Application for Renewal of Existing Suspension (10-403)
Dear Mr. Price,
BP Exploration (Alaska) Inc. completed an AOGCC witnessed suspended well
inspection of Prudhoe Bay Unit well Y-22A on 09/15/2019 (20 AAC 25.110 (h). This
recently submitted suspended well inspection reflects the current condition of the well
(reference 20 AAC 25.110 (f)) and supports the request for renewal of suspension.
Recent events from this well indicate that this well is mechanically sound. Specific
attachments include:

x Suspended Well Site Inspection form documenting the pressures and site
condition
Prudhoe Bay Unit well Y-22A was suspended on 10/29/1988. It is located on a pad with
active wells and/or service wells. The strata through which the well was drilled is
neither abnormally geopressured or depleted. The well is secured with the top of the
cement plug at 7613’ in the 9-5/8” casing. The well is mechanically sound as proven by
a pressure test of the cement top and casing to 3000psi on 10/28/1988. Based on
these conditions and the inspection on 09/15/2019 Prudhoe Bay Unit well Y-22A meets
the provisions required in 20 AAC 25.110 (a)(1).
BPXA requests approval for renewal of the existing suspension status for this well.
Attached is an Application for Sundry Approval (10-403) with a technical justification
summarizing the information on the current status and condition of the well (reference
20 AAC 25.110 (a), (b), (e), (h)).
In summary, BPXA believes Prudhoe Bay well Y-22A is mechanically sound and secure
and meets the requirements for renewal of suspended status.

Technical Justification for Renewal of Suspended Status
May 26, 2020
Well History and Status
Prudhoe Bay well Y-22A (PTD #188115) was suspended on 10/29/1988 after a failed
sidetrack attempt. The parent wellbore was abandoned on 10/10/1988 from PBTD to
8083' MD prior to the rig sidetrack. A section was milled in the 9-5/8" casing from 7782'
to 7842' MD. After setting a cement plug and kicking off, an 8-1/2" hole was drilled to
8210' MD. At this depth, the bit was pulled for a BHA change. The original hole was
never found after changing out the BHA. An EZ Drill was set at 7718' MD, 64' above the
top of the window. 64 cubic feet of cement was squeezed below the retainer leaving the
calculated bottom of cement at 7882' (100' below the window) and 41 cubic feet of
cement was left on top of the retainer. The cement was tagged at 7613' (105' above the
cement retainer) and successfully pressure tested to 3000 psi on 10/28/1988.
The well is mechanically sound as indicated by the pressure test after the cement plug
was placed in the 9-5/8" casing. The well will not allow the migration of fluids, will not
damage freshwater or producing or potentially producing formations, will not impair the
recovery of oil or gas, is secure, safe, and not a threat to public health.
The strata through which the well was drilled is neither abnormally geo-pressured or
depleted.
Condition of the Wellhead and Surface Location
Prudhoe Bay well Y-22A is located on an active, well maintained pad with clean gravel.
The pit and surrounding area are in good condition. There is no discoloration and no
sheens on the pad, pits, or in nearby water.
The well pressure readings are T/I/O = -/0/350 psi.
Request
BPXA requests approval for renewal of the existing suspension status for Y-22A.
A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC
25.112 (i) to allow the well to remain as suspended in its current condition. All
hydrocarbon intervals are isolated and there are no underground sources of fresh water
in this area.

Dear Mr. Maunder,
Enclosed please find multiple copies of a spreadsheet with a list of wells from Y Pad
that were treated with corrosion inhibitor in the surface casing by conductor annulus.
The corrosion inhibitor is engineered to prevent water from entering the annular space
and causing external corrosion that could result in a surface casing leak to atmosphere.
The attached spreadsheet represents the well name, API and PTD numbers, top of
cement depth prior to filling and volumes of corrosion inhibitor used in each conductor.
As per previous agreement with the AOGCC, this letter and spreadsheet serve as
notification that the treatments took place and meet the requirements of form 10 -404,
Report of Sundry Operations.

BP Exploration (Alaska) Inc. (BPXA) completed an inspection on the suspended
Prudhoe Bay Unit well Y-22A on 07/18/10. An AOGCC inspector waived the
opportunity to witness the inspection. Enclosed is a Report of Sundry Well Operations
(10-404) with attachments documenting the inspection and the current condition of the
well (reference 20 AAC 25.110 (e) and (f)). We believe this information demonstrates
that the well is mechanically sound. Specific attachments include:
• Suspended Well Site Inspection form documenting the well pressures and site
condition
• Wellbore diagram illustrating the current configuration of the well
• Pad map and aerial photo showing well location and other wells within one-
quarter mile radius of the surface location
• Photographs showing the condition of the wellhead and the surrounding location
Prudhoe Bay Unit well Y-22A was suspended on 10/29/88. It is located on a pad with
active producing wells and/or service wells.
Based on this information, BPXA requests approval for renewal of the existing
suspension status for this well. Attached is an Application for Sundry Approval (10-
403) with a technical justification summarizing the information on the current status and
condition of the well (reference 20 AAC 25.110 (a), (b), (e), (h) and (i)).
In summary, BPXA believes Prudhoe Bay Unit well Y-22A is mechanically sound and
secure and will meet the requirements for renewal of suspended status.

