As required, the closure applications described the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by the drilling waste to human health and the environment. The risk assessments .document that trace amounts of residual hydrocarbon sheen may remain in the Kupamk River Unit sites. All drilling waste has been excavated from these sites; the Department does not consider this residual sheen a risk. ADEC has determined that the reserve pits do not present a material or probable risk to the public health or the environment. ADEC has coordinated review of the closure plans with the appropriate land owners/managers. Public notice requesting comments on the closure requests was published February 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. The Department received one public comment, which objected to closure approval for the drilling waste reserve pit at KRU A-1. The objection was about one water sample collected from a tundra pool adjacent to the drilling pad, which exceeded the water quality standard for lead. ADEC inspected the site, all drilling waste has been excavated, and the source of contaminants has been removed. ADEC has determined that the reserve pits at KRU A-1 and the other sites meet the closure requirements of 18 AAC 60.440. Closure Approval Under authority of 18 AAC 60.440 (j), ADEC grants permanent closure approval to Phillips Alaska Inc. for the inactive reserve pits at the following sites: Ms. Lisa Pekich, Phillips Alaska Inc. If a hearing is not requested within thirty (30) days of the date of this letter, the right of appeal is waived. If an adjudicatory hearing is requested and granted, this decision remains in full effect during the adjudicatory process. In compliance with 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to be finished. Section (b) provides the means for an extension of time if a va]id reason exists. Section (c) provides for on site instxection. Consequently, we are presenting the follo%~ing list of your abandoned and/or suspended wells. ~any of these are now more than one year old and are not in co~pliance with regulations. Others should have the final inspection completed this summer while weather I~ermits. This list covers the years 1975 to date. There may be some earlier wells that also need inspec- tion. If you have any earlier wells to be inspected this summer please inforn~ us. Therefore, we are requesting a schedule from you for this summer when our field inspectors can accompany your representa- tives to these sites for the final clean up inspection. Test on ARCO's West Sak #13 Sec 36, TION, R8E, UM }~on~ay, Fe~ruary_~- I departed my home at 7:00 AM for a 7:40 A~M showup and 8:40 AM departure via the ARCO charter for Prudhoe Bay arriving at 10:30 I proceeded to West Sak #13 some 55 miles west of ARCO base where I met with Ken Jones, ARCO Drilling Foreman, and Jerome Dodge. Brinkerhoff Rig #59 Toolpusher. Nippling up was in progress. Weather: High scattered, light wind, -I6°F, ~a~sd~,~ F~~r~..27 - Tests began at 8:30 PM with the shoe on the 13 3/8" set at 2222'. Annular preventer tested to 2000 PSIG and a leaking flange on the choke line halted tests. Upper pipe rams, ball type floor valve, check valve in the kill line, and four valves and eight flanges in the choke manifold tested to 3000 PSIG. Outside valve in the kill line, lower Kelly valve, and two valves and four flanges in the choke manifold tested to 3000 PSIG. Attempts to test the Kelly cock failed and the lower Kelly valve suddenly began leaking, Repairs were initiated. We then tested the accumulator whose maximum pressure was 3000 PSIG. With the pumps off the HCR valve was opened and the annular and both pipe ram preventers closed ~imultaneously. Accumulator pressure dropped to 700 PSIG and remained steady. The pumps were turned on and accumulator pressure built to 1200 PSIG in two minutes, thirty-five seconds and back to 3000 PSIG in six minutes, forty-five seconds. I advised Ken Jones this was unacceptable and four additional accumulator bottles were ordered. N2 backup bottles tested 2300, 2300, 2100, and 2100 PSIG. I then walked the location which was well organized, reserve pit well built, rig in good repair, but the well sign was not up. Dart type floor valve was in place. Both the HCR valve and inside valve on the choke line, and the four remaining valves and eight flanges in the choke manifold tested to 3000 PSIG. The manual adjustable choke was free moving and the Swaco superchoke was actuated both fully opened and fully closed. However, the inside valve on the kill line would not test. Additionally, a roughneck dropped a hammer wrench in the hole and a junk basket was readied. ~e~dnes_4ay:,_:Feb~u~ry.28, 197? - Blind rams and lower pipe rams tested to 3000 PSIG and tests were concluded at 4:30 AM. · 27~:. · · :. Test on ARCO's West Sak #13 2 March 13, 1979 Since the hammer wrench would have to be retrieved before the shoe could be drilled and I needed to test SSV and $SSV on well #7-6 I agreed to the following: I. That a spare Kelly cock be borrowed from Rig #36 on Reindeer Island, nippled up, and tested to 3000 PSIG. 2. That the ball type floor valve (which had tested successfully) be utilized as the lower Kelly valve and the faulty valve be repaired and tested to 3000 FSIG. 3. That the inside valve on the kill line be repaired or replaced and tested to 3000 PSIG. 4. That four additional acc~nutator bottles be installed and the system tested. 