Hi Jim and Tom,
Milne Point well MPB-11 (PTD #1850430) was last pressure tested for UIC compliance on 04/11/07 although it
began exhibiting TxIA communication shortly after that and was shut-in. The well was reclassified as Not
Operable but not included on our quarterly report of shut-in injectors. The well has now been added to report for
future submissions.

Test's Details
I traveled to BPXs MPU B Pad and witnessed the 4year MIT on well B-11. The pretest tubing and casing pressures were
observed and found to be stable. The pressure test was then performed for 30 minutes with the well demonstrating good
mechanical integrity.

B-1 li is a water injector, converted from a gas lift producer in March 1995. A tubing
patch was installed across the lowest gas lift mandrel at 8054'- 8074' MD. B-11 i passed
a regularly scheduled 4-year MIT on April 2, 1999. Since then, the inner annulus
pressure has been recorded at 2750 psi 8/24/99 and 2950 psi 9/20/99. It is believed that
there is a slight pressure migration from the tubing to the inner annulus, however it is
believed to be contained as the casing held pressure during the recent MIT test. It is
proposed to implement a heightened monitoring plan which includes an MIT test every 2
years as well as daily pressure readings reported monthly. It is requested that a variance
be granted to continue injecting water into the well.

BP Exploration requests approval to convert MPU well B-11 from ~ shut-in producer to an
a~tive water injector.
Well B-11 has been shut-in, due to high water cut and iow oil production since 4/94. Water
breakthrough from offset injector B-08 has caused the well to water out at nearly 100% water
cut. Downdip injeetor B.08 is a low rate water injector which has not been able to match
offtake in the past; hence, the Updip fault blocks, from which B-11 and B-4A produce, are
pressure depleted. The latest static pressures taken on B-4A (6/94) and B-11 (1/94). showed
depleted reservoir pressures of 1369 psi and 1887 psi respectively. Production from the two
fault blocks has outmatched injection by nearly 2 MMB to date. With B-08 only able to inject
800 bwpd due to poor rock quality, the well cannot be expected to ever provide the injection
Capacity needed to repressure the fault blocks.
Converting well B-11 should help increase B Pad oil production. The well's location is
sufficiently downdip so that. most of the oil in the B-11 fault block should be pushed updip
toward B-4A offtake. B-.11 is Watered out anyway, so there-is little risk of leaving oil behind by
eliminating B-11 as an offtake point, Aisc, adding Et-11 injection will allow us to inject at rates
.ex, sealing offtake from B-4A which will allow us to repressure the B-11 and B-4A fault blocks,
in turn increasing the offtake rate. The conversion of B-11 is predicted to increase oil
production in B-4A by 300-400 bopd.
The program to convert Et-11 will entail the following;
1) Dummy off gas lift mandrels.
2) Pressure test MIT: if it passes, tie-in to water injection line and begin injection.
3) If failed MIT institute remecliai action to identify and correct mechanical integrity problem.

Temporary Shut-in of Production and Injection Wells
Within the Milne Point Unit
As you are aware, Conoco et al. has filed an application with the
Department of Natural Resources to temporarily discontinue production
operations at Mi!ne Point. The attached sundry notices are intended
to serve as notice of the pending temporary shut-in of all wells
located within the Milne Point Unit.
There are 19 active and 5 inactive production wells at Milne Point.
,_I actlve oroduction wells w~ii be f~eeze protected :~v displacing the
top 3000' of the tubing with a 1:3 diesel:oil mixture. The annular
fluid levels will be monitored for ieakin~ gas lift valves. If
necessary the production casing annulus will be displaced with a
diesel:oil mi3[ture to at least 3000'. Once the shut-down operation is
completed, pressure surveys will be run in all production wells.
After the surveys are run BPVs will be installed and all SCSSVs and
wellhead valves will be closed.
The inactive production wells have been adequately freeze protected
with diesel across the permafrost.
There are currently ten active and six inactive water injection wells

Active water injection wells will be freeze protected by displacing
the tubing to at least 2000' with a 50:50 water:methanol mix. The
SCSSV and wellhead valves will remain open for two to three weeks
after the well is shut-in to monitor wellhead pressure. When adequate
wellhead data has been obtained the BPVs will be set and the SCSSVs
and all wellhead valves will be closed.
The static injection wells are currently freeze protected and no
additional work will be required.
Injection water is supplied by three water source wells. Though only
one well is active at any given time, all wells are capable of produc-
ing.

