Box 2197 Houston, Texas 77252-2197 April 5, 2002 Telephone: (907) 465-5162 Fax: (907) 465-5362 RECEIVED ~PR 9 Reference: Issuance of Permanent Closure Approval for Inactive Reserve Pit(s) located at Gwydyr Bay State # 1 located on the North Slope Dear Mr. Goa. tes: The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for permanent closure approval of the inactive reserve pit located at Owydyr Bay State #1 located on the North Slope. The closure applications provided the required information describing .the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by the drilling waste to human health and the environment. ADEC coordinated field inspections and review of the closure plans with the appropriate landowners or land managers. ADEC has determined that the backfilled reserve pit at this site does not present a material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published February, 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. No public cormnents objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. Mr. Neal Goates April, 5, 2002 Page 2 of 2 Terms and Conditions This permanent closure approval is subject to the following terms and conditions' 1) In accordance with 18 AAC 60.440(1), the Department will require additional investigation, assessment, monitoring or remechation if new information regarding conditions at the reserve pit facilities indicates that further actions are necessary to protect human heal,th or the environment. The approval granted by this letter is for the inactive drilling waste reserve pit(s) only. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagrees with any portion of this decision may request an adjudicatory hearing in accordance with 18 AAC 15.200-310. The request should be mailed to the Commissioner of the Department of Environmental Conservation, 555 Cordova Ave. Anchorage, AK 99501. If a hearing is not requested within thirty (30) days of the date of this letter, the right of appeal is waived. If an adjudicatory hearing is requested and granted, this decision remains in full effect during thc adjudicatory process. Regulation A.C.C. 20:170 Monday, Ju_ly_.26, 1982 - I met with Jim Dosch and Dan McCoy, ConOco representatives and we flew via helicopter to the locations listed below to inspect for compliance with A.O.G.C.C. regulation A.C.C. 20:170 concerning, P & A and suspension of wells and locations. - SUspended well and location As the attached pictures show .the location is clean and level. The P & A marker is in place and all information is bead welded and correct. A Small area on the north side of the pad where a small pit Ms backfilled is rough, but it is my opinion that more damage would be done to .the area than good if equipment was moved in and an attempt Ms made to level the area. I recommend to the Commission that this location be accepted for suspension. Gwyder Bay #2A- Suspended well and locaton As the attached pictures show, this location is level. There is a small amount of trash -- wire, pipe thread protectors and boards that need to be removed. There is some small oily spots at the northwest end of the pad. These have to be removed. The x-mas tree needs a plug in the top valve. It is my recommendation to the Commission that this location be accepted for suspension when above work is completed. Mi lne Point # 1 = Suspended w~ll.-....and location As the attached pictQres Show this location is very rough. I ~as informed by Jim %hat a gravel pad ~ms to be built over this area in the near future. As the picture .shows the _,area has been surveyed and staked for gravel fill. C. V. Chattel ~,n 2 August 20, 1982 The cellar is full of oil and water and I requested that this ~ removed, immediately. Jim said he WOuld send a vacuum truck tO ~11 the oil and %~ter out. The notices covered Gwydr Bay State #2A, Gwydr Bay State #1, and Milne Point #1. I would like to explain the clean-up activities that have been conducted on these well sites since receiving the inspection notices. GWYDR BAY STATE #2A Trash and junk pipe were removed from the pad and the drilling line was cut-off below ground level. A steel fence was built around the well head and the well sign was attached to the fence. The 48" pipe, used as a "shot hole" for velocity surveys, was cut-off at tundra level, capped, and then covered with gravel. Conoco is requesting an extension of time for leaving the shallow waste pits open. The pits will be filled in bv June 1982. Approximately 3 1/2 miles of ice road will be built to connect the drilling pad with an existing permanent gravel road. Should the drilling operations and rig removal not be completed before spring thaw, the drilling equipment would be heli-hoisted from the well site. The well is to be drilled as a vertical hole to 11,500' T.V.D. to encounter the Sadler0chit Oil Sand from 10,400' to 10,800' with secondary possible pays in the Kuparuk Sand and Lisburne Limestone at 8,200' - 8,600' and 10,900' to 11,100' respectively. A 17 1/2" hole will be drilled and 13 3/8" casing set at 2,600'±. High viscosity mud will be used to clean the hole of gravel and other sloughing formations encountered thru the permafrost zone ending at 2,000'±. The casing will be cemented to surface using a drill pipe stinger and permafrost cement. The pore