The corrosion inhibitor is engineered to prevent water from entering the annular space and causing external corrosion that could result in a surface casing leak to atmosphere. The attached spreadsheet represents the well name, API and PTD numbers, top of cement depth prior to filling and volumes of corrosion inhibitor used in each conductor. As per previous agreement with the AOGCC, this letter and spreadsheet serve as notification that the treatments took place and meet the requirements of form 10 -404, Report of Sundry Operations. The first step in this screening criteria is establishing a basis of concern: "If the waste site has released contaminants or there are mechanism for potential releases and there are receptors nearby, then. there ma,,' be cause for concern, and the waste site should be studied further." and. ,,If there is no release of contamination or no mechanisms for potential releaSes and there are no recemors nearby, then there is not a basis for concern and the waste site shoUld be considered c:.osed." The criteria that are measured at a waste site to satisfy :ne above logical arguments are: Evidence of release of chemical contamination a: the waste site in excess of Alaska Water Quaiitv Standards for one or more rarge*, comr~ounds, or Mechanism for potential release, and Proximity of the waste site to biological recemors. If either of the first two criteria and the last criteria are met. there is a basis for concern, and befOre proceedin~ with Step 2. a corrective action plan shall be prepared for the site which shall identify alternative wavs to correct or mitigate the basis of concern, prevent its recurrence, and select a preferred approach. Corrective action alternatives shall be described at a conceptual level, and the selection of a preferred approach shall be based on balancing protectiveness with implementability and cost-effectiveness. The second step determines whether contamination at a waste site present a risk to receptors that is significant. If risk is found not to be significant, it is considered to be "negligible." The find}'ng o__r'~.s_jgnificant risk is based on the likelihood of exposure and the likelihood of adverse consequences of exposure: "For risk to be conSidered significant, the receptors must be vulnerable to exposure, and the consequences of exposure must be 'adverse' to human or animal health or the environment." and. conversely, "If exposure is unlikely or the consequences of exposure are .not 'adverse.' then the risk is negligible. This is evaluated by reviewing human and wildlife use patterns at a given waste site, waste site accessibility, and ground and surface water uses. and either; (b) The quantitf' or concentration of one or more contaminants exceeds aertinent federal or state ~vater quality criteria or standards protecting health and/or the environment. Measured contaminant concentrations in the water will be compared with health and environmental standards and criteria for each target contaminant, to identiO' exceedances. When ordv human populations are at risk. health criteria are used. When orfly populations at risk are nonhuman te.g., fish. wildlife, vegetation), environmental criteria and standards are used. or: (c) One or more contaminants exhibit high acute toxicity. Hamilton /~~' Chairman/Commissioner Sohio's Niakuk No. 3 Prudhoe Bay. Vick V~ery, Sohio, called October 11, 1979 to inform us of their plans ~°r Niakuk No. 3 and the condition of the gravel island. Most of the N.E. portion of the island has eroded away. He feels that most of this took place last week when they had a storm causing 8' waves. The island is unprotected. The island is freezing in now and conditions are stable. The well is unperforated with kill fluid in hole. There is 2-7/8 tubing with packer and a closed ball valve at 2000'. There is also a back pressure^in well. The tree is 5' above ground level. They want to re-enter the well in 3/80 and perforate and test. The results will determine whether they will want to build the island back up or remove it. I arrived in Deadhorse at 10:30 AM and was driven to AADCO Rig #1 on ~kuk #3. After my arrival, I met. with Mr. Jim Honeysett, drilling foreman, with SOHIO and he informed me that due to problems incurred with the sub-surface casing hanger the BOPE test would be delayed. k~ile standing by for BOPE test I toured the location and rig. The location is clean and the small reserve pit is kept clean of mud and drill cuttings by vacuum trucks, a front end loader and dump trucks. This material is hauled to a central disposal location on land in the Prudhoe Bay field. S~,u?d~ay,~arch 4~,_I_9_7~9 At 7:30 ~i I talked with Mr. Honeysett and he told me that the 13 3/8 inch surface pipe had been cemented, but that the cement returns had got in the celler and set up. He said that it would be Monday afternoon at the earliest before the BOPE could be tested. I contacted Mr. Roy Adams with ARCO concerning SSV and SSSV testing. Mr. Adams informed me that he had two drill sites ready for test. I was picked up at Rig #1 at 9:30 AM and driven to AP. CO Base Camp and met with Mr. Adams. These meetings and SSV and SSS¥ will be the subject of another report. ~{?