I have also included a copy of a composite overlay of the three temp logs we have run since SI.
The temp log clearly shows no injection uphole out of Zone, which is consistent with our.
interpretation of the PNL/Borax log we ran December 98.
This completes the scope of work outlined in Sundry 403 dated 10-12-99.
The well will remain on "long term shut in" status. We will notify AOGCC of any plans to
change this status.
We will continue to periodically monitor the well as a part of routine operations.

Subject: CC-2a Long Term Shut-In
The CC-2a facility and well were shut in June 1999 after drilling cuttings disposal was
transferred to the EOA Grind and Inject facility. The. CC-2a well has been safed out and freeze
protected. There are no plans at this time to plug and abandon the well. The well could be put
back in service in the future given sufficient need and acceptable well conditions. There are no
plans to do that at this time.

We ran pressure and temperature logs from surface to TD after the well was shut in on 6/18/99,
again on 6/25/99 and again on 9/2/99. A copy of results is attached. We will run another log in
December and, given no anomalous data, will discontinue the logs.
We have started monitoring the wellhead, inner annulus and outer annulus pressures weekly
and will continue to do so.
The well will continue to be in long term shut in status. We will notify you of any plans to
change this status.

A routine review of operational data for cuttings disposal well PruShoe Bay
Unit CC-2A conducted in late November of 1998 suggested that disposal
rates were increasing at a statistically significant rate while fluid densities
and injection pressures were not. These data may be indicative of a channel
behind casing. To determine whether or not a channel existed, we
requested the operator, BPX, run a step-rate test and a PNL/Borax Log and a
Temperature Icg.
Step Rate Tests (SRT)
On 12/15/98 we received data from the Step Rate Test conducted on
12/11/98 and the November 94 Step Rate Test (as we requested). We
plotted and analyzed the two sets of data. The fluid densities used in the
tests were similar. Relative to the Nov 94 SRT, the Dec 98 SRT injection
pressure was about 400 psi higher.
Step Rate Test Conclusions are as follows:
1. The higher pressures of the Dec 98 SRT are indicative of a sand being
filled up.
2. If there was a channel, it had been opened for a long time and was being
pressured up - this is not likely for sands near the base of the permafrost
though it is possible for sands near the 9-5/8" shoe.
PNL/Borax and Temperature Logs
The PNL/Borax and Temperature logs were run on Dec. 28,1998.
Commission staff did a thorough analysis of both logs. At the commission
office on Jan. 13, 1999, Bob, Jack, and Blair met with Al Schmoyer (BPX)
and Graham Stuart (SOS) to discuss the logs. Three sets of PNL/Borax Log
curves were run and seven temperature log runs were made.
Not much can be determined from this temperature Icg which showed
cooling with each run, base of the permafrost, and was nearly flat across the
2150 to 2300' anomaly indicated by the PNL/Borax Log.
Two Baseline passes were obtained with the well in a static condition. The
well had been shut in for two days in order to obtain shut in temperature
surveys.
The 1't borax run consisted of 180 bbls of borax-doped water with 80 bbls
in the tubular and 100 bbls injected. There were some anomalies noted, the
only significant, not explainable one was from approx. 2150 to 2300' - this
showed a curve separation that would normally be considered borax.
The 2nd borax run had all 180 bbls injected. The anomalies repeated as to
location and magnitude.
The 3rd and last borax run had 215 bbls of borax-doped water injected
followed by 113 bbls of brine. Again, the anomalies repeated as in the two
previous runs even though there had now been 113 bbls of brine injected
which should have flushed at least some of the borax from a
behind-pipe channel
The anomalies mentioned above were evident in sigma values (capture units)
and appeared to be repeatable. Other log derived parameters, which should
have remained constant like PHIT (total porosity) did not overlay.
The unusual character of the borax anomalies and variable PHIT strongly
indicates nonideal behavior, which must be accounted for in interpreting this
information. We consulted with an experienced Schlumberger engineer (Rob
North correspondence attached) who was familiar with this log job.
A phase change in the substances behind pipe is anticipated to be the cause
of the anomalous borax log. Schlumberger suggested melting ice, Jack
Hartz pointed out that vaporizing hydrates are more likely in the context of
this well.
CONCLUSION and RECOMMENDATIONS:
1. There were some anomalies, which we did not understand, but there was
no conclusive indication of a channel.
2. Future borax logs run in UIC wells should have 3 baseline passes made
while injecting.
3. In PBU well CC-2A, analysis of the Step-Rate-Test and the PNL/Borax
and Temperature Logs provide no indication of a channel behind the 9-5/8"
long string or the 13-3/8" surface casing.

