Dear Chair Foerster,
This letter is a follow up to BPXA's Applications for Sundry Approval (10-403) in October
2013 in which we requested converting nine Observation wells to Suspended Status.
At this time, BPXA has requested and received Suspended Status for PBU 13-98 (PTD:
182-207) and East Bay State #1 (PTD: 174-006). These wells were drilled through the
Prudhoe Oil Pool and were used to gather reservoir information. The wells are located
on active pads and are equipped with tubing, packer and standard trees. Neither well
has open perforations. BPXA intends to continue using both wells for surveillance and
to evaluate emerging geophysical technology.
BPXA will submit Applications for Sundry Approval (10-403) for the remaining 7 wells
(listed below) for abandonment. These wells will be abandoned in compliance with
AOGCC regulations over a period of time that remains to be determined. Some of
these wells are located off pad and will require extensive planning, ice road access, and
other equipment logistics.

We have reviewed the 10-403s submitted to suspend the following wells. Please refer to 20 AAC 25.110(a)(2) and 20
AAC 25.110(c)(1) and (2) for conditions for suspension. The Commission would like to see these wells brought as close
to a full P&A as possible even though their status will be suspended until pad remediation. Please refer to 20 AAC
25.112(d) for plugging of the surface of a well and 20 AAC 25.120 for specifications of the well abandonment marker. I
have attached a summary table with information you provided for each well and the Commission's
recommendations. Please submit updated procedures for these existing sundrys.

Prudhoe Bay Unit well PR 01-10-14
Technical Justification for Application for
Conversion to Suspended Status
October 9, 2013
Well Status
PBU PR 01-10-14 (PTD 169068) was suspended on 10/15/1969 after coring, drilling to TD,
logging, and cementing casing. The well is located within the Prudhoe Bay Unit. It was drilled
in an area of Pad 3 (currently active as OWDF Pad) that has been removed, resulting in its
current location being in a tundra pond, approximately 90 feet east of Pad 3.
PBU PR 01-10-14 is secured with cemented casing shoe set at 950' with a cement plugback to
931'. The well was not drilled into hydrocarbon producing zones, and was never perforated.
In October 1971 the well was re-entered, the casing cleaned and circulated to diesel, and a
cover installed on the top. In September 1975, this well was converted to an Observation Well.
The we will not allow the migration of fluids, will not damage freshwater or producing or
potentially producing formations, will not impair the recovery of oil or gas, and is secure, safe,
and not a threat to public health.
The strata through which the well was drilled is neither abnormally geo-pressured or depleted.
The well is planned to be left in its current state and converted to Suspended Status.
Condition of the Wellhead and Surface Location
PBU PR 01-10-14 is located in a tundra pond near an active pad. It is currently inaccessible.
There is no wellhead or tree on this well.

BPXA requests approval for suspension status of PBU PR 01-10-14.
A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC 25.112
(i) to allow the well to be suspended in its current condition. There are no underground
sources of fresh water in this area.

I just wanted to recap our conversation, so we'll be on the same page when we revisit in early December.
First up, OWDF should be OWDW (Oily Waste Disposal Well). I apologize, that was a typo in my technical justification.
Regarding the statement "cover installed on top" and your second email with the summary of recommendations, I've
got some work to do over here, and will be getting back to you regarding the nature of the covers, the nature of our
Suspension Request, as well as the Commission's recommendations.
The individual in Reservoir Management that we first consulted on these Observation wells is out until next week. Once
he's back in the office, I will discuss with him and get back with you with any changes in our requests.

Dave,
I spoke with Mike Bill about this well. We found an email from late last year in which a member of our Reservoir
Management Team requested this well be kept available as a potential location to test emerging geophysical
technologies. That individual is currently out of the office, until 11 Nov.
I am now requesting you to hold action on this well until we can meet with Reservoir Management to discuss this well
when the individual returns.
Please let me know if this is acceptable, and I will respond back to you in mid-November.