_n~d~_a~_~~ Marcb_~5, !979 After concluding SSV, SSSV and pilot test for ARCO, the subject of a separate report; I was driven to AADCO Rig #1, where I stood by for BOPE test. ~Tuesday, March 6, 1979 Standing by for BOPE test. ~!ednesday~ March .7~ .1979 The BOPE test began at 2:00 ~ with the testing of the BOPE stack consisting of 1-annular preventer, 2 sets of 5" pipe rams and 1 set of blind rams. We acknowledge the fact that the Sag Delta No. 2 location is susceptible to active erosional forces and that in the course of time the pad and reserve Pit may be eroded into the Beaufort Sea. We therefore propose to modify our original Plan of Development for Niakuk No. 3 to the extent that the Sag Delta No. 2 pad will no longer be used as a reserve pit or as a supple- mentary source of gravel. Instead we will dispose of all cuttings, mud, treated sewage effluent, waste water from Niakuk #3 in the established reserve pit at Pad "E" in the Prudhoe Bay Field. Access to this reserve pit will be by rolligon only. The gravel mining plan for Niakuk No. 3 will be changed so that the total gravel requirements of 1~41,000 cubic yards will be taken from the stockpiles in the Sagavanirktok River and none will be extracted from the Sag Delta #2 pad. Mrs. Ethel Nelson October 30 ~-'~ 978 Page Two If the Sag Delta No. 2 pad is actively eroded by the sea and the river, there seems robe no point in covering the adjacent reserve and flare pits with gravel because such an action would not .prevent the erosion and would only achieve a short term cosnmtic enhancement of the area. However since that reserve pit has received cuttings, mud and waste materials from six wells, the comparative concentration of those substances in the pit make it an ideal site for toxicity studies. Dear Pete: We have completed our review of the proposed development plan for the Niakuk ~3 well and have the following comments: 1) Materials Source - We will not object to material removal from the Sagavanirktok River within those sections enumerated provided removal is from man-made piles. We understand that formal application for these sites will be made under a separate letter. 2) Fuel Storage - All fuel storage must be within diked areas lined with J/npermeable liners. The primary fuel storage area is proposed for the Northeast corner of the pad. We would prefer that this be moved back onto the pad to allow access all around the diked area. 3) Water Supply - We have no objections to the use of water from inland lakes within the sections listed. We note that one exploratory well this season will use a Jnc~ melter, and will recycle graywater and sewage plant effluent for industrial use. This not only reduces their water hauling require- ments but also helps solve a sometimes difficult disposal problem. 4) Sage Delta ~2 Well Site (10-11-16) - We applaud Sohio's intent to reuse gravel from this pad to reduce their new material requir~ts~ and suggest they remove all of the pad except for the amount necessary to cover and protect the existing reserve and flare pits. On-site inspection of the pad reveals that it is unacceptabl~s. an upland disposal site for wastes from other wells. The pa~l~ location on a narrow arm between the BeaufOrt Sea and an active ~'~ channel of the Sagavanirktok River exposes it to erosion forces from both the Sea and the river. We hereby request a State of Alaska permit to proceed with operations necessary to construct the gravel drilling pad. Such operations are, of course, dependent upon the issuance of a Corps of Engineers' permit. The proposed gravel extraction site, which was selected after a reconnaissance survey by representatives of federal and state agencies, is located south of the Sag River bridge. At today's date the gravel extraction area is being staked by surveyors. In the near future detailed maps of the area and a gravel mining plan will be forwarded to you together with engineering diagrams of the proposed gravel extraction program at the Sag Delta No. 2 pad. The area is shown on the attached pad location and ice road map. (See maps, Beechey Point B2 & B3) The s~ged lands adjacent to th~ Arctic coast in this region are characterized by very shallow waters gradually sloping toward the so-called "Barrier Islands" located up to eleven miles offshore. Thus, at the selected site, virtually all water surrounding the pad is approximately ten to eleven feet doop. Past experience has shown that these movements will not affect the integrity of the proposed gravel structure. All facilities, other than access ice roads, temporary ice berms constructed for secondary spill containment, and certaJ_n vehicle parking areas, will be located on the pad %Drk area of approximately 325 feet by 400 feet. In view of the concern for posSible adverse environmantal effects caused by drilling activities and gravel island construction, in the Beaufort Sea, a study was undertaken to ascertain what sort of drilling pad could best be utilized to gain optimum benefits with regard to safety considerations, -1- The ~y considers the location, which is approximately eight miles by ice road over sea ice from the East Dock in the Prudhoe Bay Field, to be within the area served by the w~ll-developed Prudhoe Bay Field service facilities. .Under normal conditions, the wellsite can be reached frc~ the Pl~3_~hoe Bay road system after a ~ty-minute drive frcm the East Dock. Thus, the well is exploratory only in the geologic sense, as t/3e technology has been proven through past experience. · 3. SITE DPJLISLA/~E The drill site pad surface and w~rk area will have an elevation of five feet above mean sea level with 5:1 side slopes. The pad floor around the rig will slope towards the well cellar and will be completely covered by a reinforced plastic membrane. This will prevent any minor drips or spills frc~ the rig machinery frcm penetrating into the gravel; rather, such fluids will drain into the water-tight cellar. They can