She told me that she was willing to schedule another chopper for another day to take us out to look at the mount and lactation if we wanted to see it. NOTE: There was some kind off isolation sleeve in the tubing spool. We could see K via the upper annulus. It was misali~ted showing only half the outlet. No alignment pin on the tubing spool. All casing strings were cut off at approximately 4' below original ground level. Cement ~ was found at surface in all casing stings. A 1/2" thick marker plate was then welded to the conductor casing with the required information bead welded to it. SUMMARY: I inspected the casing cut off depth, and the P&A marker plate on the West Mikkelsen State #1 well and found all to be in order. After testing several zones, the wellbore was placed in a "suspended" status as indicted in the attached schematic. Plans are being made to remediate the pad this Winter (2009/2010) and includes the final P &A of the well. The workscope proposed is described below. 1. Notify AOGCC 48 hours in advance of all pressure testing and well suspension operations. Hold pre job meeting with all personnel to discuss objectives, as well as safety and environmental issues. 2. Once the ice road to the location and well has been completed, mobilize the contracted Wellhead company Tech to location. Determine if it will be required to remove and /or dig -out the cellar to access the lower wellhead. Erect scaffolding and tent wellhead with visqueen. Apply heat to tented wellhead. Grease and service 3 -1/8" 5K valves and wellhead as needed. Verify pressure /no pressure in the 9 -5/8" casing , and the 9 -5/8" x 13 -3/8" annulus via the 3 -1/8" 5K valves. Access to the 13 -3/8" x 20" annulus will require a 2" nipple to be welded to the 20" casing with an attached threaded valve rated to 3000 psi. Wellhead Tech should be able to verify if there is any pressure between the secondary/primary pack -offs on the 21 -1/4" 2K flanges. Drill hole thru the 20" to verify status. Report wellhead status to Anchorage. 3. Mobilize and rig up CTU for fluid change out. RIH to 2250' +/- and circulate out the diesel to 10.7 ppg CaC12 kill weight fluid. POOH. RIH with cement retainer and set @ 200' +/- MD. Circulate approx. 500 +/- bbls of hot seawater inside the 9 -5/8" casing. POOH. RIH with coil conveyed perforating guns and pert the 9 -5/8" and the 13 -3/8" i2•L- casing strings just above the retainer. RD CTU. j A4 C PT # 04 OK A 4. RU hot oil and circulate hot fluids down 9 -5/8" (approx. 15 bbls) and 1 up the 13- 3/8" x 20" annulus (approx. 36 bbls) then 2 nd up the 13 -3/8" x 9 -5/8" annulus (approx. 12 bbls). Circulate annuli until clean. NOTE: If annuli will not circulate, the contingency plan will be to run 1" spaghetti strings to 150'+/- into each one and circulate down as needed to depth. Therefore, ARCO Alaska, Inc., requests an extension of time to correct these deficiences. ARCO Alaska, Inc., also requests an extension of "suspended" status for the West Mikkelsen State No. I well. Due to the limited economic and geologic information and lack of a formalized unit, we are unable to make a deter- mination for permanent abandonment at this time. Evaluation of the lease is still in progress. In addition, we also request an exception to the surface plug requirements of 20AAC25.110(C) until the analysis is complete or the well is included in a recognized unit. The perforated intervals are isolated by cement retainers. There are cement plugs at the top of the liner and at 2810' in the production casing. There is kill-weight fluid between plugs and a 2600' diesel cap. Seven valves and fourteen flanges in the choke manifold tested to 5000 .psig. The Swaco superchoke and manual adjustable choke w~re both actuated fully o~ and fully closed. Annular preventer tested to 3000 psig an{:], lower pipe rams tested to 5000 psig. Howe,_r, upper pipe rams would not test and tests ~ ~d~_~ until repairs could be made. Both dart and ball type flooz valves w~re in place. I toured the location which was w~ll organized, reserve pit ~ built, rig in good repair and %~11 sign was in place. At 4:00 PM it was di~ed the upper pipe rams were scored internally and t/~ entire ~t would have to be replaced. Location: 1000' from west line and 500' from north line, Section 32, T10N, R19E, Umiat Meridian. 2. State Lease: ADL-47527 3. Timing: Projected spud date for this well is February 1, 1978; therefore, construction of the ice road (as described below) and gravel drilling pad should commence December 15, 1977. Because of the depth of the well, 16,000'+, drilling will be spread over two winter drilling seasons. Rig operations will continue this coming winter and spring until the well can be safely and conveniently suspended for the 1978 summer months. At that time, the rig will be placed on standby at the location until the winter of 1978, at which time the well will be reactivated and drilled to total depth. The work will be completed and the rig will be moved out prior to breakup, 1979. 