Administrative Abandonment Action Prudhoe Bay Unit R-39 Permit # 94-0151 This memo will remain at the front of the subject well file. Well R-39 was replaced by R-39A (permit # 96-0084, APl # 50-029-22526-01) when the permit was approved 5/01/96. The replacement well incorporates a deepening operation of the existing well bore. This extension, along with the original hole, will be used for production of hydrocarbons. A review of both well files indicates administrative abandonment of the originating well bore is appropriate according to current AOGCC procedures for wells where additional permitted extension is drilled from an existing well bore. 20 AAC 25.005(e) requires a Permit to Drill for each hole drilled below the conductor unless drilled to straighten the original hole, sidetrack junk, or correct mechanical difficulties. In addition, AOGCC data bases require each conductor has only one permit number and API number. Administrative abandonment of the original permit only eliminates duplication in the databases. Information for the original well and its replacement will be maintained in their respective files. The operator has been notified of this action. All future correspondence with the AOGCC should reflect the new permit number, API number and well data. Change over to filtered seawater completion fluid. Test casing and lap to 3500 psi. o Run 7-5/8" production packer on the 4-1/2", 12.6g, 13Cr-80 NSCT tubing. Set packer 50' above top of liner. A subsurface safety valve with dual control lines will be placed 100' below base of permafrost. Install and test Xmas tree. Freeze protect the tubing and annulus with Diesel from surface to 2100' TVDBKB. Set and test packer. Fluids incidental to the drilling of a well will be injected down CC-2A or the annuli of wells R-36 and R-39. Tubing Size: 4-1/2", 12.6 # NT 13Cr-80 tubing with 5 GLM's.