then be easily collected and disposed of at an onshore pit. The cellar will be a ten-foot diameter conduit-type emplaced to below mudline. It will be sealed to prevent any sea water entry, and it will be permanently · attached to the conductor pipe. AREA WILDLIFE Previous field experience and observations have revealed little wildlife in the area during the anticipated operations period (December-April). Construction and drilling operations for the proposed well will ccmrence after freeze-up and be ccmple~ prior to spring thaw. Scme wildlife which may be found in the general area during winter are the Arctic fox, willow Ptarmigan, snowy owl, polar bear, and cc~m~n raven. Given the -3- environmen~ effects, practical constraints, and econc~cs. All these points w~re considered in the context of the known geological and hydro- carbon potential of the area. Three alternative structures were studied-- gravel islands' ice islands, and bargeS. Gravel islands have been utilized in the area for the drilling of six wells. Four of them, Niakuk wells ~1, 9lA, ~2, and 92A, were drilled frcm a small natural island 2½ miles to the south of the proposed location. The island was built up with five feet of gravel and the resulting pad has served for three exploratory seasons without adverse effects. The second gravel island is situated in the Sag River delta area and has been used for tw~ seasons for the ccmpletion of tw~ wells, Sag Delta #3 and .~4. This island was built of gravel in three feet of water with a five-foot freeboard. It will be retained for future use under the terms of the pelInit issued by the Corps of Engineers and the State of Alaska. Both these pads have been used in essentially the same manner as onshore pads, and our experience shows them to be totally safe, econc~ically viable,~ and enviro~tally acceptable. Ice islands and barges are both practical alternatives given ideal circum- stances. However, both suffer frcm the fact that they are susceptible to movement in adverse weather conditions and, therefore, have the potential for being unsafe. Their major drawback, other than safety considerations, is the fact that they are both temporary structures which can be used only for one winter's operations. This is incompatible with our assessment of the geology and potential of the location which indicates the need for several future exploratorY wells, many of which could be drilled frcm the proposed gravel island, subject to obtaining further permits. -2- ~'~ ~i~' ~ ' ' ~ I limited water depth beneath the sea ice, there are unlikely to be any marine ~s near the location. Other wildlife in the general onshore area during the s~ are caribou, ~01ves, lenmting, bear, and waterfowl. It is not anticipated that winter operations will hinder the daily habits of any local wildlife. 5. 6~ AREA FISH The proposed drill site is located in the outer reaches of Prudhoe Bay in approximately 10½ feet of water. Winter ice is normally a max/gum of eight feet thick; consequently, marine fish may over-winter in the area. Other than gravel fill, no foreign materials of any kind will be spilled on the sea ice or into the sea water. Thus, the drilling operations should have no adverse effect on fish, while the island itself will have a minimal effect on bottom fauna. In those areas where ice roads may cross river channels, the routes are carefully chosen to ensure that the river ice has frozen to bottom and, therefore, the proposed roads would have no effect on fish population. During the sunlner months, Arctic char and other fish migrate along the coast and up rivers such as the Sagavanirktok. The pad structure should have no effect on these patterns because of its relatively small size and the fact that no operations are cont~lated during the No settlements or villages are in the vicinity of the proposed location. Kaktovikvillage is 110 miles'to the east and Nuiqsut village is 70 miles to the west. The location is approximately eight miles from the F~st Dock and is considered effectively within the. extensively developed Prudhoe Bay Field area, operated jointly by the applicant and Atlantic Richfield -4- ~y. A hotel and public airport support facilities are located at Deadhorse Airport, 15 miles to the southwest. Year-round roads exist only part way be~ Deadhorse add the w~llsite. Surface trans- portation to the drill site is possible only in the winter after construction of ice roads. . ACCESS ROADS (See modified P~cchey Point B-2 and B-3 .Quadrant Maps) Access to the drilling location will be frc~ the Prudhoe Bay Field spine road system by way of the East Dock and a sea ice road. The spine road is a 30-ft. wide, 5-ft. thick gravel road with 1:3 side slopes; it is maintained year-round as part of the Prudhoe Bay unit facilities. The ice road will ozm~prise a cleared route eight miles long over the sea ice. It will be a minimum of 30 feet wide but will usually be maintained substantially wider to allow for snow clearing. When operations ~ce in November-December, it may be necessary to increase the sea ice thickness by water flooding in order to strengthen the ice so that it can support anticipated loads during the rig move. The rig, which was constructed especially for Arctic conditions, will be transported the west half of the Prudhoe Bay Field. Gravel for the construction of the island will be hauledi~fi~m~sa..