Dear Mr. Booth: Researching our files' discloses that we should have issued "Location Clearance" letters to Simasko Production Company for the subject wells. Since CIRI owns the subsUrface estate, we are issuing the location clearance to you. The SIMPCO KALDACHABUNA #1 location was inspected by our petroleum inspector Ben LeNorman on August 8, 1983. He found the location to be in good condition, and reconunended location clearance. The SIMPCO E MOQUAWKIE #1 location was inspected by our petroelum inspector Harold R. Hawkins on October 17, 1984. He found the location to be in good condition, and recommended location clearance. The location is in very good condition, pits filled, no debris and the well data is bead welded satisfactorily on a 5" post. I took pictures to verify conditions to be attached to this report. I also filled out an AOGCC field report which is attached. In summary, I inspected the location that Simasko Production Co., abandon, Simpco East Moquawkie Ho. 1. I found the location and all data satisfactory for approval of abandonment. Smith Commissioner Gentlemen: This has reference to your letter of June 4, 1981 concerning final location inspection and approval of clean-up with respect to the captioned exploratory wells drilled in prior years by Simasko Production Company. As indicated at the time of individual drilling permit applications, the SIMPCO Kaloa #1, SIMPCO East Moquawkie #1, and SIMPCO Kaldachabuna ~1 wells were drilled on fee leases entered into on July 13, 1977 by and between Cook Inlet Region, Inc., as lessor, and Simasko Production Company, as lessee. These wellsite leases are located within the former Moquawkie Indian Reservation and surface estate thereto is held by Tyonek Native Corporation, a village corporation formed pursuant to the Alaska Native Claims Settlement Act of 1971. Simasko Production Company has entered into a Surface Lease and Use Agreement with Tyonek Native Corporation effective October 1, 1977 covering our surface activities within the former Moquawkie Indian Reservation including extraction of gravel for construction of drillpads and other facilities, as well as clean- up of wellsites. The SIMPCO Kaloa ~1 and SIMPCO East Moquawkie ~1 wellsites have been recontoured and cleaned up to the satisfaction of Tyonek Native Corporation as have the SIMPCO Moquawkie 91 and SIMPCO Moquawkie #2 gas well locations. The SIMPCO Kaldachabuna ~1 was suspended last winter for possible re- entry. Initial clean-up of the wellsite was accomplished in May, 1981 and final clean-up is scheduled for this fall. We would recommend that a trip for the purpose of inspections by the RECEIVED State of Alaska Alaska Oil and Gas Conservation Commission August 3, 1981 Page Two Alaska Oil and Gas Conservation Commission be scheduled at a convenient time immediately following clean-up of the Kaldachabuna wellsite in order to allow simultaneous inspection of the Kaloa, East Moquawkie and Kaldachabuna sites. With respect to the Ivishak Unit 91 wellsite, final clean-up was completed on August 13, 1975 and the wellsite was inspected to the satisfaction of USGS and BLM field inspectors on August ~.~._, 1975. Under separate cover, the Fairbanks District Office of the Bureau of Land Management is providing written confirmation of the foregoing to your office. Gentlemen: In regard to the above referenced regulations, your attention is called to an attached list of %-;ells which, according to our records, have not received a final location inspection and approval of clean up. In compliance with 20 AAC 25.170 Section (a), "Within one year of suspension or aban¢~onment of an on- shore well", all clean up work is to be finished. Section (b) provides the means for an extension of tinge if a valid reason exists. Section (c) provides for on site inspection. Consequently, we are presenting the following list of your abandoned and/or suspended wells. ~!any of these are no%~ more than one year old and are not in compliance %~ith regulations. Others should have the final inspection completed this sumr2er while weather permits. This list covers the years 1975 to date. There may 'be some earlier wells that also need ins~.c- tion. Conclusion: Test failed due to leak between annulus and test interval through squeeze perfs at 9320'. The water recovered appeared to be completion fluid diluted by formation water. A water sample taken from the Dual CIP chamber had 44,000 ppm chlorides with~an Rw of 0.15 ohms at 68°F. Average oil cut was +_6%. The oil was 35.8© API and the gas specific gravity was 0.715 (air=l) with gross heating value of 1248 BTU/cu ft. Hydrocarbon gas surfaced 3 hours after the start of the shut-in period. Opened tool at 0043 hrs, 9-12-79, for the final flow. Water cushion surfaced 45 minutes into the flow period. Water