This program was-in it's entirety conducted in a professional manner resulting in the achievement of a most satisfactory job. The product of your efforts has resulted in one of the finer restoration programs yet conducted on these refuge lands. Mr. Tony Swan of your staff, the contracto% and others responsible for this superb effort should be commended. We have enclosed two signed copies of your October 20, 1978 letter in regard to the 16,850 yards of gravel recovered and stockpiled for future use at the active BCU gravel pit site. We will require the use of this material be recorded and this office advised as you discuss in your letter. Fish and Wildlife Service Kenai National Moose Range Post Office Box 500 Kenai, AK 99611 BEAVER CREEK WELL NO. 8 LOCATION RESTORATION On Monday, August 15, Bob Richey of your office and Tony Swan, Marathon, visited Beaver Creek and finalized the procedures for restoration of the road and pad used for drilling Beaver Creek Well No. 8. It was decided it would be to the best interest to all parties involved to restore the area. Following is a list of steps to be taken during the restoration project: 1. The water well is to be abandoned according to normal good practices used 'in abandonment of water wells. We propose to pull the pump out of the well, cut off the casing below the surface, place a 10-foot cement plug in the casing, weld on a cap, and consider the well abandoned. 2. Gravel Storage Area All reclaimed gravel will be stored back at the original gravel pit site. 3- Dri 11 Pad a Contaminates on pad, i.e., drilling muds, cement, and other soiled materials are to be pushed into the left side of the sump pi t. b. Subsurface materials pushed out of sump pit during original excavation will be pushed back into the pit filling it close to original ground level. c As much gravel as reasonably possible will be removed from pad and deposited at storage area. ~[L ~; Mr. James E. Frates September 7, 1978 d. Topsoil that has been stored around perimeter of pad will be spread over entire area of pad with a minimum of two inches being put on entire area. e. Spread the stored overburden and trees on top of the topsoil in a helter skelter manner. 4. Road Right-of-Way a. Pick up as much gravel off of road right-of-way as reasonably possible without distorbing any other adjacent overburden, and deposit at gravel pit. b. Culvert in swamp area is to be removed and a drainage ditch dug to allow normal drainage in area. c. Spread stored topsoil over the right~of-way. We will spread a minimum of two inches of topsoil over entire right-of-way. Largest equipment to be used on this step and step d will be a D-6 or equivalent. d. Spread overburden over the top of the right-of-way in a helter skelter manner. 5. Fertilization of disturbed area Final step will be to fertilize the restored area with a mixture in the following amounts: 300 lbs. 10-20-20 plus 100 lbs. ammonia nitrate per acre. Considering a 10% error factor, there are 8.5 acres involved requiring 2550 lbs. 10-~20-20 and 850 lbs, of ammonia n i t rate. It is further understood that prior to commencement of restoration of the area, Mr. Richey and a Marathon representative will meet with the contractor insuring ccmplete understanding and compliance with these procedures. There w~il be no opera'~ions on the iocation through September 20. 'Ibis is in order to control the area during the hunting season. No prior approval will be needed to restore the area. Mr. Masri has contacted Mr. Richey of the U. S. Fish and Wildlife Department and Mr. Richey i'nformed him of our proposed procedures to restore the area. Mr. Masri is sati'sfied with the procedures and will let us coordinate operations between us and the U. S. Fish and Wildlife Department. The only requirement is upon completion of the restoration of Beaver Creek 8, we are to submit a s6bsequent sundry notice on abandonment of the well with notations on both restoration of the area and abandonment procedures taken on the water well. As discussed in our telephone conversation, I am enclosing documents from the USGS and the U.S. Fish and Wildlife Service indicating approval of the Beaver Creek #8 location restoration. These items are being provided for your use in considering the necessity of a site inspection by the Commission. Enclosure 1 is an intraoffice memo to our former operations superintendent from Marathon's man in charge of the restoration program. In it he recounts a telephone conversation with a respresentative of the USGS, in which the representative indicated that USGS would allow the USF&WS to oversee the program. Enclosure 2 is a letter from our former operations superintendent to the manager of the Kenai National Moose Range which outlines the steps taken during the restoration project. Enclosure 3 is a letter from the manager of the Kenai National Moose Range to our former operations superintendent indicating USF&WS approval of the final restoration program. Enclosure 4 is a Sundry Notice covering abandonment and restoration of the Beaver Creek #8 site. Please note that the last paragraph on page two of the Notice specifically states that approval of the project had been received from the USF&WS. The test will commence with approximately 5000' of lO.6#/gal fluid cus the 5" DP. S. Geological Survey an~ ~o you~. · ..... office giving complete information as to casmng weights, grades, setting depths, and the exact type of cement we intended to use. ~e if the well proves to be a dry hole. Also, cementing to 7500' was a savings in materials and rig time and removed a potential problem area in a two or three stage cement job. The USGS approved our plans and sent a representative to the location to witness the setting of the 9-5/8" casing which was m~n and cemented on October 31. To date, an~-' approved copy of form 10-403 has not been received from the State ' !Vl~ With regard to the monthly operations report, while drilling Beaver , Creek Well No. 7, we were advised by your offzce that we would not be required to s~mit a monthly report of operations as we were providing a detailed weekly report. Estimated formation tops for potentially productive zones are: Beaver Creek Gas Zone: 5,500 'MD Beluga Gas Zone: 6,150'MD TYonek G Zone: 15,150 ' MD DIL, GR, Sonic, CNL Density, and CBL logs will be run. Cores may be cut in the Tyonek G Zone for formation evaluation purposes. The well will be completed with 3-1/2" tubing as a producer. Hydraulic pumping equipment will be considered as an alternative to gas lift.