~0w area in abandoned channels of the sagavanirktok River which are close to the spine road. If necessary, a short snow and ice road will be constructed to the gravel source in order to protect any tundra which is traversed. It is not anticipated that such a road will be re~red. , A nine-mile rolligon trail will be maintained to give access to tw~ water supply lakes in section 33, Township 11 North, Range 16 East, UPM. These lakes have been used as water sources for other wells previously drilled -5- Any ice roads over vegetated areas will be constructed by buil_d_~ng up snow cover to a depth of approximately six inches, taking care not to cut or damage the tundra in any way. Fresh water will then be applied by a flooding system such that ice not less than 1 1/2" thick is formed. Snow will be applied over the ice area to a mininun thickness of six inches; and finally, by alternating blading and application of water, layers of snow and ice will be fonred. The ice road will be maintained to this constructed standard by periodic alternate applications of snow and water. ® e SITE PLAN (See Drawing #A84D-Q-17) The drill site will be constructed of gravel and consist of a single pad of sufficient size (325 ft. x 400 ft.) to acute the drilling rig, camp, and storage. The attached Drawing ~A84-D-Q-17 ' mate location of all contemplated facilities. SOURCE OF CONS~~ MATEPJ_ALS (See modified Beechey Point B-2, B-3 Quadrant Map) Approximately 140,000 cubic yards of fill material will be recovered for the construction of the drilling pad. The gravel fill will be taken from the following areas of the Sagavanirktok River and hauled directly to the drill pad site: T10N R15E, parts of Sections 1, 2, 3, 9, 10, 11, 15, 16, and 17. The areas have been subjected to previous gravel mixing operations by earlier operators and numerous man-made piles of gravel and unsightly scars have been left on the river bars. It is the intention of the present gravel extraction plan to recontour the ground surface to its original -6- configuration; and thereby imp~e the visual and ecological potential of the area. The gravel quantities are covered by existing gravel contracts with the State of Alaska No. ADL-80500 purchased competitively in 1977. This area, together with the gravel haul and access routes, are shown on the attached maps. Precise extraction areas are being surveyed and staked out with the approval and cooperation of the Department of Fish and Game and other state agencies. Extraction fill material may be supplemented with surplus gravel taken from the existing Sag River ~2 location. This pad is no longer required as a drilling platform for future wells, and its gravel content could be reused. Approximately 30,000 cubic yards of gravel can be extracted frc~ the pad if the center portion of the pad is mined leaving behind a rectangular bermed area which could be used as a reserve pit for rock cuttings frcm the proposed offshore w~ll. Before using this gravel, a hydrocarbon "sniffer" survey of the pad wDuld be carried out to ascertain whether or not unidentified oil or gasoline seeps have penetrated th~ pad. If any are found, the contaminated gravel would not be used. Gravel will be extracted and hauled from the Sagavanirktok River in accordance with the following: A. $~ Gravel will be extra~ only frcm exposed unvegetated bars of the water course to the existing ice or water level. Removal will be in such a manner that the water flow of the water course shall not be re-channeled, Gravel will be extracted by using bulldozers bulldoz%~r- assisted scrapers, front-end loaders, or drag lines. -7- C. Upon ccmpletion of gravel removal, the mining areas will graded smooth with all depressions filled so as to prevent entrapment of fish. D. There will be no blading or removal of tundra. E. It is anticipated that gravel haulage and equi~n~nt movement will be primarily over established roads, river ice, sea ice, or unvegetated bars. Should movement across vegetated areas be necessary, ice roads will be constructed to prevent damage to the tundra (see Section 7). 10. FUEL STORAGE (See Drawing A84D-Q-19) Fuel will be stored in steel tanks which will be surrounded by a snow and ice berm constructed for secondary containment. Once the snow berm is constructed, it will be sprayed with water which, when frozen, will form an ice barrier. Any fuel frc~ a spill cc~ing in contact with this berm would be at ambient temperatures. Inasmuch as the drilling program calls for c~Npletion prior to break-up, these dikes will be ccmpetent during the period of operations, based on past experience. The use of snow berms also eliminates the need for additional gravel and site restoration. Where necessary, impe~le plastic liners will be placed under fuel storage tanks to prevent any leakage into the gravel pad. Fuel flow diagrams add transfer procedures, valving sequence, and safety precautions have been developed for fuel facilities after installation and will be available for inspection and review. All personnel working in the fuel handling area will be thoroughly trained in these procedures to avoid possible mishaps. ~ ~ ~i i~ ~ ~' ~ ~ ~ ~'~'~ ~ ~ -~ 11. B/fIWOUT PREVENTION PRDGRAM EQUIPMENT The P~_ima~Y~ method of blowout prevention utilizes hydrostatic pressures exerted by sufficient density drilling mud to prevent undesired fluid flow into the wellbore. In the event primary w~ll control is lost, the following surface equitanent will be utilized for secondary containment of fluid influx into the wellbore. The rig will be equipped with a 20" 2000 psi W.P. Hydril annular preventer system installed on 80' of 20" H-40 94# conductor pipe while drilling 17 1/2" surface hole to 2700'. The 10 3/4" diverter line will be con- nected to storage tanks capable of holding