Anchorage, .AK 99502 Dear Mr. Anderson' The Division of Minerals and Energy Management recently completed a review of .all wells which have been granted extended confidentiality in accordance with tlqe provisions of AS 31.05.035(c). Our records indicate Chat the subject wells were granted extended confidentiality pending the offering of adjacent unleased acreage for competitive leasing in Sales No. 35 and No. 32. Those sales were conducted on May 13, 1981 and August 25, 1981, respectively; as a result, we believe the wells no longer qualify for extended confidentiality. Accordingly, it is my intention to request that the Alaska Oil and Gas Conservation Commission make public data from these wells on May 51, 1982. Should you have any questions regarding this decision, or if you feel that there are extenuating circumstances which should be considered prior to the release of these data, please contact me prior to May 31. Chatterton, Chairman, AOGCC AFFIDAVIT TO the best of my knowledge and based on records of the Alaska Oil and Gas Conservation commission, the Union Oil Company of California #1 Clam Gulch Unit well was drilled to a total depth of 14,200 feet between May 27, 1978 and August 24, 1978 and the well was plugged and abandoned. There was no production from this well and only non-commercial shows of oil and gas were encountered in the drilling of this well. DONE this 17th day of July, 1980. The abandorm~nt marker %~s in place with all information bead welded on the 6" pipe mark~. All the pits had been filled and leveled. The well pad was clean and was very smooth. ~Ir. Nichilison and I both agreed that location ~ould be acceptable and no further work would be required. Photographs of the location are attached to this report. This well was abandoned in late August of this year and as of today we have not received the final logs from Schlumberger. Schlumberger has not been able to complete the logs due to a tape error incurred at the wellsite. It was necessary to hand digitize the field prints and in order to accomplish this, Schlumberger sent the logs to Houston for processing. I have been informed by Mr. Floyd Bettis of Schlumberger that we shall be receiving the final copies in one week to ten days. As soon as the final prints are deli- vered to our office we shall send copies to the Division of Oil and Gas Conservation. The purpose of my trip w~ to inspect the location and drilling operations and to ~itness a BOPE test at this w~ll. J/m Callender, U~.~on District ~in~t, was at the veil location. Jim advised us of the well status and estimated that the BOPE test w~ald start about 6:00 PM. I toured the location and noted the well sign to be correct, the reserve pit to be p~ly benTed, the rig to be Ln good condition and g~r~ral house]ceeping to be satisfactory. BOPE testing s~ at 10:00 t~{. The top pipe rams were closed with a joint of drill pipe and ~st plug in the casing head. A Kocmay .pump and water w~re being used for the test. Pressure was applied thr~h the kill line to the top pipe r-o~.~, choke 1/ne and choke manifold. We were delayed while a choke manifold valve bonnet leak was stopped. Testi~ was resumed. The top pipe rams and t~he cho¥~ manifold with eleven valves, twenty flanged oorm~ztions and Swaoo remote crmtrolled adjustable choke were tested at 5000 psig. The manual adjustable choke %~s free moving. The choke line, remote operated hydraulic valve and rm~nual valve ~ tested at 5000 psig and the annular BOP was tested at 2500 psig. The drill pipe was remo~ and the blind rams were tested at 5000 psig. A pipe joint with a botton test hole ~ms screwed into the test plug, the top pipe rams w~re closed, and the t~o ¥.~11 line valves and check valve were tested at 5000 psig. ~~~_~~,~ 1978. - The bottom pipe rams w~re closed and 5000 ps±g pressure was applied. Pressure leaked at a rate of 1000 psig in fi~ ~inutes. At this t~ a great deal of t~ ~ spent trying to co~ this leak. The rams were redressed, ram closure was reposi- was opened six ~s in all before the Shaffer representive was called to the location. He determined that the ram element carrier was sprung. The carrier was replaced a~nd the bl/nd rams %~re tested at 5000 psig. All power was shut off to the BOP closLng unit, ~ all BOP's and ~he HCR valve were closed. The accun~!ator still had 1400 psig. The ~ and ~ BOP closing cc~trols all .functioned properly. Th~ lc~er k~lly valve, the inside BOP floor valve, and manual ball ~ floor valve ~ tested at 5000 psig. The k~lly-cock could not be closed or tested so a replacemsnt kelly-cock was ordered frc~ And~orag~ and ms due to arrive in Kenai at 1:30 PM today. Th~ toolpusher said they w~uld have it installed and tese~ as soon as possible. All other t~_~ng was cc~pleted at 12:30 PM. I on~p~~ a Field Ino~~ Report indicating a satisfactory inspec- tion and test with th~ e~icn of the P~lly-oock. I specified kelly- ~ replacement, test at 5000 psig a~d report to me within three days. Copies of my report ~ left at the rig, sent to Jim Callender's Anchorage offioe, ar~ attached to this report. I