Dear Mr. Williams:
The Alaska Oil and Gas Conservation Commission ("Commission") received well safety valve system
(SVS) test reports from BP Exploration (Alaska) Inc. at Prudhoe Bay Unit Lisburne sites as follows:

Copies of the SVS Test Reports are attached. Regulation at 20 AAC 25.265 requires all wells to be
equipped with a Commission approved fail-safe automatic surface SVS capable of preventing
uncontrolled flow by shutting off flow at the wellhead and shutting down any artificial lift system where
an overpressure of equipment may occur. If installed, a subsurface safety valve must be maintained in
working order and is subject to performance testing as part of the SVS.
Commission policy, as outlined in a letter dated November 14, 1995, states that the testing frequency will
be increased when a failure rate exceeds 10 percent. The AOGCC-AOGA Safety Valve System Task
Force report issued June 13, 2003, supported retention ofthe 10% failure threshold.
Effective the date of SVS test, and until an acceptable level of performance is achieved, the safety valve
systems associated with wells located on PBU L1, L2, and L3 must be tested every 90 days. When
testing is schedul must notify the Commission Field Inspector at 907-659-2714 to provide an
opportunity to 'W't th SVS test.

PROCEDURE SUMMARY
LISBURNE L1-28
Objective: Retrieve the leaking 9-5/8" packer, set a 5-1/2" permanent
packer between the Wahoo 6 and 7, perforate the Wahoo 7, run a 9-5/8" x
2-7/8" straddle packer assembly, release the rig and perform an acid
stimulation on the Wahoo 7.
1) MIRU WW1.
2) Circulate kill weight NaC1 down tubing and around leaking packer to
kill well. Set BPV.
3) ND tree. NU BOPE and test. Pull BPV.
4) Engage tubing hanger, POOH with 2-7/8" tubing and seal assembly. LD
tubing and visually inspect to be rerun.
5) RIH with 3-1/2" DP and retrieve 'AVA' 9-5/8" retrievable packer.
6) Perforate the Wahoo 7 at selected intervals.
7) RIH and set 5-1/2" permanent packer at 14,440'. Correlate setting with
GR tie-in.
8) RIH with 9-5/8" packer on DP. Sting into lower packer and set 9-5/8"
packer and test. Shear PBR and POOH LDDP.
9) MU PBR seals and RIH with 2-7/8" completion assembly. Land seals in
PBR and space out.
10) MU tubing hanger, land tubing, pressure test tubing and annulus.
11) Set BPV. ND BOPE. NU tree and test. Release rig.
12) Perform acid stimulation to the Wahoo 7.
Anticipated BHP: 4400 psi

4. RECORD ON THE IADC REPORT. THE ACCEPTABLE LOWER LIMIT
IS 45 SECONDS CLOSING TIME AND 1200 PSI REMAINING
PRESSURE.
BOP STACK TEST
1. FILL BOP STACK AND MANIFOLD WITH ARCTIC DIESEL.
2. CHECK THAT ALL HOLD-DOWN SCREWS ARE FULLY RETRACTED,
PREDETERMINE DEPTH THAT TEST PLUG WILL SEAT AND SEAT
IN WELLHEAD. RUN IN LOCK-DOWN SCREWS IN HEAD,
;5. CLOSE ANNULAR PREVENTER AND CHOKES AND BYPASS VALVES
ON THE MANIFOLD.
4. TEST ALL COMPONENTS TO 250 PSI AND HOLD FOR 10 MINUTES,
5. INCREASE PRESSURE TO 2500 PSI AND HOLD FOR 10 MINUTES.
BLEED TO ZERO PSI.
6. OPEN ANNULAR PREVENTER AND CLOSE TOP SET OF PIPE RAMS.
7, INCREASE PRESSURE TO 5000 PSI AND HOLD FOR 10 MINUTES,
8. CLOSE VALVES DIRECTLY UPSTREAM OF CHOKES. BLEED DOWNSTREAM
PRESSURE TO ZERO PSI TO TEST VALVES. TEST REMAINING UNTESTED
MANIFOLD VALVES, IF ANY, WITH 5000 PSI UPSTREAM OF VALVE AND
WITH ZERO PSI DOWNSTREAM. BLEED SYSTEM TO ZERO PSI.
g. OPEN PIPE RAMS. BACKOFF RUNNING JT AND PULL OUT OF HOLE.
CLOSE BLIND RAMS AND TEST TO 5000 PSI FOR 10 MINUTES. BLEED
TO ZERO PSI.
10. OPEN BLIND RAMS AND RECOVER TEST PLUG. MAKE SURE MANIFOLD AND
LINES ARE FULL OF ARCTIC DIESEL AND ALL VALVES ARE SET IN THE
DRILLING POSITION.
11. TEST STANDPIPE VALVES TO 5000 PSI.
12. TEST KELLY COCKS AND INSIDE BOP TO 5000 PSI WITH KOOMEY PUMP.
1;3. RECORD TEST INFORMATION ON BLOWOUT PREVENTER TEST FORM. SIGN
AND SEND TO DRILLING SUPERVISOR.

