The Alaska Department of EnviroI111iental Conservation (ADEC) has com~ete¿f review
and public notice for permanent closure approval of the inactive reserve pits located at
the above reference sites located on the North Slope. The closure applications and
corrective action plans provided the required information describing the history and
conditions of the reserve pits(s), results of required water sampling, an assessment of the
potential risks posed by the drilling waste to human health and the environment as well as
proposed corrective actions. Corrective actions are completed at these sites. ADEC
coordinated field inspections and review of the closure plans with the appropriate land
and resource managers. At these three sites, the drilling waste was excavated :/Tom the
reserve pit(s) and transported to a grind and injection facility for disposal. The excavated
pits were backfilled with clean gravel. ADEC has determined that these sites present no
material or probable risk to the public health or the environment.
Public notice requesting comments on the closure requests was published March 7 and 8,
2003 in the Anchorage Daily News and posted on the state web site March 7, 2003. No
public comments objecting to closure approval were received in response to this public
notice. ADEC has determined that the reserve pits at these sites meet the closure
requirements of 18 AAC 60.440.
Closure Approval
Under authority of 18 AAC 60.440 0), ADEC grants permanent closure approval to BP
Exploration (Alaska) Inc. for the inactive reserve pits at the following sites:

Terms and Conditions
This permanent closure approval is subject to the following terms and conditions:
1) In accordance with 18 AAC 60.440(1), the Department will require additional
investigation, assessment, monitoring or remediation if new information regarding
conditions at the reserve pit facilities indicates that further actions are necessary to
protect human health or the environment.
2) The approval granted by this letter is for the inactive drilling waste reserve pit(s)
only. Closure for the pad as a whole (if required) must be coordinated between
the owner/operator and the appropriate land owner/manager.
Any person who disagrees with this decision may request an adjudicatory hearing in
accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division
Director in accordance with 18 AAC 15.185. Informal review requests must be delivered
to the Division Director, 555 Cordova, Anchorage, Alaska, 99501 within 15 days of the
permit decision. Adjudicatory hearing requests must be delivered to the Commissioner
of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303,
Juneau, Alaska 99801, within 30 days of the permit decision. If a hearing is not
requested within 30 days, the right to appeal is waived.

I was visiting with Judd Peterson (DEC) last evening and he had flown
over the Sag l&2 wells earlier in the day. In this last storm apparently
the water broached the reserve pits and is washing away a portion of the
island adjacent to the well head. I will ask Judd to cc you with his
report. It sounded like the DEC was going to push pretty hard for a site
abandonment. Have this wells been P&A'd or just suspended.

While speaking to Judd Peterson today about a separate topic, he brought
up the condition of the Sag Delta #1 and #2 sites. Judd said he talked
to John Spaulding last week and plans to contact Blair also about the
recent site deterioration due to an 8/10/2000 storm. A fuel pit at the
Sag Delta #1 site is exposed and dumping diesel directly into the Arctic
Ocean. The ocean is encroaching upon the Sag Delta #2 site.

On September 20, 1999, ADEC visited the BP Exploration sites of Sag Delta #1 and Sag Delta # 2
and 2A. The purpose of the visit was to investigate the status of beach erosion and examine the
drilling waste contents of the open reserve pits and flare pits. Investigators on the visit were Judd
Peterson, ADEC Reserve Pit Closure Coordinator, Leon Lynch with ADNR and Leslie Griffiths with
BP.
The reserve pits at these two sites were conditionally closed by ADEC on January 12, 1995. The
conditional closure stipulated that BP "cap the existing reserve pits with available gravel and
recontour pits to blend into surrounding terrain ". Due to environmental concerns at the sites which
were not addressed in the original conditional closure, BP has postponed reclamation of the sites.
Both sites are located immediately adjacent to Beaufort Sea. The Northeast corner of one open pit
at Sag Delta 1 has been breached by shore line erosion of the Beaufort Sea and the reserve pit at Sag
Delta 2 is within 50' of a slowly eroding coastal scarp of Beaufort Sea.
Upon examination of the three large pits on Sag Delta 1 and the two large open pits on Sag Delta 2
and 2A, it was discovered that a significant amount of free hydrocarbons are present in the drilling
waste and flare pit sediments. In the case of Sag Delta 1, what appears to be free product diesel and
crude oil was found in many places and significant hydrocarbon sheen can be generated by
disturbing the drilling sediments at just about any location. Due to beach erosion, ADEC considers
this site to represent an imminent threat of release of hydrocarbon contamination to the Beaufort Sea.
The conditional closure stipulation of burial of the drilling waste is hereby withdrawn. As provided