rented an Avis t~_nt-a~ and drove to Clam Gulch, where I witnessed a BOP test for Union Oil. I arrived at Clam Gulch No. 1 location at 6:00 PM. ~en I arrived, nippling up was in progress. Don Western was supervisor for Union Oil. Ralph Davis was operator for Brinkerhoff. Testing of BOP started 6/1/78 at 11:15 PM and finished 6/2/78 at 4:15 A/~. Th~ tR~oer pipe rams, eleven valves on manifold and super~e w~re test~H, also inside kill and outside kill valve on stack were tested separately to 5000 PSI, first. Next the ~ valve that was disabled was put back together tested to 5000 PSI, with upper pipe ram still closed. The annular preventer was closed and tested 2500 PSI. Next the test stem. was pulled and the blind rams and inside choke w~re tested to 5000 PSI. ~re vms a dart valve and a ball v~lve on the floor, both were okay. The master gaug~ on the accumulator was 2650 PSI. The nitrogen backup has 2500, 2500, 2350, and 2350. I asked for a performance test on the acommLlator with the hydri!, upp=_r pipe rams and HCR valve all clo.~ad, at once the pressure fell to 1200 PSI and held okay. I also checked the accumulator bottles prec~e, which was 1000 PSI. I toured the loca- tion, ~he pit was open but well bex~.ed. The well sign was up v~th all data okay. The remote and master controls for BOPs ~Drked. satisfactorily. The lower pipe rams could not be tested. Lower gate did not have a spool bet~_n cas~ head and gate. I infonv~d tbyle Hamilton of this problem. Location was free of d~bris. I witnessed the tests of Clam Gulch Unit #1, for Union Oil. All BOP equipment and ccmtx~nts tested satisfactory, wi~] one exception, the 1~ pipe rams that could not be tested to approved API specifications.. Due to a misinterpretation of the capabilities of the equipment on site at the time the 13 5/8" BOPE stack was tested and witnessed by your representative Harold Hawkins, the 13 5/8" 5000 psi bottom DP ram elements were only tested to a casing rated pressure of 2500 psi (body stack and flanges all tested to 5000 psi). As per your request, the bottom blind rams have since been tested on June 5, 1978, to the full 5000 psi rated working pressure of the pipe ram elements. The surface lOcation and bottom hole location of this straight hole is on Chevron's Lease A.D.[. #60609. This surface location was selected during actual on-site investigation with a representative of the Alaska Division of Lands and was determined to be an environmentally sound location from which to drill the well. The location selected is in timberland approximately 300' above sea level. The location is approximately 750' laterally and lO0' vertically from an unnamed creek which runs only during break-up and was determined by the Alaska Department of Fish and Game to support no marine life. (See ~ Location Plat No. l, Vicinity Map Plat No 2 and Vicinity Aerial Photograph Plat No. 3). The spring or summer season has been chosen as the optimum time to conduct construction and especially clean-up operations. The surface location was positioned approximately 500' from Alaska State Highway 1 and will require minimal construction Clean-up eff~orts are much more efficient during the thaw season and could ~e completed in'mediately upon completion of drilling operations if the well was non productive. All accumulated liquids could be handled immediately instead of waiting for thaw as in a winter operation II. LOCATION ACCESS' Construction and road equipment will trucked from Anchorage and Kenai along the Alaska State Highway System to'the general area of the location. An existing homesteader's, road will be improved for approximately 500' from Alaska State Highway 1 to the proposed location. Brinkerhoff Drilling Company Rig No. 43, which is currently drilling approximately 20 miles north of Kenai, will be used to drill the'well. The rig will be moved by truck using Alaska State Highways from its present location to the proposed location of Clam Gulch Unit #1. · III. LOCATION CONSTRUCTION. Location construction is proposed to commence as soon as the Plan of Operations is approved, provided that the rig and construction equipment are still, available. A privately owned gravel pit approximately 3 - ~ miles south of the location along Alaska State Highway 1 will be used to supply the gravel needed for construction of the road and location. Gravel will be trucked from the pit and used to improve approximately 500' of an existing homesteader's road which has previously been cleared of trees. The surface drill site will be constructed as shown in Plat #3. Approximately 3' of gravel will be required over the original ground level. Gravel will be trucked approximately 4 miles ~from the gravel Pit and used to fill an area of approximately 200' x 300' which will constitute the actual drilling pad and support the rig along with associated supplies and materials. Foundation material protection and rig support will be provided by the regular 6" support mats normally utilized under heavy loads. , , · · The reserve pit depicted in Plat No. 3 will be located and constructed