Prudhoe Bay Oil Pool well Y-22A
Technical Justification for Application for
Renewal of Suspension Status
August 18, 2010
Well Status
Prudhoe Bay unit well Y-22 (PTD #1881150) was suspended on 10/29/1988 after a
failed sidetrack attempt. The parent wellbore was abandoned on 10/10/1988 from
PBTD to 8083' MD prior to the rig sidetrack. A section was milled in the 9-5/8" casing
from 7782' to 7842' MD. After setting a cement plug and kicking off, an 8-1/2" hole was
drilled to 8210' MD. At this depth, the bit was pulled for a BHA change. The original
hole was never found after changing out the BHA. An EZ Drill was set at 7718' MD, 64'
above the top of the window. 64 cubic feet of cement was squeezed below the retainer
(leaving the calculated bottom of cement at 7882' (100' below the window) and 41 cubic
feet of cement was left on top of the retainer. The cement was tagged at 7613' (105'
above the cement retainer) and successfully pressure tested to 3000 psi on 10/28/88.
The well is mechanically sound as indicated by the pressure test after the cement plug
was placed in the 9-5/8" casing. The well will not allow the migration of fluids, will not
damage freshwater or producing or potentially producing formations, will not impair the
recovery of oil or gas, is secure, safe, and not a threat to public health.
The strata through which the well was drilled is neither abnormally geo-pressured or
depleted.
Condition of the Wellhead and Surface Location
Prudhoe Bay Unit well Y-22A is located on an active, well maintained pad with clean
gravel. The pit and surrounding area are in good condition. There is no discoloration
and no sheens on the pad, pits, or in nearby water.
The well pressure readings are T/1/O = 0/0/80.
During the inspection, it was discovered the well sign was missing. Anew sign will be
ordered and placed on the well.
Request
BPXA requests approval for renewal of the existing suspension status for Y-22A.
A variance to the provisions of 20 AAC 25.110 (c) (2) is also requested under 20 AAC
25.112 (i) to allow the well to remain as suspended in its current condition. All
hydrocarbon intervals are isolated and there are no underground sources of fresh water
in this area.

less than prognosed and was not considered
economic and the well was suspended. There is
oil in the area that can be reached as a new
sidetrack from this well. A specific location has not
yet been identified, but we wish to retain this
wellbore for a future sidetrack.
S-10 was sidetracked in 1992. Drilling difficulties
were encountered while drilling through a fault in
the Kingiak and the well was suspended. There is
oil in the area that can be reached as a new
sidetrack from this well. A specific location has not
yet been identified, but we wish to retain this
wellbore for a future sidetrack. The West Sak
formation, a non unitized formation in the PBU
license area, is reachable from this wellbore.
Work in ongoing on a facility sharing agreement.
In the case that a satisfactory agreement is
reached, this weilbore could be used to access oil
in this formation.

Y-22 was sidetracked in 1988. The sidetrack was
suspended due to drilling difficulties. There is oil

be an economic well. A rig workover was
completed in April 1994 and the well was put on
production 9/94. It is not necessary to inspect this
site.

Kemik Unit #1 is scheduled to be abandoned in
the near future. Abandonment planning is now in
progress. Site inspection will not be necessary at
this time most likely should be scheduled for

Dear Mr. Horton:
BP Exploration and the predecessor Sohio companies have several
suspended wells as shown on the attached lists: BP SUSPENDED WELLS
PRIOR TO 1980 and BP SUSPENDED WELLS SINCE 1980.
The applicable regulation is as follows:
20 AAC 25.110 SUSPENDED WELLS (a) Upon application by the
operator under 20 AAC 25.105(e), the commission, will, in its
discretion, approve the suspension of a well if the well
(1) encounters hydrocarbons of sufficient quality and
quantity to indicate the well is capable of producing in
paying quantities as reasonably demonstrated by well tests
or interpretive formation evaluation data; or
(2) is reasonably demonstrated to have future value as a
service well.
For each well on the attached lists of suspended wells, please provide
data showing that the well meets the criteria of (1) or (2) above, or
advise as to your plans to abandon the well.
Wells that meet the criteria of (a) above that you wish to maintain as
suspended, as r~qui-red by 20 AAC 25.110(e), must have well site
inspections is ye -~rs~-lo,~tQ snow covering the locations.