5. That I be advised of all above test results within three days. I then proceeded to well #7-6 to test SSV and SSSV, the subject of a separate report. ?~i~urs~Fy~ ?~rch I - I moved to drill site #14 for upcoming B.O.P.E. test on #14-6, the subject of a separate report. Ken Jones called at 10:00 ~ and advised the borrowed Kelly cock had been installed, inside valve on the kill line and lower Kelly valve repaired, and all tested successfully to 3000 PSIG. ~ree additional accumulator bottles had been received and installed with the fourth enroute. The referenced Lease Operation permit for West Sak 13 well project is hereby approved subject to the following stipulations' · Steep banks and/or watercourses shall not be altered. Snow ramps free of dirt and debris shall be used where steep banks cannot be avoided. . · 0 . The water source must be documented and taken from acceptable pothole lakes or hauled to the location. No water shall be withdrawn from a stream between November 1 and breakup. The thickness of the ice road must be carefully measured so that it ~': will support the proposed activities. Acceptable vehicles must be used so as to prevent any tundra damage. Provided there is no danger of contaminating a drinking water supply or a fisheries water, sewage treatment plant effuent may bet ./: . discharged directly to the tundra without constructing a sewage lagoon. If the threat of contamination of such an above described' water is present, a-lined sewage lagoon will be required. Gravel must be from an approved source. Timing: Projected spud date is March 10, 1979, with completion being estimated April 25, 1979. Pad construction is scheduled to commence January 15, 1979. Rig movement is scheduled for March 1, 1979. 4. Construction: The drill pad will be approximately 500' x 600' and will be 5' thick. A flare pit, 170' x 300' will be located 200' from the pad (See Exhibit f~l). 5. Access: To access the drill site, construction of an ice road is proposed, as shown on Exhibit ~2. Sohio- BP has permitted for the ice road from the end of the gravel road at West Sak 12 to West Sak 4. Atlantic Richfield Company propose~ e-xtension of the ice road from West Sak 4 to West Sak 13. For use as an Otter airstrip, the lake in Section 36, T10N, R8E, will be cleared, if ice conditions permit. 6. Gravel: Construction of the pad and flare pit will require 1978 approximately 25,000 cubic yards of gravel. Proposed gravel sources will be located along the Miluveach River above the flood plain and will be removed by scraper operations. Water: An estimated 1,500 barrels per day of water will be needed in support of drilling operations. Sources for this water are pothole lakes in Sections 23, 26 and Section 36, T10N, R8E. 8. Drilling: Brinkerhoff Rig #59 is being assigned to drill this well and will be moved to the site over proposed ice road to drill site. A fifty-man mobile camp will accompany the rig to the drill pad. A Neptune Microfloc PC-12 sewage treatment plant, designed for 100 people, and owned and operated by Brinkerhoff, will be used. The unit is rated at 8,000 gallons per day. A lagoon will be constructed at the pad location to handle effluent discharge from the sewage unit. Ail putrescible wastes and sewage sludge will be incinerated. 9. .Spill Prevention and Control: Drilling plans include measures for the control of any spills that may result from operations. Exhibit #3 addresses the main activities proposed to remedy any such occurrence, and a more specific, detailed plan has been prepared for use by drilling personnel. The Company Spill Prevention, Control, ~and Countermeasure Plan is used and will b'e avail- able on-site during all drilling operations. Lower¥ EXHIBIT #3 GENERAL SPCC PLAN Atlantic Richfield Company proposes to drill a Kuparuk exploratory well with a surface location of 2600' from the north line and 2600' from the west line on Section 36, Township 10 N-R8E, Umiat Meridian. A new 400' x 600' x 5' gravel pad will be placed for the well. The object of the well is to test and evaluate the Kuparuk River Sandstone development on the south flank of the eastward plunging. Colville Nose. Total drilling depth will be about 6800' into 'the Kuparuk formation. No gas cap is expected and the minimum oil rate expected is an estimated 2000 BOPD. Spillage Prevention The rig contracted to drill this well will be equipped with all standard blowout control equipment. As required by the Department of Natural Resource & Division of Oil and Gas, the blowout control equipment is tested on a routine basis. The Atlaptic Richfield on-site supervisor periodically discusses drilling, testing, and well control procedures with r~sponsible contract supervisors to insure· all personnel are instruct&d in tripping practices and operations of blowdUt preventer systems. Blowout drills are scheduled weekly for each crew. Control Countermeasures Spills from uncontrolled wells can be divided into two classes. Small spills can be directed into existing well site sweeps; thes~ sweeps will accommodate 20,000 barrels. The oil trapped in the sweeps would be trucked to existing burn-areas or injec- tion facilities. Should a large spill occur, a snow, ice and/or gravel beam could be built to direct the oil flow to large natural collection beams to the west.