Water source wells will be freeze protected by displacing the tubing
to at least 2000' with a 2:1 propylene glycol:water mixture. After
the wells have been displaced with the glycol:water the BPVs will be
set and all wellhead valves will be closed.
The E-2 gas storage well has been shut-in since July 1986 due to a
tubing leak. ~ne wellbore is filled with natural gas so that freezing
is not a concern, but to prevent potential corrosion an inhibitor will
be displaced into the well. A 50:50 methanol:water mix will be used
to carry the inhibitor.

productivity from the Middle Kuparuk formation. The acid treatment has been
successful on the M_ilddl~_ Kuparuk-formation in offset wells. The proposed date

test; time 8:30 pm.
I arrived at Milne Point B-II location and nippling up BOPE's was
about completed. The choke manifold was tested first.
Tuesday, March 26, 1985: I witnessed the BOPE which was completed
~t' 5:'15 am. There wa~ one failure, a valve on the choke manifold.
I filled out an AOGCC report which is attached.
In summary, When the BOPE test was completed, they were satisfac-
torily performed with the exception of the one failure. (See AOGCC
report).

Enclosed is the approved application for permit to drill the
above referenced well.
If coring is conducted, a brief description of each core and a
one cubic inch size chip from each foot of recovered core is
required. Samples of drill cuttings and a mud log' are not
required. A continuous directional survey is required as per
20 AAC 25.050(b)(5). If available, a tape containing the
digitized log information shall be submitted on all. loKs for
copying except experimental logs, velocity surveys and dipmeter
surveys.
Many rivers in Alaska and their .drainage systems have been
classified as important for the spawning or migration of
anadromous fish. Operations in these areas are subject to
AS 16.05.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Code). Prior to commencing operations you
may be contacted by the Habitat Coordinator's Office, Department
of Fish and Game.
Pollution of any waters of the State is prohibited by AS 46,
Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal I~ater Pollution Control Act, as amended. Prior to
commencing operations you may be contacted by a representative of
the Department of Environmental Conservation.

hours prior to commencing installation of the blowout prevention
equipment so that a representative of the Commission may be
present to witness testing of the equipment before the surface
casing shoe is drilled. ~ere a diverter system is required,
please also notify this office 24 hours prior to commencing
equipment installation so that the Commission may witness testing
before drilling below the shoe of the conductor pipe.
Im the event of suspension or abandonment, please give this
office adequate advance notification so that we may have a
witness present.

The 13-3/8" conductor will be set at 80' below the surface
(115' K.B.), then cemented to the surface with permafrost
cement.
The 9-5/8" surface casing will be ~ented with-1-54~± sacks of
Permafrost "E" cement followed by ~± sacks of Class "G"
cement. A top job will be done if cement is not circulated to
the surface.

The 7" production casing wilde cemented tn two stages. The
first stage will consist of-2-5~± sacks of Class "G" cement
pumped around the casing shoe (estimated 1200'± of annular
cement, based on 100% ~_ess over gauge hole). The secondary
stage wi].l consist of sacks of permafrost type "C" cement
followed by 60± barrels of Arctic Pack pumped down the 7" x
9-5/8" annulus.

The well will be drilled to a proposed KOP of 2000', then angle
will be built in a north 67.9° west direction. The closest that
the B-11 wellbore will come to another wellbore ~s from surface to
KOP where the proposed B-11 will be 120' northwest of the B-9 well.
An MS~ tool is to be run while drilling for surveying purposes.
Final hole angle will be 40.6°. The existing B-10 well is 240'
from the proposed B-il well.
