As noted in my message below, you can reference the temp survey and well schematic already submitted. Please provide a TIO pressures plot inclusive of the temp survey timing. AIO 3, Rule 7 (amended October 27, 1986) requires approval to cantinas injecting in GC-2E. The approval called for in Rule 7 is handled through the administrative approval process that has been used as the standard process for injector integrity concerns. AIO 3, Rule 9 references administratively amending rules. While you suggest that there are no rules in AIO 3 to amend, I believe we need to separate current practice from the requirements of AIO 3: - Rule 4 establishes a weekly monitoring schedule for wellhead pressures; GC-2E is currently monitored daily as I understand BPXA well integrity policies; amending this rule to be in line with BPXA monitoring frequency would be appropriate far GC-2E; - Rule 6 establishes a 4 year MIT requirement using pressure testing; since the integrity loss is below the packer, it may be more appropriate to amend the admin approval for GC-2E to require a temp survey every 2 years in lieu of or in conjunction with the pressure test of the IA (above the packer); also, I understand BPXA's policy is to perform the MITIA every 2 years, so alignment with this requirement under an admin approval would constitute an amendment. A10 3, Rule 7, (amended October 27, 1986) states: "Whenever operating pressure observations or pressure tests indicate pressure communication or leakage of any casing, tubing or packer, the operator must notify the Commission on the first working day following the observation, obtain Commission approval of a plan for corrective action, and when an USDW is not endangered, obtain Commission approval to continue operation." During routine well surveillance in February 2008 a potential 7" casing leak was observed at approximately 4320' MD, approximately 190' above the perforated interval and within the permitted injection interval of 3115' MD to 5912' MD. The temperature survey was initiated to evaluate the well 5/1/2008 GC-2E (PTD #1970180) Potential 7" Casing Leak Page 2 of 3 for possible solids injection a confirm that the injected fluids w~onfined to the approved injection interval. The results i icate injection fluids are confined to the permitted interval. Operating pressure observations or pressure tests did not indicate any pressure communication. The well is currently on a two year MIT schedule. The well passed an AOGCC witnessed MIT to 2300 psi in August 2006. The location of the potential 7" casing leak at approximately 4320' MD does not impact the mechanical integrity of the well or influence fluid movement into underground sources of drinking water. The well conforms to BP policy and complies with AOGCC regulations. Additional corrective actions at this time are not necessary for the continuation of safe operations. AIO 3, Rule 9, states: "Upon request, the Commission may administratively amend any rule stated above as long as the operator demonstrates to the Commission's satisfaction that sound engineering practices are maintained and the amendment will not result in an increased risk of fluid movement into an underground source of drinking water." I believe the well's condition does not warrant a request to "administratively amend" any rule in A10 3. There are a couple issues that should be provided with your request: 1) reason for the request 2) frac modeling results you have run that verifies acceptable confinement; 3) commitment by BP for testing and monitoring the mechanical integrity of the well; this well is a monobore injector with a significant interval between the packer and injection zone, so any testing must address the injection tubular below the packer; 4) caliper survey of the well for a baseline before adding the solids stream. Below is a summary of the current view of the project: Operations would consist of batch injection of about 240 bbls of 12 ppg density slurry every 2 weeks at the most. This concentrated slurry would be mixed with 3450 barrels of produced water and the dilute slurry (about 7% by volume) injected over the course of about 4.5 hours. On the average, the solids content during a 2 week cycle would be low, about 0.14 % by volume. This is a much lower concentration than the G&I project where each cycle involves continuous disposal of about 9.5 ppg slurry (+/- 12 % solids). We believe the disposal of these solids wíll cause little or no change to the stress within the formation or the injection character of the GC-2 disposal wells. No grinding is required during this process and the maximum particle size is much lower than at G&I (14 mesh at G&I versus 90% is smaller than 80 mesh and 50% is smaller than 200 mesh at the GC-2 slug catcher). Based on this information, please confirm if this disposal operation will require a modification to Area Injection Order #3 or if it may be considered under the Administrative Relief provision of the order contained in Rule 9. We believe this project meets the "sound engineering practices" requirement of that rule. Aquifers in this this area are exempted for Class II injection activities under Aquifer Exemption Order No.1. The pretest tubing and casing pressures were observed and found to be stable. The casing was then pressured up and observed for 30 minutes with both wells demonstrating good mechanical integrity. I observed the well with the pretest conditions noted above for 45 minutes while the DHD crew got rigged up. The casing pressure stayed constant during this time exhibiting tubing integrity. The casing pressure was pumped up to 1800 psi and lost 10 psi during the first fifteen minutes then remained constant throughout the remainder of the test. As the attached AOGCC BOPE test report shows the test lasted 3 hours with 1 failure. The kill line HCR failed to pressure test and was replaced with a manual valve that tested good. The rig was clean and all related equipment appeared to be in good working order. The location though extremely crowded was well organized allowing good access to the rig. Run and cement 9-5/8", 40#, L-80 casing to surface. 3. Install blowout prevention equipment consisting of 5,000 psi W.P. pipe rams, blind rams, and annular preventer. Function test BOPE to 5,000 / 250 psi. 4. Test 9-5/8" casing to 3,500 psi for 30 minutes. A formation leak-off test will be performed 20' below the surface casing shoe. 5. Directionally drill 8-1/2" into the Cretaceous to a TD of ___5,994' MD (5,667' TVD). Note: Inclination, azimuth and total depth may be adjusted by the onsite geologist. Run electric line logs (resistivity and porosity) and RFT over the prospective injection intervals to confirm pressure predictions and identify the lowest pressure interval to perforate. Run 7", 26#, L-80 liner (minimum 150' overlap inside 9-5/8" surface casing shoe) and cement in place. TOC planned for top of liner. Test casing to 4,000 psi for 30 minutes. Note: Perforating work to be performed after rig release. RU and run 7", L-80, production tubing and sting into the top of the 7" liner (with seal assembly). Set production packer. Freeze protect well and release rig. , , , , 10. 11. Drilling Hazards Pore pressure may be as high as 10.2 ppg EMW in the Cretaceous due to nearby produced water injection. No potential hydrocarbon-bearing zones expected. Lost circulation is possible in the Cretaceous sands. GC-2 is not a producing pad, however significant produced water injection occurs with water from known H2S producing wells. Appropriate H2S precautions are to be observed at all times while the drilling rig is on location.
