Prudhoe Bay Unit W-235 (PTD 2250800)
Dear Mr. Saugier:
The Alaska Oil and Gas Conservation Commission (AOGCC) sent a notice of violation and request
for information to Hilcorp North Slope LLC (Hilcorp) on October 7, 2025, for failing to timely submit
a blowout prevention equipment (BOPE) test report. Drilling operations conducted by Hilcorp
Innovation at PBU W-235 were due for a BOPE test, proper notice was provided, and the test was
completed on September 27, 2025. Submitting a BOPE Test Report to the AOGCC is required not
later than five days after completion of a BOPE test.1 The due date for the test report was October 2,
2025, but was received by electronic mail on October 5, 2025.
By electronic mail on October 10, 2025, Hilcorp Drilling Manager Sean McLaughlin responded,
“There was no violation as the BOPE test report was submitted on time per regulations.” The AOGCC
disagrees; there is no factual basis for Mr. McLaughlin’s response. Mr. McLaughlin notes that
“Regulatory expectations have been communicated with all Drill Site Managers” without other
specifics and offers possible future training as a corrective action despite the apparent disagreement
about the factual basis for this notice of violation. AOGCC accepts Hilcorp’s communication of
regulatory expectations as a corrective action that satisfies the required response to the October 7,
2025, RFI. The effectiveness of that action will be obvious from compliance with reporting obligations.
The AOGCC does not intend to pursue any further enforcement action regarding this violation.

There was no violation as the BOPE test report was submitted on time per regulations.
Hilcorp takes all regulatory requirements seriously. Regulatory expectations have been
communicated with all Drill Site Managers. In 2026, I hope to conduct in person DSM training
which will have an AOGCC awareness component. In addition, I am planning to build a
training pack specific to Drilling and the AOGCC requirements.

Dear Mr. McLaughlin:
On October 5, 2025, the Alaska Oil and Gas Conservation Commission (AOGCC) received by
electronic mail a blowout prevention equipment (BOPE) test report for drilling operations conducted
by Hilcorp Innovation. The report indicates testing was completed on September 27, 2025. Submittal
of a BOPE Test Report to the AOGCC is required not later than five days after completion of a BOPE
test. Refer to 20 AAC 25.035(e)(10)(G). The test submittal requirements (distribution and date due
relative to the completion of the test) are also detailed at the top of the BOPE Test Report, Form 10-
424. Failure to timely submit a BOPE test report is a violation of AOGCC regulations.
Within 7 days after receipt of this letter (next business day if the due date falls on a weekend or
holiday), Hilcorp North Slope, LLC is requested to describe specific steps that have been or will be
taken to prevent recurrence of this violation.
The information request is made pursuant to 20 AAC 25.300. Failure to comply with this request will
be an additional violation. The AOGCC reserves the right to pursue an enforcement action in this
matter according to 20 AAC 25.535. Questions regarding this letter should be directed to Jim Regg at

Dear Mr. McLaughlin:
Enclosed is the approved application for the permit to drill the above referenced well.
Per Statute AS 31.05.030(d)(2)(B) and Regulation 20 AAC 25.071, composite curves for all well
logs run must be submitted to the AOGCC within 90 days after completion, suspension, or
abandonment of this well, or within 90 days of acquisition of the data, whichever occurs first.
This permit to drill does not exempt you from obtaining additional permits or an approval required
by law from other governmental agencies and does not authorize conducting drilling operations
until all other required permits and approvals have been issued. In addition, the AOGCC reserves
the right to withdraw the permit in the event it was erroneously issued.
Operations must be conducted in accordance with AS 31.05 and Title 20, Chapter 25 of the Alaska
Administrative Code unless the AOGCC specifically authorizes a variance. Failure to comply
with an applicable provision of AS 31.05, Title 20, Chapter 25 of the Alaska Administrative Code,
or an AOGCC order, or the terms and conditions of this permit may result in the revocation or
suspension of the permit.

As per 20 AAC 25.005 (c), an application for a Permit to Drill must be accompanied by each of the
following items, except for an item already on file with the commission and identified in the application.