Hello Bob,
Good to hear from you. We have adjusted well to life in Houston, except for
going through serious "mountain" withdrawal. All our cold weather gear
currently occupies the garage parking space as our cars set outside. We did
get to use some of it on a brief skiing vacation over the holidays. Hope
the Alaska winter is treating you well.
The subject RST job is a bit of a mind teaser. For the majority of the
interval the tool responds normally and I am comfortable in saying that
there is no Borax behind pipe. In the 2 anomalous intervals (2275-2160 &
1960-1700); in addition to the Sigma anomalies the porosity data (TPHI)
does not match the base pass. For the porosity data to change either the
tool is not responding correctly in these zones or there has been a change
in the liquid vs gas (rs ice?) volumes?
Although the largest hole size used for the RST characterization is 12" I
have seen many examples of good, accurate formation response in holes sizes
up to 18" with multiple casing strings. This is however my first look at
data from a permafrost interval. My best guess is that the anomalies we see
are the result of some phase changes going on outside the pipe. Again I am
quite certain no Borax has moved up the casing-formation annulus.
Borax jobs should always be preceded by base passes. Multiple (3) base
passes while injecting water or crude are best as this will remove gas
anomalies and provide confidence that the base readings are stable. I am
confident in RST data in hole sizes up to 18". Beyond this the accuracy
will suffer however the results should still be repeatable. In vertical
holes it is important to run an eccentralizer (bowspring) to keep the tool
positioned against the casing.

SUMMARY:
Onsite review of the logs were inconclusive. Worst case situation was assumed (channel
present) andwarmback passes were made every two hours for twelve hours. The first RST pass with
Borax indicated that a channel was present implied by an increase in the Sigma value. However, on the
same pass sections showed that the Sigma value on the Borax pass was less than the base line run prior
to pumping Borax (uncommon if not impossible). Little, if any, channel was seen olldlBer~x pass
as with the third pass, now with 113 Idalawater behind pipe. The anomalies in the first Borax pass
threw enough skepticism in the program to make the decision to allow town to do the final analysis. Town
plans to re-process the data in Anchorage using different algorithms in hopes to clarify the logs.

Enclosed, is the pressure chart for the CC-2A 4-1/2" tubing
and annulus MIT of 4/3/90. This chart was left out of the
package sent to you in our last correspondence of July 17th by
mistake.
While testing the tubing the annulus was open to the
atmosphere to monitor for returns, and while testing the
annulus the tubing was open to the atmosphere to monitor for
returns. No returns were noted in either case. I hope this
clears up any questions that you may have concerning the MIT.

Enclosed is the approved application for permit to drill the
above referenced well.
The permi~ to drill does not exempt you from obtaining additional
permits required by law from other governmental agencies, and
does not authorize conducting drilling operations until all other
required permitting determinations are made.
To aid us in scheduling field work, please notify this office 24
hours prior to co~enciHg installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. Where a diverter system is required,
please also notify this office 24 'hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.

Drilling and Workover Waste Class 2 Disposal Well
Install and cement 80' of 20" conductor to surface.
Install 20" Diverter.
The Drilling fluid program will consist of an 8.5 - 9.5 ppg spud mud in the
17-1/2" hole, and a 9.0 - 9.5 ppg water base mud in the 12-1/4" hole.
Drill 17-1/2" hole to 2700' and cement 13-3/8" 68# L-80 Buttress casing to
surface.
Install blowout prevention equipment consisting of 5000 psi W.P. pipe rams,
blind rams, and annular preventer. Maximum possible bottom hole pressure is
1700 psi based on salt water pressure gradient to 3830' TVDSS.
Perform a mechanical integrity test of the 13-8/8" casing to 3000 psi.
Drill 12-1/4" hole to 3600' (5' into the T-6 sand). Run 9-5/8" 47# NT-80S NSCC
liner, from TD of the 12-1/4" hole to 250' inside the 13-3/8" casing shoe and
cement using Class G cement.
Clean out to 9-5/8" liner to the float shoe. Test casing and lap to 3000 psi
(Mechanical integrity test to be witnessed by the State). Drill out the liner shoe
and 95' of 8-1/2" hole to 3695' (30' into the shale below the top sand of the T-6).
Run 9-5/8" production packer on 4-1/2" tubing. Set packer 640' into the 9-5/8"
liner, at the top of the T-4 sand. Install and test Xmas tree with a check valve in
the flow line. Displace tubing to diesel. Set and test packer.
Fluids incidental to the drilling of a well will be pumped down the 4-1/2" tubing
of the well.
Release the rig and run CET/CBT/GR after rig release.

As a followup to your phone conversation with Leslie Griffiths on February 13,
1990, BP Exploration (Alaska)is providing additional information in support
of the Permit to Drill application for the CC-2A Class II disposal well.
The well will be used for disposal of non-hazardous drilling and workover
related wastes. In addition, during summer dewatering activities, it may be
used for disposal of reserve pit water.
Once the well is completed, the grinding and injection modules will be
located on the pad. All material for disposal will be trucked to the site.
Liquids will be offloaded via non-drip Kamlock fittings into suction tanks in the
injection skid module. Solids requiring grinding will be offloaded into the
feed hopper to the grinder module. After completion of the crushing and
grinding operation, the material will be pumped to the suction tanks. From
there, all material will be pumped on a continuous basis to the well. There
will be no temporary storage of materials in the modules.