the surface hole volume. These tanks will be set on the sea ice just off the drilling location and surrounded with an ice/snow berm. After running and cementing 13 3/8" 72~ N-80 surface casing at 2700', a blowout preventer (BOPE) consisting of three 13 5/8" 5000 psi W.P. Shaffer I~S rams, a 13 5/8" 5000 psi W.P. Hydril annular preventer, and a two-choke manifold will be installed. These pre- venters are powered by a 160-gal. Kocmey accumulator system with both nitrogen and manual back-up. After installation of the BOPE, it will be thoroughly tested for leaks using diesel fuel. It will be tested at least w~_Jcly thereafter, as well as prior to drilling out casing shoes. Operational tests and crew drills will be conducted daily. Primary well control will be maintained by over-balancing formation pressure with a column of drilling fluid. Automatic and manual moni- toring equip~_nt will be installed to detect any abnormal variation in the mud system and drilling parameters. A mud logging unit, manned by experienced personnel, will be in continuous use while drilling, and it will monitor formation pressure, hydrocarbon shows, the mud pits as well as other downhole conditions. -9- Inthe event that the well kicks, the BOPE will be used to shut-in the well iamediately and confine the pressure within a closed system. The casing program is designed so any anticipated formation pressures can be shut-in at the surface without breaking down the casing shDe. The ~y representatives assigned to the drill site have had extensive training, including courses at Louisiana State University and Oklahc~a University, together with actual experience in controlling and killing kicks. Such training is an on-going program of the Company. These personnel will be further supported by well-trained drilling crews approved by the Company. Pressure resulting from a kick will be circu- lated out using the balanced bottom hole pressure method, and the well will be restored to its normal operating condition. 12. In the unlikely event that secondary control of the well is lost and pre- mature well flow occurs, the ~y has at its disposal specially designed equi~x~_nt and a blo~Dut contingency plan, experienced back-up personnel, a cementing unit at location at all times, and t%D rigs operating in the Prudhoe Bay area which can be utilized to mix mud or drill relief wells. A description of the Company's current blow~ut prevention training program, together with a copy of its "Drilling Operations Blowout Pre- vention Manual", is available for inspection by appointment. SPIII~. PREVENTION CONTROL AND ~-~3~cUI~ES In addition to a port_~_hle spill counter-measure bull sorbent materials and clean-up tools, the contractor will have located at, or near the wellsite, items of heavy equi~n~_nt such as dozers, front- end loaders, vacuum trucks, and graders. If a spill should occur, in spite of the preventative measures previously described, this equi~t will be available to repair or construct additional containment berms. -10- Additional equi~T~nt and sorbent materials are available from Company supplies in the Prudhoe Bay area and can be transported to the w~ll site ~ately as they are recf~red. Since the well pad is surrounded by sea ice, snow berms can easily be erected to contain any spill reaching the ice surface. Any spill occurring be~ the sea ice and the sea bottcm would be controlled by trending through the sea ice ahead of the flow. The chances of a spill occurring under the ice are remote, however, because the wellhead will be located on top of the gravel island. After containment, clean-up is benefited by low temperatures and abundant supplies of snow. All operating procedures at the location, whether automated or directly controlled by Oumpany or Contractor personnel, are specifically designed and organized to prevent accidental oil spills. Continued emphasis is placed on the prevention of spills, but at the same t/me, contingency, emergency clean-up equipment and procedures are kept in a state of readiness. 13. The Company employs a full-time enviro~tal engineer who will monitor all operations to ensure cc~pliance with enviro~tal regulations. A SPCC Plan has been prepared for this location and is .~vai!able ~for?~rev~.' ,.~W~ ! ' DPdiLLING RIG CAMP (See Drawing A84D-Q-19) ~ ~ ~ ~ [i !ir:, ~ ;'~:~ The camp area on the drilling pad will be sufficient for a typical 50-man camp. The m~dular structures are provided for the safety, ccmfort, and convenience of the occupants, Letters evidencing approval of the State of Alaska of these facilities are available for inspection. 14. The drilling contractor provides food service for the drilling camp. He is responsible for ensuring that all food is frum an approved source, is -li- properly refrigerated, and stored on shelves off the floor. Cleanliness will be maintained in kitchen and dining facilities in compliance with applicable government regulations. 15. ~ION OF ~TER SUPPLY kND ~qEA~NT (See modified Beechey Point B-2 Quadrant ~.