At this time, BPXA has requested and received Suspended Status for PBU 13-98 (PTD: 182-207) and East Bay State #1 (PTD: 174-006). These wells were drilled through the Prudhoe Oil Pool and were used to gather reservoir information. The wells are located on active pads and are equipped with tubing, packer and standard trees. Neither well has open perforations. BPXA intends to continue using both wells for surveillance and to evaluate emerging geophysical technology. BPXA will submit Applications for Sundry Approval (10-403) for the remaining 7 wells (listed below) for abandonment. These wells will be abandoned in compliance with AOGCC regulations over a period of time that remains to be determined. Some of these wells are located off pad and will require extensive planning, ice road access, and other equipment logistics. The well is located within the Prudhoe Bay Unit on an active gravel storage pad, adjacent to Drill Site 12, and is accessible by road. PBU PR 17-10-15 is secured with cemented casing shoe set at 931' with a cement plugback to 906'. The well was not drilled into hydrocarbon producing zones, and was never perforated. In September 1975, this well was converted to an Observation Well. The well will not allow the migration of fluids, will not damage freshwater or producing or potentially producing formations, will not impair the recovery of oil or gas, and is secure, safe, and not a threat to public health. The strata through which the well was drilled is neither abnormally geo-pressured or depleted. The well is planned to be left in its current state and converted to Suspended Status. Condition of the Wellhead and Surface Location PBU PR 17-10-15 is located on an active gravel pad with no surface facilities visible. The area surrounding the well is clean gravel. There is no wellhead or tree on this well. Request BPXA requests approval for suspension status of PBU PR 17-10-15. A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC 25.112 (i) to allow the well to be suspended in its current condition. Friday, August 24, 1984: I traveled this date to ARCO's Central P~d 2, ~or a SUrface' inspection. This pad was being used as a storage pad. As photo 1 shows BP 17-10-15, well sign legible, cellar covered and guard rails around the well. On the same pad is BP 18-10-15 and BP 19-10-15, which had a final P&A approved in 1983, as pictures three and four shows. There were three other permafrost observation wells BP 19-10-15A, BP 19-10-15B and BP 19-10-15C as pictures five and six and seven shows. Pictures eight and nine shows the pad being used as a storage area. I recommend to the Commission to approve ARCO's above location (Central Pad 2) on observation Well BP 17-10-15 as being clean, contoured, legible well signs, and guard wells around all wells.