was gas cut and heading slightly. Opened to ¼" choke after 1½ hrs then full open after 2 hours. Flow rate varied from 0.9 to 2 gpm. Closed tool at 0343 hrs. Pulled packer loose at 0543 hrs. Reversed out recovery. Recover: Moderately gas cut formation water (full column to surface). No trace of liquid hydrocarbons. Chlorides in water samples taken near the tool ranged between 2500 to 2600 ppm. The perforations were squeezed below the retainer with 50 sacks of Class "G" cement, leaving _+3 barrels of cement on-top of the retainer. The cement was in place on 9/11/79. A second cement retainer was :set in the 7" liner at 8402' to isolate the test perforations at 8490-8'498' and 8505-8512' and the squeeze perforations at 8450' and 8550'. The perforations were squeezed below the retainer with .50 sacks of Class "G" cement, leaving _+3 barrels of cement on top of the retainer. The cement was in place on 9-12-79. A cement retainer was set in the 9 5/8".~ casing at 3713', above the 7" liner top. A 10 barrel Class "G" cement plug was spotted on top of the retainer with the top of the plug at +3623'. The cement was in place on 9/12/79. A high -- viscosity gel pill was spotted at 300'. A 50 sack Class "G" cement was then spotted from 120' KB to surface with the cement in place at 11:00 a.m., 9/13/79. I was met at the airstrip by .Gene Embry, Consulting Drilling Foreman, and Brinkerhoff Rig #58 .Toolpusher Max Johnstone. They advised that earlier in the day a retainer had been set at 8402' and ten barrels of cement had been pumped through the retainer and across the top. perforations at 8450' in the 7" liner. Rig crew began going in the hole at 8:00 P~! with 39 stands and one double with nine feet of the double above the kelly bushing. P~tainer was set at 3713' and ten barrels of cement was pumped for a 131' plug. Liner lap was at 3763'. Thursday,.. September....!3 - Nippling down of the stack was accomplished during the early morning hours and a hea%-t pill was mixed for pumping above the CACL2 for setting the top plug. Cementing began at 9:30 AM with ten barrels cement and excellent returns. A cement plug of apprc~d~uate 120' was realized above the fill to the top. On 9/12/79, a third cement retainer was set in the 9 5/8" casing at 3713'. A 10 barrel Class "G" cement plug was spotted on the retainer with the top of the plug at _+3623'. Dropped top plug and displaced with 296 barrels of mud. Plug did not bump. Full returns throughout first stage. Checked floats-OK. First stage cement in place at 1 PM,7/15/79. Dropped opening bomb and opened DV collar. Broke circulation. Circulated out cement contaminated mud indicating primary cement rise above stage collar.. Purpose of the trip was to witness a BOP test, on a 5000 psig stack on Brinkerhoff 58, ~ich was dril ling for SIMPCO. T'~en I arrived on location I met 5~_rel Long Supervisor for SI~CO, and Fred Oehlert ~o was the pusher for Brinkerhoff. BOP tests started at 7:30 PM and were ccmpleted at 11:30 PM. The choke manifold and pipe rams were tested first to 5000 psig with the check valve in operation on the kill line. The choke mD/fold consisted of six non rising valves, ten flanges, two manually operated chokes and a Swaco super choke. With the pipe rams still closed the inside and outside choke valves, and the inside and outside kill valves, w~re tested to 5000 psig. The annular preventer was tested to 3000 psig. I witness a performance test on the accumulator which consisted of two separate hydrill units. The master gauge read 1600 psig on each unit. The manifold pressure read 1500 psig. With the power shut off on the accumulator, and the one set of pipe rams and the annular preventer closed at one time, the pressure bled down to 1050 psig and remained stable. Indicating accumulator was in satisfactory condition and there %~re no leaks. The nitrogen back qp system consisted of four bottles, there was 2160, 1900, 1200 and 700 psig in the bottles. Two bottles were low with no extras on location. The upper and lower Kelly were tested to 5000 psig. The blind rams ~_re the last tested to 5000 psig. A 12¼" hole was drilled to 1220' KB, logged, then opened to 17½". A total of 28 joints of 13 3/8", 61 lb/ft, K-55, ST&C casing was run. The casing was landed with the shoe at 1203' KB and the duplex float collar at 1160' KB. Nine centralizers were run. The casing was cemented using the duplex technique as follows: Pumped a 25 barrel water spacer then 440 sacks of Class "G" cement with 4% dry bled gel. (14.4 ppg slurry) followed by 450 sacks of Class "G" cement with 2% calcium chloride (15.8 ppg slurry). Displaced with 15.5 barrels of.mud. There were full returns throughout the job with an estimated 75 sacks of 14.0 to 14.4 ppg cement slurry circulated to surface. Cement-in-place at 6 P.M., July 7, 1979.