3. Construction: The exploratory drill pad will be approximately 400' x 600' and will be 5' in depth. Extensions to the main pad for a sump, flare pit, and sewer sump will conform to the dimensions indicated on Exhibit #1. 4. Ice Road Access: To access the drill site, Atlantic Richfield Company is proposing three routes of travel (See map, Exhibit #2): Route #1: This route will follow a sea ice route from the East Dock at Prudhoe Bay to the well site location. This route would use existing gravel roads from Prudhoe Bay Operations Center to Drill Site 9 (A to B on map). Then, an ice road would be constructed over the old ice road scar to the east fork of the Sag River (B to C on map). From there, a new ice road would be built, running to Foggy Island Bay (C to D on map). Finally, the sea ice would be used to reach the drill site, with the last one-half mile from the beach to the drill site being an ice road (D to E on map). Alternate Route #2: This route would be selected only if the sea ice portion of Route 2 were not feasible because of thin, nearshore ice in Foggy Island Bay. It would follow the same course as Route #2 until it reached the beach (D on the map). From there, an ice road would continue on the tundra to the drill site. Route #1 is by far our first choice, but the recent warm temperatures, plus the running water at the mouth of the Sagavanirktok River floodplain are of serious concern to our engineers. Their concern is that the ice will not be of sufficient thickness to support the weight of the heavy equipment which could jeopardize lives and equipment. Therefore, we are concurrently requesting approval of Route #2 or Alternate Route 2 as alternatives. 5. Gravel: Construction of the drilling pad will require approximately 25,000 cubic yards of gravel. The two requested gravel sites are located along the Shaviovik River at those points marked wi~h an "X" on the attached map (Section 3, T9N, R19E, and Section 34, T10N, R19E). We have made a visual inspection of the area and these locations provide sufficient amounts of gravel from dewatered gravel bars. Access to these gravel sources will be by ice road from the drill site, due east, to the river. Gravel accounting and payment will occur under Material Sales Contract No. 76012. Ms. Ethel H. Sixty-five thousand barrels will be used this drilling season and 65,000 barrels next drilling season. The primary source will be pothole lakes near the location, with ice roads providing access. The secondary source will be deep locations in the Shaviovik River, identified by the dots on the map. Any travel to these river locations will be along gravel bars or on the frozen river ice. Water to build and maintain Routes 2 or Alternate 2 will come from pothole lakes along the route, first, then from the Sagavanirktok and Kadlerochilik Rivers, second. Water requirements to build and maintain a land ice road from points A to E, and to the gravel sites and pothole lakes, would be approxi- mately 160,000 barrels each drilling season. It is requested that snow fences be authorized on pothole lakes to improve water availability. 7. Drilling: Parker #147 rig has been contracted for and has a forty-man camp, to which we will add room for ten additional men, with a sewage disposal system and water treatment system that is presently in use. Drilling plans include measures for the control of any spills that might result from operations. Exhibit #3 addresses the main activities proposed to remedy any such occurrence, and a more specific, detailed plan has been prepared for use by drilling personnel. The Company Spill Prevention, Control, and Countermeasure Plan will be available on-site during all drilling operations. As required by the Department of Natural Resources, Division of Oil and Gas, the blowout control equipment is tested on a routine basis. The Atlantic Richfield on-site supervisor periodically discusses drilling, testing, and well control procedures with responsible Contract Supervisors to insure all personnel are instructed in tripping practices and operation of blowout preventor systems. Blowout drills are scheduled weekly for each crew. Control and Cotu~te~Tneasure' Spills from uncontrolled we].ls can be divided into two classes. Small spills can be directed to existing well site s~nps; these stm~ps will accomodate 60,000 barrels. 71~e oil trapped in the st~?s would be tx~cked to existing burn areas or injection facilities.
