ON BEFO P_~ _ ~,L u .° ~--~~ Memorandum To: Well File' Prudhoe Bay Unit S-40 Permit # 94-0096 Re' Administrative Abandonment Action Prudhoe Bay Unit S-40 Permit # 94-0096 State of Alaska Oil and Gas Conservation Commission April 8, 1999 This memo will remain at the front of the subject well file. Well S-40 was replaced by S-40A (permit # 96-0125, API# 50-029-22494-01) when the permit was approved 9/14/96. The replacement well incorporates a deepening operation of the existing well bore. This extension, along with the original hole, will be used for production of hydrocarbons. A review of both well files indicates administrative abandonment of the originating well bore is appropriate according to current AOGCC procedures for wells where additional permitted extension is drilled from an existing well bore. 20 AAC 25.005(e) requires a Permit to Drill for each hole drilled below the conductor unless drilled to straighten the original hole, sidetrack junk, or correct mechanical difficulties. In addition, AOGCC data bases require each conductor has only one permit number and APl number. Administrative abandonment of the original permit only eliminates duplication in the databases. Information for the original well and its replacement will be maintained in their respective files. The operator has been notified of this action. Ail future correspondence with the AOGCC should reflect the new permit number, AP1 number and well data. Dry tag td at 11440' ctm, pulled 5k over. Pump 206 bbls 15/10 HCL/Xylene as per program reciprocating coil over entire slotted liner interval, good acid response, were able to get down to 11575' ctm without any sticking or over pulls. Sat down one time at 10449' ctm, picked up and went right down hole without any problems. Made one quick pass at tail pipe jetting acid to clean any scale build up. Pumped 63 bbls FSW while pulling out of hole to keep well bore full. Rig down and turn well over to Trico for flowback and acid neutralization. Fluids Pumped BBLS. As noted in the attached AOGCC test report 1 failure was observed on the annular preventer. Nabors tool pusher Brian Busby was given 24 hours to repair the annular preventer. The failure was repaired and retested within 12 hours. All other systems tested well and the rig appeared to be in good working order. The area around the rig was quite clean and all access areas were kept open. Summary: ! witnessed the BOPE test on Nabors 18E, 1 failure, 3.5 hours. The function test went well after cycling the annular preventer which at first acted as if there was some dry mud impeding its closure. After cycling the bag two times this seemed to clear up. The 10 inch vent line was bifurcated outside the rig with a set of 10 inch knife valves which were joined in a fashion as to prevent both lines from being closed at the same time. I found the layout of the lines to be sound and sturdy. SUMMARY: I witnessed the Diverter function test on Nabors rig #18-E.
