Dear Mr. Crane:
Enclosed is the approved application for permit to drill the above referenced well.
The permit to drill does not exempt you from obtaining additional permits required by law from
other governmental agencies, and does not authorize conducting drilling operations until all other
required permitting determinations are måde.
The permit is for a new wellbore segment of existing well PBU W-203, Permit No 202-097, API
50-029-23087-00. Production should continue to be reported as a function of the original API
number stated above.
Annular disposal has not been requested as part of the Permit to Drill application for Prudhoe
Bay Unit W -203L2.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035.
Sufficient notice (approximately 24 hours) must be given to allow a representative of the
Commission to witness a test of BOPE installed prior to drilling new hole. Notice may be given
by contacting the Commission petroleum field inspector on the North Slope pager at 659-3607.

3.6.1. 9-%" Casing Centralizer Placement
a) Run (25) 9-%" Bow-spring centralizers floating in the middle of each joint of casing from the
casing shoe up to 2,996' MD (1,000' MD above the shoe).
b) Run 2 Bow-spring centralizers on either side of the TAM Port Collar.
c) The centralizer program is subject to change pending actual hole conditions.
3.6.2. 7" Casing Space Out
a) Space 7" casing out with pups and long/short joints as required to place the top of a long full joint
at the actual top of each sand to allow for the window to be milled just below the top of each
sand and in the middle of a full joint of casing.
b) Place 1 RA tag above the first window, 1 RA tag above the second window, and 1 RA tag above
the third window.
c) Emergency 7" casing slips can be used instead of the 7" mandrel hanger if required for space
out.
3.6.3. 7" String Centralizer Placement
a) Do not run centralizers on the window joints spaced at the top of each sand.
b) Run one in-line centralizer above and below each window joint.
c) Place 2 centralizers rigid straight blade centralizers back to back at the very bottom of the shoe
joint. Do not run any centralizers on the next two full joints (see illustration at the end of the
wef/plan) .
d) With the exception stated above, alternate 1 bow spring cenralizer floating across a full joint and
2 bow spring centralizers, one floating on the upper half of the joint and one floating on the lower
half of the joint separated by a stop collar up to 5,668' MD (500' MD above Ma sand). Zonal
isolation with cement is required between the top of the OBa and base of the OA sands. The
centralizer program is subject to change pending modeling and hole conditions. See attached
drawing.
3.6.4. 4 %" Slotted Liner Centralizer Placement
a) Run one straight blade rigid centralizer per joint with no stop collar (i.e. free floating across the
whole length of the joint) for the whole string.

. POST THIS NOTICE IN THE DOGHOUSE
I. Well Control
A. The Schrader Bluff in this fault block is expected to be normal pressured at 8.6 ppg EMW. This
pressure is estimated based on the initial static on W -200 (Dec-99). .
II. Hydrates and Shallow gas
A. Hydrates have not been a significant issue thus far on W-Pad during the recent drilling of W-211 and
W-212, however there is always a potential.
III. Lost Circulation/Breathing
A. Lost circulation is unlikely.
B. Breathing will not be an issue as we are not drilling below the Schrader Bluff.
IV. Kick Tolerance/Integrity Testing
A. The 9-%" casing will be cemented to surlace. The top of the 15.8 Ib/gal tail cement slurry is planned to be at
-3,292' MD.
B. The 7" casing will be cemented with 15.8 Ib/gal tail cement slurry to 500' MD above the Ma Sands -5,668' MD
C. The Kick Tolerance for the surlace casing is 53.3 bbls with 9.2 ppg mud, 11.6 ppg FIT, and an 8.7ppg pore
pressure.
D. The Kick Tolerance for the intermediate casing is infinite with 9.2 ppg mud.

B. There could be slight differential sticking issues with the liners. Centralizers will be run to mitigate.
VI. Hydrogen Sulfide
A. W Pad is not designated as an H2S site, however Standard Operating Procedures for H2S precautions
should be followed at all times. Water injection on W-Pad was initiated in late 2001, and H2S levels
are expected to remain low until the waterflood matures. Recent H2S data from the pad is as follows:
B. Adjacent producers at Surface:
a. W -12: less than 8 ppm
C. Adjacent producers at TD:
a. W -200: 0 ppm
D. The maximum recorded level of H2S on the pad was under 20 ppm.