Beau,
I am reviewing your application to suspend the subject well and I need more information from you. 20 AAC 25.110(a)
states:
If allowed under 20 AAC 25.105, an operator may apply to the commission under this section to
approve the suspension of a well or to renew the approval of the suspension of a well. The operator must
state the reasons the well should be suspended, and not completed or abandoned, and must demonstrate
to the commission's satisfaction that
(1) the well
(A) is mechanically sound;
(B) will not allow the migration of fluids;
(C) will not damage freshwater or producing or potentially producing formations;
(D) will not impair the recovery of oil or gas;
(E) is secure, safe, and not a threat to public health; and
(F) is in compliance with all provisions of AS 31.05, this chapter, and any order, stipulation, or
permit issued by the commission;
(2) the well
(A) has future utility as an exploratory, development, or service well;
(B) is a viable candidate for redrilling; or
(C) is located on a pad or platform with active producing or service wells.
Your application covers the information under part (1) but does not seem to meet the requirements under part
(2). Namely, since the well is only 950 feet deep it doesn't seem to have any future utility as an exploratory,
development, or service well and thus wouldn't be eligible for suspension under (2)(A), since it is not located on a pad it
would not qualify for suspension under (2)(C), and since the well is in the middle of a tundra pond and "it is currently
inaccessible" it does not seem to be viable candidate for redrilling and thus wouldn't be eligible for suspension under
(2)(B). The AOGCC can't approve suspension of a well if at least one of these three criteria are met and instead would
have to require the well to be abandoned. If you have any information that would justify suspending the well as
opposed to abandoning it please provide it.

In compliance with Section 170(a) of the regulations, "[t]he
location of an abandoned well onshore or upon a historically
stable island must be cleared within one year following well
abandonment .... " Section 170(b) provides the means for an
extension of time if a valid reason exists, and the wellbore is
properly pluEged.

Sunday, August 14, 1983: I departed my home at 3:15 pm for a '
3:45 pm showup and 4:45 pm departure via Alaska Airlines, Flight
No. 341 for Deadhorse arriving at 7:10 pm. Weather: +36°F,
light wind, fog.
Monday, August 15, 1983: Inspection of forty-one abandoned and
suspended wells began at 9:00 am and continued until 3:30 pm on
wednesday, August 17. Separate reports cover abandoned wells and
a BOPE test on ARCO's DS 4-20 Monday evening.
I recommend to the Commission the following wells be approved for
suspension:

casing at 950' with 2000 sacks Permafrost cement. WOC.
Cleaned out to 931'. Displaced well to brine. Rig released
0800 hrs., Oct. 5, 1969.

Re-entered well at 0530 hours, Oct-. 12, 1971. Cleaned out
solid ice to 70', and ice stringers to 422'. Cleaned and
circulated casing to 20" shoe at 950'. Cleaned 30' of fill
on bottom. Displaced water to diesel. Rig released at
1000 hours, Oct. 13, 1971.
This well will not be deepened into the Prudhoe Oil Pool;
it shall remain in-the current condition as an observation
well.

In reference to the subject drill-site, the following stipulations are
~qulred to preserve and protect fish and game resources'
Prior to start of drilling, a gravel pad of sufficient thickness
to prevent degradation of permafrost ,will be constructed.
A,
Access to this site shall be by al 1-season gravel road
or by aircraft.
.
Prior to the beginning of drilling, a sump of sufficient size
to contain all waste fluids will be constructed. This sump
must be lined with material impervious to oil and oll products
at all seasons of the year. Prior to abandonment of the site,
the sump must be cleaned of all oil and covered.
.
The operator must disposed of all waste, including garbage, by
burning with non-combustible material and unburned residue
desposed of in a manner and in a location acceptable to the
Alaska Department of Fish ~nd Game, i.e., in some locations
burial may be required~ in o'~hers removal from the site may
be necessary.
Sewage and waste water will be disposed of by la?,ooning or the
cesspool-septic tank .me,nod. No stream or body of water will
have any sewage or waste water added to it,

Dry bucket 36~' hole to about 70 ft. and cement 30" conductor to surface
with Permafrost cement.
Drill 26~' hole to about 900 ft. and cement 20" casing to surface with
Permafrost cement.
Drill 17-1/2~' hole to about 4480 ft. drilled depth (4200 ft. TVD) and
cement 13-3/8'~ anchor string in two stages with Class G/fresh water slurry.
During this section of the hole, angle will be built from a kick-off point
below the main gravel to a maximum value for the well.
Drill 12-1/4" hole to about 10,060 ft. drilled depth (9150 ft. TVD) and
cement 9-5/8~ casing in two stages with Class G/brine slurry.
Blowout preventer program is 2000 psi Hydril from 20'v casing point and
3000 psi pipe rams, blind rams and Hydril from 13-3/8" casing point.
