I. Supervisor Jeff Jones, Petroleum InSpector DATE: SUBJECT: December 9, 2000 Safety Valve Tests Prudhoe Bay Field BPX / X-Pad . SatUrday, DeCember 9, 2000: I traveled to BPX's X Pad in the Prudhoe Bay Field to witness Safety Valve System tests. Merv Liddelow, BPX representative in charge of the testing, performed the tests in a safe and proficient manner. Of the 26 wells tested, 3 failures were witnessed. Well X-14A's SSV failed to close and well X-19B's pilot was frozen and the SSV failed to close. Mr. LiddelOw indicated to me on 12/10/00 that these items have been corrected and successfully re-tested. The AOGCC test reports are attached for reference. I conducted 26 Well house inspections concurrent with the SVS tests. A slight crude °il leak was noted on a wellhead flange of well X-19B. Mr. Liddelow indicated he would have this item addressed. No other exceptions were noted. SUMMARY: I witnessed SVS tests and conducted well house inspections on BPX's X Pad. 26 wells, 53 components teSted, 3 failures. 26 well houses inspected. The permit to redrill does not exempt you from obtaining additional permits required by law from other governmental agencies, and does not authorize conducting drilling operations until all other required permitting determinations are made. Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035. Sufficient notice (approximately 24 hours) must be given to allow a representative of the Commission to witness a test of BOPE installed prior to drilling new hole. Notice may be given by contacting the Commission petroleum field inspector on the North Slope pager at 65%3607. X-19B / X-19BL1 Permit Information Page 3 X-19B / X-19B L1 Operations Summary Pre-Rig Operations 1. Pull the 4-1/2" SSSV. Valve is set at 2206' MD. Test the 9-5/8" mandrel packoff to 5000 psi. Notify an AOGCC representative prior to commencing plug-back operations. R/U cement unit & establish an injection rate. Bullhead and squeeze perforations at 9782' - 10012' MD Displace to leave the top of cement in 7" liner no lower than 9682' MD. Pressure test as per AOGCC requirements. NOTE: Top of cement must be to at least 9682' MD to comply with State regulations on cement being 100' MD above perforations. . With an AOGCC representative on location to witness the operation, R/U slickline and tag the top of the cement to verify cement top is at least at 9682' MD. . RIH and cut the 4-1/2" 13Cr-80 tubing with a jet cutter in the middle of a full joint of tubing at approximately 7650' MD. NOTE: This will place the tubing cut approximately 205' MD below the bottom of the section window cut in the 9-5/8" casing. . Displace the tubing and wellbore to 8.5 ppg seawater. Freeze protect top 2200' MD with diesel. Bleed tubing and annuli pressures to zero. Set BPV in the tubing hanger and test from below to 1000 psi. Se'cUre'welr.-' Remove the well house and flowlines. If necessary, level the pad and dig out the cellar. Rig Operations 1. MIRU drilling rig. . Pull BPV. Circulate out freeze protection from inner and outer annuli and recover for future use. Test 9-5/8" mandrel packoff to 5000 psi. If pack-off fails, change out packoff in Step 5 prior to cutting the section. 3. Install a TWC and test from below to 1000 psi. N/D the production tree. , N/U BOP. Test BOP to 250/5000 psi against TVVC. Test annular preventer to 250/2500 psi. Remove TVVC. Send adapter flange and tree to DSM for inspection and repair. . Pull and lay down the 4-1/2" tubing. (Tubing should be jet cut at 7650' MD. Check the location and exact depth of the cut on production handover form) Inspect for NORM. If 9-5/8" mandrel packoff did not test in Step 2, pull and replace packoff through the BOP stack. . RIH with bridge plug. Set bridge Plug at approximately 7645' MD. This will place the bridge plug 200' below the base of the section window at 8294'. 7. Shut in well and test casing to 3500 psi for 30 minutes to ensure casing integrity.