As a quick recap from our conversation, Y-22 was drilled back in April, 1986.
In October 1988, Y-22 was re-entered and a section was milled from 7782'
MD to 7842' MD. After setting a cement plug and kicking off, an 8 1/2" hole
was drilled to 8228' MD (438' total hole). Once this depth was reached, the
bit was pulled for a BHA change. The original hole was never found again
after tripping back in the hole. Each attempt to find the old hole resulted in a
sidetrack. The effort was finally abandoned. So the only hole made was
from 7790' MD to 8228' MD. The survey information for that hole is listed
above.

Friday~ October 28, 1988: I left Kuparuk River, subject of other
reports, to SAPC PBU to witness a cement plug tagged with 25,000 lbs,
and a 3000 lb pressure test from top of plug at 7613 ft to the
surface inside the 9 5/8 casing. When I arrived on location, the
tagging of the cement plug at 7613 had already been tagged~ and the
3000 psig test was completed with six stands of drill pipe out of the
hole. i was late because Max Fernandez, company operator, said they
wouldn't be ready until 9:00 p.m at the earliest.
I arrived on location at 5:15 p.m. and they had just completed tag
and pressure test. t informed Max, because he told me not to come
earlier, that the Con, mission would want it done over. They obliged.
I received schematics from Max. The tag and pressure test was
satisfactory.
In summary, I witnessed the tagging and pressure test on well Y-22A
for SAPC which was satisfactory.

Y-22A Suspension Plug 10-28-88
Five seperate attempts to kick-off from the milled window in the 9-5/8"
casing of well Y-22 were made, involving setting a total of 4 cement kick-
off plugs in addition to the 2 kick-off plugs set while abandoning Y-22.
(The total volume of cement pumped for these 4 plugs was 756 Cult).
However it was eventually decided that the hole conditions around the area
of the window were so poor that it would be prudent to suspend the well.
On 10-28-88 an EZ Drill was set at 7718' (see attached diagram), 64'
above the top of the window. 64.1 Cuft of neat G cement was squeezed
below the retainer (leaving the calculated bottom of cement at 7882' (100'
below the bottom of the window), and 41 Cuft of neat G cement was
dropped on top of the retainer. The cement was then tagged at 7613' (105'
above the retainer) and pressure tested to 3000 psi (witnessed by Mr
Harold Hawkins of the AOGCC).
The top 500' of 9-5/8" casing was then freeze protected with diesel and a
christmas tree installed on the well.

determine if the well can be converted to a disposal well. If the well will not be required as a
disposal well, or for future drilling operations, it will be suspended in accordance with 20 AAC

PROPOSED REDRILL AND COMPLETION PROGRAM

The drilling fluid program will consist of a 9.2 ppg brine for tubing
removal, cementing and milling operations and a 9.5- 9.7 ppg oil base mud
for drilling the 8-1/2" hole.
Install blowout prevention equipment consisting of 5000 psi W.P. pipe rams,
blind rams, and annular preventer. Maximum possible bottomhole pressure
is 4390 psi at 8800' TVDss based on original reservoir pressure. Maximum
possible surface pressure is 3300 psi based on a gas column to surface from
8600' TVDss and an oil column to 8800' TVDss.
Pull existing 3-1/2" tubing from the well. Abandon the well Y-22 as per the
Y-22 Plugback Program. Mill a 60' section of the 9-5/8" casing. Lay a
balanced, cement kick-off plug across the milled section and polish off to
kick-off point. Change over to 9.5 ppg oil base mud.
Kick-off and directionally drill 8-1/2" hole to TD. Run a combination 5-1/2"
17# slotted/solid liner from TD to 250' above kick-off point and cement solid
portion of liner from above the Sag River Formation to the hanger with Class
G cement.
Clean out 5-1/2" liner to the bottom of the slotted portion and displace slotted
liner with 9.0 ppg OBM. Change over to 9.6 ppg NaC1 completion fluid.
Run 9-5/8" production packer on tubing with a sliding sleeve and GLM's. Set
packer 120' above top of liner. A subsurface safety valve with dual control
lines will be placed 100' below base of permafrost. Install and test xmas tree.
Set and test packer. Displace tubing to diesel.
Tubing Size:
5-1/2", 17#, L-80, A/B Mod. Butt with GLM's
Tailpipe Size: 3-1/2".

Close Approach Analysi~
The existing well Y-22 is to be plugged and sidetracked to a new bottom-
hole location. This new bottom-hole location (well) will be called Y-22A.
Well Y-22A will be a horizontal drainhole with a proposed bottom-hole
location close to the old Y-22 location. From the plan view, the new
wellbore (Y-22A) will be displaced approximately 550 feet from the old
wellbore (Y-22) and from the section view, the new wellbore will drop
below and cross beside the old wellbore (see attached directional map).
The closest well other than Y-22 is well Y-13 which is approximately 2000
feet to the South East of the proposed well Y-22A (see attached well
locations/ structure map).
Based on these facts, there will be no close approaches with other
wellbores in the area. A maximum allowable distance will be maintained
from the old wellbore of Y-22.
