Dear Mr. Rixse, Enclosed please find a copy of a spreadsheet with a list of Prudhoe Bay wells that were topped-off with cement, corrosion inhibitor in the surface casing by conductor annulus through the end of 4Q 2022. Cement top-offs are executed as needed to mitigate the void space left at surface by minor cement fallback during the primary surface casing by conductor cement job. The remaining void space between the top of the cement and the top of the conductor is filled with a heavier than water corrosion inhibitor to reduce the risk of external surface casing corrosion. The attached spreadsheets include the well names, API and PTD numbers, treatment dates and volumes. As per previous agreement with the AOGCC, this letter and spreadsheet serve as notification that the treatments took place and meet the requirements of form 10-404 Report of Sundry Operations. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order or decision is believed to be erroneous. The Commission shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within 10 -days is a denial of reconsideration. If the Commission denies reconsideration, upon denial, this order or decision and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the Commission mails, OR 30 days if the Commission otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed. (BPXA), operator of the Prudhoe Bay Unit (PBU), on behalf of itself and the other the PBU Working Interest Owners, requests administrative approval under Area Injection Order No. 25A (A1O 25A) to allow for the injection of enriched hydrocarbon gas into injection well W -217. The following wells are approved for enriched hydrocarbon gas injection under AIO 25A Rule 2: S -215i, W -209i, and W -215i. The rule also states that upon "proper application" additional water injecting wells can be reclassified as WAG injectors. W -217i was drilled in November 2009 and is currently approved for water injection. Figure 1 provides data on the zonal isolation status of the wellbore. There are no offset wells present within a one - quarter mile radius of W -217i as depicted by Figure 2. The top of cement (TOC) in W -217 was determined by a cement bond log to be 5165' MD, providing 2299' MD of coverage above the top of the pool. BPXA believes that injected fluids will be confined within the appropriate receiving intervals. Should you have any questions regarding this request, please contact Maggie Orlando at 564 — 4741. Thank you for timely consideration of this request. Supervisor /7 FROM: Chuck Scheve, SUBJECT: Casing Cement Top Job Petroleum Inspector PBU W -217 - PTD#2091170 Thursday, November 19, 2009; I traveled to the W -217 well in the Prudhoe Bay Field and witnessed the cement Top Job on the Surface casing in this well. During the primary cement job on this well no cement returns were noted at surface. 1 -1/4" tubing was run in the hole outside the surface casing to a depth of 782' below ground level where the pipe tagged up solid. From this depth 505 bbl of arctic set light cement (10.7 lb per gal.) was pumped and full weight cement returns were observed at surface. SUMMARY: I witnessed the placement of a cement Top Job on the Surface casing in the PBU W -217 well. The 1" pipe is currently at 660', and we are waiting on more pipe and 100 bbls of mudpush to arrive on location. When the mudpush arrives on location, the plan is to circulate bottoms up from whatever point the 1" is at to see if we are in green cement. We will keep running 1" pipe to 1000' if the mudpush does not arrive on location in time. If the 1" pipe does not encounter any obstructions by 1000', then the plan is to go ahead with cementing as we agreed upon earlier. While running back in hole to bottom, we hit an obstruction at 1,940'. We worked pipe down to 1,980'. We inadvertently sidetracked at 1,980' MD and are currently re- drilling back to the 9 -5/8" casing depth. The directional plan and targets have not changed. We are drilling to the same casing point. W -217i Permit Application Page 7 1 Drilling Critical Issues POST THIS NOTICE IN THE DOGHOUSE I. Tight Hole/ Lost Circulation A. Recent W Pad wells have experienced tight hole and lost circulation with drilling and running casing in Permafrost interval. Use best practices for drilling and lining surface hole interval. The Tesco CDS casing running tool will be used to address this problem for 9 -5/8" casing. II. Free gas and /or gas hydrates may be present in the SV5 through the SV1 surface hole below the Permafrost base. Use standard operating procedures for hydrates, if encountered. Set surface casing below deepest SV1 sand hydrate zone to isolate gas bearing intervals behind cemented pipe in surface hole from intermediate hole section. IV. Running Gravels: A. Unconsolidated sand, gravel, & cobbles and thawing permafrost could impede well angle build and casing running through permafrost. Keep moderate to low build angles until out of permafrost section. Keep flow rates low. "Obstructions" including wood and cobbles, lost circulation, and tight hole problems while drilling and running casing. See W Pad Data Sheet for details. V. Lost Circulation / Breathing: A. One large throw fault ( -150' - 180') will be encountered in the lower SV2 / upper SV1, but no faults expected in the reservoir interval. If encountered, follow LCM decision tree; reduce mudweight slightly. B. Minor pressure depletion of OBa, OBc and OBd zones produced in offset wells W -201 and W- 204 to as low as 8.0 ppg. Nabors 7ES Close Approach Analysis We have examined the potential intersections of subject well with all other potentially conflicting wells, according to the BPA Directional Survey handbook (BPA -D -004) dated 09/99. Method of analysis: 1. A list of wells to be analyzed is created in Compass by performing a global scan with an initial search radius of two hundred feet with an increment of one hundred feet for every one thousand feet of measured depth in the subject well. 2. Wells are analyzed using the Compass Anti - collision module (BP Company setup) with major risk safety factors applied. For problem wells that are plugged and abandoned or that can be shut in, risk -based safety factor may be used, with client notification. 3. All depths are relative to the planned well profile.