Each well must be identified by a unique name designated by the operator and a unique API
number assigned by the commission under 20 AAC 25.040(b). For a well with multiple well
branches, each branch must similarly be identified by a unique name and API number by adding a
suffix to the name designated for the well by the operator and to the number assigned to the well
by the commission.
The well for which this application for a Permit to Drill is submitted is designated as W-235.This
will be a development production well.

(1) include a plat, drawn to a suitable scale, showing the path of the proposed wellbore, including
all adjacent wellbores within 200 feet of any portion of the proposed well; and

issue that may affect well integrity or pose safety concerns, an extension to the 14-day BOP test

hydraulic fracturing as defined in 20 AAC 25.283(m); to seek approval to perform hydraulic

A general description of how the operator plans to dispose of drilling mud and cuttings and a
statement of whether the operator intends to request authorization under 20 AAC 25.080 for an
annular disposal operation in the well.
All cuttings and mud generated during drilling operations will be hauled to Prudhoe G&I on Pad 4.
Drilling mud and cuttings will be hauled offsite as it is generated via truck.
There is no intention to request authorization under 20 AAC 25.080 for any annular disposal
operation in the well.

12-1/4” Hole Section
Lost Circulation
Ensure adequate amounts of LCM are available. Monitor fluid volumes to detect any early signs of lost
circulation. For minor seepage losses, consider adding small amounts of calcium carbonate.
Gas Hydrates/Free Gas
Gas hydrates have been seen on PBU W Pad. Be prepared for them. They have been reported between
1800’ and 3140’ TVD across Prudhoe. MW has been chosen based upon successful trouble free
penetrations of offset wells.
• Be prepared for gas hydrates
o Keep mud temperature as cool as possible, Target 60-70*F
o Dump and dilute as necessary to maintain temp, utilize cold water on the rig as well as cold
premade mud on trucks ready
o Drill through hydrate sands and quickly as possible, do not backream.
Remember that hydrate gas behaves differently from a gas sand. Additional fluid density will not prevent
influx of gas hydrates, but can help control the breakout at surface. Once a gas hydrate has been
disturbed the gas will come out of the hole. Drill through the hydrate section as quickly as possible while
minimizing gas belching. Minimize circulation time while drilling through the hydrate zone. Excessive
circulation will accelerate formation thawing which can increase the amount of hydrates released into the
wellbore. Keep the mud circulation temperature as cold as possible. Weigh mud with both a pressurized
and non-pressurized mud scale. The non-pressurized scale will reflect the actual mud cut weight.
Isolate/dump contaminated fluid to remove hydrates from the system.
Cretaceous Over Pressure:
W-Pad does not have a history of over-pressure in the cretaceous interval (4500-5300’ TVD). However, as
a precaution ensure MW is above 9.0. Be prepared while drilling this interval.
Hole Cleaning:
Maintain rheology of mud system. Sweep hole with high viscosity sweeps as necessary. Optimize solids
control equipment to maintain density, sand content, and reduce the waste stream. Monitor ECD’s to
determine if additional circulation time is necessary. In a highly deviated wellbore, pipe rotation is critical
for effective hole cleaning. Rotate at maximum RPM’s when CBU, and keep pipe moving to avoid washing
out a particular section of the hole. Ensure to clean the hole with rotation after slide intervals. Do not
out drill our ability to clean the hole.
Anti-Collison:
Take directional surveys every stand, take additional surveys if necessary. Continuously monitor
proximity to offset wellbores and record any close approaches on AM report.

Wellbore stability (Permafrost, running sands and gravel)
Washouts in the permafrost can be severe if the string is left circulating across it for extended periods of
time. Keep mud as cool as possible by taking on cold water and diluting often. High TOH and RIH speeds
can aggravate fragile shale/coal formations due to the pressure variations between surge and swab. Bring
the pumps on slowly after connections. Maintain mud parameters and increase MW to combat running
sands and gravel formations. Stuck pipe, wood chunks over shakers and other hole stability issues are
specific to W pad. Be prepared and review Pad Data Sheet. Bad see pad data sheet
8-1/2” Hole Section
Hole Cleaning:
Maintain rheology of mud system. Sweep hole with low-vis water sweeps. Ensure shakers are set up with
appropriate screens to maximize solids removal efficiency. Run centrifuge continuously. Monitor ECDs to
determine if additional circulation time is necessary. In a highly deviated wellbore, pipe rotation is critical
for effective hole cleaning. Rotate at maximum RPMs when CBU, and keep pipe moving to avoid washing
out a particular section of the wellbore. Ensure to clean the hole with rotation after slide intervals. Do
not out drill our ability to clean the hole.

