At this time, BPXA has requested and received Suspended Status for PBU 13-98 (PTD: 182-207) and East Bay State #1 (PTD: 174-006). These wells were drilled through the Prudhoe Oil Pool and were used to gather reservoir information. The wells are located on active pads and are equipped with tubing, packer and standard trees. Neither well has open perforations. BPXA intends to continue using both wells for surveillance and to evaluate emerging geophysical technology. BPXA will submit Applications for Sundry Approval (10-403) for the remaining 7 wells (listed below) for abandonment. These wells will be abandoned in compliance with AOGCC regulations over a period of time that remains to be determined. Some of these wells are located off pad and will require extensive planning, ice road access, and other equipment logistics. The well is located within the Prudhoe Bay Unit on an inactive gravel pad, adjacent to Drill Site 13. The pad it's located on is not accessible by road, and is located about 180' south of the eastern half of Drill Site 13. PBU PR 14-10-14 is secured with cemented casing shoe set at 909' with a cement plugback to 677'. The well was not drilled into hydrocarbon producing zones, and was never perforated. In September 1975, this well was converted to an Observation Well. The well will not allow the migration of fluids, will not damage freshwater or producing or potentially producing formations, will not impair the recovery of oil or gas, and is secure, safe, and not a threat to public health. The strata through which the well was drilled is neither abnormally geo-pressured or depleted. The well is planned to be left in its current state and converted to Suspended Status. Condition of the Wellhead and Surface Location PBU PR 14-10-14 is located on an inactive gravel pad with no surface facilities visible. It is currently inaccessible. There is no wellhead or tree on this well. Request BPXA requests approval for suspension status of PBU PR 14-10-14. A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC 25.112 (i) to allow the well to be suspended in its current condition. This correspondence describes our review procedures, puts forward the department's findings, and takes action on the reauests. Currently, the second draft of Alaska's new Solid Waste Re=m.tiations. 18.AAC 60. are under review, and this second draft contains a chapter on Inactive Reserve Pit closures. Prior to start of drilling, a gravel pad of sufficient thickness to prevent degradation of permafrost will be constructed. A. Access to this site shall be by all-season gravel road or by aircraft, with the exception that winter roads may be utilized when surface conditions are such that land damage wil] not result from such use. 2. Prior to the beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. This sump must be lined with material impervious to oil and oil products at all seasons during the year. Prior to abandonment of the site, the sump must be cleaned of all oil and covered. 3. The operator must dispose of all waste, including garbage, by burning with non-combustible material and unburned residue disposed of in a manner and in e !ocation acceptab!e to the Alaska Department of Fish and Game, i.e., in some locations burial may be required, in others removal from the site may be necessary. 4.