in the terms of the conditional closure, ADEC requires that BP conduct additional site investigations
as to the extent of hydrocarbon contamination and plan on removal of the drilling waste and other
hydrocarbon contaminated materials as a condition of closure. A priority should be given to Sag
Delta #1 since beach erosion is lapping at the edges of the drilling waste.
Please work with Judd Peterson (269 -7622) in regard to review of work plans and work schedules
for the excavation and disposal or remediation of the drilling waste /flare pit sediments at the two
sites.

The Alaska Department of Environmental Conservation (ADEC) has received correspondence
from Mr. Dave Lowe. dated January,
_-,-. 1995, conce,,--nmg a recent list of inactive reserve pit
closures. The list was addressed to vour office and dated January 12. 1995. Four sites were
inadvertently omitted bv ADEC ~om the list of closure approvals, and two additional omissions
were identified by me Department while reviewing Mr. Lowe's letter. Furthermore. four sites
received conditional closure status contingent uoon surface rehabilitation: ,&ree other locations
were mentioned as candidates for further remedial action. Surface work is compiete or m
2rogess at these latter sites and their status is now subject to further review by the Department.
This correspondence describes our review procedures, puts forward the Department's f'mdings,
and takes action upon the closure requests.
The sites have been reviewed in accordance with the ADEC Interim Site A, ssessment Guidance
for Inactive Drilling Waste Sites. June i99t. The third draft of Alaska's new Solid Waste
Regulations. 18 AAC 60, is currently under review, and this third draft contains a chapter on
Inactive Reserve Pit closures. The closure criteria in this proposed re~m.dation parallels the closure
criteria in the 1991 Guidance Document. Closure under the 1991 Guidance Document should
constitute closure under the proposed Solid Waste Regulations. The review procedures include
an evaluation of the risk screenm_~ assessment reauired in the 1991 Guidance Document. and is
Summarized m our previous correspondence (January 12. 1995'). Briefly. the si_onificance of risk
to local receptors is evaluated through study of contaminant release, exposure criteria, and
conseauence criteria.

The criteria that are measured at a waste site to satisfy :ne above logical arhuments are'

If either of the first two criteria and the last criteria are met. there is a basis for concern, and
before proceeding with Step" a con-ective action plan shail be prepared for the site which
shall identify alternative ways to correct or mitigate the basis of concern, prevent its
recurrence, and select a vreferred approach. Corre~,,,xe action alternatives shall be described
at a conceptual levet, and the seiection or'a preferred approach shall be based on balancing
protectiveness with im~iementai~iiitv and cost-effectiveness.
The second step determines whether contamination at a waste site present a risk to receptors
that is significant. If risk is found not to be sianificant, it is considered to be "ne21i~ible."

Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits
are considered to be liketv when:
(al The duration or freauencv of exposure is sufficient to cause adverse health and
environmental effects. This is evaluated bv reviev,'ing human and wildlife use patterns at a
given waste site, waste site accessibility, and ground and surface water uses, and either;
(b) The quantitf' or concentration of one or more contaminants exceeds aertinent
federal or state water quality criteria or standards protecting health and/or the environment.
Measured contaminant concentrations in the water will be compared with health and
environmental standards and criteria for each target contaminant, to identiO' exceedances.

effective January 12. 1995. Upon review of the submitted samvie results required under the
!991 Guidance. -enain remote sites exhibited metal concentrations and hydrocarbons in the
reserve put surface waters and down_~radient waters in excess of the Alaska DrinJcine Water
Standards and Alaska Water Quality Criteria {AWQCI. While there is a basis for concern
for those sites '*'here exceedances occurred, there is also neeible risk. and any corrective
action warranted at these remote sites wouid not be rezuired, realizing that the impact of the
corrective action would be much ~reater than the benefits received. These sites~for the most
part have revegetated, and any corrective action measures implemented would4mpact the
established plant species at these sites. These sites are Closed As Is. There are certain sites
where corrective action is warranted, however, and Conditional Closure is granted, provided
the corrective action stipulations described are completed to the department's satisfaction.