~p) All water rec~_~irements will be obtained from inland lakes located within the NE 1/4 SE 1/4 SE 1/4 Sec. 32, the SE 1/4 SE 1/4 SW 1/4 Sec. 29, the NW 1/4 SE 1/4 SE 1/4 Sec. 34, or the N 1/2 NW 1/4 Ne 1/4 Sec. 8, TllN, R16E, UPM. .Appro~tely 400 barrels will be needed daily and will be hauled to the rig location using rolligons. The use of lake water for camp and drilling operations requires that it be treated to remove most of the contaminants, especially in the late winter when the water quality beccmes poor. The poor quality is the result of both organic and inorganic impurities in the water being rejected as ice forms. These rejected impurities concentrate beneath the ice and by spring, the calcium con- centration can .be 600-1000 p~m. ~is lake water is obtained under of State of Alaska Water Use Permit No. ~i~AD~12~~~~ authority until January 22, 1980. · Camp water will be made potable using a water treat~h~ ~fac±lity encl°s~ in a skid-mounted, insulated steel building. A hypochlorinator installed in the treatment facility will inject chlorine into the raw water to control algae and bacteria and to precipitate manganese, iron, and hydrogen sulfide. A series of filtering processes will then remove sediments, iron and manganese, and also any taste, cdor, and color. The water will then pass through a water softener where calcium and magnesium ions will be removed. Treated water will be stored in hot water heaters and in storage -12- tanks located throughout the camp. The backwash water frcm the treatment plant will be disposed of in an onshore pit (see below) utilized for the sewage treatment plant effluent. 16. METHODS OF H~NDLING ~ASTE DISPOSAL (See modified P~cchey Point B-2 Map) Waste material will not be permitted to accumulate at the drilling site. In general, burnable wastes will be disposed of in an incinerator on site, and other waste material will be transported away from the site on a frequent basis for disposal in an approved location on land. Garbage, nonccmbustible trash, ash frcm the incinerator, and other solid wastes will be transported to the North Slope Borough Solid Waste Disposal Utility which is scheduled to be in operation when ~Drk ~ces at this site. Sewage will be treated by the camp physical-chemical treatment unit, a 4000 GPD MET-P~O waste-water treatment unit, Model-14077. Effluent frcm this unit will be chlorinated prior to discharge at an upland pad located at Sag Delta $2 wellsite (10-11-16) approximately six miles frcm this site, and sludge will be incinerated on the pad. Used drilling fluid will be processed for reuse if feasible; otherwise, it will be transported to land for disposal at Sag Delta $2 (10-11-16) waste pit. Drill cuttings will be transported to the Sag Delta $2 (10-11-16) waste pit. See the attached chart and flow diagram for a more detailed description of the above procedures, which are intended to eliminate all intentional dis- charges on the pad or sea ice. ~ ~ ~ ~ [' ~, .~.?~ ~ ~ ~7 ~ ~ ~ 17. Such areas are subject to some lateral ice movement although, in an average winter, the magnitude of mo~t can be expected to be small (less than 10 feet). These movements will not affect the integrity of the proposed gravel structure. It should be recognized that quantities and details pertaining to potential spill events are difficult to predict with any precision. Fuel use is monitored and logged daily. All fuel storage tanks will have pressure release type vents to prevent overpressurization. All lines for servicing camp and drilling facilities will be maintained above ground except at vehicle crossings where they will be buried for their protection. All buried lines will have welded joints and will be installed so as to prevent leakage due to expansion and/or contraction. All transfer operations will be monitored for leakage, pipe or bmse rupture and overflows. Snow and ice berms will be maintained around fuel storage areas to prevent any leakage frc~ escaping. 1.9 All personnel have been trained in the prevention and initial control of oil spills, related to their duties. An on-site oil spill cleanup crew is designated for drilling operations. Backup personnel with special spill tra/ning are available at the Sohio Prudhoe Bay base camp on a 24 hour basis for assis~-~as,~D~=-ded. Con~t Policy Containment structures are practical for the fixed facilities at this drilling si'~, and they will be provided. Figure 1.3 shows construction details for the containment benns. The location of the con~t berms around the fuel storage areas is on the site plan, Figure 1.4. In the extr~ly unlikely event of a very large spill, containment will be provided in the form of a large containment area to one side of the island. The conta/nment area will provide sufficient volume for a large spill frcm the rig (20,000 barrels) and adjacent areas can be quickly bermed in the same manner with on-site bulldozers and earth moving equi~rent should a larger area be needed. 2. DESIGN AND OPERATING INFO~I~ 2.1 2.2 Site Drainage The drill site pad surfaCe and ~Drk area will have an elevation of five feet above mean sea level with 5:1 side slopes. The pad floor around the rig will slope toward the well cellar and will be completely covered by a reinforced plastic membrane. This will prevent any minor drips or spills frcm the rig machinery frc~ penetrating into the gravel; instead, such fluids will dr~n into the water-tight cellar. They can then be easily collected and disposed of at an onshore disposal well. The cellar will be a ten foot diaa~ter cylindrical steel structure emplaced to below mudline. It will be sealed to prevent any sea water entry, ~,~:i%~ ~1 be , permanently attached to the conductor pipe. Fuel Storage and Transfer Facilities Fuel will be stored in steel tanks which will be surrounded by a snow and ice berm constructed for secondary containment, shown in Figure 1.4 (Drawing No. A84D-Q-19). Once the snow berm is constructed, the area will be lined with herculite and the berms will be sprayed with water which, when frozen, will form a complete ice/herculite containment area. Any fuel frc~ a spill ccming in contact with the berm would be at ambient temperatures. Ina~uch as the drilling program calls for completion prior to breakup, these dikes will be cc~petent during the period of operations, based on past experience. The use of snow berms and herculite eliminates the need for additional gravel and site restoration after the equi~xnent has been removed. Fuel flow diagrams and transfer procedures have been developed for fuel facilities and are included as AppeDd{x A. The SPCC plan for Brinkerhoff Drill Rig 536 is also included, as Appendix B. All personnel working in the fuel handling area will be thoroughly trained in the information in the plans and the transfer procedures to avoid possible mishaps. 