pressure and frac gradients are estimated to be 9.0 ppg and 12.5 ppg equivalent mud weight, respectively at the 13 3/8" shoe. A 12 1/4" hole will then be drilled to total depth of 11,500' using a iow solids lightly dispersed mud. The 9 5/8" casing will then be set and cemented from 11,500' up to 9,500'. An oil-base Arctic Pack will be placed in the 13 3/8" x 9 5/8" casing annulus from the base of the permafrost to surface for use as heat insulation during testing and completion. The two stage operation will be accomplished using an F.O. cementer (manual shifting stage collar). Pore pressure and frac gradients are estimated to be 9.4 ppg and 18.0 ppg equiv- alent mud weight at total depth. Drill stem testing will be done in cased hole only. If productive, the well will be temporarily abandoned by placing plugs between and above producing formations and at the surface. Do not use isolation packer for this portion of the job. Run the closing arms at the bottom of open ended drill pipe. Open and close the lower F.O. to establish position control. 7. Open lower F.O. and position closing arms 3' above that F.O. Close annular preventer. Circulate and condition mud in 9 5/8" x 13 3/8" annulus. 8. Mix 100 bbls. caustic water and displace mud in drill pipe to the lower F.O. Close in the 13 3/8" annulus and squeeze the remainder of caustic water. 9. Continue squeezing with 350 sks of Permafrost "C" cement. Displace cement with 10 bbls. water spacer followed by mud leaving 5 bbls. cement in drill pipe. 10. Slack off and close the lower F.O. Slack off 10' more and reverse excess cement out of the drill pipe. Test F.O. to 2500 psi and open annular. 11, Pull up and open upper F.O. Close annular. Close 9 5/8" x 13 3/8" annulus and reverse out drill pipe down the 5" DP x 9 5/8" annulus. Watch for and report any cement returns. Open 9 5/8" x 13 3/8" annulus and circulate bottoms up through the upper F.O. tool, watching for cement returns. Do not exceed 500 psi pump pressure while circulating with mud in steps 11 and 12. 12. Circulate through the drill pipe and upper F.O. with an additional 350 barrels of mud. Open annular preventer, close F.O. and trip out. 13. Make up mechanical squeeze tool with F.O. shifting arms as shown on the attached drawing. Trip in and open and close the upper F.O. to establish position control. 14. Open the F.O. Pick up with position closing arms 6' above F.O. Set packer and test with 500 psi. WOC for al. total of eight hours.~ 15. Circulate down the drill pipe and out the 9 5/8" x 13 3/8" annulus '~" with 400 barrels or'more of cold water as required to clean Report volume pumped at water breakthrough. 16. Displace the water in the 9 5/8" x 13 3/8" annulus with Arctic Pack~-.-:~ as per attached "Arctic Pack Mixing Procedure." Do not let any Arctic Pack into the reserve pit. 17. Displace the Arctic Pack with mud. Leave 3 bbls. of Arctic Pack in drill pipe. Close the 9 5/8" x 13 3/8" annulus. Release packer, close F.O., pull up, and reset packer. Open the 9 5/8" x 13 3/8" annulus. Pressure test the F.O. to 3000 psi and reverse out excess Arctic Pack to mud pits. Trip out. Close 9 5/8" x 13 3/8" annulus, install pressure gauge, and periodically monitor pressure throughout ~emainder of well operations. Page 5 18. Test casing to 4000 psi for 10 mins. 19. Should drilling problems neccesitate a 7" liner, the procedure will follow. 20. Test Procedure to be determined after log analysis. Arctic Pack Mixin$ Procedure 1. Rig up Arctic Pack premix tank, return tank and flowlines similar to the attached schematic. Place 50 bbls of diesel in the return tank. 2. Mix 300 bbls of Arctic Pack premix in the mud mixing plant. Premix properties should be: 9.5 ppg, PV=2$, YP=24, gels-12/12, and water 3 to 5%. Properties are measured at a premix temperature of 60°F. 3. Move the Arctic Pack premix from the mixing plant and place in the Premix tank. Gauge this tank to insure the proper volumes are on location. 4. Allow the Arctic Pack to cool to 35°F. Immediately before pumping in the hole circulate and condition the premix. 5' Pump the first 25 bbls of premix down the drill pipe without adding Geltone. Begin adding Geltone at 20 lbs per barrel to the next 200 bbls. Mix the Geltone through the cementing hopper. 6. Catch the first 20 barrels of returns in the mud pits, then divert the returns to the 400 bbl return tank. After diverting to the return tank, begin circulating the 50 bbls of diesel in the return tank to cut the casing pack returns With the IMO pump. 7. Sample the Arctic Pack returns by retort analysis after a total of 225 bbls has been pumped. If water content is more than 2 or 3% higher than original, continue pumping in 20 bbl increments taking retort analysis until proper minimum water content is achieved. 8. The casing was cut off about six feet below the grade of the pad, a steel plate was welded on top of the casing, and a ten foot length of six inch steel pipe was fillet welded to the plate. The post had the operator, well name and number and exact location bead welded to the pipe. The top of the pipe was orange peeled and welded together. The rig was still being moved. In summary the subsurface portion of the pipe was inspected and was satisfactory. The location cleanup inspection will be made later.
