At this time, BPXA has requested and received Suspended Status for PBU 13-98 (PTD: 182-207) and East Bay State #1 (PTD: 174-006). These wells were drilled through the Prudhoe Oil Pool and were used to gather reservoir information. The wells are located on active pads and are equipped with tubing, packer and standard trees. Neither well has open perforations. BPXA intends to continue using both wells for surveillance and to evaluate emerging geophysical technology. BPXA will submit Applications for Sundry Approval (10-403) for the remaining 7 wells (listed below) for abandonment. These wells will be abandoned in compliance with AOGCC regulations over a period of time that remains to be determined. Some of these wells are located off pad and will require extensive planning, ice road access, and other equipment logistics. The well is located within the Prudhoe Bay Unit. It was drilled in an area of Pad 3 (currently active as OWDF Pad) that has been removed, resulting in its current location being in a tundra pond, approximately 90 feet east of Pad 3. PBU PR 01-10-14 is secured with cemented casing shoe set at 950' with a cement plugback to 931'. The well was not drilled into hydrocarbon producing zones, and was never perforated. In October 1971 the well was re-entered, the casing cleaned and circulated to diesel, and a cover installed on the top. In September 1975, this well was converted to an Observation Well. The we will not allow the migration of fluids, will not damage freshwater or producing or potentially producing formations, will not impair the recovery of oil or gas, and is secure, safe, and not a threat to public health. The strata through which the well was drilled is neither abnormally geo-pressured or depleted. The well is planned to be left in its current state and converted to Suspended Status. Condition of the Wellhead and Surface Location PBU PR 01-10-14 is located in a tundra pond near an active pad. It is currently inaccessible. There is no wellhead or tree on this well. Request BPXA requests approval for suspension status of PBU PR 01-10-14. A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC 25.112 (i) to allow the well to be suspended in its current condition. The operator must state the reasons the well should be suspended, and not completed or abandoned, and must demonstrate to the commission's satisfaction that (1) the well (A) is mechanically sound; (B) will not allow the migration of fluids; (C) will not damage freshwater or producing or potentially producing formations; (D) will not impair the recovery of oil or gas; (E) is secure, safe, and not a threat to public health; and (F) is in compliance with all provisions of AS 31.05, this chapter, and any order, stipulation, or permit issued by the commission; (2) the well (A) has future utility as an exploratory, development, or service well; (B) is a viable candidate for redrilling; or (C) is located on a pad or platform with active producing or service wells. Your application covers the information under part (1) but does not seem to meet the requirements under part (2). Namely, since the well is only 950 feet deep it doesn't seem to have any future utility as an exploratory, development, or service well and thus wouldn't be eligible for suspension under (2)(A), since it is not located on a pad it would not qualify for suspension under (2)(C), and since the well is in the middle of a tundra pond and "it is currently inaccessible" it does not seem to be viable candidate for redrilling and thus wouldn't be eligible for suspension under (2)(B). The AOGCC can't approve suspension of a well if at least one of these three criteria are met and instead would have to require the well to be abandoned. If you have any information that would justify suspending the well as opposed to abandoning it please provide it. During this section of the hole, angle will be built from a kick-off point below the main gravel to a maximum value for the well. Drill 12-1/4" hole to about 10,060 ft. drilled depth (9150 ft. TVD) and cement 9-5/8~ casing in two stages with Class G/brine slurry.