2.3 Blowout Prevention Pro,ram Equipment The rig will be equipped with a 20" 2000 psi W.P. Hydril annular diverter system installed on 80' of 20" H-40 945 conductor pipe while drilling 17 1/2" surface hole to 2700'. The 10 3/4" diverter line will be connected to storage tanks capable of holding the surface hole volume. These tanks will be set on the sea ice just off the drilling location and surrounded with an ice/snow berm. In the unlikely event that low pressure, low volume surface gas is encountered, the well bore fluid can be diverted into the storage tanks. After running and cementing 13 3/8" 72# N-80 surface casing at 2700', a blowout preventer (BOPE) consisting of three 13 5/8" 5000 psi W.P. Shaffer LWS rams, a 13 5/8" 5000 psi W.P. Hydril annular preventer' and a twD-choke manifold will be installed. -11- These preventers are powered by a 160 gallon Kocmey accumulator system with both nitrogen and manual back-up. After installation of the BOPE, it will be thoroughly tested for leaks using diesel fuel. It will be tested at least weekly thereafter, as well as prior to drilling out casing shoes. Operational tests and crew drills will be coD~ucted daily. Primary well control will be maintained by over-balancing fon~ation pressure with a column of drilling fluid. Autc~atic and manual monitoring equi~r~nt will be installed to detect any abnormal variation in the mud system and drilling parameters. A mud logging unit, manned by experienced personnel, will be in continuous use while drilling intervals where hydrocarbons are suspected and will monitor fonmation pressure, hydrocarbon shows, and loss or gain in the mud pits. In the event that the well' kicks, th~ BOPE will be used to shut-in the well ~tely and confine the pressure within a closed system. The casing program is designed so any anticipated formation pressures can be shut-in at the surface without breaking down the casing shoe. The Ccmpany representatives assigned to the drill site have had extensive training, incl,~__ing courses at Louisiana State University and Oklahoma University, together with actual experience in controlling and killing kicks. Such train/ng is an on-going program of the Company. These personnel will be further supported by well-trained drilling crews approved by the Company. -12- · Pressure resulting frcm a kick will be circulated out using the balanced bottc~ hole pressure method, and the well will be restored to its nolmal operating condition. In the unlikely event that secondary control of the well is lost and premature well flow occurs, the Company has at its disposal specially designed equipment and a blo~Dut contingency plan, experienced back-up personnel, a oammt, ing unit at location at all times, and two rigs operating in the Pm__~hoe Bay area which can be utilized to mix mud or drill relief wells. A description of the Ccmpany's current blovDut prevention traim_ing program, together with a copy of its "Drilling Operations Blo%Dut Prevention Manual", is available for inspection by appoin~t. 3.1 R.e...spq..nse Organization The drilling supervisor shall take charge at the scene of an oil spill near the rig and shall notify the field support supervisor without delay. If assistance is re~red, the field support supervisor will provide additional personnel as needed. He shall also notify the senior enviro~tal engineer without delay in accor_~__~nce with Sohio-BP Alaska Production Division Standing Instruction ~3-76. The env/ro~tal engineer shall notify appro- priate regulatory agencies and shall arrange for special cleanup equipment or outside spill cleanup teams as required by the circum- stances. If a spill should occur in spite of the preventative measures previously described, additional equi~m~_nt and sorbent materials are readily available from Cc~pany supplies in Prudhoe Bay (see inventory list, Table 3.1) and via air and road transport frcm Anchorage. In addition, heavy equipment such as dozers, front loaders, vacuum trucks and graders will be located at the wellsite, to construct additional containment areas as necessary. This equi~nent can also be utilized in cleanup procedures, transporting snow to the site and r~moving contaminated snow for disposal. 