. 341 for Deadhorse arriving at 7:10 pm. Weather: +36°F,
light wind, fog.
Monday, August 15, 1983: Inspection of forty-one abandoned and
suspended wells began at 9:00 am and continued until 3:30 pm on
Wednesday, August 17. Separate reports cover abandoned wells and
a BOPE test On ARCO's DS 4-20 Monday evening.
I recommend to the Commission the following wells be approved for
suspension:

r 1982 - Peggy Fisher of ARCO, Larry Krizan
, a regu tory compliance engineer, and I took an
ERA helicopter to ARCO's Put River locations for a clean-up,
suspended inspection. Photos 2-4 show the wells, photos
5-8 show: timbers, survey markers and a drilling basket
with miscellaneous drilling materials. All wells need
covers for the rat hole.. The reserve pit was open.
I filled out the A.O.G.C.C. suspended well report which is
attached to this report.
In summary I recommend that the Commission not approve the
clean-up suspended wells for ARCO (BP Alaska) until the
following work is completed:
timbers cleaned up on location
cove rs on al 1 rat holes
appropriate well signs for each wei1

Dry bucket 36" hole to about 70 feet and cement 30" conductor to surface with
Permafrost cement.
Drill 26" hole to about 900 feet and cement 20" casing to surface with Perma-
frost cement.
Drill 17-1/2" hole to about 4,280 feet drilled depth (4,200 feet TVD) and
cement 13-3/8" anchor string in two stages with Class G/fresh water slurry.
During this section of the hole, angle will be built from a kick-off point
below the main gravel to a maximum value for the well.
Drill 12-1/4" hole to about 9,410 feet drilled depth (~,~50 feet TVD) and
cement 9-5/8".casing in two stages with Class G/brine slurry.
Blowout preventer program is 2,000 psi Hydril from 20" casing point, and
3,000 psi pipe rams, blind rams and Hydril from 13-3/8" casing point.