L1-28 is drilled as an extended reach Lisburne development well.
The 12-1/4" intermediate hole was drilled to 14374'MD/8682'TVD.
While running 9-5/8" 47# L-80 BTC intermediate casing, the
string was stuck at 13545'MD/8207' TVD. Attempts to free the
casing were unsuccessful, so the 9-5/8" casing was cemented with
800 sx Class "G" cmt. The 9-5/8" casing was tested, drilled out
and the hole cleaned out to the original 12-1/4" TD (14374
MD/8682' TVD). A 7-5/8", 29# L-80 FL45 contingency drilling
liner was run from 13223'MD/8022'TVD to 14336'MD/8660'TVD. The
liner was cemented with 550 sx of Class "G" cement.
The well was drilled to a planned TD of 15311'MD/9278'TVD with a
6-3/4" drilling assembly. A 5-1/2", 17# L-80 FL45 liner will be
run to bottom and set with approximately 300' of liner lag into
the 7-5/8" casing. The liner will be cemented with
approximately 250 sx of Class "G" cement pending review of the
open hole caliper log.

DRILLING PROCEDURE
1) MIRU Nabors 28E.
2) Drill 17-1/2" hole to 500'MD. Kick off and build angle at 2°/IO0'MD to
58°17'/N73°19'E. Maintain angle and direction to 13-3/8" casing point
at 5447'MD/4000'TVD.
3) Run 13-3/8" casing and cement to surface.
4) Drill 12-1/4" hole to 14190'MD/8576'TVD maintaining angle and direc-
tion.
5) Run and cement 9-5/8" casing.
6) Drill 8-1/2" hole to TD 15375'MD/9196'TVD maintaining angle and direc-
tion.
7) Run open hole logs.
8) Run and cement 7" liner.
9) Clean out liner and change over to brine with a diesel cap.
10) Install tubing hanger and production tree. Release drilling rig.
11) Run cased hole logs.
12) MIRU completion rig.
13) Perforate.
14) Run 2-7/8" tubing, single selective completion.
15) Release completion rig.
16) Stimulate.

NOTE:
a) In accordance with Area Injection Order No. 4, excess non-hazardous
fluids developed from well operations and as necessary to control the
fluid level of the reserve pit, will be disposed of down the 9-5/8" x
13-3/8" annulus. The annulus will be left with a non-freezing fluid
during any extended interruption in the disposal process. The annulus
will be sealed w/250 sx of cement followed by Arctic pack upon the
completion of the fluid disposal process.
b) The drilling fluid program and fluid surface system will conform to the
regulations set forth in 20AAC25.033.
c) Maximum surface pressure is based upon BHP of 4490 psi at 8960'TVD,
less an oil column to 8660'TVD, less a gas column to surface.
d) There are no wells within 200' of L1-28 throughout the course of its
wel 1 bore.