to prevent · the Possibility of contamination of'surrounding terrain or drainage systems to the south.' The reserve pit, 230' x 120', will be approximately 2' below the original ground level and a retaining berm will be constructed around the reserve pit to the level of the drill site. The total volume based on a maximum usage of 60% fill is 14,750 barrels. .The reserve pit will be lined with a sealing layer of bentonite (gel) to prevent leakage. The entire surface location (200' x 300') will slope toward the reserve pit which will be located on the north side of the location. This will insure that any leakage or runoff of liquids from the location will be~contained in the reserve pit. ~~and boiler fuel will be Arctic diesel stored on the drill site in a single 260 bbl. capacity fuel tank. In the event of rupture, leak or spillage, the fuel would be contained in the reserve pit as outlined above. If construction of the location ca, begin before the spring break-up, all trees cleared from the location and reserve pit will be burned on location. Any trees or brush which cannot be burned will be used as fill material for pit and sump abandonment' during final clean up. IV. WATER SUPPLY' A water well is proposed to be drilled at the location site as shown in Plat No. 3. It is anticipated that this water well will provide a sufficient supply of water to support'~drilling and associated operations. V. METHOD OF SUPPLY' The rig and operational equipment will be trucked from the Anchorage or Kenai area. Air support from the Anchorage area is also available in case of emergency. VI. PERSONNEL suPPORT: Due to the close proximity and accessibility of the proposed location to the Kenai area, no camp facilities or personnel support will be required. Rig crews and operational support personnel will not be.con.fined to location except while performing their various job related functions and will be free to travel to the nearby Kenai area for food and shelter. However, sufficient sanitary facilities will be provided for on-site use. These toilets will be emptied periodically, and the material hauled and disposed of by a State approved sewage collection agency. VII. DRILLING OPERATIONS' Drilling operations are proposed to begin on or about April l, 1978, and are anticipated to extend through the middle of June. A detai'led Plan of Drilling Operations is on file with the Alaska Division of Oil and Gas; however, it is timely to note that the drilling mud system to be utilized is a fresh water gel'polymer system devoid of diesel or oils and which contains no toxic materials that are detrimental to 'the environment should accidental spillage occur. VIII. TESTING OPERATIONS' This well is exploratory in nature and any required testing will be accomplished using approved industry techniques and in accordance with sound engineering practices as approved by the Alaska Department of Natural Resources. If commerical production of hydrocarbons is established at this wellsite, additional plans for development and surface handling of production will be submitted. If this well is non-commercial, plugging and abandonment of the wellbore will be in accordance 'with regulations established by the Alaska Department of Natural Resources. IX. LOCATION & ROAD CLEANUP' In the event that Clam Gulch Unit No. 1 proves to be non-commercial, cleanup efforts will begin immediately and can be completed within two weeks in a summer operation. The reserve pit will be pumped clear of all free liquids which will be injected into the well. The reserve pit will then be filled with all trees and brush removed during construction efforts which were n~t burned. The retaining berm and all excess §ravel will be used to fill and level the reserve pit area. X. WELL BLOWOUT PREVENTION CONTROL' The rig is equipped with all standard blowout control equipment which will be installed and tested on a routine basis for working condition and pressure sealing capabilities as required by the Department of Natural Resources, Division of 'Oil and Gas. In the event that abnormal formation pressures were encountered while drilling, the BOPE would be used to "shut-in" the well immediately and confine the pressure within a closed system. Union's wellsite representative in ,' charge has had extensive training and on-site experience in controlling and killing well "kicks". His expertise and the most modern technology would be utilized at this time to restore the well to a normal operating condition. Union's representative would be supported by well-trained drilling crews which are required to conduct first line defense and support operational drills on a daily basis. Automatic and manual monitoring equipment will be installed to detect any abnormal variation of the mud system or drilling parameters that might indicate a change in formation lithology or fluid content of varying pressure gradients. A comprehensive engineering study of the. geology of the area has been conducted and parameters for a safe, efficient operation have been programmed for operations of this well.
