Since that bleed, the IAP has slowly risen to 1,069 psi. During this time frame, the seawater injection temperature has also risen from 60F to 75F. At this point it is unclear if the increase in IAP is thermal effects from the increase in injection temperature or TxIA communication. This is to notify you that we intend to bleed the IAP and will continue to monitor. If it is determined the well exhibits TxIA communication, it will be made UNDER EVALUATION for further diagnostics. The corrosion inhibitor is engineered to prevent water from entering the annular space and causing external corrosion that could result in a surface casing leak to atmosphere. The attached spreadsheet represents the well name, API and PTD numbers, top of cement depth prior to filling and volumes of corrosion inhibitor used in each conductor. As per previous agreement with the AOGCC, this letter and spreadsheet serve as notification that the treatments took place and meet the requirements of form 10-404, Report of Sundry Operations. The conversion of NK-18 will enhance recovery from the East Niakuk (Segment 2) reservoir by supporting production from planned Sidetrack NK- 19A, and existing wells NK-21, and NK-62. NK-18 was drilled, cased, cemented and tested according the to the requirements of 20 AAC 25.005. These applications and completion records are on file at the AOGCC. The well will be tested according to 20 AAC 25.412 prior to initiation of water injection. All wellwork will be conducted in accordance with the requirements of 20 AAC 25.280 and consistent with current BP Greater Prudhoe Bay standard wellwork practices. Below is a summary of the planned procedure: 1. Convert facility connection from production header to water header. 2. Notify AOGCC representative of plans. 3. Pull live gas-lift valves and replace with dummy valves, load annulus with inhibited brine and freeze protect cap. 4. Perform mechanical integrity pressure tests per 20 AAC 25.412(c). 5. Place NK-18 on PWI injection service. If you have any questions, please contact Scott A. Mattison, Niakuk Production Engineer, at 564- 4362 or by email at MattisSA@bp.com. Logs and tapes were sent to you for each of these wells in the past year. Rbcently Anadrill has improved the density algorithm and re- created all of our LWD CDN data using the new algorithm. This processing decreases the density a couple of porosity units, making the readings more accurate. Please replace the first set of tapes and the first set of CDN logs we sent you so that these improved logs are used for your analyses. The NK-21 blueline and sepia you received in December were the re-processed version and, therefore, do not need to be replaced. Per 20.AAC 25.537(d) BP Exploration requests that these logs held confidential for 24 months. Please contact me at 564-4531 if you have any quest'ions. P.O. Box 196612 Anchorage, AK 99519-6612 Attention: Jack Perrin Dear Mr. Perrin: I have compiled a summmy of Anach'ill's performance on Niakuk NK-18. SERVICES PROVIDED Directional Sm'vey Service (DSS) began at 110' and continued to 9200'. Downhole weight-on-bit and torque (DWOB & DTOR) were added to the DSS service at 9200' before drilling the tuffs. At 10494' realtime compensated dual resistivity (CDR) and density- neutron (CDN) were added to the above services for logging through the Kuparuk formation until T.D. at 11209'. OPERATING STATISTICS Total MWD pumping time was 166.6 hours over five bit runs. Total MWD footage was 11,099'. Total LWD pumping time was 34.5 hours over one bit run. LWD below rotary table time was 48 hrs. Total LWD footage was 715'. There were no MWD or LWD failures. JOB PERFORMANCE DIRECTIONAL The kick-off began at 500' with Anadrill providing conventional surveys at connections and continuous real-time surveys while sliding through the initial build section. Dogleg severity was minimal with the build, tangent, and drop sections of the well. The final survey point was at 11134' with an inclination of 5.7 degrees and an azimuth of 133.7 degrees. The sm-eey was projected to TD, giving the following bottom hole location: Measured Depth: 11209' Vertical Section: 4570' Displacement at Azimuth: True Vertical Depth: 9883' Latitude: 3268' N Departure: 3196' E 4570.81'@ 44.36 degrees o,, ? o£° FORMATION EVALUATION Realtime and recorded CDR and CDN logging services were picked up at 10494' before drilling the Kuparuk formation. They provided excellent correlation and reservoir evaluation logs above and through the pay zone while drilling. DRILLING MECHANICS DWOB and DTOR services were run on this well to help evaluate the bit condition through the tuffs and Kuparuk sands. Adverse bit conditions at Niakuk have demanded close scrutiny of bits, which the Mechanical Efficiency Log (MEL) provides. No gauge or bearing problems were detected. The Sticking Pipe Indicator log (SPIN) was also run to continuously monitor friction and drag of the drill string. No sticking events were detected. SHOCK An increase in downhole shocks is usually encountered when drilling through the tuffs and also when realtime CDR/CDN tools are run through the Kuparuk sands (due to lack of stabilization). Shocks in the Tuffs and Kuparuk sands remained low in this well. ANADRILL appreciates the opportunity to provide B.P. Exploration with MWD and LWD services. No protest or request for a public hearing was timely filed. FINDINGS: = The BP Niakuk No. 18 well as proposed will be a deviated hole ddlled from a surface location 1419' from the south line and 841' from the east line of Section 36, T12N, R15E, Umiat Meridian (UM) and a proposed bottom-hole location 475' from the north line and 2377' from the west line of Section 31, T12N, R16E, UM. . BP Exploration (Alaska) Inc is the owner and operator of all governmental quarter-sections directly and diagonally offsetting the proposed bottom-hole location of the well. . An exception to 20 AAC 25.055(a)(3) is necessary to allow ddlling to the proposed location. CONCLUSION: Granting a spacing exception to allow ddiling of the Niakuk No. 18 development well as proposed will not result in waste nor jeopardize correlative rights. Conservation Order N. ;4 November 18, 1993 Page 2 NOW, THEREFORE, IT IS ORDERED THAT: BP ExplOration (Alaska) Inc's application for exception to 20 AAC 25.055 for the purpose of ddlling the Niakuk No. 18 development oil well is approved as proposed. DONE at Anchorage, Alaska and dated November 18, 1993. David W. Jq~nston, Chairman Alaska Oil an~ation Commission Russell A. Douglass, Alaska Oil and Gas Conservation Commission Tbckerman A. Babcock, Commissioner Alaska Oil and Gas Conservation Commission AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied (i.e., 10th day after the application for rehearing was filed). Notice of Public Hearing STATE OF ALASKA Alaska Oil and Gas Conservation Commission Re: The application of BP EXPLORATION (ALASKA) Inc. for exception to 20 AAC 25.055 to allow drilling the Niakuk No. 18 development oil well. BP Exploration (Alaska) Inc. by letter dated October 29, 1993 has requested an exception to the provisions of 20 AAC 25.055(a)(3) for the drilling of a development oil well in an undefined oil pool in the Prudhoe Bay Field, on the North Slope. The exception would allow BP to directionally drill the Niakuk No. 18 development oil well to a bottom-hole location that is closer than 500 feet from a quarter section line. The proposed surface location is 1419' from the south line and 841' from the east line of Section 36, T12N, R15E, Umiat Meridian (UM) and the proposed bottom-hole location is 475' from the north line and 2377' from the west line of Section 31, T12N, R16E UM. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 PM November 18, 1993 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter, if the protest is timely filed and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am on December 3, 1993 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433 after November 18, 1993. If no protest is filed, the Commission will consider the issuance of the order without a hearing. Russell A.
