Supervisor FROM: Sully Sullivan SUBJECT: Surface Abandonment Petroleum Inspector PBU West Beach 1A Hillcorp North Slope LLC PTD 1860560; Sundry 322-225 12/25/2022: I travel to West Beach pad for surface abandonment inspection on WB State 1A. Met with the crew and Lead Jaycen Sala. We inspected the marker cap which met AOGCC criteria. Then we went over the site survey documentation and inspected the cut off (found at about 5 feet below original tundra). Cement was to surface except for a small void of about 8 inches deep. Operator filled void with cement. I departed the location to reinspect tomorrow. 12/26/2022: I returned to WB State 1A and verified cement filled all annuli and was set up. Welder then struck an arc and welded the marker cap to the outermost casing. I inspected the weld and found a 1-inch gap that was missed. Welder filled the gap, and I gave the thumbs up and came out of the hole. I gave the ok to proceed with burial of the abandoned well. Thank you for your consideration. 1. 14 ppg puts less hydrostatic pressure on the completion/casings/packer/open formations while cement sets/cures 2. Compressive strength of 14 ppg is still above 1000 psi, well above what API recommends for P&A a. API RP 65-3 “Well Plugging and Abandonment” First Edition, June 2021, 6.2.7.3 states: “Unless otherwise specified by regulations, a minimum strength of 3500kPa (500 psi) is adequate” 3. Since we are typically pumping very large cement plugs (1 mile or more), it makes sense for the reasons above and for economic and product shipment/handling reasons to scale back the weight of the final product. In June 2020 Hilcorp North Slope, LLC was granted two-year suspension extensions at the time of the suspension renewal to allow time to determine future utility of the wells. The suspended status on these wells expires on 6/23/2022. Hilcorp plans to fully abandon these wells and will not be applying for further suspension renewal or extensions. The abandonment of WBST-03 was approved under Sundry# 322-130 as part of Hilcorp’s 2022 PBU P&A program. The abandonment sundry request for W Beach ST 1-A was submitted to the AOGCC for approval on 04/21/2022 with abandonment to be completed in winter 2022/spring 2023. Final surface abandonment on both wells needs to occur in the winter months due to the pad proximity to the ocean and water ingress issues that will come into play with excavating 3’ below original tundra grade. There will be a timeframe between 6/23/2022 and the completion of the abandonment towards the end of 2022 on WBST-03 and potentially into early 2023 on W Beach ST 1-A where these wells will exist under expired suspended status. The West Beach State 1A is a side track of the West Beach State No. 1 well. The original well was spudded on 01/25/1975, drilled to 11821' MD, and suspended on 05/09/1975. The No. 1 well was then sidetracked in April of 1986 from 9088' to 10133' to acquire Sadlerochit core data. This well was suspended on 05/06/1986. The well has 2 cement plugs in the 9-5/8" casing: above the 7" liner and from 150' to the surface. There is no tubing or perforations in the well. The well is mechanically sound as indicated by passing pressure tests of the casing and lower cement plug to 1600 psi on 05/07/1986. The well will not allow the migration of fluids, will not damage freshwater or producing or potentially producing formations, will not impair the recovery of oil or gas, is secure, safe, and not a threat to public health. The strata through which the well was drilled is neither abnormally geo-pressured or depleted. Condition of the Wellhead and Surface Location Prudhoe Bay well West Beach State 1A is located on a well maintained pad with clean gravel. The pit and surrounding area are in good condition. There is no discoloration and no sheens on the pad, pits, or in nearby water. The well pressure readings are T/I/O = -/0/0 psi. Request BPXA requests approval for renewal of the existing suspension status for West Beach State 1A. A variance to the provisions of 20 AAC 25.110 (c) (2) is requested under 20 AAC 25.112 (i) to allow the well to remain as suspended in its current condition. The applicable regulation is as follows: 20 AAC 25.110 SUSPENDED WELLS (a) Upon application by the operator under 20 AAC 25.105(e), the commission will, in its discretion, approve the suspension of a well if the well (1) encounters hydrocarbons of sufficient quality and quantity to indicate the well is capable of producing in paying quantities as reasonably demonstrated by well tests or interpretive formation evaluation data; or (2) is reasonably demonstrated to have future value as a service well.