BP Exploration respectfully requests a waiver to Alaska Administrative Code
20 AAC 25.240 section (b) for Sag Delta North Wells 1,2 and 3 in order to
continue the long term production test of Sag Delta North for the purpose of
acquiring pool performance data to determine an optimum reservoir
management program per Alaska Administrative Code 20 AAC 25.240
section (c.3).
A waiver was requested and granted on June 28, 1989 for the pool discovery
well Sag Delta 9. The request and waiver are attached.
BP Exploration plans to begin discussions with the AOGCC within the next
month to develop Pool Rules for the Sag Delta North accumulation. Reservoir
Simulation studies are underway to aid in determining an optimum reservoir
management program and continued production will provide information for
these studies.

1981. This well was abandoned when Sag Delta No. 2A was sial. e-
tracked from it. Clean-up responsibility for this site will be
assigned to Sag Delta No. 2A, and an extension of time for

'Prudhoe Bay Monday August 31, 1981 where I met with Jack Barr,
Judy Golding and Jerry Stegar, Sohio representatives and discussed
the upcoming location inspection.
Attached to this report are pictures of well heads, reserve pit,
drilling pad, and a copy of surface suspension report.
It is my recommendation to the commission that the following
locations be accepted in regard to location clean-up, well sign

Gentlemen:
In regard to the above referenced regulations, your attention
is called to an attached list of wells which, according to our
records, have not received, a final location inspection a.~d
approval of clean up. In con~pliance with 20 AAC 25.170 Section
(a), "Within one year of suspension or abandonment of an on-
shore well", all clean up work is to be finished. Section (b)
provides the means for an extension of time if s valid reason
exists. Section (c) provides for on site inspection.
Consequently, we are presenting the following list of your
abandoned and/or suspended wells. .~[any of these are now more
than one year-old and are not in compliance with regulations.
Others should have the final inspection completed this summer
while weather permits. This list covers 'the years 1975 to
date. There may be some. earlier wells that also need inspec-
tion if you have any earlier wells to be in_~.ected this
summer please inform us.

By letter, dated March 14, 1979, Sohio Petroleum Company rc~/uested that
the ·well data and reports suhnitted to the State be held oonfidential
for a reasonable time after the disposition of unleased lands in the
vicinity of the wells. The well data are due for release on ~e dates
indicated below, unless the period for confidentiality is ext~ded in
accordance with AS 31.05. 035 (c) as amended by I~B 815 during t/he last
legislative session.

jacent to or near unleased State acreage. In my judgment, the well
data and reports which have been filed with the State contaJ~ signi-
ficant information relevant to the evaluation of adjacent ~ nearby
unleased State lands. Therefore, all data from these wells s~it-ted
to the State pursuant to AS 31.05.035 (c), as amended, shall be kept
confidential until after the iss -uance of State of Alaska oil amd gas
leases in the vicinity of the wells.

are made in accordance with th~ newly amended AS 31.05.035 (c), which
became effective January 1, 1979.

You will recall that Subparagraph (c) of AS 31.05.035 was ~nended by
means of House Bill 815 in the last session of the Alaska Legislat%~e to
provide t~%at "...if the Commissioner finds that the required re[~rts
information contain significant information relating to the valuation of
unleased land in the same vicinity, he shall keep the reports amd
information confidential for a reasonable time after the disposition of
all affected unleased land, %mless the owner of the well gives wri't:L:o..l~
permission to release the reports and information at an earlier date".
Please consider this letter to be a request for such a finding with
respect to the referenced wells. This request is based upon the info~n~ation

on file with the Conmission, relating to the referenced wells, and upon
the information stated below which indicates that each of t~e referenced
wells is located on a lease which is adjacent to or near unleased State
acreage, and that the tests perfo~ in such wells, the re[~orts of
which are on file with the Conmission, would logically provide infon~mtion
relevant to an evaluation of the unleased acreage adjacent to or near
the leases concerned.
We also note that there is an apparent 'typographical error in the wording
of the ~dn~mt to Subsection (c) of AS 31.05. 035 which m~es reference
to a finding by "the Con~nissioner". It is our assu]]ption t~at tJ~e
legislature intended that, after January 1, 1979 tJ%e responsibili'ty for
making the determination would rest with the Alaska Oil & Gas Conservation
Con~aission, and not the Co~missioner of the Depar~]mnt of Nature-al Resources.
You will recall that the legislation creating tJ]e Alaska Oil & Gas
Conservation Commission was adopted by the legislatum'e by nmans of ltouse
Bill 830,. and the legislation amendimg AS 31.05.035 was brought about by
separate legislation in House Bill 815. While the wording of iff]ese t~o
separate pieces of legislation was not reconciled, we feel that
overall, intent of House Bill 830 'was to transfer all functions previously
exercised by the Commissioner, Depart~mnt of Natural Resources -to 'the
Alaska Oil & Gas Conservation Conn~[ssion. If we are in error, h~ever,
we would request you to forward this letter to tine Commissioner, Depart-
ment of Natural Resources, for appropriate action.