3.3 3.4 Cleanu~ Procedures Figure 3.1 shows in schematic form the various operations which might be involved in cleaning up any particular oil spill' at this wellsite. The notes accompanying Figure 3.1 provide explanation and amplification of the diagram. A spill event is any spillage of crude oil, product, or other harmful liquid under circumstances such that the ~orkpad fill material or the surrouu~ng area could become contaminated. Included would be such events as fuel loss through a broken hose, an overflow of oil contaminated mud during a well kick, or fuel overflow during tank filling. Not considered to be a spill event is any small spill beneath the rig or into the cellar provided the spill is completely contained by the oil-prOOf membrane and none is pezmitted to seep into the pad. Protect lives, property, etc,... Take ~te action as recruited to prevent fire and to protect personnel, property and wildlife. Construct snow berm as rec~3~red. The spread of spilled oil can be restricted by construction of snow berms. The snow berm should encompass sufficient surface area to acute the expected spill volume. Distillates will flow beneath the snow, so the area should be surveyed by testing s~w samples with an infrared spectrophotmmeter or by testing the air near the surface with a gas chrcma~aph. This method should indicate the presence of hYdrocarbons beneath the snow. The surface of the snow bezm should be made impervious by spraying with water and, in the case of light distillates, special care is taken to insure that the bottom of the berm is sealed to the ground surface to prevent flow through. 4. Uncontrolled well. Conservative practices employed by Sohio-BP Alaska make loss of well control highly unlikely. Key features of the blowout prevention program include: well engineered casing and cemen~g systems to prevent migration of fluids outside of the wellbore, good mud control to prevent well kicks or lost circulation, well engineered and properly maintained blowout prevention equipment to control unexpected flows of fluid to the surface, and a well operated training program, including hands-on exercises, to ensure that men and equipment do the right thing at the right time. 5. Attempt shutoff at surface. Most uncontrolled wells are brought back under control by operations at the surface. Specific actions depend on the configuration of the wellhead at the time. Actions which might be applied include pumping weighted mud and lost-circulation material into the kill line, application of dry ice to the w~llhead to freeze off the flow, and use of specialized (Red Adair) equipm~_nt. 6. It is expected that Sohio-BP Alaska will have at least two other drilling rigs under contract at the time of drilling this welI. Drilling Sites and procedures will be determined based on specific conditions requiring a relief well. Kill well. Killing tb~ flow frc~ an uncontrolled well requires the injection of large quantities of fluid into the formation. Water for the well killing fluid will be obtained frcm the ocean. Pipes for delivery .of the water will be insulated with snow to prevent freezing. Scra~. up spilled oil. At the ambient temperatures during the winter in the Prudhoe Bay area, crude oil will be highly viscous and not readily pumped in small diameter lines. The spilled oil should be picked up with earthmoving equipment (scrapers, front end loaders) for transport to an area where the oil can be held for seasonal thawing and mechanical recovery or safely burned. A~__d~tion of snow to the oil, as a sorbent, will probably improve the handling characteristics. Mixing of snow and oil can be done with buldozers. If dump trucks are used, their beds should be lined to minimize loss of oil enroute. Storage. After oil is transferred to storage location, the site is monitored until spring. Incinerate. Critique. After the spill is cleaned up, but while memories of it are still fresh, those involved in the spill should sit down and discuss what went wrong (and what went right) during the operation - how things could be imp~ed, and how better preparations could be made for future spills. An informal report should be made of the critique. Monitor. Periodically after the cleanup, the site should be inspected, photographed, and surveyed for contaminants. In the case of winter spills, it my be necessary to take additional cleanup action at the time of spring breakup. The inspections may reveal the necessity to do certain re/~ hilitation ~ork such as revegetation to avoid degradation of the site. O.K. for one season? The hose was changed out and the replacement hose tested. The kill line, consisting of 1-manual valve, i HCR valve and 1 check valve was tested next. The upper and lower Kelly valve along with the API full open floor safety valve was tested at this tinm. The Dart type safety was in working order and on the Rig floor. Ail of the above BOPE was tested, to 5000 PSIG with the exception of the annular preventer, which was tested to 2500 PSIG. The accumulator unit was then tested. Ail power was turned off the unit and 2-sets of pipe rams, the annular preventer were closed and the HCR valve was opened simultaneously. The full charge unit pressure of 2950 PSIG dropped to 1700 PSIG and stablized. The power was turned on to the unit and a 250 PSIG increase was attained in 35 seconds and the full charge pressure of 2950 was attained in 3 minutes and 20 seconds. The four N2 backup bottles had pressures of 2350, 2500, 2500 and 2400 PSIG. At this time I informed Mr. Jack Barr, SOHIO Drilling foreman, who had relieved }ir. Honeysett, that the~well, Niakuk i~3 was a wildcat well and there should be ~ total of 8 back up Nz bottles to be in compliance with the Sohio B.O.P. ~nual. He informed me that this would be corrected and he would inform me by phone when it was completed. The location was clean and the small shale pit was being kept clean by a dozier, front end loader, dump trucks and vacuum trucks. The rig is new' and in good working order. The well sign was in place and all information correct. The BOPE tests were concluded at 12:45 Pm. I was then driven to ~{abors Rig 22E on SORIO's Te~a "C" well to witness the BOPE test on the 13 3/8 surface pipe, the subject of another report.
