The well has not been on injection since 2004. Last online witnessed MIT-IA was 07/22/2004. The most recent non witnessed MIT-IA passed on 05/19/21. We may want to put this well on water injection via mobile pump and temporary piping for as little as a few days to support facility work at GC2 in the coming weeks. Industry Guidance Bulletin 10-02B states “Injection wells that are shut in long-term (undetermined when injection will restart) need not be tested until they are ready to recommence injection” My concern is that in the event we were to put the well online, it may not be online long enough to test with stabilized injection before being shut in. We may also struggle to lock in an inspector in such a small window, depending on changeout days and workload of the inspectors. Would it be unreasonable in this scenario to perform an AOGCC witnessed MIT-IA prior to starting injection to demonstrate integrity and satisfy compliance testing? Or would you advise we maintain the standard practice and test it after it is put on injection regardless of stabilization, knowing we may shut in prior to getting a test? ('if}. /11 I spoke with AG's office about this; based on the better characterization of the solids content you provided, we believe the proper approach is an administrative approval request under AIO 3 to add the small amount of solids into the disposal stream at PBU GC-2 wells. There are a couple issues that should be provided with your request: 1) reason for the request 2) frac modeling results you have run that verifies acceptable confinement; 3) commitment by BP for testing and monitoring the mechanical integrity of the well; this well is a mono bore injector with a significant interval between the packer and injection zone, so any testing must address the injection tubular below the packer; 4) caliper survey of the well for a baseline before adding the solids stream. Subject: RE: FW: GC-2 Disposal Wells Ji'm, We have looked in more detail at the proposed GC-2 disposal of produced solids from sand jetting processing vessels, and believe the amount of solids may be somewhat lower than represented to you earBer. Below is a summary of the current view of the project: Operations would consist of batch injection of about 240 bbls of 12 ppg density slurry every 2 weeks at the most. This concentrated slurry would be mixed with 3450 barrels of produced water and the dilute slurry (about 7% by volume) injected over the course of about 4.5 hours. On the average, the solids content during a 2 week cycle would be low, about 0.14 % by volume. This is a much lower concentration than the G&I project where each cycle involves continuous disposal of about 9.5 ppg slurry (+/- 12 % solids). We believe the disposal of these solids wif! cause little or no change to the stress within the formation or the injection character of the GC-2 disposal wells. No grinding is required during this process and the maximum particle size is much lower than at G&I (14 mesh at G&I versus 90% is smaller than 80 mesh and 50% is smaller than 200 mesh at the GC-2 slug catcher) . Based on this information, please confirm if this disposal operation will require a modification to Area Injection Order #3 or if it may be considered under the Administrative Relief provision of the order contained in Rule 9, We believe this project meets the "sound engineering practices" requirement of that rule. Aquifers in this this area are exempted for Class II injection activities under Aquifer Exemption Order NO.1. Slurry injection was not contemplated in AIO 3, therefore, the proper way to handle this conversion is to amended AIO 3. We would expect more geological information on confining layers and receiving zone, fracture modeling, expected injection performance (rates, pressures), and monitoring/surveillance/testing that will be instituted, particularly since these wells are monobores. Some baseline integrity information would also be necessary (caliper, temp survey, etc.) given these wells are effectively monobore completions (single string of pipe between conveyed fluid and formation over extended section of well bore) and would not normally qualify for slurry injection. The lack ofUSDWs provides some latitude for less stringent well construction and could be the basis for approving your request. The Commission has been working on revisions to all injection orders to standardize well integrity language (Rules 4, 5, 6, 7 in AIO 3). This will be a good opportunity to address your request and accomplish our efforts in a single amendment. The facility modifications and the use of the wells for periodic slurry disposal are necessary to support the Prudhoe Schrader Bluff developments. Enclosed are the well bore schematics for the active disposal wells at GC-2. GC-2C has been shut in since early 2005, but the max injection pressure since 2004 was about 2000 psi. It had a wide variation of daily injection rates, with a few days of up to 60 mbpd during the period 2004 to early 2005. GC-2E is currently active. The max injection pressure since 1/1/05 was about 1850 psi. Again there was a wide variation in injection rates, but there were a few days up to 80 mbwpd during that period. In February '06, GC-2E injection averaged about 12 mbwpd. For permit purposes, we prefer to maintain the maximum disposal well injection pressure cited in the Area Injection Order #3 application at 2300 psi. We expect the injection rate will normally be less than 25 mbpd, although there will be higher rates during upset conditions. During solids disposal, the slurry density will range between 9 and 10 ppg, depending on the amount of dilution. The last entry in GC-2C was a fill cleanout in 07/04. The produced solids removed from the vessels will be slurried and injected with produced water in the current Class" produced water disposal wells, GC-2C and/or GC-2E. These wells are currently operated under Area Injection Order #3. For planning purposes, we asked what approvals or changes to AJO#3 will be required for the disposal of these solids. This GC-2 produced water Disposal wells test started normally and held thc armullus t~t pressure nearly throughout thc teat. Thc last five minutes thc tubing pressure fluctuated and rose to 1700 psi. This was vea~j n~ar to thc IA test pressure and I requested thc IA pressure be dropped 500 psi for a additional thirty minutes. This was done and thc well pressures stayed constant for thirty minutes. Although thc test was interupted by tubing pressure fluctuations I f¢¢1 thc wells tubing and casing is competent for continued injection. Directionally drill 8-1/2" hole to the 7" liner point in the lower UGNU. Run 7" 26# L-80 IJ4S to the 8-1/2" hole T.D. Cement using Class "G" cement. Clean out the 7" casing to PBTD. Change over to 9.6 ppg NaC1 completion fluid. Test casing to 3000 psi. Run 7" uncoated tubing. Sting into 7" tieback receptacle. A BVN will be placed without control lines, insert, or ball valve at a point 50' below the base of the permafrost. Install and test tree. Displace tubing to diesel. Set and test packer. These wells will replace two existing disposal wells, one at GC-1 (lA) and one at GC-2 (2B), currently permitted under ADEC Wastewater Permit 8436-DB008 for GC-1 and 8436-DB009 for GC-2. These new wells will be used for disposal of UIC Class II wastes only. Both of the existing wells are currently not used because they are mechanically inoperable and will be abandoned. Lonnie Smith indicated to Stan Gates of my staff that a drilling application for the new wells and a sundry notice for abandonment of the old wells would suffice for these proposed activities. Such notices will be forthcoming shortly. Typical fluids that will be processed through the injection system include dirty water, waste crude oil and mixtures of water/diesel/glycol/crude oil from the production facilities. Prior to injection, these waste fluids are pumped into a tank where the hydrocarbons are allowed to separate out.