It is our opinion that the logs and other well records are of excellent
quality in each of the wells and are fully capable of being utilized by
persons having knowledge of presently published data to nmke significantly
more accurate evaluations of the geOlogy of unleased acreage lying
adjacent to or near the references leases. It is our posit/on that such
a finding is all that is necessary for. the C~mission to exercise 'the
au%hority required by AS 31.05. 035 (c). If, however, you wish to examine
t_h_tS question more fully, we are prepared to do so and can dG~ons'~-a'te
how this information can be utilized to evaluate unleased acreage adjacent
to the referenced leases.

Further, we feel it is in the State's interest to delay release of tJ~.s
information until a lease sale has been held, as is presently sch~]uled
for December of 1979.. Regardless of whether the infornmtion indicates
the presence or absence of hydrocarbons, public knowledge of it can only
lead to a loss of the speculative value to the State of the lands in
question. We feel this was the intent of the legislature in adopting
the amen~ts to AS 38.05. 035 (c),

A 7" liner is cemented at 10,756' and 6" hole drilled to 12,535'. We propose to set
a bridge plug 50 ft above the 7" shoe and squeeze with 50 sacks cement thus suspending
the 6" hole. Squeeze the 7" lap. Perforate and test the intervals 9815~/9760~ and
9680+/9590+. The lower interval will be tested with a packer on dri]lpipe. A bridge
plug will be set above this interval. The upper zone will be completed with a packer
on 4-1/2" tubing and a Xmas tree installed. Both zones will be acidized.
After testing, the well will be suspended.
Operations will commence 3-18-77.

Wednesday, Janqary 12.,... 1977_- Rode. over to the BP Sae Delta #2 drillsite
with- Chris BernaiXd. ~rrived at 8.00 PM. Met with J~m McGee, then went
to the rig floor to witness testing of the BOPE.
Parker hands were picking up the test plug assembly by 9:00 PM. Testing
began at 9:30 PM. All tests were to 5000 psig unless noted. Lower pipe
rams tested along with the outside wing valves of the choke and kill lines.
The check valve on the kill line was disabled. The upper pipe rams and
the inside wing valves on the choke and kill lines tested. When pressure
was applied to the choke manifold, two flanges downstream of the choke
were leaking. One valve above the adjustable choke also leaked when tested.
This valve would have to be replaced. The next test was on the HCR and
check valve. The~check valve would not hold. One of the wing valves on
the kill line was closed and a good test of the HCR valve obtained. The
hydril was tested to 3000 psig with no leakage. The lower kelly valve
would not hold pressure. This valve was replaced and a good test was
obtained. Kelly-cock also tested with no leakage. Pulled out of the
test plug to test the blind rams. Test complete at 3:00 AM, Thursday,
January 13, 1977:
Completed a field inspection report noting 5 failures during the BOPE
tests (copy attached). They were changing out the valve in the manifold
and repairing the flange leaks. I traveled back to the NGI pad at 6-~0 AM.
Friday, January 14, 1977 - Called Jim HcGe~ from NGI pad Friday. He told
~-'the ~manifold ~ha~ been repaired and a 50uO psig test performed before going
into the hole. They also had another kelly valve already on location, but
~.re still waiting for the new check valve.
E!~ SU~,a,r~,l: I witnessed BOPE test on BP Sag Delta #2, 10-11-16, Prudhoe Bay
xPloratory Hell. I observed five failures during the test. Four of the
failures were reported repaired in 24 hours. The check valve had not been
replaced or repaired but would be when the parts arrived.

Re: Well BP Sag Delta 10-11'16, Seisrmic Reference Survey
By means of this letter we are applying for a permit to carry out
a seismic reference survey in the above well after reaching total
depth. The proposed shot hole spread and locations are shown on
the attached figures.
The shot holes will be drilled to a depth of 60 feet and loaded
with charges of 1 to 3 pounds canned NCN. These charges are
significantly smaller than used in the past and should result
in no environmental damage.
The well location precludes us from locating the shot holes one
quarter of a mile from the nearest river channel. However, the
depth of the shot holes and small charges involved should nullify
danger to fish. If necessary, we are prepared to drill in the
adjacent channels to prove the absence of free water in them.