parameters for signs of magnetic interference with another well. Reference A/C report in directional plan.
Casing Running
Casing running issue have been noted on W pad, gravels, stability wood chunks, etc. Watch casing run,
and ensure to condition hole prior to running casing, ex: backream trouble intervals.
Gas Cut Mud
Gas cut mud as been seen on W pad, ensure sufficient MW is used during hole section. Ensure gas
detectors are always functioning. Watch swab effect.

PBU W Pad has a history of H2S. Ensure detectors are tested and functioning.

Hello Joe,
Thank you for your detailed response. AOGCC’s position is that this roughly 45-foot thick Ugnu 4A package is oil bearing, it will
be a valuable resource at some point in the future, and it needs to be protected per the regulations. We realize that increasing
cement height may add challenges to cement design and execution but should be achievable. Please submit a revised
cementing plan for W-235 as soon as is practical to keep this Permit to Drill application moving forward through our review
process.

Steve – Thanks for the message. My email was typed incorrectly (last name misspelled) and none of your messages were
received. Luckily, Joe Lastufka caught the third attempt and forwarded it to me. To update your records, my email is

Regarding TOC for the 7” intermediate on W-235. W-235 is a producer well in the Schrader Bluff OBc, directly above the two
well pattern development of the same fault block in the OBd of W-26B and W-241. The best analogs would be those wells,
structure map attached. The proposed TOC for W-235, the Ugnu MA, was based upon the approved TOC for W-241, see
approval attached, and adequate isolation of “produceable hydrocarbon zones” (a term used by the AOGCC) on W-26B, see log
and approval attached. Both of these wells pass through the same formations in the same fault block as W-235, and it was
determined and agreed upon by Hilcorp and the AOGCC that the Ugnu4A was not “significant” or “produceable”.
A top of cement of the Ugnu MA will isolate the Ugnu 4A from all formations below it, and keeping cementing volumes to a
minimum required will reduce the risk of losses during the cement job, which can impact TOC, as well as allow the use of
highest compressive strength cement for the best zonal isolation.
If the AOGCC’s interpretation of these formations has changed, please let me know and Hilcorp will adjust its cementing plan
for W-235. Hilcorp will follow all regulations as written.
Current estimated spud date of W-235 is ~ Sept 13th.

I'm reviewing Hilcorp North Slope, LLC's Permit to Drill Application for PBU W-235 and I have a question. In PBU W-235, Hilcorp
proposes to cement the 7-inch intermediate casing string only up to 500’ above the Ugnu MA sand. This is short of a 45-foot-
thick hydrocarbon-bearing zone in the Ugnu 4A of nearby well West End 21-11-12 (see below). According to Regulation 20 AAC
25.030(a), each well casing and cementing program must be designed to: (a)(7) “protect significant hydrocarbon zones.” In the
past, I’ve heard the term “non-movable” informally applied to Ugnu oil, but that term is not found in Regulation (a)(7). “Non-
movable” is also an arbitrary term depending on the technology used and whomever is making that judgement. The Ugnu oil
resource will be a valuable resource at some point in the future. Why would Hilcorp not run a stage collar and bring cement
the required distance above the top of Ugnu 4A? Especially if WAG injection is ever under consideration for use in this area.

Please note the following special condition of this permit: Production or
production testing of coal bed methane is not allowed for this well until
after the Operator has designed and implemented a water-well testing
program to provide baseline data on water quality and quantity. The
Operator must contact the AOGCC to obtain advance approval of such
a water-well testing program.
Well Logging
Requirements
Regulation 20 AAC 25.071(a) authorizes the AOGCC to specify types
of well logs to be run. In addition to the well logging program proposed
by the Operator in the attached application, the following well logs are
also required for this well:
Per Statute AS 31.05.030(d)(2)(B) and Regulation 20 AAC 25.071,
composite curves for all well logs run must be submitted to the AOGCC
within 90 days after completion, suspension, or abandonment of this
well, or within 90 days of acquisition of the data, whichever occurs first.