We hereby request a permit to conduct a velocity survey at the Union
Company of California Eas'~_ Harrison Bay State No. 1, located in Sec. 10,
T 13 N, R/6'i...V~.~ U.M. Shot holes for the survey would be drilled as
shown on th~ accompanying pla'to We propose to drill each hole to a
depth of approximately 100 £t. using a portable drill. Each hole would
be loaded with 30 lbso of explosives. Charges would be detonated and
data recorded at the time of logging which we estimate will be March 1 ·

checked the diverter out. They have a !0~ flow line on a down
hill grade to a pit in one direction and a 10~' flow line connected
to this line in another direction to another pit with valves to
divert the fmow in the c~.~c%ion they may need.

very good shape. They had one more joint of 10" 'to be welded

UNION EAST HARRISON' BAY STATE NO. 1
Dear Mr. Denton:
Since the submittal of our December 30th request for a permit to conduct a
velocity survey in the Union East Harrison Bay State No. 1 (T 13 N, R 8 E,
Sec. 1O, UM, ADL No. 47589, State Drilling Permit No. 75-18) it has been
determined that in addition to a survey at total depth one is also necessary
prior to setting 13 3/8" casing at 2,700 ft.
The shot hole layout would be the same as shown on the plat tha'h accompa-
nied our original request. A maximum of 12 holes would be fired for the
2,700 ft. survey.
By this letter -we request permission to conduct this intermediate velocity
survey in addition 'to the one proposed for total depth.

well at a location in Section IO, Township llN, Range 16E, U.P.M.
Well samples, core chips and a mud log are required. A directional survey

Many rivers in Alaska and their drainage systems have been classified as
important for the spawning or migration of anadromous fish. Operations in
these areas are subject to AS 16.50.870 and the regulations promulgated
thereunder {Title 5, Alaska Administrative Code). Prior to c.oneenctng
operations you may be contacted by the Habitat Coordinator's office, Depart-
merit of Fish and Game.
Pollution of any waters of the State is .prohibited by AS 46, Chapter 03,
Article 7 and the regulations promulgated thereunder '(Title 18, Alaska
Administrative Code, Chapter 70) and by the Federal Water Pollution Control
Act, as amended. Prior to commencing operations you may be contacted by
a representative of the Department of Environmental Conservation.
Pursuant to AS ~.40, Local Hire Under State Leases, the Alaska Department
of Labor is ~ing notified of the issuance of this permit to drill.
To aid us in scheduling field work, we would appreciate your notifying this
office within 48 hou~ after the well is spudded. ~e would also like to be
notified so that a representative of the Division may be present to witness
testing of blowout preventer equi~nt before surface casing shoe is drilled.

Dry bucket 36" hole to 80 feet below ground level and cement 20" conductor
to surface using permafrost cement.
Drill 17½" hole to 2700 ft. ± and cement 13~" 72 lb. controlled yield N-80
Buttress casing to surface using 4000 cf of permafrost cement.
Drill 12¼" hole vertically to 9000 ft. + Run ~ 47 lb. controlled yield
N-80 and Soo-95 Buttress casing to surface. Cement 1st stage with 1400 of
Lite Wate and 300 cf of Class "G" cement, 2nd stage with 300 cf of permafrost

Drill and core v~ hole vertically to 12,700± ft. Hang 7"'29 lb. controlled
yield N-80 Buttress casing as a liner at 8500'± and cement with 670 cf of
Class "G" cement.
Alternatively, and if warranted, the 7" casing will be set at 10,400'± and
cemented with 300 cf of Class "G" cement. Then, a 6" hole would be drilled
and cored to 12,700'±.. If necessary, a 4½" 12.75# N-80 liner would be hung
at 9900'± and cemented with 300 cf of Class "G" cement.
Blowout preventer program consists of a 20" annular diverter system set on
conductor pipe while drilling surface hole. A drawing of the diverter system
and diverter procedure are attached. From the 13~" surface casing point to
total depth, three 13§" 5000 psi W.P. ram-type and one 5000 psi W.P. annular-
type blowout preventers will be installed.
Drill stem testing and/or flow testing, with production tubing, may be
performed as required.
